the government is scrambling to convince the hotel industry to get on board it's understood they want up to $30000.00 rooms look good so we hotels that are not being used for other customers right now there are places like heathrow at the airports around the u.k. as well as seaports so this is a major logistical challenge and it's not a moment too soon some people say. half past the hour on al-jazeera these are the headlines votes have been cast and in fact counted all counting right now by libyan delegates in switzerland taking part in a special un led forum to decide on a new libyan interim government the candidates have been narrowed down to 2 lists each representing key provinces running for prime minister and roles in a new presidency council so they're just verifying those votes now we're bringing
5:31 pm
the result as soon as it happens. u.s. president joe biden says he is ending american support for the saudi led war in yemen including a ban on the sale of specific weapons saudi arabia has responded by saying it supports a political solution just days after he was jailed russian opposition leader appeared in court again accused of defaming a world war 2 veteran who appeared in a video promoting russians constitutional referendum they described a number of people in the video as corrupt acts the european union's foreign policy chiefs appealed for opposition leader alexei navalny is release in a meeting with his russian counterpart in moscow just a borel met in the 1st high level e.u. visit to russia since 2017. this is going charged with russian sentencing of the legacy. under arrest of the most rigorous. if you can pick i have conveyed to minister lavrov our deep concern and great to
5:32 pm
a could have appealed to release one to launch probably only investigation over. hundreds of people in pakistan administered kashmir have been out on the streets marking kashmir solidarity day protesters gathered to show support for those on the other side of the line of control but india and pakistan of course claim the region as their own and new delhi revoked the autonomy of indians to kashmir in august of 2019. and there are protests in me in march and neighboring countries as people continue to push back against a military coup and the aid to the deposed leader. has been arrested returning to switzerland now as i say the votes being counted and scrutinize very closely those 3 people sitting there this is a ballot a 2nd round ballot to try to form an interim government in libya another step on
5:33 pm
the road towards reconciliation in a country that was torn apart by war for most of the past decade as the votes are counted and verified we'll check in with james bays is our diplomatic editor watching from u.n. headquarters in new york as they all are there i suspect james. yeah and i think that might be the last vote he showed them he's divided them into 22 different piles. and he's not going to count i guess the 2 piles these are piles each of the piles for 2 different slates of candor that to be the presidency council of libya the new the new interim government of libya which is going to be announced in the next few moments they had a group of electors $75.00 electors that the u.n. chose representatives they said of the people of libya that have been carrying out this political dialogue they produced before them 4 different slates of people who
5:34 pm
could be on this presidency council they had a 1st vote between those 5 different 4 sleights they reduced it to 2 and so we're now going through those 2 finals slates to decide which of the 2 slates is going to be the one that is going to be the new interim government of libya only a temporary government because this is a government to take libya through the next few months ahead of a proper election election where the people of libya rather than delegates are going to decide a one person one vote election planned by the united nations and the libyan authorities at the end of the year as you can see they're trying to do this in a way that means there can be no dispute and various observers at the front watching the results and what will happen shortly once they have lodged those results is they will be announced to all of us and then you're going to hear the person who's been leading this process the un's acting special envoy stephanie
5:35 pm
williams is going to speak about it i can tell you a lot of atmosphere of expectation here at the united nations headquarters it's relatively early in the morning here but people are following this extremely closely that they think it could be a very optimistic an important moment at the same time they are careful no. to be over optimistic because in some ways we've been here before 5 years ago there was an agreement in morocco in a place called skinner at that came up with an interim government and that just became another source of power between various other power centers that existed in libya just cause more confusion and eventually more violence so we're taking nothing for granted here but certainly all the conflicts that the u.n. is involved in all the peace process is around the world this is the one that the
5:36 pm
u.n. and then the secretary general antonio good terrorist are most full about the fact that they can bring an end to the conflict in libya and the timing is really amazing it's almost exactly 10 years since the start of the uprising. in libya which of course led to the downfall of colonel gadhafi and he he in 2011 it was later in the summer that he finally was toppled from tripoli and eventually he was killed in sirte yeah james i think we see stephanie williams actually maybe just going over some notes and. approaching at the moment so i'll leave you there just for now in fact here she comes to finney williams is going to . address the people in geneva there and the rest of the world to find out about the results of these. disbalance as i said a 2nd round ballots. for the libyan interim government's.
5:37 pm
u.n. led perseus which is now into some of its final stages here has they tried to as james saying 10 years almost to the day after the uprising in libya that is still organizing a few things. positions of prime minister and his general saying a presidency council. being decided today to bring some sort of stability to libya right now and then moving towards the idea of a full as james said one person one ballot vote later in the year baby steps all the way but this is definitely positive signs that we're seeing coming out of geneva still taking their time there so i might just check in with james again james i think you're watching the same things i am so do jump in when if you want but can i just check in what you were saying about the presidency council exactly what does that mean well that they're going to be the governing body now
5:38 pm
in libya there's going to be a prime ministers part of that presidency council and the chair of the council i suppose effectively a president but it's a joint presidency council rather than one single person but the world but we want person who presides over the country as the chair of that presidency council this is the formal of the u.n. has chosen for this short term government this interim government for libya other important things taking place at the same time there is still a joint military commission which is meeting as we speak in search right now remember there is a cease fire in place in libya and they want to try and build on that cease fire and there's also supposed to be a reward had one deadline passed foreign fighters and foreign for foreign ok james interrupted sorry looks like stephanie williams has begun to speak. around for the new executive authority there were 73

lp via. the new executive unified authority should could mitt to translating the spirit and principles of the road map with actions and deeds. first i call on them to respect and translate the unity and inclusive it see which you have built and this form in the formation of a government that is based on merits competence and which is representative of all libyans including youth cultural components and women. they have already committed to ensuring that women low hold at least 30 percent of the senior executive positions 2nd

transitional justice and promoting the culture of amnesty and tolerance in parallel with truth seeking and reparation forth the new unified executive must fully support and implement the ceasefire agreement this will require bold and determined action on the part of the new government in support of the 5 plus 5 joint military commissions in particular for the reopening of the coastal road and the withdrawal 1 of all foreign forces and mercenaries the reopening of the coastal road will also be critical for the delivery of basic services and to ensure free movement of goods and people which is essential to restore the prosperity of the united libya fish. the new executive must tackle libya's economic crisis and the dire living

conditions faced by the b. and citizens. since the oil blockade was lifted in september of 2020 important progress has been achieved to enact the economic reforms needed to create a more equitable and durable economic arrangement for libya's oil revenues the reactivation of the central bank of libya board of governors the unification of the exchange rate the progress and the financial review of both branches of the central bank and the launch of the comprehensive audit of the libyan investment authority on of the 11th of january have been setting the stage for the reunification of libya's economic and financial institutions and policies and increasingly integrity and performance of libya's sovereign wealth.
5:48 pm
as we were gathering in switzerland's libya's 1st unified national budget since 24 team was agree and is awaiting problem by the current presidency council. as stipulated in the road map the current presidency council and government should continue to work and a caretaker capacity until the endorsement by the house of representatives of the new temporary unified executive and should ensure that a peaceful transition and a constructive handover take place without delay and in the interests of the country. all parallel authorities should be considered all and void. the libyan political dialogue form has not completed the task. you have
5:49 pm
a critical role to play in the months ahead as the custodians and monitors of the road map which you adopted into us you have demonstrated your political strength throughout this process and you must continue to work in the same spirit to ensure that the aspirations and clear demands of the libyan people do not remain unfulfilled and answered you must stephanie williams is the acting un envoy to libya announcing the results of our ballots today the 2nd ballots in switzerland to elect what we now have a libyan interim government $73.00 ballots cost $39.00 to $34.00 was in the end we will start to discuss this with james by as our diplomatic editor watching from u.n. headquarters in new york i'm going to talk james to our correspondent in libya shortly about the details about some of the people we've heard about can you take
5:50 pm
us through the process of what's happened. well the key thing is that libya now has a new government a brand new government agreed by a representative group of libyans brought together by the united nations after a ballot of that group this this forum that they brought together they have elected . people a 4 person presidency council disposed to guide libya to elections at the end of the year so a very optimistic moment for libya but you've got to remember that we have been here before the square out agreement of 2015 came up with an interim government and it got nowhere at all so we have a new government is everyone going to except it's all thora t. i think is question number one and there are other problems facing libya as well there is a cease fire in place which is very good news but the international community and the u.n. security council are worried about the foreign presence in libya and foreign
5:51 pm
meddling in libya already one deadline has passed for all foreign forces to leave libya a joint military commission is meeting right now a separate diplomatic process inside libya in certain it i believe is going to come up with a new deadline the u.n. security council be forced into action soon because they will have to approve the monitoring mission the u.n. secretary general that they've asked the u.n. secretary general to set up and i'm hearing that initial group of monitors probably not more than a dozen will be just to plan that monitoring mission to keep the cease fire holding until the election stephanie williams the acting special representative is going to retire she has achieved a great deal as the stand in remember the u.n. hasn't happened a proper envoy in libya for about a year after gas and salaamed who set out this plan retired because of ill health and then there's been squabbling among the u.n.
5:52 pm
security council about who's going to get the job and they've now found a veteran u.n. official. previously he's been the un's man in afghanistan in iraq and in lebanon so he will pick this up and try and push it through to elections it's a very optimistic moment but there are many many hurdles ahead kemal jan stay there for me if you would please i want to get a little more detail with malik china in tripoli as i look at this list malik names like kone abdel-hamid the bay but these are not familiar names to us maybe you can tell us a little bit more about their backgrounds. yes sure we'll know how much of the month he who is now going to be the head of the presidential council is a former ambassador of libya to greece but he's a lot more low key than than than the other list this list of candidates that have won a lot more low key they're not very known as the others are there much more the other
5:53 pm
list was a lot more controversial. kone who is now the deputy of of muhammad in the month he was a former ambassador to mali he was also a deputy in the presidential council under fire. but he resigned shortly after holding up position. now and. deputy to the presidential council was an m.p. he's from western libya and of course of the how many debate about the new prime minister of libya is a successful businessman from the city of misrata. also a senior official in the get deaf ear regime so is that all a good sort of much sorry magic and a good sort of mix across the east west because this is been the issue hasn't it a complete divide across the does this cover the bases. i think it does i think it does these are really these the people that have now been elected
5:54 pm
these officials haven't had strong positions with or against either side so they can comfortably come into any city. for instance has visited eastern libya before he is known across a wide variety of libyans as a successful businessman and as a a a good manager so i think this list of officials can comfortably begin to work on a serious reconciliation process now of course there's also been some criticism here in libya on both sides in east and west that the u.n. has sort of overstepped their boundaries so whether or not those in those with weapons will add here to or respect the results of this elections remains to be seen for the most part the legitimate bodies have had said that they will respect
5:55 pm
the outcome stephanie williams say that the next step is for the parliament to to certify the this new this new government and to power the to the speaker of the tripoli based parliament yesterday. in a letter said that he would accept and respect the results and that i would call for a session for all m.p.'s to meet and to certify this government manic train and aaa thank you just a final word from james basic and diplomatic efforts in new york the united nations often accused of inaction or having long drawn out process which don't get anywhere even with all the caution about what's happened today this has to be seen at some level of success for the group. yeah i mean i think the u.n. will be counting this is a success they'll be there be careful i don't think they're going to be crowing about this because they're being so many false dawns in libya in the past expect
5:56 pm
a statement from the secretary general i would expect in the next hour or so and at some point when they can agree one expect a statement from the u.n. security council i think everyone thinks this is good news but i don't think anyone believes there are not big difficulties ahead i think a lot of credit will go to stephanie williams in the acting role who has achieved so much in libya maybe the time was just right but she is a diplomat who knows the middle east well she knows what happened in the arab spring it is now almost exactly it was the 15th of february the uprising in libya started she was a u.s. diplomat at the time not serving in libya but she was the deputy and i was acting in charge again in the u.s. embassy in bahrain joining the arab spring so she knows what happened in those heady days. james bays is a diplomatic editor in new york we'll hear more from him in the news coming up shortly we have been watching developments from near geneva in switzerland as the
5:57 pm
u.n. led peace process for libya reaches the point where a ballot a 2nd ballot took place today and as a result of the country now has an interim government mohamed. from eastern libya will become the president supported by most me and. on that presidential council which we talked about and bill jaime that will become the prime minister names that we perhaps not heard so much of until now in libya but will become far more prominent and take such an important role as libya tries to find that stability with an interim government and eventually move itself towards one person one vote elections later in the year continuing coverage on al-jazeera of that story and the rest of the day's news coming up with a dobie in the news i'm come all santamaria thanks for staying with us.
