and in 2 years after the unity government's failure to pass the national budget up from small hill to the headlines to challenge conventional wisdom. march on al-jazeera. 0. hello again i'm just on the take this is the news hour live from our headquarters here in doha coming up in the next 60 minutes. several people are reported killed in anti crew protests in myanmar and demonstrators fight with police during their crackdown. challenging times for the u.k. it's chancellor lays out the budget during the worst economic downturn in century.
4:01 pm
multiple rocket attacks targeting iraqi air base that's being used by the u.s. and coalition forces. and glowing in the dogs at the giant luminous shocks discovered off new zealand that could help scientists unlock more about life in the deep sea. i don't feel disturbed with all the day's news reports in japan so the government is planning on stopping international fans coming to watch the tokyo lympics even if it's a purveyor of the spirit of coronavirus. but we begin this news hour with reports that at least 9 people have now been killed and wednesday's anti crew protests police backed by soldiers fired live ammunition and an attempt to break up demonstrations in a number of cities protesters there are defying an increasingly violent crackdown to demand an end to the military takeover scott hyper reports.
4:02 pm
new tactics and new equipment for the protesters as the crackdown from myanmar security forces escalates. but despite this wednesday's protest again turned deadly with live ammunition being used along with rubber bullets and stun grenades the protesters now wear helmets use homemade shields and even create smoke screens themselves to hide from snipers and gunmen. but when the smoke clears the protest barriers their line of defense are gone. in mandalay a regular scene for gatherings during the month of protests they have also increased their protection against the police and military but even with the added measures there's little they can do against live rounds. and in the southern city of da way the red flag of on song and all the party was hoisted images of the military leader men on lie pasted on the ground. as the protests continued on wednesday also present when men will face 2 additional charges his lawyer

describing what it could mean. with imprisonment i the description for a time which me extended 3 years all with 50 with. some feel that the charges against women and young songs hoochie are trumped up possibly to prevent them from ever returning to politics despite women being detained since you don't know distances to his lawyers and his lawyers haven't even received a copy of the child see the case file so these are fundamental trouble right. on top of everything else so as the protesters continue their stand against the coup on the streets across myanmar their elected leaders are facing their own battle in a judicial system that appears to be working against them scott hodler al-jazeera. and to update you just in the last few minutes we've heard for our team on the ground there that the death toll in myanmar has now gone up to 20 people will be bringing you more from that as we get it.

now the u.s. states of texas and mississippi are rolling back restrictions against the coronavirus despite a warning not to do so businesses are due to reopen and a mask mandate will end from tuesday texas senator greg abbott says infections are falling and it's now time to reopen texas 100 percent. issuing a new executive order that receive most of the earlier executive orders but the active next winds date all businesses of any type or allowed to open 100 percent then include any type of texas. also i mean in doing this statewide mask mandate. well there's less confidence in brazil after the highest single day death toll
4:05 pm
since this pandemic began nearly 171007 100 people died on tuesday and hospitals are struggling to cope with the rising caseload and in the netherlands there's a growing anger there are lockdowns there have been protests for several weeks now against curbs on the economy and there's been an explosion at a private testing center just a few hours ago and now in the u.k. as you can see behind me the chancellor is preparing to unveil the budget to try to ease that lockdown fatigue he's expected to extend a scheme which keeps employees paid while businesses are temporarily closed well for more on all of this let's speak to our white house correspondent kimberly how is it i'm kimberly just listening there to governor abbott you could hear people cheering as he rescinded that mosque mandated mass marrying wearing has become so politicized during all of this i see not everyone in texas that was happy about it . well the bottom line is you to understand what's going on here you really have to understand how the united states works in terms of the power of the various
4:06 pm
governments what we have here is a fight between the federal recommendations and the individual states that under the u.s. constitution have very strong * rights particularly when it comes to issues of health care and education for example so when the c.d.c. as it has has cautioned against lifting these mandates the states have the option to ignore the advice and that's exactly what's going on in texas and in mississippi what the argument that is being made by these governors is that there are now such good therapeutics there are many people who have been vaccinated and well these states are not herd immunity what they argue is that the sort of cost of keeping these restrictions in place harming businesses keeping kids out of school those sorts of things restricting people's freedom as they say is really much greater than the risk of catching cope with 19 so this is really a philosophical political argument conservatives in the united states believe it
4:07 pm
less government and so they believe that this is something that has been infringing on their rights so well this is about cope with 19 this is also about the larger debate about the role of government in the united states and we see states like not only mississippi but also texas pushing back now very quickly one other point i should make about all of this is the concern is that particularly in mississippi many people don't have access to these therapeutics they don't have health care the education level there can at times be lower because there hasn't been the same resources and so the argument being as there is a very large community of color in mississippi is that this is going to potentially hurt those communities that don't have access to the therapeutics that for example the president of the united states donald trump had when he caught cove at 19 so this is the argument this. the battle that's taking place yes it's about health care but it's also an argument over which political ideology you believe when it
4:08 pm
comes to to government and the governing of people's lives and came to you mentioned encouraging numbers they want to comes to the vaccine route and we've obviously been getting very good news on that front over the last few days but i say experts are saying that the declining numbers are actually down to tighter restrictions so is there a concern that we're going to see numbers then go back up in texas and mississippi absolutely and so the governor in texas has said essentially look it we're not going to be reckless here we're lifting this because we want people the opportunity to get out of their homes to make those personal decisions if they feel safe enough to go out but what we've heard from the c.d.c. is yes cases are declining but that decline is not a sharp decline it's kind of leveling off and so what texas has said is if we get to full capacity in terms of hospital beds of 15 percent for 7 days we'll put these restrictions back in place but they're optimistic that they can avoid all of that
4:09 pm
and allow people to get out of their homes and to wear a mask when they feel it's appropriate house correspondent can be how it got there across that for us from washington d.c. thanks so much company. well as i was saying there are calls for a national lockdown after brazil recorded its highest number of deaths from crown of ice in a single day but president diable so far as opposing further restrictions on a chaotic have now reports from rio de janeiro. a battle of wills in the midst of tragedy one that has killed more than a quarter of a 1000000 brazilians in a year the 2nd highest death toll in the world local authorities shut down brazil's capital city brasilia to save the health system from total collapse more than 90 percent of intensive care beds are occupied in $1000.00 infections are on the rise . the emergency lockdown was met with anger by some who took
4:10 pm
to the streets shouting we want to work and president. took their sign he threatened to punish governors and mayors who are pushing for lock downs in curfews by cutting off federal assistance was you know yes you know there are walls where this from now on the governor who closes his state who destroys jobs will be the one who pays for the emergency aid. but he offered no solution to the health crisis the worst since the beginning of the pandemic 20 out of brazil's $27.00 state capitals have run out of beds in their intensive care units and an estimated 70 brazilians are dying every hour from covert 19 meanwhile vaccines are slow in coming in only 3 percent of the population has been inoculated so far. if we do not stop the outbreak will face
4:11 pm
a total collapse of the health system we can increase the number of intensive care beds are we want but if the number of infections continues to grow they'll never be enough the only solution is a 14 day nationwide lockdown like other countries have imposed with success but here we face a lack of leadership and total denial several brazilian states and the capital brasilia have been posed restrictions to fight the 2nd wave of the pandemic but here are wary of the janeiro life continues pretty much as usual people are making the most of their summer staying on the big as you can see until nightfall. but fears of a 2nd wave in the total lack of unity in fighting the pandemic are affecting business cattle fury says he rarely leaves the house but has decided to enjoy one last night out he's sure things will get much worse before they get better monica unite give al-jazeera rio de janeiro i also mentioned an explosion at
4:12 pm
a coronavirus testing center in the netherlands step fasten is that with. quite some shock here at this explain about this explosion at what is basically a health facility i spoke to the mayor of earlier and he said this is a very sad day also for these health workers who have been working at this task facility and i'm now all quite shocked and quite scared as well of course because it is the 1st time that there has been an explosion at a testing facility we have seen before that test facilities were attacked in the west one set on fire and a war also damages done to other test facilities but this is the 1st time i'm at told bomb a pipe bomb basically of 10 centimeters long exploded right in front of this test facility behind me the bomb squad is there at the moment looking for all kinds of pieces of evidence police is also here still looking for who could be behind this there has been quite some frustration and anger here in the netherlands recently
4:13 pm
about corona restrictions but at the same time as the mayor also pointed out in this region infections are actually going up the government is still warning for a 3rd wave we also saw on tuesdays that january infections are going up in the natl and so there is this whole wave of people trying to lift these restrictions to push against them by the government says this is just simply not possible and as i was saying britain's chancellor is also setting out his latest budget as the economy that continues to reel from the impact of this kind of like what was originally thought to be a temporary disruption to our way of life has fundamentally altered it people are still being told to stay in our homes businesses have been ordered to close foundations people are in hospital much has changed but one thing has stayed the same. i said i would do what ever it takes i
4:14 pm
have done and i will do so. well let's be tory challenges outside westminster for us mr stern externally has a very big challenges to tackle their. yeah we have to remember that is not just. the u.k. is dealing with the moment it is also breaks it so these are 2 kind of unprecedented crises if you're like me the situation is a crisis wrecks it perhaps self-inflicted that the u.k. is trying to recover from at the same time so. you know the economy has been hit by 10 percent the worst economic contraction in 300 years there is an unprecedented situation here and he is saying that it's the conservative governments that is going to get britain out of this he said that the actual
4:15 pm
forecasts are looking up to the office of budget responsibility a kind of watchdog for government spending he's predicting that the u.k. is going to bounce back faster than expected and also that unemployment is not going to be as bad as expected he is still saying though that he has a plan essentially to 1st and foremost continue supporting the economy continue supporting businesses then they are going to look at how to rebuild public finest finances and thirdly they're going to be looking at what sort of economy the u.k. is going to have going forward so in terms of supporting businesses and employer employees he was talking about extending this scheme in which the government has basically been subsidizing many private sector wage bills for the duration of the crisis that's going to carry on until september to gradually be tapered off they're
4:16 pm
also going to be restart loans more assistance for the self employed as to rebuilding the public's finances well that's going to take longer of course and it's not going to be i think for another couple of years before we start seeing those tax rises that are inevitable starting to creep back in or a little the latest for us from london thank you so much sorry. well now worshippers wishing to make the hunch pilgrimage to saudi arabia this year will be required to show proof of covert vaccination the saudi health ministry says being inoculated against cove in $1000.00 will be compulsory in order to get a permit to attend that religious gathering the pilgrimage will take place in july . when our south africa says it's vaccinated tens of thousands of its health care workers with the johnson and johnson vaccine it had planned to use the oxford astra zeneca jabot that rollout was suspended earlier this month after the discovery of

forces has come under attack multiple rockets have landed on the airbase just days after u.s. president joe biden ordered a strike on the cities used by iran backed groups in syria at bases around 180 kilometers northwest of baghdad smyrna fault and has more now from the capital. the latest rocket attacks on iraq's western anbar province could be in response to the biden administration's 1st strikes against iranian backed armed groups last week in syria we have had no claim of responsibility so far but these latest attacks and i know last night which of course houses many u.s. troops does bear the hallmarks of previous rocket attacks that we have seen which the united states has blamed on the iranian backed armed factions now we have seen several statements come out from these groups over the past few days and they have of course condemned those u.s. strikes against their fighters they have claimed that those fighters are based at

iraq's border with syria to protect iraqi soil from iceland they have also called on the iraqi government to condemn those strikes which they see as an attack on iraq the fighters on iraq's sovereignty but of course the iraqi government has not done that last friday the ministry of defense did issue a statement in which it claimed that it had no involvement in those u.s. strikes that it did not call aberrated the united states on that matter but that statement stopped short of criticizing the united states for its actions and that is that is of course further angered these armed groups who may have then decided to take actions into their own hands now there were no casualties or material damage as a result of today's rocket attacks which is why we don't really expect the united states to immediately retaliate but it remains to be seen whether we will see an

hundreds of airstrikes by syrian government and russian warplanes have been documented throughout the years of conflict. many advocacy groups like physicians for human rights have tracked that least 595 air or artillery attacks on health care facilities in syria since 20112 years later they were described as war crimes by u.n. investigators who said the hospitals were being bombed to gain military advantage but apart from condemnations little else was done from the rules of war continued to be ignored. but still nothing but the russian and syrian governments have denied targeting civilians or civilian buildings despite evidence to the contrary and international recognition of the widespread and sometimes deliberately which are of the attacks. we know now.
4:24 pm
we know that. a survey by the international rescue committee showed the risks health workers and civilians face in the past decade 81 percent said they had a coworker or patient injured or killed 77 percent witnessed an average of 4 attacks on health care facilities 68 percent were inside a health facility when it was attacked and part of that because you know how to build myself in the fall 2 of the hospitals i was working in was hit i survived but the feeling is hard to describe we all felt vulnerable but we all knew what the risks of being in the hospital it meant we could be killed with one of the heads and got a decade of attacks is also compromised the health care system and its ability to respond to the needs of millions of syrians in opposition controlled areas in the north and the effects of the coronavirus pandemic are an added pressure on an

is the biggest opposition party in parliament that may have come as the head of general elections set for september 26th of dominic kane is in berlin for us this is really quite the statement there from the german government. will the point about what's happened today is that a respected news outlet is reporting that it has seen a report from the government which suggests that a lot of evidence has been compiled regarding certain statements and speeches made by leading members of the alternative germany party the largest opposition party it must be said in parliament which the agency concerned believes are infringing democratic principles and human rights it's worth making the point that the f.t. challenges that completely what's interesting here is that already the f.t. is under investigation by this government agency the domestic intelligence service

states parliamentary elections and federal parliamentary elections in this calendar year that matters because there are many elections taking place in this calendar year specifically 2 very important elections taking place in western german states the sunday after next where 15000000 germans will get the chance to vote and then of course in september where the entire country gets to vote at the federal parliamentary level so this is in some ways could be construed as a warning shot to the f.t. because its parliamentary leaders will not have surveillance performed on them until everything has percolated down as it were but the party now knows if this article is accurate that it is being monitored across the board doesn't it came there with all the latest for us from berlin thanks so much donna on our russia has called near u.s.

and just reiterating that the tone and the tenor and the type of relationship that this president intends to have with president putin will be quite different from the last administration earlier the russian foreign minister was dismissive of the imposition of sanctions just go to somebody sure moves a little there isn't much to comment on and so we have numerously expressed our position in regards to illegitimate unilateral sanctions that with or without reason actually mostly always with our reason are used by our colleagues from the united states and those who take an example from them the european union and the view from the u.s. state department is that the coordinated action with the e.u. sends in itself a message to russia that things have changed together they sent an unambiguous signal that the united states is working closely with our closest allies and partners in europe to make clear that this kind of behavior is not acceptable we

consultation with teachers and other experts there was there a rush to buy these books after the announcement with the titles rocketing up the amazon bestseller list they were very very thoughtful about the way they did this and i think they recognize that. you know these 6 books really don't fit with the way we think today about to picton people and so i appreciate their decision and i think that they've done it in a way that still recognizes the vast works that dr seuss has provided to many of us if they would update the book if they maybe have an updated curriculum guy that goes along with that and use it once again as a teaching tool what better opportunity we can that shows your art you know from what was again we can influence them and what will be on it stick into this with you who are williams he is university chair and distinguished professor of history

at the university of cent thomas and he joins us now from minnesota professor we were just listening to some pretty divergent opinions there 3 about all of this i mean this is a choice that dr seuss's est is making themselves let me ask you do you agree with it. i do i think it's a great decision on the prairie estate primarily because we are in a moment 'd of racial reckoning in the united states and beyond and it's an important occasion at the state recognizes this moment that those images and depictions of people of color in particular african-americans or africans and particularly asians which dr seuss was you know very some of that artwork is very hurtful some of the propaganda he produced is very hurtful no longer needs to be represented in those children's books particularly for young people were reading those at a fair. i see i feel like this is all coming at a very specific time in history that you've had a time where people right now are really hyper conscious of anything that could
4:40 pm
potentially offend how do you feel about the status of the cancel culture debate in the u.s. and some people are arguing that it's gone too far. well i think it's interesting because i don't exactly see this is part of cancel culture they're not getting rid of all of dr seuss's books they're targeting these 6 books which are particularly egregious images associated with them but for me i think it goes back to what the united states supreme court argued with regard to capital punishment in 1006 that we draw our meeting from evolving standards of decency that marks the progress of the maturing society we no longer consider drawing and quartering a legitimate fear of punishment in this country it's also fair to say that we no 'd longer consider those images to be appropriate for young people it's i think perfectly acceptable for us it's a society in its history to look back in to judge whether things continue to represent their system in an appropriate way this is one of those moments and i think that's what the state decided that's what the publisher decided and i think
4:41 pm
it's a good decision again it doesn't remove dr seuss from the canon it's simply says these 6 works i'm going to represent our values presently and so therefore we're not going to continue to publish those books professor you mention even if that and cultural norms have a say shift conversations change and i'm not defending my sister to have someone say one of the last people who did that but i do wonder is there not any value in using these as tools potentially to educate children about how we have evolved how far divesting itself has changed us. yeah i think so and i think that's appropriate but it depends on the context so if we're talking about a history class for example or other social studies course that makes perfect sense for a teacher to say let's take a look at some of these images let's look at some of the propaganda that was produced by dark to see slides problematic lets you do that in the context of the news in terms of this country and why that was an issue and i think that's entirely appropriate it's a great use of that when richard concerts and that would be
