what does it really mean for the country. it is an optimistic moment libya has a new temporary government agreed by what the u.n. would say was a representative group of libyans brought together yes by the un handpicked by the u.n. but they voted they came up with a slate of candidates for people who will be the presidency council or a slate that come from across the political divide in libya and their job their only job is to govern the country and get the country ready for proper elections elections of one person one vote which is going to take place at the end of the year this could be historic it could be a great achievement it depends whether in libya there or thorough t. will be accepted by everyone and they will be able to do the job that they have now been given this could well be an end to the conflict in libya or the start of the end to the conflict in libya but and the big but is we have been here before

the security agreement to 2015 came up with an interim government that led to nothing other than another power base fighting with the existing power bases will it be different this time i think certainly the people of libya the ordinary people of tired of the conflict it's almost now just a few days short of the 10th anniversary of the uprising in libya and perhaps some of the foreign players that have been involved in libya that have even sent forces to libya now believe it's time to put the country on a more stable footing it's been a few months since the u.n. could've laid claim to a diplomatic breakthrough james you think the u.n. and diplomats will be giving themselves a quiet pat on the back there. oh absolutely there will be real real joy here u.n. headquarters on the 38th floor where the secretary general antonio terrace resides

a former diplomat and a former ambassador to greece he's from eastern libya we also have a deputy from the south in the in the presidential council koni he is he was a former ambassador and he was also a deputy in the presidential council under 5 is sort of raj from western libya we have a lefty who is a former m.p. member of parliament and of course of the he did originally from the coastal city of misrata which is a a big military source of power for western libya so it is bringing in a variety of libyans not as controversial as the other list the other list of course contain. who is a speaker of the eastern based parliament and. who is

a minister of interior here in western libya so much more low 'd key much more subtle don't be able to comfortably travel inside libya and be able to engage the various stakeholders in libya so i think this is a win for the libyans i mean most libyans are hoping that a united government can take place and 10 a lead to real lections the majority of libyans want to see a lections and to the un's credit this was a very transparent and clear process and people really i believe enjoyed watching this transparent vote take place in libya but there are some criticisms there are of course you know militias both in western and eastern libya those who have military power whether or not they will accept the results is not yet known. i'm sure many most libyans hope that they will and this will lead to

reporting live from tripoli it sounded like a little bit of a geography lesson we've got one guy from the east one guy from the south and one guy from the west was that part of that the whole dynamic behind choosing these 3 individual people if you get them from different geographical locations everyone can feel that they're a stakeholder in this process going forward. yes from the outset the process was designed and the delegates of this u.n. backed forum had agreed that the new presidency council would have representatives from libya's 3 historical regions and then there was also an assumption if that well which was prime minister if he was from western libya then the head of the council would be from eastern libya so in this sense we have good job graphical representation but i think the problem here which which we need to emphasize is that this is a list that one headed by mr r.t.

being a bad business man is going to make a lot of people unhappy in libya and outside libya that's because the losing list was was a list that we saw on current perhaps more invested in cairo and even paris more invested in because it was a list that had individuals that had close ties to these captured swears that when the list is a new list entirely without direct ties to foreign powers but is that a good thing in as much as there is going to be a general election towards the end of this year in theory in december and people looking in on this process stakeholders either inside the country or outside the country are perhaps more interested in who ultimately ends up running the country after after december as opposed to these 3 individuals who let's be clear of being appointed just because they're a safe pair of hands and perhaps a little bit safe

a little bit perhaps dare i say dull because that's maybe what the country needs between now and december it doesn't need another firebrand military guy who wants to be a politician. yeah i think this you know this less was chosen more not so much as an endorsement for the less but i think they won more as a reaction to the other list meaning they won because the vote was for no for the other list but let me be clear the path towards election is not going to be smooth in fact for this government this lineup these 4 men to to take seat and take power they still need to overcome other hurdles remember the process and the u.n. acting representative underscored this in today's remarks the process images that these 4 men still have to get parliamentary approval so they have 20 with the prime minister has 21 days to form a cabinet and present it to this h o

r and remember the h o r is a divided institution since 2015 so the challenges for the next 20 min the next 21 days to get actually the house of representatives to meet as a whole to have them endorse the cabinet that is proposed and then the question is what happens if they don't in theory the matter goes back to this group of $75.00 delegates handpicked by the u.n. to decide on what steps to be taken next so it's not going to be a smooth transition necessarily and i think we also have to wait and see how hot are you staying that based military commander reacts to this list because the eastern representative in this list as far as we know is not huffed our support whereas the process was designed to in a certain sense reassure that their campaign reassure the international bankers and the other can't but somewhat they would have a representative in this new governing council so there could be troubles ahead ok
