no space for sound bites only television so let's leave simplicity to the headlines join me as i take on the law dismantle the misconceptions and debate the contradiction. i'm marc lamont hill and it's time to get out front right here on al-jazeera. this is al-jazeera. 1800 hours g.m.t. here on al-jazeera hello i'm come on santa maria welcome to the news hour the dutch government has its citizens to respect the coronavirus restrictions that is after a court order and it cannot time curfew also in the news another charge filed against unsung suchi by a 1000000 miles military giunta as china says the situation is absolutely not but
9:01 pm
it wants to see. the white house says that it will recalibrate its relationship with saudi arabia but still expressing differences with necessary. resignations and apologies in perth following revelations senior ministers secretly received coronavirus vaccinations. i'm jammin ash with scores of major boxing qualifying tournament for the take and impact has been cancelled it cheats the pandemic and defending champion a joke of it fails the pressure of every just the semifinals of the australian open . however let's start with coronavirus news out of europe and the nighttime curfew the one which brought all those dutch demonstrators out onto the streets is officially no more a judge in the netherlands has ruled or for his illegally used emergency powers to impose the restrictions which were supposed to remain in place until next month the
9:02 pm
dutch prime minister mark called the ruling disappointing they said the measures had been necessary to reduce the number of covert 19 infections he says the government will appeal the decision and then work on a new law journalist covering the story for us this tuesday. jonah how are you let's talk through what has happened today in the fact that well i guess there will be a lot of people who are concerned that if you lift the nighttime curfew then the numbers could start to spike again. not least the government of course this will be a big blow to their plans to try and suppress the virus not least they've moved televisions of the virus as the vaccine rather that progress is an offense a lot of press space across the. if they go on as you say struck down by the court it remains to be seed know whether that's not done if you will in fact not go ahead it's night and that's because there is a hearing due in the next couple of hours on the government request to suspend the
9:03 pm
verdict pending the outcome of the full appeal of the government bans a lot of panel of judges will decide on that a little later but to take you back this was a measure that was brought in on the 23rd of january it was only meant to be they expect 2 weeks at the government to tackle this new strain and mutation of the virus that was then extended to march the recall there were protests across the country by antilock and groups one of those anti lock down groups called virus truth took the matter to court saying that the measure was an unwarranted limitation on personal freedom the court has found in their favor although on the basis that the measure simply doesn't do it did not have a basis in law because the government hadn't had not followed procedure they've used emergency powers to circumvent parliament in the senate to push this law through the courts said that they have done so without adequate need all the reason to do so to use those powers in other words at this point in the pan there the
9:04 pm
government plans to appeal as we know mark root of the prime minister gave a televised press conference shortly after the verdict earlier today and as you pointed out he said we're pleased by by the law and continue to abide by the curfew thank you jonah hill with that news from the netherlands we're going to speak to a guest about this a moment but i just want to show you some numbers 1st of all from johns hopkins university this is specific to the netherlands we've changed the numbers this hour to show you from the last month 120. 1000 new cases in the last month down from a record high of 276000 in december and the number of deaths approaching 1100 down from a high of 3771 so just to give you an idea of where the numbers have been for this past month keep that in mind as we speak to jeff lazarus who's head of health systems at the bus alone or institute for global health was also a former senior technical officer at the w.h.o.
9:05 pm
in europe joining us from copenhagen mr lazarus thank you for your time as i read those numbers that's what the government will say look in the last month we've kept things down it has helped and yet the court has now stepped in and effectively it becomes an argument between health or civil liberties and freedoms now i mean how do you decide which should win out well i'm not sure that the economy is exactly how i would highly put it the court ruled that the government procedure so the government has the ability as emergency powers to do decisions in an emergency situation which it did earlier this year now some weeks passed and the court is saying you need to follow the procedures which means taking this to parliament and having the appropriate law to allow for nighttime curfew so you think it can come back then i mean we've heard that the. prime minister has said he plans to appeal if it's done properly or such. i think it can come back and i'm not sure i'm not an
9:06 pm
expert on law that it will come back to the appeal i think that the main focus of the appeal will be to keep the curfew in place until the parliament meets but i think the parliament needs to meet follow the rule of law are i mean they have good reasons they have good data as you just showed it for what it is working in 100 years is you know one part of the mix of you know control measures that government implementing it's not the only thing that helps but it's and it does play an important role so let me go back to my original point which i made he got a little bit wrong to do with the netherlands but let's widen out to talk about europe in general the fact that yes a lot of countries are now into a 2nd or 3rd lock down and yes it's frustrating it's specially in the in the depths of of winter. but again that argument between what is good for for trying to squash this virus as best as possible versus what people would like i
9:07 pm
mean you can't you can't negotiate with a virus kenya. you can't and we have to remember the netherlands was after the country that started last in the european union with the nation so they were not a good start this year and we know their vaccinations will be crucial in mitigating the pandemic and until we get those numbers up and they are very very low in europe or the united kingdom until we get those numbers up we're going to have to have a whole lot or a pandemic control measures which unfortunately reply all of us means you know closing shops and schools and so on i wonder if you think it's maybe a little risque the likes of sidebars johnson who's talking about the current lockdown in the u.k. and saying well we're not promising anything but we want this one to be the last one that sort of risk of raising people's hopes i think all finally this will be it when really we don't know. well i think it's fair to say we wanted to be the last
9:08 pm
one and we hope it will be the last one in the u.k. is moving very quickly with the vaccination program much faster than then the use you know that once we get up to that community or herd immunity of around 7580 percent vaccinated we can we can really say goodbye and with the downs but even even before then we can start to lessen the lockdowns in those areas as green zones that then are you know suppressed new cases and don't have people with severe symptoms speaking of vaccinations what's going on in europe at the moment why is it still so far behind in the end do you think that the right measures are in place to turn that around. well we're far behind in europe because right now we simply don't have enough vaccines we don't have enough dosages most countries are back sitting at a reasonable rate we've had delays from pfizer we've had delays. now we've had major delays with astra zeneca production issues so i'm europeans to really after
9:09 pm
it's production and distribution infrastructure to the companies and start producing the vaccine as as fast as as we can. just lazarus with the barcelona institute for global health and formerly with the w.h.o. great to talk to you thank you for your time thank you. for a looking at news out of the united states at the moment where the white house has in the last half hour or so been outlining a change in u.s. relations with saudi arabia straight to. kennedy halkett white house correspondent to what's been said kimberly. now white house press secretary jim psaki asked specifically about the relationship between the united states and saudi arabia signaling that it is going through a major change in fact there will no longer be an unquestioning by this administration as we saw with the troubled ministration towards the kingdom but
9:10 pm
instead she said that they will be looking and at reevaluating this relationship we certainly had heard that there was going to be a bit of a shift we've already seen some of that taking place last week we saw the biden ministration announcing not only a freeze in some arms sales to the kingdom but also ending u.s. support for the saudi led conflict in yemen but now the white house press secretary saying that it's going much further we've made clear from the beginning that we're going to recalibrate our relationship with. saudi arabia and that you know president biden one of the questions there was also just to go back to the context of it whether he would be speaking with b.s. and part of that is going back to engagement counterpart to counterpart the president's counterpart is king someone and i expect at an appropriate time he would have a conversation with him kimberly you mentioned briefly the change in policy over
9:11 pm
yemen as well and there's been developments there the united states. have to come to the table effectively. yeah the crux of this is is a concern for human rights and humanitarian concerns the concern with the kingdom has been its attitude towards human rights particularly the fact that many in the united states and of the democratic party believe that it was not held accountable for the murder of samantha shows she and those same people are also very concerned about civilians in yemen and the effects of the southerland conflict there which the united nations has called the humanitarian disaster and also the fact that up until now the u.s. has been supporting that so what we've seen is this sort of shift in policy with respect to one of the players in that conflict in yemen who thinks we already know that as of last week the designation with respect to that terrorist designation of
9:12 pm
the who things had been revoked something that was put into the 11th hour by the trumpet ministration now that biden administration as of today sending out a very strongly worded statement to the who thinks urging them to cease their military operations in the government held city of mariupol and to turn to negotiations what this administration believes is there is no military solution and the time to end this conflict is now that is the statement coming out of the state department so as you can see a number of actions strongly worded from the biden administration making it very clear to a number of players in the region that the president have changed and so will the policy of the united states thank you kimberly how could the white house this tuesday. on to other news man miles military which has actually denied carrying out a coup and pledged again to hold elections next year a spokesman for the armed forces says they had no choice but to seize power and

9:17 pm
absolutely he was very quick to say that and he also wanted to point out that china had friendly relations with both the military government and. the government and party they also did or very also made a point of saying that you know china was very much. interested in maintaining stability in the region while the western countries were very quick to condemn the coup china stood back saying that you know stability was more important they also dismissed claims that china was involved in the coup in any way as rumors around this have been rife people have been talking on the ground have surrounded the. chinese embassy in gone and recent protests saying that china was involved saying that they were providing technical assistance to the military and to try to
