and then 2 years of conflict could be inside in libya an interim government is chosen ahead of elections later this year. hello i'm sam it's a than this is al jazeera live from also coming up objections from the u.s. and israel to an international criminal court ruling that could lead to war crimes investigations in occupied palestinian territories plus. this is easy choice i'm going to help the american people heard. president joe biden's nearly 2 trillion dollar pandemic relief plan takes another step towards reality and. only
6:01 am
2 years older than me it will be enormous. the winning actor christopher plummer perhaps best known for his role in the sound of music dies at the age of 91. war. as we get in libya a rival factions have agreed to an interim unity government until elections are held in december there's hope the landmark decision could stop fighting that gulf the country since the toppling of moment qaddafi almost 10 years ago malik trying to reports from tripoli. in what the u.n. is calling a historical vote participants of the libyan political dialogue for voted in a new transitional government their objective lead libya to parliamentary and
6:02 am
presidential elections in december this is a moment for historic compromise for reaching we've already seen that people are reaching across the divide. you know the guarantee is that what you are doing now will. serve your people libya has been golden conflicts for the last 10 years since an armed revolution toppled longtime leader moammar gadhafi in 2011 and april 2019 just days before a un facilitated national conference warlord khalifa haftar began a military campaign in tripoli with support from egypt russia and the u.a.e. in june 2020 they were forced to retreat towards eastern libya after the un recognized government with turkish support retook western libya. here in tripoli most people are hopeful that this transitional government can make some changes.
6:03 am
the government will have a large task at hand it will not be easy we hope they will be able to make some changes but because it's such a short term i doubt they'll be able to dinner. the only thing we want from this government is for it to bring us elections we want the decision for who holds power to return to the people although hope for some have doubts that the elections can take place so the last government was supposed to stay in power for one year but they've been in power for over 5 years we hope they stick to their promise and help the average citizen and provide basic services after years of violence and political divisions most libyans want something to believe and to hope for and for now many hope that this new transitional government can leave a reconciliation process and bring about elections now trainer al jazeera tripoli u.n. secretary general antonio tallish held it as
6:04 am
a step towards peace i do believe it is a breakthrough and it is following the successful result of the negotiations of the 5 plus 5 the military the joint military committee that led to a cease fire so now we have a cease fire we have a political agreement about elections we have a new jersey shore started being put in place or going to be put in place the international criminal court has ruled it does have territorial jurisdiction over the occupied palestinian territories this bolsters the i.c.c. chief prosecutor's effort to investigate alleged war crimes by israel and potentially by palestinian armed groups. in 2019 the i.c.c. is chief prosecutor fatou bensouda said she was satisfied war crimes have been or are being committed she asked the court to determine if she had jurisdiction for an
6:05 am
investigation prompting the ruling palestinians who joined the i.c.c. in 2015 of been asking the court to look into israeli military actions in the gaza strip in 2014 where also want israel's construction of illegal settlements in the occupied west bank and east jerusalem investigated by the biden administration says it objects to the i.c.c. decision and israeli prime minister benjamin netanyahu is accusing the international criminal court of anti semitism the i.c.c. investigators will fake war crimes this is pure anti semitism the court established to provide to trust that he's not a nazi holocaust against the jewish people is not targeting the one state of the jewish people 1st it outrageously claims that when jews live in a room and this is a war crime circuit it claims that when democratic israel defends itself against
6:06 am
terrorists who murder our children rocket our cities we're committing another war crime yet the i.c.c. refuses to investigate brutal dictatorships like iran and syria who commit who refused to transfer these almost daily is prime minister of israel i assure you we will fight this perversion of justice with all our might. bring in richard chaz days a lengthy here in the republic of political science george washington university joins us on skype from washington d.c. good to have you with us so 1st of all how momentous a breakthrough is this. well what it does is reflect. outcome of. intent on the part of the international criminal court to pursue. possible violations in terms of war crimes and possibly crimes against humanity as articulated article 7. of the.
6:07 am
stature the wrote the rome statute or the international court so that there's been a ruling is not terribly surprising and the reaction is not terribly surprising i think what. is of concern here is to on the part of both sides is whether the i.c.c. actually has legal jurisdiction over a non-state actor in areas. you know went that route in regards to the types of activities that have taken place on both sides what might how serious it is the reaction may not be very surprising but i mean is it not a bit of a game changer that the i.c.c. does think it has jurisdiction to apply international law and accountability to conflicts in that part of the world. well palestine he is
6:08 am
a signatory to. to the i.c.c. it has observer entity status but it's not a state it's not been recognised by the united nations general assembly as a nation state so what the un did was vote in palestine ian is a nonmember observer state 2012 so there is a long period of time between 2012 and now which suggests that this is. not a surprising set of events on the part of the i.c.c. . what the i.c.c. did was recognize palestine given as a state but the legality of this has not been ruled on by the i.c.c. prosecutor per se so we can go back and forth in terms of jurisdiction now others would argue that israel as a non cygnets war signatory and the united states is
6:09 am
a non-signatory that israel isn't. really to be held under the jurisdiction of the i.c.c. i think that's rather a weaker argument the i.c.c. has $123.00 members $123.00 signatories which gives it. a powerman to a regime that upholds international law having said that right rather than getting into the sort of back and forth is that every way that the i.c.c. should have jurisdiction clearly it thinks it does have jurisdiction now does this mean investigations will go ahead into those allegations of war crimes well yes i think it investigations will go ahead and they will go ahead in terms of the i think israeli behavior of the i.d.f. behavior and shootings of palestinians at the gaza israel border it will
6:10 am
go ahead in terms of the 2014 israel hamas conflict it will go ahead with regards to israeli settlement policy and so the deeper question is what are the ramifications of this and i've read some accounts that the israelis may shift course and actually begin instead of rejecting the i.c.c. out of hand 1 begin to participate in terms of the process in terms of the. carefully reasoned arguments against the. prevailing opinion that would be very interesting. you say israel changed course on this how then i guess that really contrast how surprising is it that the same biden administration which only hours earlier was speaking about you know restoring american values and human rights to the foreign policies so quickly condemning the
6:11 am
idea of the i.c.c. having the power to look into claims of violations of those very human rights. well u.s. spokesman ned trice it was recorded in the times of israel today . the net price. suggested of the buy it been astray shouldn't have the process of analyzing it considering the i.c.c. decision but it had concerns about just what we've been talking about in terms of i.c.c. jurisdiction over non-signatory countries and whether in fact the i.c.c. can involve itself in claims made by a non-state actor rather than a state actor so the question i think this is something again these are issues according to the israeli side in turkey that should have been
6:12 am
in terms of the oslo peace process worked out within the framework of agreement which is now you know. my book there was no agreement isn't it is does not is not a cold that can look into allegations of war crimes right but so complete that is true that if that is true to be a peace agree idea that that is true but the idea that in the broader sense the diplomatic political problem should be resolved within that framework rather take rather than taking what from the israeli side of balance to a set of political grievances to the i.c.c. is something that i think raises concerns that are said that i want to be balanced having said that the israelis have shown a heavy handedness but it nicely when it comes to treatment of protesters at
6:13 am
the gaza israel border they have had problems in terms of understanding more subtle and nuanced ways. dealing with constituents borders of terrorist groups and it may be that this type of investigative process will ultimately be. a positive a net positive for both sides as both sides will see that they are countable in terms of conformance to international law all right i'm from the palestinian perspective not just constituent supporters of terrorist group but civilians anyway thank you very much for your thoughts on that one thank you u.s. president joe biden moves a step closer to passage of his 1.9 trillion dollar pandemic relief plan the house of representatives approved the budget blueprint democrats want the deal completed by the end of the month is a white house correspondent kimberly how. it's
6:14 am
a nearly 2 trillion dollar economic plan designed to rebuild the u.s. economy decimated since back in march due to the spread of code 19 this is about people's lives biden's plan includes direct payments to struggling americans of $1400.00 unemployment benefits would be extended until september $400.00 a week the plan would provide relief to working and middle class americans particularly communities of color disproportionately harmed by the pandemic and i want to say very clearly on this speech very clear at this point it's better economics not only addresses the immediate crisis room it's better for the long term economic health of our nation and our competitiveness. still republicans and democrats are other able to agree on the details so democrats have cut republicans out of the process the vice president votes in the affirmative in an early friday
6:15 am
morning vote vice president come on harris broke a 5050 tie in the u.s. senate over details of the rescue plan paving the way for democrats who control congress and the white house to pass their legislation into law if i have to choose between getting help right now to americans who are hurting so badly in getting drugs bogged down in a lovely negotiation or compromise in a bill that's that's up to the crisis this is your choice i'm going to help the american people are heard now the relief is badly needed on friday the labor department reported the u.s. had added just 49000 jobs. with covert infections high and businesses shut down millions remain out of work and economic recovery at best is sluggish there's fear even with economic stimulus checks americans will save instead of spending
6:16 am
giving you what you usually spend in a bug every 5 once again better than not getting a and i do need it but it's just not a solution right it's stop the bleeding it's not. a large stimulus comes with risk there is fear of unintended consequences like inflation and a weakened american dollar but democrats in congress and the white house believe that right now those risks are worth it if americans can get back to work can really help get al-jazeera washington. still ahead on al-jazeera after facebook now twitter is belong to him in mali as the military join to tries to stifle dissent both online and on the streets.

coup suchi and the deposed president are unreachable according to their attorney who out of a job you know as far as i know they're under house arrest on some suit she is in her private home not given from the government and when me and it is not the president's residence but in a separate home that is what i've heard. activists are also being held incommunicado this is the moment that weighing in says her father a former student protest leader was taken away by soldiers it's been 5 days since my father and other activists were arrested early hour on monday morning and through then we haven't heard anything about ration where the are being held or a health condition so all the family members very worried. the military is gradually cutting off the population from one another and the outside world blocking twitter and instagram along with all of their facebook products you know

with their with direction though the social media i think we we will see more and more protests on the street and i hope that it doesn't escalate. party has declared itself the sole legitimate representative of the people seeking international recognition the military rulers are growing increasingly isolated but still appear to be firmly in control. al-jazeera. travelers arriving to the from coronavirus hotspots will now have to quarantine for 10 days the so-called red list of countries includes most of latin america solve in africa and. thousands of hotel rooms and airports are being booked arrivals will have to foot the bill it's designed to stop the spread of mutated virus strains in the baba has mall from london's heathrow airport. we know precious little about the details of this corn team hotel scheme apart from the obvious fact that it's going to be
6:26 am
a big challenge to get it in place by the deadline of february the 15th so 10 days for the government to convince hotel groups to get on board and to make rooms available the government's trying to block books thousands of rooms across the country at airports like here at heathrow and around the u.k. as well as sea ports on friday the head of one london hotel group said that it wouldn't be enough time to implement the covered 19 safety procedures necessary on thursday just hours before the announcement the head of the u.k.'s biggest airport hotel group said that they had been left in the dark about how the scheme would operate that was a week after prime minister boris johnson said that the scheme would be coming in and many people are asking why the delay the opposition labor party have accused the government of risking lives with its failure to act more quickly pointing out
6:27 am
that the announcement came 50 days after the south african variant of the virus was 1st known about the government of course saying that these measures are necessary because of new variants many of the countries on the list of 33 the so-called red list are in south america and southern africa let's not forget that there was a variant also from brazil that's worrying scientists here possibly more easily transmitted and more resistant to vaccines which the government has been so doing so well on so there's a big challenge we don't know exactly how many rooms will be available arrivals by u.k. residents from those countries well they'll have to stay in a hotel for 10 days at their own cost around $110.00 per night that will be. and that many people are saying we shouldn't be all right it was the government saying that that would be unfeasible and it would unfairly hit people from low risk
