boeing calls for the grounding of some of its planes after an engine caught fire in midair in the u.s. . losing the thread in libya we meet one of the last weavers and tripoli's old city trying to preserve a dying tradition. and i'm satisfied that the sport is find more players test positive for corona virus in the french rugby camp taking the total number to 10. hello welcome to the news hour italy's president has denounced what he calls a cowardly attack on his ambassador to the democratic republic of congo who was killed while traveling in a u.n. convoy look at that asio died along with a bodyguard and driver in an attack in the national park in the east of the country catherine sawyer is monitoring the story for us from nairobi catherine what more
4:02 pm
are we hearing about this attack and what took place. hi daryn what we know is that there this morning at around 815 g.m.t. there the diplomatic police and the driver who died were in a convoy of the world food program so that happened in an area called hurrell a few killer several kilometers from goma which is a provisional capital of north kivu and they were heading to an area called for a fact finding mission is one of the biggest donors of the world food program programs within the democratic republic of congo and it's not uncommon to see representatives of countries like italy going to some of the areas where they are assisting so this could have been what is happening now the italian foreign ministry has confirmed the incident which is the u.n. peacekeeping mission has also confirmed the incident it's not clear whether there
4:03 pm
whether there were peacekeepers who had accompanied that particular convoy we have also had form a police command in north kivu who confirmed the incident as well but also saying that they had no information that the ambassador was in town or that there was a mission that morning because what normally happens in such circumstances and when we're dealing with such high profile dignitaries is that the police is informed then they can be able to provide their own special protection units for a deployment such as what was happening but we also know that u.n. organizations. humanitarian organizations like doubly a fee proof not to use state security because of fostering trust among the community so perhaps this is what could have happened and even though that is that particular area where that happened daryn even though it's quite dangerous
4:04 pm
with balls and you know highway robbers attacking convoys and game. ranges we haven't seen an attack on a huge organization like the thief yet and catherine so obviously now questions are going to be asked about how exposed the ambassador was along with the people that were traveling with him in an area that like you're saying is known to have tens of armed groups. absolutely i mean i mean for yes' the very room through the national park itself has been quite dangerous we have several rebel groups you know in the park competing for resources with hard attacks on ranges attacks on convoys of civilians who are heading to different places we have seen. soldiers. being attacked we
4:05 pm
have seen u.n. convoy being attacked small n.g.o.s being attacked as well now the most dominant rebel groups there are the f.t.l. are and the my my who have been kidnapping people asking for run so attacking convoys as i said and robbing people there and we're not just talking about that particular part of eastern democratic republic of congo the entire region of q. who is quite problematic as well when we go to the other side. an area called beni 100 kilometers or so north of goma it's also quite problematic these a.d.f. there another rebel group that has been attacking villages that well thousands of civilians have been killed in the last few years un peacekeepers have been killed government forces have been killed so the whole of that area is then democratic. is the democratic base than the r.c. is quite problematic with huge security problems and with security forces
4:06 pm
seemingly and able or overwhelmed to deal with that situation ok catherine thank you so much for that update from nairobi speak to indigo alice who is an associate director at africa matters that's a strategic advisory consultancy is joining us from london thanks for your time with us on al-jazeera so no claim of responsibility as of now but as catherine was just saying there there are tens of armed groups operating in that particular area in the eastern democratic republic of congo in your opinion would this have been a targeted attack against the ambassador or and who could be behind it and why. thanks daryn well as catherine mentioned there are over 70 armed groups that operate in that particular kind of the north north and south kivu the sophistication of this attack signifies that it's unlikely to be those kind of my in my smaller militias that catherine mentioned in the area and it's more likely to be one of the groups such as the f.d.a. all of the f.o.
4:07 pm
ca who operate that they are a lot of them the link to the kind of genocide that happened in rwanda and they came over the border into east india and around the mid 1990 s. since then the groups that proliferated but in terms of the kind of sophistication this attempted kidnapping that seems to have gone wrong in the case of the ambassador and the world food program called boy that is that's kind of what we're looking at in terms of motivation to and sorry i'm likely to be the a.t.f. which the other groups that catherine mentioned they operate too far north from this area they have also tenuously been linked to the islamic state but i think the most important thing to think about is that the location of this attack is almost exactly the same place where 2 british tourists were kidnapped in a 2018 so it's kind of real evidence of this longstanding security lapse in the region it was also very close to where 6 were and the gods were killed in the last month but out of these 70 go on groups that operate in the wider kind of key views
4:08 pm
area definitely probably looking at one of the acts genesee groups so the f.b.i. law or f.o.c. a most likely so our army operations there that are ongoing are they simply failing are they simply unable to secure the areas. entirely i think we're looking at a kind of longstanding funding issue for the for the congolese army in that area a lack of kind of security planning as well as strategy when it comes to trying to combat the armed groups who operate in that area sco obviously the u.n. peacekeeping force that has been operational for a good number of years has a lot to answer for with abbas and security in that area they operate under a chapter 7 peacekeeping mandate from the u.n. which actually kind of limits the response ability that they have in order to counter these types of attacks. they are entirely kind of working with the with the
4:09 pm
congolese armed forces and they are chronically underfunded and chronically kind of mismanaged with their bods to the way that they deal with these armed groups so we are looking at a long standing issue that doesn't look like it's going away any time soon. for the government and the president. do expect them to be rethinking their strategy with syria we have not heard yet from the government and they do your a c. on the sets. sure so i mean this latest high profile attack is just going to draw really unwanted global attention to the security situation in the eastern provinces once again president just getting his just one a kind of huge political victory by ousting his opposition in a in a victory over the ex president kabila it's kind of the last thing he needs for this global screechy need to be directed on to his security policies in the eastern provinces and he's been just going to kind of secure primacy in this kind of uneasy
4:10 pm
coalition since since the election in 2019 and to be honest with you this this kind of high profile attacks really kind of shows how much these u.n. agencies and the armed forces themselves are under such severe financial pressure and to be honest president she's scared he doesn't have a lot of leeway to be able to increase funding for the armed forces and make sure that this courage problem goes away it's one of his kind of founding it's it's a policy that he ran with in order to be elected in 2019 and it's something that's really at the forefront of his mind but it's not an easy not to crack a put it that way right into go alice thank you so much for speaking to us from london. now the u.n. has called for the immediate rescue of dozens of rohingya refugees stranded at sea they reportedly set sail from cox's bazar refugee camp in bangladesh around 11 days
4:11 pm
ago they were having a human rights initiative says at least 90 people on board the boat and now they've run out of supplies several have also died their last known location was just northeast of the man islands a few 100 kilometers off the main marcos. will give us an update he's joining us from the bangladeshi capital dhaka what more do we know on the rescue operation time here in the condition of the refugees. well the latest we know of this is coming from running a human rights group in new delhi which is confirmed by our al-jazeera bureau in delhi now they have been in touch with some of the rowing in the boat they say the indian navy has come across and they are giving them a relief or an emergency material they have not been rescued per se but they are providing them with all the provisional help we also spoke to one of the refugee whose brother is in the boat he has sent out on a pill to raise by other enduring
4:12 pm
a camp is the name is mr shiloh and was stranded in the middle of the sea in on them on the side please tell the international community that we need to be rescued and given shelter somewhere we've been a drip a little over 10 days now and things are really bad now coming on this site in bangladesh the foreign minister just a little while ago the guy received a call from the british state minister for commonwealth and un was it bailed bangladesh to provide them shelter because the left from cuts of the foreign minister said the other countries in the neighboring area fundament see like india me on my own and she long should come up and take their going as provide them shelter bunker there's us done and not get stuck nearly a 1000000 refugees and cannot take any more in recent weeks there's been a time by telling us to cross in the bother dutifully to go through turmoil in the other side of the border he said we cannot afford to take any more refugees so the international community must find other solution to provide them shelter similar message came from the home minister in the afternoon he said even though they left
4:13 pm
from cox bazaar we won't be able to provide any more going out with shelter in cox's so right now the only hope is the relief material they're getting from indian navy we'll have to see how they deal with the situation in coming hours now this is not the 1st time we know hundreds of rowing or refuges have been rescued by bangladesh navy and cause god over the years many have died in the deep sea because the malaysian navy pushed them when they tried to actually take. shelter in malaysia many of these are actually young woman who get engaged over the phone with living in malaysia want to better life of the try to go to malaysia but mostly unsuccessful sometime to end up in indonesia on the process many died in that the heavy active area for traffickers from me on might as well as bangladesh would take lots of money from these people to take them in those countries but never usually succeed bangladesh navy and cause got i way off the keep on them i but the

suu kyi who has been held by the military in isolation since the beginning of the month. cross the country tensions remain high. we were holding a sit in protests and the police crackdown on last using force there were many and day arrests many protesters. a general strike is being widely observed shutting banks and businesses and bringing transport systems to a halt. and despite the short term impact many feel that's the most effective way to make the military backed down was not good day to day is a day for countrywide protest we do not want to stay under the control of a military dictatorship so we came here to join the protest regardless of the salaries we make nothing will happen my salary is cut but if we stay under the control of a military dictatorship we will become less like. even in the capital naypyidaw a city whose white boulevards were designed for the military to maintain control

4:17 pm
us about the issues position on me and maher. lots of tough talk coming from the 27 foreign ministers meeting with the high representative of the e.u. foreign affairs. over the course of today in brussels and one of those who had the strongest words was the german foreign minister heiko must who was an ambiguous about what he felt was the most important thing that you are could be doing now the e.u. that is towards me and ma and the people in charge of what's been happening that this is what he had to say. before we are not prepared to keep standing by and watching so we will use all the remaining diplomatic channels to work towards deescalation in my own mind but in case we don't succeed in making a contribution to deescalation we also reserve the right to impose sanctions against the military regime in mind as a last resort dominic what else is on the agenda of the e.u.
4:18 pm
foreign ministers meeting. well that theme of sanctions is something that's cropped up again this time in so far as russia is concerned specifically as it regards the not found the case the case of alec. who is facing 2 and a half years in a labor camp a prison camp in russia as the consequence of cases against him brought in russia now we know that the e.u. foreign affairs council that's the council the foreign ministers plus mr boyle the high representative have been contemplating what sort of sanctions they might be prepared to institute and who they would be targeting now one of the suggestions that's coming from brussels is that perhaps the people who are in charge of the justice situation the justice system in russia might potentially be targeted people in charge of the directorate of prisons and that sort of thing might find themselves the target of targeted sanctions from the remember that this is
4:19 pm
something that many different e.u. states individually but collectively also through the e.u. have been suggesting might come because the e.u. as a bloc has condemned what happens to mr vonnie and of cold on the russian authorities to investigate prosecute and then punish those who are responsible for what happens to him remember he was poisoned with novacek and it was only through the intervention of 1st doctors in russia and then here in berlin that he was able to recover so that's pretty much what they've been discussing what they've been talking about how they intend to proceed these are the and avani case and the russian government ok dominic kane thank you for that update from berlin. plenty more head on the officer news hour including south africa becomes the 1st country to use the johnson and johnson vaccine as it rolls out its inoculation campaign. in the families of ice and slater as are allowed to leave

a camp in northern syria but many have nowhere to go novak djokovic turns on his critics after what he's called one of the toughest grand slam tournament wins off this career stories coming up and then later in sports. but 1st iran has called an agreement with the un's nuclear watchdog a significant achievement the deal allows inspectors to continue monitoring to ron's nuclear facilities for up to 3 months but there will be less access and no more snap inspections the i.a.e.a. chief traveled to iran this weekend where he met foreign minister zarif for talks iran has been gradually breaching the terms of the 2050 nuclear deal since the u.s. withdrew and reimposed sanctions in 28 seen our white house correspondent kelly halkett is standing by with the reaction out of the u.s.
4:21 pm
but 1st let's go to a big into iran aside what is the reaction within iran as a result of this deal. well palm and terence today were discussing the budget but they stuck that to a vote on this latest deal between iran and the i.a.e.a. that many of them believe that that's in breach of the legislation that the parliament passed last year and then referred the matter specifically president hassan rouhani to the judiciary they believe that he's acted illegally that this deal is against the legislation many of them have said that this deal between the i.a.e.a. and iran has violated the rights of the iranian people others have said that it's against the spirit of the not just nation well so there's of saying that the number of inspectors i.a.e.a. inspectors and inspections remains the same now what this demonstrates is that the difficulty that president hassan rouhani faces domestically this is a parliament that was voted in last year many of those people in the parliament are
4:22 pm
opposed to the 2015 nuclear deal and want to tougher stance against the united states and the i.a.e.a. on the other hand president hassan rouhani is trying not to completely shut the door in terms of discussions and negotiations with the united states and the european 3 france germany and the u.k. but what has happened with this agreement between the i.a.e.a. i.a.e.a. and iran is give us iran and the european 3 at least 3 months to try and revive this 2015 nuclear deal and yes so it does throw the nuclear deal a lifeline of some sort as said but what are the sticking points that remain between iran and the signatories and the u.s. who of course pulled out. well iran wants all the sanctions on the oil and banking sector removed they want the united states to rejoin the euro but 2 very fight that those sanctions have been removed iran wants to sell attempt and wants the money from that sale to be able to be transferred back into iran so they know that those
4:23 pm
sanctions have been lifted now the united states and the donald trump didn't think the deal was a good one they want to the new deal but the by didn't ministration want iran to come under full compliance but also they want to discuss why do issues and frosty iran is concerned discussing iran's missile program or anything to do with their defense is off the table in fact foreign minister divides raef i said whatever they had been able to agree on is in that 2015 nuclear deal what they couldn't agree on isn't and they're not prepared to discuss that as for the europeans well they just want this 2015 you could deal to work but there have been some words from france talking about those wider issues but the european scene reserved to the fact that if they can't make this deal work any other why did we go shares of the talks are a nonstarter ok i said thank you as a big reporting from to hear and let's now find out their view from the u.s. and bring in kimberly how they can really of course is our white house correspondent so for the biden administration kimberly what is the way forward when it comes to the nuclear deal with iran. you know what we've been hearing from the
4:24 pm
by an administration is that while they are very concerned about the actions of iran they believe that the path forward is through diplomacy that's what we heard over the weekend from the biden administration the number one goal is to prevent iran from obtaining a nuclear weapon and diplomacy the administration believes is the best way to do that so getting to the table to talk to the iranians where they can insist on strict constraints on iran's nuclear program remains the number one priority there will also be a demand by the united states for release of american hostages being held now what the administration is hoping is this will sort of be seen as a bit of an all of french that it will be seen as a goodwill gesture but at the same time what the united states is is noting is this should in no way be seen as any sort of concession that their initial demands
4:25 pm
remain that they want to see strict compliance under the nuclear program these talks are simply a way of making sure that that happens so these are the priorities of the biden administration they're hopeful that they can return to the table but this would just be a 1st diplomatic sort of step not any sort of street concession rights can really halakhah thank you so much. boeing says it's grown old triple 7 planes fitted with the same model of engine that exploded during a flight in the u.s. on saturday the engine suffered a catastrophic failure soon after takeoff from denver littering suburbs with falling debris christmas salumi has more. this frightening scene onboard a united airlines passenger flight has led to the grounding of some boeing 777 aircraft around the globe large pieces of the plane's pratt and whitney p
