during. the google. god. signs. cross the munich security conference gets underway with the international community meeting virtually to address the biggest problem is facing the world. well again i may very unforgiving this is al jazeera live from doha also coming out . and we stand together on many issues the world leaders of the world's richest countries got a virtually to discuss united strategy on covert daintiness. the united states
7:01 pm
announces the u. steps in attempts to revive iran's nuclear deal welcomes is the foremost that words are not enough. a mission to the red planet after a 7 month journey nasser's rover gets to work looking for signs of ancient life on . the u.s. president joe biden has addressed america's top allies and security partners calling on them to work together to tackle a range of problems facing the international community a global pandemic a warming planet and democracy under siege by those pledging $4000000000.00 to the kovacs covert 19 vaccination program it's his presidential debut on the world stage the 1st participated in a virtual summit of the g 7 leaders of the u.k. france germany italy canada and japan britain's prime minister boris johnson hosted
7:02 pm
that virtual meeting to come up with a united strategy to tackle the globe in the covert 900 pandemic let's hear what he had to say. our plan is to ensure. that the building better. technology that will be used to tackle climate change delivers the hundreds of thousands if not millions of new green collar jobs that we knew it could produce a job growth is what we're going to need after this pandemic and i think that the other bill that operation offers the right way forward or many of the chase of leaders are now taking part of the munich security conference which is also being held virtually this year the u.n. secretary general opened the event by listing some of the grave security issues requiring their attention our global tests and challenges are getting bigger
7:03 pm
and more complex yet our responses remain fragmented and insufficient coverage 1000 is x. rayed the world exposing the pieces and. those vulnerabilities go well beyond pandemics and public else climate catastrophes looming inequality and discrimination are reaping the social fabric or option is destroying trust the struggle for women's rights faces a push back sustainable development goals are off track wild west behavior in cyberspace has created new vectors of instability and even the not pretty is not meant regime is you don't think despite the welcome recent decision of united states and the russian federation to extend the new start treaty now 2021 must be the year to get back on track and pandemic recovery is our chance let's get the thoughts of our diplomatic editor james pais who tried to stop by
7:04 pm
a from the united nations so the secretary-general kicking off thing at the munich security conference there what is the u.n. hoping comes out of this this meeting. well i think the u.n. is hoping that out of all the diplomacy that's on at the moment and as you say we've got a g. 7 meeting that's just concluded we have the munich security conference taking place which in some ways today is going to end up being the public part of the g. 7 because many of the leaders are speaking and they'll be i think laying out points they'll be making in private cheering the closed the g. 7 virtual meeting all of this virtual today and i think clearly the priority for everyone is coded 19 dealing with 19 and you certainly got strong words coming out of the g. 7 statement the g. 7 met today in result to work together to be coded 19 build back better you can see the touches of boris johnson there in the way that the statement has been written i
7:05 pm
have to say you look at what the u.n. has been saying we had a security council meeting in just the last couple of days here in new york and you read the words of the u.n. let me just read this that the secretary general didn't say in his munich speech but he said on wednesday just 10 countries have administered 75 percent of all the code and 19 vaccines i can tell you that 7 out of those 10 are the g 7 and so you've got all sorts of words from the g 7 about great things they're going to do and money they're going to give for code 19 but the reality is most of the vaccine has gone to those g 7 countries and the rest of the world isn't getting yes we're hearing it being it right now from dr ted ross the head of the world health organization he's made it clear that they've got to change that inequality they've got to get vaccines to every part of the world because he makes clear the rather basic point that if the virus continues to spread in some parts of the world in the
7:06 pm
poorer parts of the world in places where there are conflict zones then it's going to spread and continue to mutate. and then that will spread back to the richer world and potentially you'll get mutations in the future that the vaccines will not protect protect against so not only. will lead us to wrangling with how to deal with with the pandemic then they've also got to consider what to do about our warming planet and as joe biden pointed out in his speech to the g. 7 democracy being unstated. under siege that you know the threat to what to democracies around the world. absolutely and the big star turn of the day is the new u.s. president he's been speaking at that g. 7 meeting and we know little of what he said but of course that again is closed we're going to see soon president biden on the world stage again virtually from the
7:07 pm
white house addressing the munich security conference and i think there will be 3 main themes one we've already dealt with which is covert going teen the other is global cooperation it's the u.s. back in a multilateral world working with all of the 193 member states of the united nations to try and improve things and the last one of course is an example of that it's the paris climate deal which the u.s. is now formally part of what will be listening to closely as well adrian is whether the u.s. president makes any comment about another one of our lead story is one of those days where everything is merging together when you've got all these world leaders talking and that of course is the situation with regard it with regard to iran and the very tricky diplomacy going on between the u.s. and iran both i think want to make overtures who is going to move 1st certainly overnight it looks like the u.s.
7:08 pm
has moved a little and now is no longer saying that those sanctions snapback against iran that was the you of the trumpet ministration they're now taking the view that international sanctions are not in place which is what the rest of the world had believed and also quite a small but significant step taken with regard to here in new york which i think the iranians who work here and work on the nuclear file were very pleased of they've been under a really strange and movement restrictions if you're an iranian diplomat for the last couple of years you could only go from your home to your workplace the iranian mission to the u.n. or to the u.n. you couldn't go anywhere else in new york whatsoever that's been changed as well little steps but i'm not. sure how iran yet will respond to this europe trying to bring everyone back together to a new meeting of the so-called p 5 plus one because neither iran or
7:09 pm
the us of want to take the 1st big step and the european idea is to get them all around the table and perhaps iran and the u.s. can move at the same time and get iran back into compliance and the u.s. back into the deal so watch closely there had been suggestion that president biden might touch on this in his speech not clear whether that's going to come up but there are certainly if iran is not going to be important words on climate on covert and on global cooperation or i will get the thoughts of our white house correspondent next for the moment diplomatic editor james plays in the u.n. in new york many thanks indeed to kimberly how good then is at the white house let's start with that meeting that james was that was talked about that was talking about this invitation by the for for the u.s. to sit down with the other signatories to the nuclear deal the u.s. has said it's willing to do that no invitations have been said there's no timeframe as yet it will be an informal meeting but at least we have that confirmation that
7:10 pm
the u.s. is willing to attend a sign perhaps that the by administration wants to reengage in global affairs. there's no question about it in fact these baby steps if you will are being applauded by the democratic led senate foreign relations committee it's released a statement saying that it believes this is the only path forward for a working with iran the white house and also the specifically the secretary of state and tony blinken have been very clear though that they are expecting given these goodwill gestures for iran to also step up and ensure compliance in order for those heavy handed economic sanctions that were put in place by the trumpet ministration to be lifted and of course this is where there has been some stalemate in the discussions moving forward is that iran is saying that it needs all of these sanctions lifted before there can be any sort of insurance of compliance and the
7:11 pm
white house is saying just the opposite so this is certainly a step in terms of this commitment to diplomacy that the white house is taking by showing these goodwill gestures that james has talked about for iran to feel confidence that there can be a path forward but at the same time the united states recognizes given this sort of standoff and brinkmanship the only way it can work and for this to work is to engage with global partners something that joe biden has said really from day one as well as on the campaign trail. we're going to president biden take part in the g. 7 beats and he's going to speak to the munich security conference i mean whatever the president says i suppose the the the takeaway the message today is is to emphasize that america is back. yeah we just got some excerpts of the speech the joe biden the u.s. president will be giving to the unix security conference some of the topics that we
7:12 pm
know he's going to talk about is going to be the united states's commitment to democracy not just multi-lateralism which we know is a foundation of his foreign policy but according to these statements he says that there's going to be an end under his presidency to what we saw under donald trump and that is what he's calling transactional diplomacy he also touched on a theme that he believes is critically important not just here in the united states but also in europe that the democratic progress or process is under assault and as a result he will be calling on the world leaders to ensure that they can demonstrate that democracy still deliver for the ordinary man and woman and that the future direction of the world right now is really becoming a binary choice according to joe biden and what he'll say in this upcoming remark. talk or see versus democracy and so joe biden saying that he firmly believes the
7:13 pm
future is with democracies but it will be up to these world leaders to demonstrate that to their voters and again this underscores why he believes that this sort of multilateral global approach is so important that it is only in working with partners and allies that those deliverables can be achieved so this is what we're expected to hear of course we also expect he may touch on confronting challenges with china as well as the global climate crisis which he has also identified in his 1st days in office as being an axis tensional threat world leaders will be reassured by president biden's words no doubt to what extent is he is he playing to a domestic audience with what he's saying. there's no question there is an enormous aspect of the domestic message with it tucked within this statement you have to remember this is a country that is still healing from
7:14 pm
a painful election one in which the former president challenge the results one in which we saw an unprecedented attack on the u.s. capitol on january 6th of this year and that many members of congress are say requires a commission much like we saw surrounding the september 11th attacks in terms of trying to find out what these root causes are and to ensure that these causes are not can allowed to proliferate in the united states and so i think that what we're going to hear from joe biden is an acknowledgment to his global partners look at we're not saying we're perfect we're going to try to lead by example but we recognize that our example hasn't been very good in the last 4 years and probably before that too so there's going to be a bit of contrition it appears in this message but also the message that despite those mistakes joe biden believes the only way forward is to work with the partners
7:15 pm
and allies of the united states for the moment many thanks indeed our white house correspondent kimberly how could they live in washington as both kimberly out of diplomatic edits of james pace mentioned iran high on the agenda both the g 7 and munich conferences today the u.s. has been discussing a return to the 2015 nuclear deal with iran which is of course which of course has all but collapsed the buy been ministration has accepted an invitation from the e.u. to sit down with iran and the other signatories to try to save the agreement the trumpet ministration withdrew from as in 2018 re imposed sanctions triggering escalating tension between washington and tehran iran retaliated by ramping up its nuclear program in violation of what was agree. 2 the country's supreme leader says that a deal could only be struck if the u.s. removes the sanctions that it has imposed while we wait for a president but that's the music conference that's speak to dosage of ari who's
7:16 pm
live for us in tehran so positive noises from tehran about this this meeting this informal meeting in which the u.a.e. who is trying to get together with all the signatories of the deal but with kaviak it's. yes certainly iran has said over and over again over the past few months that they have no issues with returning to full compliance of that nuclear deal but the united states has to commit acts and then they can meet this is the process which will satisfy the officials in this country and also we heard from the foreign minister mohammad javad zarif was been tweeting as these news lines come out of washington the position is not change that but that iran will continue to limits to restrict additional protocols under the non-plussed of full of for ation treaty as of february 23rd unless they see a substantial move from the united states and the only thing that will satisfy them
7:17 pm
at this stage is the united states announcing that they would in remove some of the sanctions that they've imposed on iran since they withdrew from the deal unless concrete action is taken by the biden administration it's very difficult to see how any of the officials here would be willing to sit down to talk to the united states in presence of the european countries but we've just heard from engle merkel who said that the germany will do everything it can to try and inject the momentum into these talks the iranians for their part have said that they are not opposed to dialogue but it is for up to the united states to make the 1st move this kind of stance that we've seen that is ongoing is because the united states was the one that left this nuclear agreement in 2018 and they rain ians haven't for their part they have just reduced compliance but this step that they have said they are going to take on february 23rd is the many severe do some sorry to interrupt you we're going to take you live now to washington munich because president biden is
7:18 pm
addressing the meeting security conference that systems everyone thanks you community conference for hosting this special session for decades as you pointed out i participated in munich security conference as a u.s. senator joining my colleagues on both sides of the aisle to affirm the importance of the transatlantic partnership. 3 times as a vice president of states including delivering the 1st international foreign policy address of the obama biden ministration in the 1st months we were in office and 2 years ago as you pointed out when i last spoke in munich i was a private citizen i was a professor not an elected official but i said at that time we will be back and i'm a man of my word america's back i speak today as president of the united states at the very start of my administration and i'm sending a clear message to the world america is back the transatlantic alliance is

back and we are not looking backward we are looking forward together it comes down to this transatlantic alliance is a strong foundation the strong foundation i want our collective security and our shared prosperity or build the partnership between europe and united states in my view is and must remain the cornerstone of all that we hope to accomplish in the 21st century jest as we did in the 20th century the challenges you face today are different or an inflection point when i spoke to you as a senator and as even as vice president the global dynamics have shifted new crises demand our attention we cannot focus only on the competition among countries that threaten to divide the world or only on global challenges that threaten to sink us all together if we fail to cooperate we must do both working on lockstep with our

a course to change the proposition and that is the united states must renew america's enduring advantages so that we can meet today's challenges from a position of strength that means building back better our economic foundations reclaiming our place international institutions lifting up our values at home and speaking out to defend them around the world modernizing our military capabilities while leading with the plough mysie revitalizing america's network of alliances and partnerships that have made the world safer for all people you know i hope our fellow democracies are going to join us in this vital work our partnerships have endured and grown through the years because they're rooted in the richness of our shared democratic values they're not transactional they're not

extractive they're built on a vision of a future where every voice matters where the rights of all are protected and the rule of law 'd is upheld none of this has fully succeeded in this none none of us is fully succeeding in this division we continue to work toward. and in so many places including in europe and united states democratic progress is under assault i've known for i know many of you for a long long time and you know that i speak my mind so let me be very straightforward with you all we are in the midst of a fundamental debate about the future and direction of our world we're at an inflection point between those who argue that given all the challenges we face from the 4th industrial revolution to a global pandemic that our talk or see is the best way forward they argue and those

who understand that democracy is essential essential to meeting these challenges historians are going to examine and write about this moment as an inflection point as i said and i believe that every ounce of my be that democracy will and must prevail we must demonstrate that democracy can still deliver for our people and this changed world that in my view as our galvanizing mission democracy doesn't happen by accident we have to defend it fight for it strengthen it renew it we have to prove that our model isn't a relic of history it's the single best way to revitalize the promise of our future and if we work together with our democratic partners with strength and confidence i know we'll meet every challenge and outpace every challenge where you know we must

a stand up for the democratic values and make it possible for us to accomplish any of this pushing back against those who would monopolize and normalize repression you know this is also. this is also how we're going to be able to meet the threat from russia the kremlin attacks our democracies and weaponize corruption to try to undermine the our system of governance. russian leaders want people to think that our system is corrupt more corrupt or ask corrupt as theirs but the world knows that isn't true including russians oh russia's own citizens putin seeks to weaken european the european project and our nato alliance he wants to undermine the transatlantic unity and our resolve because it's so much easier for the kremlin to bully and threaten individual states and there's negotiate with the strong close

the united transatlantic community that's why that's why standing up for the sovereignty and territorial integrity of ukraine remains a vital concern for europe and the united states that's why addressing it recklessness russian recklessness and hacking into computer networks in the united states and across europe and the world has become critical to protecting our collective security the challenges with russia may be different than the ones with china but they're just as real it is not about pity east against west it's not about we want a conflict we want to future all nations are able to freely determine their own path without a threat of violence or coercion we cannot and must not return to the roof flecked of opposition and rigid blocks of a cold war competition must not lock out cooperation on issues that affect us all

for example we must cooperate if we're going to defeat covert 9000 everywhere my 1st presidential mass security memorandum focused on surging health and humanitarian responses to defeat covert 19 and to better prevent and prepare for the next pandemic. today i'm announcing the united states is making a $2000000000.00 pledge to kovacs with the promise of an additional $2000000000.00 there's others to step up as well it even as we fight to get out of the teeth of this pandemic the resurgence of a ball in africa is a stark reminder that we must simultaneously work to finally finance health security strengthen global health systems and create early warming or new systems prevent detect and respond to future biological threats because they will keep
