and it will lead to $4000000.00 more jobs and otherwise would be created the nonpartizan book it is the tuition is looked at the rescue american rescue plan and said the g.d.p. there of wit will reach prepared demick projections by 2021 meaning will have recovered by on my end of 2021 much sooner by the way than if we do nothing look just this week the congressional budget office projected that if we don't take action it would take them to the year 2025 to return to full employment there's also a growing chorus of top economists right center left that say we should be less focused on the deficit and more focused on the investments we make and can make now in jobs keeping families out of poverty prevent a long term economic damage to our nation the simple truth is if we make these investments now with interest rates at historic lows will generate more growth
8:31 pm
higher incomes a stronger economy and our nation's finances will be in a stronger position as well and the path won't just be in jobs but in our global competitiveness as well because we will be regaining our economic strength faster so the way i see it the biggest risk is not going to big if we go see if we go to small we've been here before when this nation had the great recession the brocken i inherited in 2009 i was asked to lead the effort on the economic recovery act to get it passed it was a bigger coverage package roughly 800000000000 dollars i did everything i could to get it passed including getting 3 republicans to change their votes and vote for it . but it wasn't enough wasn't quite big enough it stem the crisis but the recovery
8:32 pm
could have been faster and even bigger today we need an answer than meets the challenge of this crisis not one to fall short and that's the issue facing the country right now what republicans have proposed is either to do nothing or not enough all of a sudden many of memory discovered fiscal restraint and the concern for the deficits but don't kid yourself this approach will come with a cost more pain for more people for longer than it has to be sexually ellen talks about the scarring effect that comes with prolonged economic pain we see that scarring effect in economic data but more important we can see in the lives of people living with long term unemployment living in hunger at wit's end over how to keep their jobs take care of their kids and then she talks about the need to alleviate long term suffering in the economy we can do that we don't
8:33 pm
have to wait until 2025 to get back to full employment which would be the case if we don't do this again independent analysis from places like moody's amol street bookies is the tuition the american rescue plan could achieve that by the beginning full employment by the beginning of next year so to me this is this is what this moment comes down to are we going to pass a big enough package to vaccinate people to get people back to work to live 8 this suffered in this country this year that's what i want to do or are we going to say to millions of americans are out of work. many of whom are out of work for 6 months or longer who've been scarred by this economic in public health crisis don't worry hang on things are going to get better we're going to go smaller so this is going
8:34 pm
to take us a lot longer like until 2025 that's the republican answer right now i can't in good conscience do that too many people a nation have already suffered for too long through this pandemic an economic crisis and telling them we don't have the money to alleviate their suffering to get to full employment sooner to vaccinate america after $8.00 trillion dollars in deficit spending over the past 4 years much of it having gone to the wealthiest people in the country and new true nor necessary we do have the resources to get to full employment sooner we do have the tools to reduce a lot of suffering in this country. we just have to choose to use them so it's time to act we can reduce suffering in this country we can put people back to work we can control gain control this virus that's what the american rescue plan does and
8:35 pm
that's what i'm going to terminate do. and that's what i hope we're going to be able to do in your turn to make god bless you all god protect our troops and i truly believe you have help us on the way thank you also very much thank you. president they're not taking any questions from assembled reporters just to trot you through what a year to see there if you're just joining us here on al-jazeera he was making the point 24000000 adults in america millions of children do not have enough to eat primarily because the united states is in the teeth of the pandemic lots of people reaching breaking point he was making the point that suicides are up he's going to act he's going to act big he's going to act fast he wants to pump into the economy of the united states $160000000000.00 loss lots of that will be spent on vaccination sites and getting people vaccinated trying to get people and their
8:36 pm
wellbeing and their health and their lives ahead of where the pandemic is heading at the moment those checks will be going to people for $1400.00 he said also and he's dovetailing it with this american plan that he's calling it he's saying that full employment is possible full employment as possible by the beginning of next year can we help that is our correspondent following that for us out of our washington bureau if he's putting so much money into the economy kimberly does that mean he's printing money because if he's printing money that's a big variable because that might mean inflation. yeah and i think that's what's not being said in what the president had to say there's no question that he believes the solution is going bold that there is a moment happening right now and it's a potential tipping point and if not to take the risks there could be grave
8:37 pm
consequences you outlined some of the hunger in the united states suicides and a lack of full employment now i have to admit as i heard those numbers in the speech there i was trying to ratify it with numbers the president said just an hour or so ago from the oval office that the recovery could take up to a decade so i think this is an optimistic projection of having full employment in a shorter time period and you also raise a great concern of some democratic leaning economists in this big bold plan that he believes meets this moment is that it could cause inflation and that is an unintended consequence but what it appears that joe biden is willing to risk and the other unintended consequence is the lowering of the american dollar to your point about printing money this is been a concern for some time joe biden would be the 1st to do it but certainly this would make things worse some would fear so this is
8:38 pm
a complicated calculation but one that joe biden says he's going to do taking a few swipes at his republican critics who he said have suddenly found fiscal responsibility they certainly didn't find it under donald trump when they were passing some enormous budgets there so suddenly finding some conservatism and he believes saying that they feel that this is a time where the recovery is already underway so the options that he was presented with by republicans are do nothing or do too little and he has rejected both of those options now forcing or choosing to go ahead with his plan which we know will be passed by the congress and that he will sign into law he also seems to be hanging on to this idea can believe the business interest rates. fine and dandy business interest interest rates could be 0 but if you can't get people out spending money or you can't get people to jump off the high board and set up a new business doesn't matter where your interest rates are if that's not going to get people spending money setting up businesses your economy is not going anyplace
8:39 pm
. well you've already spoken to one of the problems that exists already and many fear could get worse with those monies that were handed to americans already under the trumpet ministration and early this year people didn't spend it because they didn't have consumer confidence that things were going to get better they're saving that money trying to stretch it as long as they can and the fear is that could happen again because the health experts have told us that the pandemic is not going away immediately so they need this to stretch not knowing when they'll have another injection if at all and if people aren't spending then the economy is not growing and moving and tear point about the interest rates you're right that certainly doesn't do anyone who makes less than $40000.00 a year in a rental property you know that has no hope of buying a home a low interest rates are going to do anything for them and so to speak to that can at times be sort of not fully in tune with the pain that americans are feeling and
8:40 pm
i think just very quickly also building upon that. show by the highlighted what is a grim reality of this pandemic and that is that the wealthiest individuals not just in the united states but around the world have actually done better in this economy than working in middle class americans jeff bezos the amazon c.e.o. for is just one example of someone doing very very well as a result of other people suffering so he's trying to level the playing field but certainly this is just one small step and it's certainly not going to close the wealth gap that's been exacerbated by covert 19 can really can you just sit tight for the next 30 seconds or so so just want to take a dip into what we're getting coming to us out of geneva in switzerland following that breaking story that we got about libya today the united nations has put into place for leading libyan politicians between now and december 24th when in theory this should be presidential and parliamentary elections in the
8:41 pm
. libya they have chosen 3 main candidates to run in effect a temporary government between now and those elections at the end of december of this year the 3 main people who are running the government come from the east the stove and the west of libya there are a lot of unknowns in that process as well as the united nations tries to ringfence a period of calm in libya as it moves forward towards hopefully free and fair elections let's listen in to what's being said near geneva unified temporary executive authority in libya. this was the result. by day meeting here in geneva the members of the libyan political dialogue for we
8:42 pm
went through several stages of voting there was voting initially for the presidency council on tuesday none of the candidates reached the 70 percent threshold for that vote so we went towards the vote today. where there were 4 lists that were comprised and voted upon there were 2 rounds that were held today 2nd round was 50 plus one. at the end of the at the end of the voting process we had $73.00 votes cast there is one or one abstention but no spoiled votes and the winning ticket took $39.00 votes and the the presidency council designit president is a gentleman by the name of mr muhammad yunus menefee. the
8:43 pm
2 other members of the presidency council so mr menifee is from eastern libya. the gentleman from the south is mr moose a crony. and gentleman from western libya is mr abdullah hussein laffey the prime minister designate is mr abdullah. the honeyed mohammed the big. that is so that list took 39 votes the runner up this state took 34 votes and the candidates there were for the president mr. for member of the presidency council and of course mr. from eastern libya member of the presidency council mr samaras you a link from western libya and mr abdul rashid get safe and us are from southern libya the prime ministerial candidate for that ticket was mr fatty
8:44 pm
bashar. i am very pleased to see of ready that the candidates who did not succeed in this race today have really been issuing very gracious concession. speeches tweets you know months bashar assad machine wally we've seen other candidates who participated in the spirit tiber process also issuing tweets welcoming the new president's account on the prime minister designate and i think that really captures the spirit of you know what happened in the room here in geneva with the libyan political dialogue and really the spirit that is prevailing in libya now as we see progress on the 3
8:45 pm
intra libyan tracks that come under the berlin process. i would be remiss if i did not extend my heartfelt thanks to the government of national accord and to president. bush and you know we will be hopefully speaking with the president. later later this evening and we are also setting up for the members of the libyan political dialogue form at 8 30 pm xoom session with the new presidency council and the prime minister designate with the members of the libyan political dialogue form and this is and we're going to broadcast this live as well as you've seen we've done a lot of this this week it's so that this new temporary unified executive can listen directly to the libyans who many of whom selected them so
8:46 pm
and and to have an exchange of ideas for the new executive you know to really hear requests of the steps that they need to take there is a lot of work that needs to be done now to build on the success of today and looking forward the little the members of the libyan political dialogue forum i'm in a very very pleased that the united nations could join them in this journey and facilitate this dialogue which has produced these results they have a lot of responsibility and moving forward there you know as we look at the timeline because let's be really really clear the goal here is national elections and when i was you know last last year in geneva you know a very dynamic digital dialogue with a 1000 libyans and 77 percent of said that they want national elections on december
8:47 pm
24th of this year that what the interim executive needs to focus on 1st and foremost were what we did this week in addition of course to very very transparent proceedings where 43 candidates. presented directly to the libyan political dialogue forum members but it was also watched by you know everyone in libya. my team tells me that there are up to maybe a 1000000 views yes i mean 1000000 views total and many hundreds of thousands from inside libya as the as these candidates you know presented their programs and took questions and answers and they were asked directly you know about that they needed to hit here and commit to the roadmap set out by the libyan political dialogue for him and the election.
8:48 pm
stephanie williams there we've lost the sound to geneva apologies for that but it's kind of half well it's completely actually out of the control stephanie williams there talking about the candidates who didn't get close to getting the job but what they've managed to pull out of here speaks to the spirit we're getting from the libyans we've been working with here in geneva and also the spirit we're getting on the ground from libyans we've been working with in sight the country james bays is diplomatic editor following that. news conference coming to us out of geneva james if we get any sound from stephanie williams we will of course go back to if we can in the meantime you and i can have a good kind of chit chat about that interesting she was kind of signaling there to everyone in the room and everyone in libya look we know there were lots and lots of candidates here and we will probably have annoyed more than one or 2 people with the candidates we've gone for. yes and i think
8:49 pm
that definitely is the case there are people who will have had backers who would have wanted their candidate to succeed and be part of this list but she's also making it clear this is a temporary list of 4 people these jobs are not for life they're not even for a full political term as you'd expect in any other country. this is something just until just and still december sorry i'm having to take that out of my ear because i'm also listening to the press conference and the sound is coming back but simply to tell us they having problems with the sound because the press conference is being carried out you're seeing a recording of it but it's actually been carried out as well as the people in the room as a zoom conference i'm a couple of minutes ahead of you in terms of the feed that's coming from geneva and they've got to sort out the sound because most of us are attending remotely and we won't be out of questions unless they sort out the sound bitter ok james let you put your earpiece back in i'm assuming that you're going to be hearing my voice in
8:50 pm
your earpiece as well as the pre feed right thumbs up from james bays that means it's great apologies if you're watching this at home it's live telly with the reality of dealing with zuma and news conferences and digital conferences with people scattered all over the world sometimes we can't talk to each other but most of the time we do james next question the u.n. must be aware there are so many variables caviar at hurdles to if not cross and jump over potential flash points because we have been in this kind of scenario before back in the day before zoom you know when they used to be peace conferences in places like geneva i remember your reporting 456 years ago from some of those peace conference is when people used to sit down opposite each other and hammer out the issues just because they've got an interim government in place doesn't mean to say those dangerous bad issues have gone away.
8:51 pm
no there are big problems still potentially ahead for libya by the way the sound on your feet should return in just a moment because they have sorted it out but there are big potential problems foreign players have been sniffing around this country ever since the fall of gadhafi and the uprising against him started almost 10 years ago exactly and the u.n. certainly believes foreign meddling in foreign forces is part of the problem and certainly there is a cease fire in libya and under that cease fire all foreign forces were supposed to leave for libya a couple of weeks ago but the deadline went and passed and i think that will be one of the things that will be high on the list of attention for the new government and for the u.n. as they have this ambitious program to take them to december and the idea that they're going to have proper elections these this presidency council was just chosen by a group of libyans that were chosen by the u.n.
8:52 pm
so a very small voting group at the end of the year they're going to have one person one vote proper elections they hope in libya ok james many thanks james spader diplomatic editor there at the u.n. live to the center the heart of this developing story tripoli our correspondent there malik trainer so manic the signaling from the u.n. just in the past half hour or so seems to be we had to choose 4 people we've made our choices despite the fact that there was so many other candidates names in the frame. well that's right i mean libya has been as james has has mentioned in goldston conflict or for for many years and this is a an attempt by the u.n. to sort of bring about and unify the state institutions so for the last 4 to 5 years we've had separate central bank we've had several separate militaries
8:53 pm
separate governments so these. 3 tracks that the u.n. has sort of been bringing together the military track the economic track and now the political track or are all sort of bringing in a unifying the state institutions whereas when a when elections take place and a new and a new government party new presidential and parliamentary elections take place they can come into power in a unified and unified state institutions now i said i just spent our team just spent about an hour on the streets of tripoli and i have to say for the most part people are very hopeful and optimistic not necessarily because of the names of the people that actually won but they want to see change it's been years of the the life in libya how they've been suffering there's no money in the banks the currency has been devalued there's been
8:54 pm
a lack of basic services including electricity so i think people here are not it's not about who got a who is coming into power but the fact that there is change in the last hour or so we've also seen phases he's the current prime minister and head of the presidential council commune the results of the libyan political dialogue form we've seen mystery and the council state also welcoming so this is this is the beginning of people welcoming the results perhaps maybe maybe may give libyans something to hope for something to believe in something to that they can you know they can believe will actually end the conflict and bring about a stable and secure libya does that mean manic that people are not really you kind of touched on this already they're not really interested in the interim
8:55 pm
administration you know who makes up that administration they're not reading. gaging with the idea of a general election presidential and parliamentary elections december the 24th what they are engaging with now is can you get the banks operating please can you get the economy going in the right direction can you make it look and feel as if the country is functioning on a day to day basis in an ok direction inflation is coming down the economic fundamentals are going to come back to a place that we can work with. yeah i mean really i mean for the outlook there's a large divisions but i mean for the average libyan citizen and i think this is what is most important for the majority of people they don't really care who's in power as long as they have they're there they have you know they're able to provide for their families they have the basic services they can actually pull out their salaries from banks i mean at the moment you know people can only pull out $500.00
8:56 pm
dinars a month and that's that's the equivalent of about $105.00 so you know imagine providing for an entire family with $105.00 i mean that's it's really difficult you know there's power cuts. throughout the day on on a daily. occurrence. at the same time i think people wanted to stay away from controversial figures and the majority i think stephanie williams earlier said in her talks or in her talks over 7770 percent of libyans want to see elections and from what i've seen here that's that's the main idea and people want to see elections they want the power to come back to the people after a revolution you know 10 years ago they've sort of been you know governments have been appointed through these talks you know the g.n.a.t. was appointed through these get out agreement which was 5 years ago so they really want to see the power come back to the people and be able to select and vote for
8:57 pm
who rules them ok manic many thanks for giving us the skinny on that the real story for this interim administration of just joining us here on al-jazeera what you're looking at just now stephanie williams the u.n. stephanie williams being incredibly transparent incredibly honest and open about what has been criticized as being a rather sluggish process up to now but they have now got to the stage where they have got an interim. government in effect an interim government an interim administration is perhaps a better terminology on my part for libya and the people of libya between now and parliamentary and presidential elections which should be should jule to take place on december 24th they have chosen 3 of 4 main candidates although there are 4 people running that administration but the 3 main people come from the east the south and the west of the country representing the people of libya as it hopefully
