coup 2 weeks ago she's been charged with illegally importing 6 walkie-talkie radios according to a monitoring group more than $400.00 people have now been detained since the february 1st clue there's a vast range of people within that group and that's a real concern for 23 year old fortune teller charlotte a fellow yangon fortune teller was arrested a few days ago after a video of him praying for the military to fail went viral and national that was it says there dictators they can make up whatever laws they like to oppress us we astrologers are like birds in their hands it is squeeze we are dead if they let us fly be a free this is the nature of dictatorship and it's not just happening to us it's everyone. and not probably why protesters are still coming out and frank the ruling national league for democracy and the party won by a landslide in last november's election and most popular most see this move by the

military as nullification of their vote and their voice their ego pollen are jazeera. renee's a visiting scholar at queen mary university of london's international state crime initiative is also the author of a book on in laws genocide and joins us now from london thanks very much indeed for being with us how serious would you say this escalation is in man with these reports for instance of a protest is being shot at well it's a significant escalation it's a sign that the military is threatened by the protests and by the protesters i think the military is probably surprised at the insurance of the protesters that the military is expectation was that as with previous coups in myanmar they could arrest they civilian leadership of the country and that then that would be difficulties organizing opposition to the coup this is different the protesters have a diversified leadership much more difficult to take out just by arresting even
12:06 am
i mean they've arrested $400.00 but the protests are still getting organized i think the military are concerned that these protests could continue in the long term and that's why we've seen such draconian changes to the goal so draconian for instance in such a threat of 20 years in jail for protesting in welly any of these elements do you think put the protesters or. i wouldn't think so i mean telling the protesters that they risk 20 years in jail for calling a coup a coup is not something that the protestors i think are going to accept that they've made their decision to protest the coup and they know what the military is like in me and not many people to me america seen the military i mean 60 years of military dictatorship in that country is the lived experience of many people in me and my they don't want to go back to that but they know what the military is like and this is what they expect the military to do so protesters have made the
12:07 am
decision before they turn out on the streets to put their bodies on the line and to put their liberty on the line this for them i think is a fight for their country's future and for freedom and they're not going to give up easily and you know you mentioned that there's a kind of diverse leadership now it has not just about people like our own son says she but she her house arrest has been extended for another couple of days what do you expect to happen you think she'll be kept and beyond that i think she'll be released what do you expect or no i think should be kept in beyond that i mean the military does not want to allow her to be free to galvanize opposition to their rule i think they will simply find a way of keeping her in jail mean it's ludicrous to to arrest the democratically elected leadership of the country on on i mean simply causes a claiming claiming you know importation of walkie talkies i mean they'll make up what they need to make up to keep on sensitive she in jail and they'll change the law if need be they've done it already they've done it in the past so i think that
12:08 am
can't risk letting her to galvanize the protesters but they do have a problem in these protesters have learned from neighboring countries like thailand there's a youth element in the protests that also learned from protests in hong kong they know what to do they're well organized and i think we can expect these protests and the civil disobedience movement to continue as either side to think at a point prepared to negotiate on a on a different outcome. well. at this moment no i mean the military believes that that coup will be successful so they're not minded to negotiate that the protesters want the military simply out of politics they want them that want them out of politics permanently and they won't be minded to negotiate much on that either what might happen as we move forward is that the military might be forced into a position where they they realize that their future their future in terms of any
12:09 am
influence in politics an a.t.v. fluence on the economy the generals have significant interests in business and they would not want to lose that entirely and if it looks like the coup is likely to fail then i think that's when you'll see the military be prepared to negotiate but they'll try and negotiate with them since it shape because they'll feel that they might be able to get a better deal as all of her administration than they would get out of the protesters the protesters want the military gone for good doctrinally thank you very much indeed for your analysis appreciate your time thank you pleasure now several people have been injured in a series of explosions in the northern iraqi city of beer 3 blasts will head with smoke seen at the perimeter of the airport where u.s. forces are based kurdistan regional government says a full investigation has been a watched there's been no claim of responsibility. still to come on the news our

heads at university college london global citizenship program on outbreaks of infectious diseases she joins us now by skype from london thank you very much indeed for being with us i want to ask you 1st of all what approval means i mean as opposed to individual countries approval of vaccines. good evening and a pleasure to be on with you this time but this is actually a really important next step in vaccinating the world the devolution emergency authorization essentially allows for low and middle income countries to be able to authorize within their own nations relying on the show process around quality safety checks also looking at analysis of the supply chain really pulls that trigger on allowing those vaccines to be shipped to news countries because so far we know that 75 percent of all vaccines have been administered in just 10 countries
12:12 am
in the world and kovacs is the arm of the show that is working specifically on vaccine equity financing the astra zeneca vaccine to reach the majority of low and middle income countries which through donations alone at an individual level would have been extremely difficult without the job you show emergency authorization so because that process is so much lengthier when it's john just through the national regulatory body that often in low and middle income countries has less regulatory capacity this sort of launches the next that the next step allowing for the 1st shipments and processes to really get rolling because again they're very very far behind when it comes to vaccinating their populations is there a timeline at the moment on how quickly the doses community actually get to be administered. well through kovacs there has been already an agreement for the 1st
12:13 am
half of 2021 to get a significant amount of vaccines available and this is however of course under pressure due to the fact that many high income countries have not only purchased enough vaccines for their own population but for instance in the u.k. it's even 5 times over there is a at least. some thinking about the excess of accidents will be donated but again that timeline would then get shipped it but given this the timing of this particular authorization and it was just as those 2200000000 doses in total that have a reserve it looks like in the 1st half to 2021 there will be a significant proportion of people who will now be able to receive that vaccine and so again this is really welcome for all those countries to me that have been some concern in south africa after recent data that showed that it appeared to be less if the estrogenic a vaccine appeared to be less effective against the south african variant was that something that the show has been reassured about and as discounted as
12:14 am
a problem. we should have come out with strong support for the asters i think oxer vaccine after conducting its own review and very recently came to the conclusion that although yes there is reduced if it is see in miles and moderate case it is that they have extrapolated and believe that it is still effective for severe cases that could lead to hospitalized patients and death therefore it is still a very useful tool in the fight against corona virus because it saves lives and that is fundamentally one of the most important things of the vaccination efforts so we should haas come out to say through their own independent analysis of the small trial again only 2000 people participated in that trial that 1st highlighted this issue with effect to see but all equally one other concern that is currently being evaluate by the deputy is the risk really infection and this is something
12:15 am
that could be possible not just with the astra zeneca vaccine but with others as well so this is one area that. the scientists are are concerned about in understanding the behavior variance and one that's not very well understood yet but in terms of proceeding with administer and ministering in financing of the astra zeneca vaccine the ija has offered its full support of 7 percent thank you very much indeed for talking to thank you. headline passengers who arrived in the u.k. from a group of high risk countries and settling into their 1st night of hotel quarantine the government says it will help prevent the spread of highly contagious virus variants of the policy is attracting criticism for the way it's been organized paul brennan reports from london's heathrow airport. this was the 1st group of quarantine travelers being escorted from london's heathrow terminal 5 under way into isolation ahead of them 10 days in the 11 nights of enforced hotel quarantine
12:16 am
a prospect now facing all arrivals who have passed through one of the 33 countries on the u.k. government's red list in aviation terms the u.k.'s hotel quarantine plan has been on final approach to nearly 3 weeks now the policy was 1st announced in mid january but london's heathrow airport has expressed concerns about what it said were significant gaps in the implementation plan and the union representing some of the security staff is equally concerned about the transfer process from airport to hotel what does that quite well b.p. is going to be a writer for very well. what are. they going on once they get the high how now you have to bear in mind the problem is that not incur. the u.k. government says it's hotel quarantine plan amounted decisive action against curve it 19 but even as the 1st arriving passengers go into and for confinement there is
12:17 am
strong criticism of the weight of policy is being operated under enforced. inbound passengers need to show a negative test just to board the aircraft and pre-book to further tests for the days after arrival lying on a passenger locator form now carries a 10 year prison sentence but doubts persist australian states introduced hotel koren seen in march 2020 and have learned tough lessons since then procedures on meal delivery times ventilation staff testing and protective masks have all evolved significantly yet the state of victoria is now back under lockdown after an outbreak of the virus spread within this quarantine hotel australian infection experts say the u.k. needs to be ultra cautious i'm nervous about what i know about the cases it's good to know that smokers will not be allowed to leave their rooms but there's still about to leave the room we learnt very much the hard way that that does work

scotland's devolved government has introduced a policy that all travellers must now go through hotel quarantine regardless of where they've come from london government is sticking to its red list criteria saying the policies are based on best practice but not everyone agrees paul brennan al-jazeera heathrow airport news it is largest city is back in a 3 day lockdown after 3 members of one family tested positive for cave in 19 the government says it's taking a cautious approach as authorities investigate the source of the outbreak in oakland schools and nor essential businesses have been closed is eland gone 6 months without community transmission of the virus but it comes as the country received its 1st backshift train virus vaccines $60000.00 doses of the pfizer biotech jab will be offered to border and quarantine workers from saturday is in and is also signed agreements with other drug companies including astra zeneca to

buy millions more davis'. lebanon's vaccination program is underway bringing with it a sense of hope for a country with its fair share of crises but with high rates of vaccine hesitancy and lingering uncertainty over the supply from migrants it's thought immunization could take a long time as you know how to reports from beirut. and you know it's a start to end the coronavirus pandemic but the battle is far from over the elderly and health care workers have been on the front lines of this fight are the 1st in line to get the vaccine lebannon has seen some of the region's highest cases and deaths and now in january almost everybody every person has a family member or relative what a friend because a court of public might put of a quote covered both of them can know i'm secure from god but we feel it now and i would hope but not everyone is convinced about the vaccines the public is showing hesitancy so far 500000 lebanese have signed up that's less than 10 percent of the

population. and i won't take now because there are still a lot of question marks i will wait and see. the lack of trust is also because of what many regard a corrupt system. and more of course i won't take it the fact the government is giving it to us for free means there will be a price to pay later it seems the international community has little faith as well the world bank which is financing lebanon's purchase of vaccines will be monitoring the program to ensure a fair and transparent distribution the world bank didn't mince its words saying there will be no wasta that's arabic meaning you won't be able to use your connections to skip the line it's a common practice in lebanon where politicians have long been accused of favoritism . they're also blamed for failing to secure enough doses to inoculate 80 percent of the population by a year and the state is nearly bankrupt you can probably invite thing the public or

12:22 am
the world and with a pandemic hitting the most vulnerable the un's refugee agency is calling on countries to include them in national vaccination plans the key element is actually ensuring that when national vaccination plans are happening that refugees are not being excluded from those plans but they're included so that's been a very strong advocacy call that we've been making on national governments to really say look we understand that this is still a work in progress but as the plans are being rolled out we need to make sure that refugees are not excluded from those plans it's a life saving intervention so it's about ensuring that refugees also have you know their access to to their fundamental health rights and are protected on par with citizens and at the same time it's in the interest of the countries themselves to make sure that there is no one on their territory that is on it unprotected and exposed to the virus as we see the vaccination plans they are being implemented and designed by governments but at the same time we're also very aware that the majority of the world's refugee population 85 percent of the world's refugees are

hosted in low to middle income countries so they're facing huge barriers huge challenges and being able to also look after the health needs of their citizens and that's why we're also advocating for global an equitable access to vaccines and that has to happen i mean these countries these refugee host countries have been so generously supporting refugees despite the challenges they face and now we're dealing at the this critical juncture with this unprecedented health emergency they need support so we need to ensure that they can also have an equitable access to vaccines and that's where the international community has to step up so we're working with kovacs which is the solidity that aims to ensure that governments and manufacturers can can work together to ensure that those vaccines reach people and greatest need but there definitely needs to be more support and solidarity to ensure that access. the 2nd round of vaccinations has begun in mexico as capital health officials are aiming to inoculate 15000000 elderly people within 2 months
12:24 am
they'll be given doses of the astra zeneca job which has been produced in india so far health workers are on the relatively few people to be vaccinated. joins us live now from mexico city it's the 1st day of creation failed really goes a sense of what it's like there. one day marks the 1st day of phase 2 of mexico's national inoculation program and i'll bring you with me to bring you into the scene of what we've been seeing throughout the course of today under the people queuing up waiting for about anywhere between an hour and 45 hours for that or for that or not feel ations here of the astra zeneca vaccine in this state in a small municipality called in the outskirts of mexico city now over the weekend a shipment of around 870000 doses of the astra zeneca vaccine arrived in mexico from a production facility in india along with an another 494000 doses of the pfizer vaccine
12:25 am
now the goal of the 2nd phase of the vaccination program is to inoculate around 15700000 elderly mexican citizens within the next 2 months so have everyone in ocular aided by this time made april and as as well as providing the 2nd doses to frontline health care workers now there's been this mass mobilization by the mexican military since the weekend to deliver vaccine doses to all 32 mexican states and there have been about 333 different municipalities of. government being a high priority these communities impoverished indigenous communities that will receive a higher priority of the vaccine of the vaccine doses now this is drawing part of quite a bit of criticism from health policy experts because on one hand you have the mexican president saying that everyone in the country all 126000000 residents of mexico will have an equal shot of getting the pope in 1000 vaccine for free now what we're
12:26 am
hearing from health care experts is that the vaccines should be administered where transmission of the virus is high is densely populated cities and not rural communities like me where we are right now which actually are arguably has one of the lower. rates of transmission of covert 19 in around the city but in any event these latest shipments of both the astra zeneca vaccine. the pfizer vaccine in the forthcoming shipments of the russian sputnik v. and the chinese can see no vaccine are expected to once again reignite this this vaccination program to to speed up what's been a very long delay in mexico's rollout of its national vaccination program under a plan to thank you very much indeed. this is the news out of london still ahead. why south africa's former president could face time in jail. argentina's beef industry feels the heat why the pandemic is being blamed for a drop in consumption. and the usa is going to go wins
