the e.u. has been to be able to take. a situation which was a mistake a lifeline for the iran nuclear deal to iran and the global watchdog richard agreement to allow inspections to continue. growing calls for the grounding of some of its planes after an engine caught fire in midair in the u.s. . hello thanks for joining us at least president has denounced what he calls a cowardly attack on his ambassador to the democratic republic of congo who was killed while traveling in a u.n. convoy. died along with a bodyguard and a driver in an ambush in the virgin good national park in the east of luka and asio was traveling in a world food program convoy when killed in a statement. the w.s.p.
5:02 pm
said this the united nations world food program has expressed its deepest sympathy and condolences to the family colleagues and friends of 3 people killed today in an attack on a delegation traveling on a field visit in the east of the d. or c. the attack which occurred on a road that had previously been cleared for travel without security escorts for more let's bring in katherine sawyer who's monitoring the story from nairobi so perhaps we're learning a little bit more about the circumstances catherine that led to that attack what more have you heard what can you tell us. yet while that statement by the world food program also says they were heading to chew to visit a school feeding program italy's one of the biggest honors of ws. we've also had from the governor of north kivu province who said that this attack happened at
5:03 pm
a place not too far away from goma which is a provisional capital of north kivu and he says that the 3 walk up the convoy through are caught up in a crossfire between park rangers view park rangers and the gunman several other people were also injured now the north kivu governor also says that the convoy was not accompanied by any security escort not the un peacekeeping mission or the national military or police he says that the police were not even aware that the ambassador was in town or that there was a mission that morning what happens in circumstances like this one is that the police is informed because it's such a high profile individual or the police provide special protection units to deploy with a team but this was not the case but then as you mentioned in that piece is that that particular road had been cleared for them to travel without without security
5:04 pm
but then we know that area is quite dangerous we have several rebel move the rebel groups that are in the forest and that have been attacking convoys for a long time yeah and how troubled. particular region continue to be catherine and so far there's been no claim of responsibility is that correct. there's been no claim of responsibility but forest it has dozens of rebel groups fighting over resources we have smaller rebel groups like my my we have the big rebel groups like of d.l.r. that have been attacking convoys kidnapping people for ransom and so while i have been to that particular area many times and we can't travel anywhere without security in some parts just because of how dangerous it is and we're not just talking about that particular area it's the jet it's the area in general region.
5:05 pm
south and when week let me take you to an area about 100 kilometers north of benny there is also a huge rebel group there called a.d.f. that has been attacking villages that will for years thousands of civilians have been killed we have seen many government offensive against the group but every time that happens the group comes back un security pass and there has been killed un peacekeepers have been killed. as well with a huge presence of security forces a huge presence of u.n. peacekeepers in that region we still see these attacks continuing it appears very much that the security forces the government is a ball or to deal with the security situation catherine so i think you for that update from nairobi. indigo alice is an associate director of africa matters that's

a strategic advisory consultancy she says this attack shows both the u.n. and the congolese army lack the funding and the resources to combat armed groups in the area. and there are over 70 armed groups that operate in that particular kind of the north north and south kivu the sophistication of this at the attack signifies that it's unlikely to be those kind of my in my smaller militias that katherine mentioned in the area and it's more likely to be one of the groups such as the f.b.i. or the f.o. ca but i think the most important thing to think about is that the location of this attack is almost exactly the same place where 2 british tourists were kidnapped to may 2018 so it's kind of a real evidence of this longstanding security lapse in the region it was also very close to where 6 were in the gods were killed in the last month but i think we're looking at a kind of longstanding funding issue for the for the congolese army in that area a lack of kind of security planning as well as strategy when it comes to trying to
5:07 pm
combat the armed groups who operate in that area. obviously the u.n. peacekeeping force that has been operational that for a good number of years has a lot to on support with regards to security in that area they operate under chapter 7 peacekeeping mandate from the u.n. which actually kind of limits the response ability that they have in order to counter these types of attacks. they are entirely kind of at the massey of working with the with the congolese armed forces and they are chronically underfunded and chronically kind of mismanaged with their bad so the way that they deal with these armed groups well the u.n. has called for the immediate rescue of dozens of rohingya refugees stranded at sea they reportedly set sail from cox's bazar refugee camp in bangladesh around 11 days ago they were having a human rights initiative says at least 90 people are on the boat and they've run out of supplies several have died their last known location was just northeast of

the ends of an island a few 100 kilometers off the me and marcos tundra choudhry is following the story from the bungled capital dhaka. well the latest we know this is coming from the running a human rights group in new delhi which is confirmed by our al-jazeera bureau in delhi now they have been in touch with some of the rowing in the boat they say the indian navy has come across and they are giving them relief and emergency material they have not been rescued per se but they are providing them with all the provisional help we also spoke to one of the refugee whose brother is in the boat he has turned out on a pill trays by other enduring a camp is the name is mr shiloh and was stranded in the middle of the sea and on the money he said please tell the international community that we need to be rescued and given shelter somewhere we've been a drip a little over 10 days now and things are really bad the heavy active area for traffickers from me on mar as well as bangladesh who takes lots of money from these

military coup and calls for the release of the country's democratic leader aung san suu kyi who has been held by the military in isolation since the beginning of the month. cross the country tensions remain high. we were holding a sit in protests and the police crackdown on last using force there were many and they arrested many protesters. a general strike is being widely observed shutting banks and businesses bring transport systems to a halt. and despite the short term impact many feel that's the most effective way to make the military back down. you know the good there today is the day for countrywide protest we do not want to stay under the control of a military dictatorship so we came here to join the protest goddess of the salaries we made nothing will happen my salary is cut but if we stay under the control of a military dictatorship we will become necessary. even in the capital naypyidaw

a city whose. design for the military to maintain control civil servants took to the streets. but the protesters have no illusions about the dangers they face this candlelit vigil held to commemorate those who have already died in the protests but the military protesters both standing their ground real concern there's more violence to come tony ching al jazeera iran has called an agreement with the un's nuclear watchdog a significant achievements the deal allows inspectors to continue monitoring to iran's nuclear facilities for up to 3 months but there will be less access and no more snap elections the i.a.e.a. chief traveled to iran this weekend where he met foreign minister javad zarif for talks iran has been gradually breaching the terms of the 2050 nuclear deal since the u.s. withdrew and re imposed sanctions in 2018 well the new agreement comes after iran's
5:12 pm
parliament passed a bill halting site inspections in december as a big has morphed into. and this latest step came after the assassination of iran's and leading nuclear scientist mohsin fathers out there and the iranian parliament passed that bill not initially president hasn't harney and farmers who developed the reef had opposed that bill but ultimately said that this was the constitutional process that they had to implement it now what that means is i will no longer be able to carry out the inspections they will lose the ability they currently have the ability to monitor nuclear sites such a nuclear sites 24 hours online and those cameras will be taken offline but iran says they will continue to record the footage for 3 months and if the united states returns to the deal and if those sanctions they'll hand the footage over if they don't then that footage will be lost in the a year will have no access to it but the i.a.e.a. says that it's inspectors will remain in the country and will continue to be able to carry out its verification and monitoring process is that what's really
5:13 pm
important is that some lawmakers inside the country believe that iran has gone above and beyond the additional protocol suggests that inspections at universities now. will lose that aspect of the additional protocols and won't be able to carry out those snap inspections actually universities but also this is about the internal politics personally what the i.a.e.a. here has done is given a 3 month period for the united states and the european 3 france germany and united kingdom to sit down and maybe come to some sort of an agreement and your foreign ministers have a process actions against russia after the jailing of alex and of ali it's the 1st time the block is using a new tool to impose sanctions on individuals and governments for human rights abuses on a cane has more from berlin. we know that the e.u. foreign affairs council that's the council of foreign ministers plus mr boyle the high representative have been contemplating what sort of sanctions they might be
5:14 pm
prepared to institute and who they would be targeting now one of the suggestions that's coming from brussels is that perhaps the people who are in charge of the justice situation the justice system in russia might potentially be targeted people in charge of the directorate of prisons and that sort of thing might find themselves the target of targeted sanctions from the e.u. remember that this is something that many different e.u. states individually but collectively also through the e.u. have been suggesting might come because the e.u. as a bloc has condemned what happens to mr vonnie and of cold on the russian authorities to investigate prosecute and then punish those who are responsible for what happened to him remember he was poisoned with novacek and it was only through the intervention of 1st doctors in russia and then here in berlin that he was able to recover so that's pretty much what they've been discussing what they've been talking about how they intend to proceed these are the than avani case and the

neighboring kenya. the government hasn't published any data since april last year in terms of coded cases but there has been a report reports from residents of increase in hospitalizations and deaths from what is described as pneumonia and president john mcafee last year said the pandemic had been defeated using the power of prayer so there weren't any official government measures to try and prevent the spread of disease this came in the much criticism from the world health organization from tanzania is catholic church as well as political opposition and now it looks like president john has finally he did these calls he's announced on sunday that times in the end should take precautions and that they should even wear mosques although he said that they should only wear tanzanian made mosques as he said foreign mosques may not be safe and this also follows skepticism coming from president mega fairly about vaccines

tanzania hasn't ordered any covert vaccines which would be available to you because government into the country on international health care schemes today oman's health minister said it was considering suspending flights from tanzania after nearly one in 5 travelers from tanzania tested positive for covert 19 and also in thailand helpful for it is there just announced their 1st case of the new highly contagious south african a variant they said that case was found in a tired man who had traveled from tanzania as well so it seems that the times in outbreak of the pandemic is being picked up in other countries even if it's not being acknowledged fully acknowledged and picked up. british prime minister boris johnson is expected to shed more light shortly on when the u.k. will ease with 1000 restrictions schools are due to reopen and 2 people from separate households will be allowed to meet outside starting march the 8th outdoor

sports will resume later in the month the u.k. has the world. 5th highest fatality rates but it also boasts the fastest rollout of vaccines 53 kidnapping victims in nigeria have been released after the group was abducted from a bus last week people including 20 women and 9 children were taken by an armed group in the states that says the government nears a deal for the release of dozens of school children who were also abducted last week in a separate incidents of the dreams has more from. another concern for many nigerians have been following developments up north while kidnapping is becoming more like big business is the process of securing the release of victims it's either the government is paying ransom or has negotiated safe passage for the perpetrators of the crime whichever way nigerians are concerned that granting access or freedom of posse to criminals who kidnapped you know some nigerians or you know some people
5:24 pm
will encourage others to come into the trade again probably thinking that they could be good they could they could be lucky us these ones secondly paying ransom could also encourage more people into the crime and embolden them to attack or even we are to carry out more dangerous missions in the future these are some of the concerns nigerians are having with the current situation in the country why the kidnapping is on the rice. earth specialists in norway say they figured out the story behind a mysterious message found on a world famous painting so ever the scream has a hidden inscription that reads could only have been painted by a madman some have questioned whether it could have been an act of vandalism but tests by norway's national museum using infrared technology now confirm the artist wrote the words himself let's go to my britain calling who is a curator specializing in older and modern art at the national museum of norway's
5:25 pm
joining us from oslo thanks for speaking to us on al-jazeera so now the museum is saying without a doubt the artist is who wrote that message on the screen just talk us how through how you actually reach that conclusion because this has been a subject of debate for many many years. yes that's true so actually it's been a riddle but not a riddle that has been investigated sufficiently because. we now tried to find a way to read it better because it's not easy to read you have to get really close to the painting in order to discover it so the letters are quite small but with a our photographer be interested to talk of the we managed to see the handwriting much clearer and then we could compare it with writings in monk's handwriting in letters and the. similarities are striking so
5:26 pm
the handwriting is identical as this is right yeah go ahead go ahead. yeah so it's like his written secret message too for others to read for us in the future because. i think he must have forgotten that he wrote it because he never mentioned stan letters or in talks with other people as we know . but it allows us to get a glimpse and to his his emotions his reactions to being called a madman because he was accused of being mentally ill. with think that he wrote this sentence directly after this these actions accusations was laid at his door in public right so what does this actually reveal about his state
5:27 pm
of mind at the time and as you're saying he was known to have mental problems. well actually he was perhaps he wasn't that unstable as some. books or some stories might say because he was very he was immensely. active the work more or less all the time money managed to administrate his own artistic life he arranged exhibitions all over the world so i think it's more a question that he was delving into the questions of what it meant to be human being what it means to be alone in the world what you have to chase with anxiety existential and fired and also facing death loneliness. this was for him it was the art but he use him self. it was not. an imprint
5:28 pm
of his own psyche. how do you explain the influence of this particular painting because its influence stretches as far as being used in a hollywood movie as far as i know it's also been made into a modern day i'm o.-g. how do you explain the influence this painting has had. i think it's very much to do with the way painted in an open ended manner so. it's been appropriated endlessly even in his own living days and people have. given it different kinds of meaning from it was very much about to scream. run through
5:29 pm
nature but today it's more about the screaming trigger and being desperate is something when we know. the simpsons. figure is screaming itself. trying to text it is ok we'll leave it there we thank you very much for speaking to us from oslo thanks thank you now we've ng has been celebrated for generations and libby are but there are fears the traditional craft is dying of the pursuit of who he is one of the last weavers in tripoli's old city and says he wants to pass on the tradition. it's not clear if my name is abdul bussell judy i work as a weaver making traditional products with cotton on the saloon. i have the shop in the old city in an area called the 4 columns and i work along this loom is one of the older ones in the late 1940 s. and fifty's newer models came on the market using silk and other materials but this
5:30 pm
one uses cotton now continuing this craft my grandfather taught my father and he taught me but as for the new generation if you have learnt uncle abdullah was a weaver but after he passed away his shop closed and it's still empty because he didn't teach anyone we should teach this craft so it's passed on from generation to generation and won't die out but it's a dying tradition it's been neglected i try to open a school for decades under gadhafi is government but nothing happened. this government has promised me it will help me open a school for traditional crafts like weaving it's allocated a space for us we can move into it in march as for me i hope our country becomes a better and this craft doesn't die i welcome anyone who wants to learn and i hope to teach at the school so the generations to come can enjoy making traditional crafts through weaving.
