a nerve agents know the chunk in august and arrested when he returned to moscow after receiving treatment in germany while russia's foreign minister says his country will respond to the sanctions and cast doubt on of ani's poisoning but didn't mention the kremlin critic by name. we will take you when all those who treated him thoroughly hyped all the facts which could help to understand what happened and in parallel instead of honest collaboration and not hiding place talk to punish us this doesn't bring any credit to those who take decisions and will surely respond let's bring in our white house correspondent kimberly hockett in washington for us so kimberly the russians saying that they'll respond to these 1st sanctions by the biden administration targeting them what more details do we know about the sanctions 1st. well in their ongoing press briefing that is still underway with white house press secretary jen psaki she has outlined a little bit more about these sanctions that she says the united states took action
9:03 pm
in consultation with the european union and after consulting with u.s. intelligence officials that concluded with high confidence she said that it was in fact russian intelligence services that poisoned the russian opposition leader alexina volley now in a statement from the secretary of state and he blinken is that they also took action because of concern about russia's deepening authoritarianism the desire to set a clear signal that the use of chemical weapons is not only an abuse of human rights but it's unacceptable and a violation of international norms so in terms of these sanctions what we know is that they are targeting a number of high level russian officials 7 in total they include the head of the russian prison service the prosecutor general and the russian security service director this is what the white house had to say about the sanctions just moments ago. today the united states is announcing sanctions on 7 senior members of the

russian government and expansion of sanctions under the chemical and biological weapons control and warfare elimination act new export restrictions on items that could be used for biological agent and chemical production and visa restrictions now if they dish into the individual section there are also through the commerce department 14 entities that have been sanctioned for what the department is calling chemical weapons activities now the white house has made clear as joe biden said in the campaign trail that he intended to have a very different relationship with the russian leader vladimir putin than his predecessor donald trump you'll remember donald trump even as u.s. intelligence concluded that russia had interfered in the 2016 u.s. election in fact the u.s. president had a helsinki summit defended russia and accepted the denials by vladimir putin that
9:05 pm
there had been any interference added that donald trump also did nothing or took no punitive action against russia with regard to the bounties that russia placed on the soldiers heads in afghanistan u.s. soldiers that is so a lot of confusion over why the u.s. president or donald trump or rather donald trump himself did not take further action the biden administration insisting that it would now we see the 1st example of that but they also say that there could be more because there are still concerns about the hacking russia participated in in terms of accessing the u.s. supply chain and revealing all of that information to russian intelligence they say that they will take further action in response to that incident as well ok thank you kimberly for that company how good life or is there at the white house. in other world news what are being described as huge numbers of nigerian being sent to the country's northwest a move by president mahmoud abbas comes us 200 schoolgirls kidnapped more than 4

days ago have been freed. they arrived at dawn limped their way into the office of the governor exhausted and some too sick to walk. their serve meals in an office where normally cabinet meetings are held with their 1st decent meals in days they gathered the strength to tell us what happened. was. they drove us like animals some of us were falling and getting injured they made us trek for 2 to 3 hours and spent the 1st 2 days in the camp they pushed us forward threatening to kill anyone who refused to move despite the blisters on our feet they forced us to walk further into we reach the 2nd and then the 3rd camp. the 279 students like kidnapped while they were sleeping in their boarding school dormitories in the town of junk in circumstances
9:07 pm
similar to the book or a kidnapping of more than 270 goes in she broke into into 14 this man a former bandage says he left several others to help bring the ghost back. we met and told them we came in peace to leave with the girls who for no fault of theirs found themselves in such a situation they also spoke about their grievances and why they took the girls it was a long difficult process full of tension but we also came ready and prepared for the unforeseen the goes have now been taken to a secure location for medical examinations before they are reunited with their families. but that hasn't stopped excited parents like no one has managed to get close to where they are. and my joy is indescribable i called my wife to tell her the girls are back i haven't seen my daughter but i'm relieved she's back the past 4 days will traumatic now we can afford to eat sleep and smile the governor of them

for a state has offered amnesty to gunmen who sat and insists dialogue with the bandits will continue despite the pitfalls. that we are now fighting. for the government. and so we're going to continue with that truth of course not all of them that. they wanted to. release of the 50. 8 because nobody can be able to get the kidnapping of these goes on friday came i was before the release of another set of students kidnapped in central nigeria. there's a 4 attack is a 6 school kidnapping in northern nigeria in recent years for the girls burke attention is now shifting to the future of education with schools continuously being targeted especially in northern part of nigeria there are fears that the region who towsley highest rates of poverty may fall even farther behind it's not
9:09 pm
clear if these girls will have the courage to return to school or even if their parents allow them to return but for now they're happy to enjoy their freedom hoping the government will do more to protect them. but increase al-jazeera. geria. now in addition to deploying troops president bihari has also placed a ban on mining in the mineral rich state of them far and imposed a no fly zone or let's speak about all this to. a nigerian socio political activists ayesha thank you very much for being with us on al-jazeera so president wahid today ordering a massive military deployment in the northwest 1st just looking at the bigger picture do you think this will help improve the security situation and stop all this fate of kidnappings we've seen. thank you so much for having me i think one of the things that we have consistently seen is a file that the words of president mohammed of the absolutely millman nothing he
9:10 pm
has been an ineffective commander in chief and an incompetent work in air pressure to a 1019 mine in 4 stopped by and for our state and it was resumed in generally 2020 nothing seems to have changed and today we're seeing that it's a norm in at the same time to get their say north. or was at the end of the day the president needs to remember that it is not we don't want to show we talk with men we we want to competent president our commander in chief to take control and actually fighting this war not just misstatements that meant aren't doing anything and the terrorists aren't abating for what they're doing we're tired of parents coming to the cause. children or saving their children's lives so as you say the ban on mining that was placed or 2 to 3 years ago and 21000 and some forestay didn't really work didn't achieve anything why is that where does the problem lie
9:11 pm
the problem lies with the president and the commander in chief of the federal republic of nigeria it's not given that direct leadership that it's needed so it's not about just making statements then what interested in optics that actually fighting those soldiers are destined to be will believe will the government the government supporters would argue that they have been fighting the insurgency in my distaste i mean they've been a huge military operations there so they're not just fighting with statements are they. in one just said there have been a lot of abduction to have happened in the same one just got our students were taken away in 1000 city bus load of passengers were taken away a lot of production has been going on a lot of killings have been going on and we can't just keep saying that the government supporters are not the ones to tell us that that we're within the what we need to see it on the ground being warned and right now we are not winning the war psyche so the president needs to act more competent he needs to not so have clue and need to know what he is doing isn't doing the things that we need to get nigeria out of the situation that we are in right now you seem to be named the
9:12 pm
blame solely on president bihari but this has been going on for some time now even before his time military operations haven't worked clearly in these areas what more needs to happen. what needs to help with you is that the young military operation we need it tell you just got rich and this are some of the things that the president talked about what's coming so that you feb 25th didn't when he spoke of the chatham house he did say he was coming to fight the insurgency and if things that needed to be don't we have a situation whereby the best of us in the military i'm not allowed or there's a general i've been ok my time talked about those the what i guess is sort of the under did that needed to be done what did he get he got then why should we cannot have a situation where but we are not doing the right thing and that we will have results so we need to fight this war the way it used to to before it is not about propaganda it is not about the government telling us that you did something when it did not doing things i said thank you very much for talking to us about this and

decided to go there next year and see next year there ought not to hold it does radio sponsible. until now the ballots in a suit less than 10000 accidents and this 10000 that seems according to our documentation were not suited properly according to a clear and transparent process and brutalization criteria some of this vaccine were to politicians or pressures to launch a persons in the pursuit of authority and less went to a medical start and vulnerable population let's say that this 7 pounds a is very few in number compared to the population of person isn't the worst they're going to give us that we need at least 2000000 back scenes for the population in 7000 years but not mean enough however this is very short this very in many long wanted your question issue should be and. distributed in
9:19 pm
equitable and. transparent manner so vaccine distribution you're saying is not equitable it's not going to the people who need it the most right now i wonder though is the palestinian authority. giving any information on how and where to get vaccinated and how to know if you may qualify for the vaccine is the palestinian population well informed about how this is being rolled out. well according to my knowledge and sooner. or the. purchase of $2000000.00 vaccines or the cost of $10000000.00 they have a clear distribution plant criteria everything but this plan is on paper only the population is still not aware of this and we are not aware not certain when this are like these 2000000 vaccines we don't know when they were not right what we know is that 7000 vets you notions are alive to the restaurant and there they were not
9:20 pm
distributed in an equitable manner that really undermines the integrity and the it could ability of the works to be process of that also given resits question of are under $2000000.00 what they are each tribute that's why we are mistreating nice numbers criteria lands in population norway how to actually direction and when and where all these questions ministry has to provide sensible answers to them you talked about guys are bad i mean. the west bank and i want to talk to you about gaza because the palestinian authority is not in charge or how long do you anticipate it will take for vaccines to arrive in the besieged gaza strip. well the palestinian authority announced that the vaccination mission to recover what west brecon guys. put also our son 2000 mexicans to gaza their announcement and also i understand that guys are scenes separately donations there
9:21 pm
seem to are 20000 mexicans from macedonia immigrants also i guess that the distribution process of them actually is also is not transparent as you believe we have a problem with transparency and accountability submission process we hope that we'll get enough number actually means that the process will be better and it will be a bit and were affected more equitable distribution process but so far things are not more than you thought i'd watch thank you so much for talking to us about this mr ahmed awake is the editor general of the palestinian independent commission for human rights joining us there from ramallah we appreciate your time thank you. now security forces in myanmar are cracking down further on protesters 2 days after the bloodiest day yet since the military co there reports live ons were fired in the northwest and this as leaders from the assy on region were meeting in indonesia to

editor james spaces live at the united nations or so james you have new information about all this what are you hearing is the ambassador still in his position on iran . it depends who you are scout and most people you are so it's not at all clear at this stage yes you're right on friday the ambassador made that dramatic intervention condemning the events in his own country very unusual his voice quivering as he spoke later on saturday the military said that he had been fired and they sent this letter around the united nations to all of the various countries the 192 other countries in the u.n. saying that he was no longer ambassador and the deputy ambassador was taking over as the acting ambassador that was certain that it was sent around on sunday on monday this letter with an identical letterhead from the ambassador himself
9:26 pm
a bus that turned saying no i am still the ambassador so you have rival claims here i've spoken to the spokes person of the u.n. secretary general the spokesperson for the president of the general assembly there is a procedure for this but it's a very very long winded procedure involving the u.n. credentials committee which is 9 countries. that are appointed every year to deal with these sorts of matters but they don't meet very regularly and the problem right now is you have the deputy ambassador claiming he's the acting ambassador the ambassador saying he's still the ambassador and both of them have passes like my one here although it says the rather than p. for diplomats so they can get in the building so it is a problem i think for the u.n. i put it to the spokes person of the secretary general who's going to decide who sits in the seat and the answer was simply and it's not really a very very satisfactory answer it would depend on the meeting and who's presiding
9:27 pm
over the meeting who they recognize and they could be another security council meeting on your models we can decide what can we expect from that. well we don't know for definite but certainly the new president of the security council the newest member of joe biden's cabinet linda thomas greenfield said that she wanted a meeting as soon as possible on this issue i hear it's likely to happen in the coming days certainly some countries vietnam going to see a member want to wait for the ice and meeting as you've heard that's taken place and so there'll be some pressure for that security council meeting certainly human rights groups would like the security council to take some real action now they'd like an arms embargo and they'd like designation of some of the of the generals that's not at all clear that will happen because of course china and russia have said this is mainly an internal matter and they are veto wielding members of the u.n. security council who the biggest question about a meeting right now is whether it will be another closed meeting or whether it
9:28 pm
would be an open meeting of the security council that would be important because it would be pressure on the military and ma'am are if it was held openly and also under the rules of the security council the ambassador and i am are not sure which one but the ambassador of myanmar could only address security council meeting because he's not on the security council if it's held in open session i james thank you for that james spaces our diplomatic editor live there from the u.n. and still ahead on the news hour a new deadline looms for argentina to deal with its large dads the government says it want to be bashed by the head of the f.b.i. testifies on capitol hill and offers new details about the january 16th direction and england's need to win the 4th cricket test against india to square the seat is general be here to look ahead to that match in sports to stay with us we're back after the break.

hosting the cop 26 climate change conference in november aides are telling boris johnson the prime minister but it could all be an international embarrassment but now the local authority has agreed to review the plan could it be off to all the deep mining in the u.k. stays as it was 30 years ago confined to the history books and drew simmons al-jazeera whitehaven cumbria. now there's little sign that the world's coal consumption is set to decline substantially in the coming years the international energy agency forecasts a 2.6 percent increase in global coal demand this year driven by higher electricity demand and industrial output china india and southeast asian economies account for most of the growth but he says the united states and europe may both see their 1st increases in coal consumption in nearly a decade the rebound in coal demand is said to be short lived the i say as coal use will flatten out by 2025 at around 7400000000 tons this would make 2013 when global
9:36 pm
coal demand reach 8000000000 tonnes coles all times peak that speak to karen kennedy about this she's a deputy legislative director of the sierra club which is a major u.s. environmental organization she's live from washington good to have you with us on al-jazeera so so far just little sign that the walls coal consumption is going to decline substantially in the coming year what are your thoughts about this for us and how big of a challenge will this be for efforts to reduce carbon emissions and reaching climate and energy goals. yeah that's a that's a great question and thank you for having me on. you know i i view this as some aspect of a setback but what we know trending wise is that the e.u. and the ek in the united states are largely divesting from coal and in an increasing number of cements into clean energy sectors and part of that especially from you know the sierra club's perspective is that you know coal whether it's deep
9:37 pm
mining like what we're seeing proposed in cumbria or surface mount temple of all the other types of mining practices are is really really expensive. and so what better way than to protect air water and also reduce bills is to switch more to green infrastructure and clean energy right. coal the really the biggest threat to climate change for the global south i mean because a lot of these countries in the global south don't have the resources to switch to other sources for electricity. yeah that's that's an interesting conversation yeah healthwise absolutely and there was a stop that and then nationally when we were talking about this 30030 years ago we talked about allowing the global south to to go ahead and do a whole development as a way to ramp up the way that the west has but what we've found out in the world
9:38 pm
bank has been proven. to kind of stepping in this direction is that actually it is still more expensive and what's even more expensive that is the health impacts due to pollutant exposures in water and in the air by communities that are surrounded by coal a good example of this was that kosovo was going to have a mind financed by the world bank in the reason why the world bank walked away was because it was going to be too expense up there are other issues politically senator on that but a large part of it was the financing piece it just doesn't make monetary sense right so then how can we help countries in the global south how can they be helped and convincing reaching clean energy in making that transition to fossil fuels yeah then. so part of that conversation is also centered around increasing investments by other corporations in other things to more green energy type
9:39 pm
things so whether we're talking about using access to natural gas ramping up the production and development of when mills which would provide in the areas where that makes sense and then even using solar panels you know we're seeing in areas where we do that not only can we increase utility power and things like that but we can also increase access to water being able to. get access to other natural resources that we weren't able to get to before while providing more green jobs to people and let me ask you finally about the u.s. where you are what direction is it is it heading now has it made improvements in recent years or is it becoming worse when it comes to the consumption of coal yes you know so you know we when we have a new administration and so what we're definitely seeing is the direction out of that administration to go back to what we started 12 years ago which is really this large investment and clean energy and to that point state by state even after
9:40 pm
we left the pair's agreement that hopefully will be rejoining and we saw the state by state across the country group states making commitments to 100 percent clean energy at the state level so it's definitely something that's increasing and then we also have some of our major banking institutions who are pulling out of the coal in mining industry and then a lot of proposals for mines in the united states have actually just been withdrawn because one because the companies just for the actual cost that it it is to set up a mining operation the united states at this point thank you for talking to us about the sink you karen kennedy from the sierra club joining us from washington d.c. we appreciate your time and insight. thank you. not staying in the u.s. the director of the f.b.i. is accusing those who stormed capitol hill on january 6th of domestic terrorism
9:41 pm
