commentators like us however what will happen is that in a few minutes we expect the board right behind me to be occupied by election appreciate school and i was a final set of results the most contentious of course here in ivory coast means that we are beyond these polls or other these are these these seeds of been contested for vigorously by both political parties and there are allegations of fraud allegations of claims of wailing and. counterclaims why the opposition on the ruling party so it's so confusing right now and we understand that some of these votes have to be recounted by the election commission so as to get a clear winner and acceptable result to be announced for both sides so basically right now what we are hearing is that the election commission will announce a final set of results here in a few minutes time and that will put paid to all adults and all allegations of

2:10 pm
election they say the decision to announce final results rests with the election commission and by the articles of the constitution that's the right of the commission to announce who wins the election and not political parties all their candidate so far it looks like the stage for confrontation maybe planners maybe not but both sides are really a great gun both sides are holding on to their claims of victory in the polls as patiently the most contentious. seats here in the biggest city. break here's the latest. thank you. so sudan's government has agreed to a peace deal with opposition groups increment signs in kenya includes a cease fire that will put an end to years of violence was in the government's hands an alliance of opposition movements nearly 400000 people have been killed and at least 4000000 displaced in the 7 year civil war and sites you don. and ice after

health regulators have issued recommendations for people who have been fully vaccinated against covert 19 the guidelines are for people to weeks after their 2nd dose of pfizer and medina jobs and the single dose johnson and johnson vaccine the centers for disease control says fully vaccinated people can visit each other in doors without masks or social distancing they can visit other unvaccinated people who are living in the same host and are at laurel risk of severe infection without masks or physical distancing ans they can skip quarantine and testing if they come into contact with someone with calls at 19 and they show no symptoms from miami and gallacher explains what these guidelines mean for people living in the world's worst affected country. well these are century are quite long awaited guidelines but let's give you a snapshot of what's going on in the u.s. at the moment something like 30000000 or so people have been vaccinated that's
2:18 pm
hovering between 9 and 10 percent of the population of course we need to get to about 40 percent before we get to that magic herd immunity so this is very specific advice for those that have been fully vaccinated in the words if i had both shots and waited the appropriate time so we're talking about here are more elderly members of the population people who perhaps haven't seen their families for the last 12 months remember people who haven't been allowed to visit for instance long term care facilities so for these people this is a boon this is extremely welcome news because this will help their mental condition they can reconnect with their families but there are some caveats if they are going to visit their families it has to be local only c.d.c. says their advice is not to travel also if they're out in public they still need to social distance and wear masks because the science behind these vaccines is not completely yet known it doesn't know if these people can still spread covered 19 despite the fact that they have been vaccinated but these guidelines have been
2:19 pm
a long time coming i think for those that have been isolated in the way for their families for such a long time this is extremely welcome news t.-t. good to sunny as a clinical epidemiologist and senior lecturer at queen mary university of london she says this on saracens about how effective vaccines are at preventing transmission. we don't know the effectiveness of these vaccines in preventing infection or what transmission particularly in the elderly age groups even in the younger age group these are likely to be between about 60 to 70 percent of the elderly they might be even nora so allowing people to sort of makes because protective measures when he puts other people at risk if they pick up infection and pass it on to others and this uncertainty is even higher with the large number of variants we have now circulating in different parts of the world many of which we know are associated with lower vaccine effectiveness particularly against symptomatic disease which will very likely translate to lower effectiveness in preventing infection and transmission particularly in your data in those elderly
2:20 pm
people and even in younger people the effectiveness and preventing infection is thought to be 60 to 70 percent of what far from the 100 percent and you know i understand the need to sort of allow people to make because you've been misfortunes for a long time that we need to remember that people have been distractions for a long time because we haven't managed to get on top of the pandemic and you've adopted several high risk strategies in the face of uncertainty and i'm worried that we're doing that once again and what would be really bad would be if such a strategy led to and others that are increasing transmission or cases which lead people need to be instructions but even aga a prison supreme courts judge has thrown out its the criminal convictions of former presidents in the recent assume that the silver the move follow the popular politicians who run in next year's presidential election a global shortage of semiconductor chips says her saying high tech industries from the makers of game consoles to also appeals car plants are reporting production
2:21 pm
delays of up to 1000000 vehicles and the problem is highlighted the dominance of 2 of the world's lives and chip makers taiwan and south korea from a bribe reports from seoul. between them south korea and taiwan have a near monopoly on the world's production of processing and memory chips it's a dominance in a strategic commodity that's been developing over years but now making itself felt as the world becomes increasingly technology driven but from here on out it's going to broader considerately to 8 ships with everything in sight or. it's not. your electric vehicle in your cars it's going to have a retreat it's getting old like other car makers this general motors plant outside seoul has been experiencing delays because of a global shortage of chips it's been a wakeup call for many world leaders but the investment of time and money needed to
2:22 pm
become a chip maker means south korea and taiwan will maintain their lead for years to come it's a global shortage that's been made worse by the pandemic when car factories ramped up production again late last year it coincided with a surge in demand for consumer goods also needing chips and a move towards online activities requiring greater data processing that needs yes ever more chips frank wiring is the founder of one of taiwan's chip manufacturers whose business has grown as the island has come to dominate the sector this is a burning portal with a one continual sub why a bell in the porch opinion i me state and other you know we're country on this so why talk in. a lawyer process if we have a problem the warrior for a problem it's this indispensable that what about right now taiwan's chips are also

indispensable to mainland china providing it with the so-called silicon shield against beijing's expansion in the region but also raising the stakes in the increasing comp. tition between china and the u.s. semiconductor is strong why is strong but it's becoming so strong in a so we need to be careful so is the better to keep a neutral because if semiconductor or silicon shield you know distress is being used as a weapon while we are getting off it will that was the conflict between us and china and that is the dangerous there is the answer is not to get it increased reachin great little. extra 3 washington type try hard conflict in competition south korea's and taiwan's production mastery of a tiny component that makes any potential conflict in east asia
2:24 pm
a matter of global concern rob mcbride al jazeera seoul well let's get more now from deborah elms she is the founder and executive director of the asian trade center and joins us from singapore and let's just start with the impact this chip shortage is going to have on the global recovery from couvade do you think it will be a significant impact. well i think it's a certain significant impact in some sectors as your previous report noted you know vehicle production is grinding to a halt many of the electronics that people are desperate to get their hands on as we remain locked down are also affected as are some of the newer technologies that rely on chips to power sensors of all different kinds so there isn't global implications of this chip shortage and crucially of the inability of chip producers to get to the product where from where they're manufactured to where they're most
2:25 pm
urgently needed and then taiwan and south korea have been described as the opaque of microchips such as the stranglehold they have on this particular industry and given the situation receding with the potential impacts on the global recovery from coverts how much of a strategic risk would you say the situation is for other countries wild ones. well one of the things that we've learned as a result of the u.s. china trade war and now coated is that it is challenging for companies to be too reliant on any single source whether that's a domestic source or a foreign source if you only have one location for a critical part component raw material except that makes you quite vulnerable to disruptions and so while many people would like to be part of the chip manufacturing process i think the challenge for semiconductors in particular is
2:26 pm
that it is so complex and it is so capital intensive that it is not easy for lots of other manufacturers to simply step into the space the reason that korea and taiwan are so good at this is that they've been at it for a very long period of time they have specialized and they deliver at speed at reliability in time frames that simply no one else is likely to match anytime soon and so that's why they've been so dominant now of course that's a challenge and how do you address that that is the real problem for companies who are relying on these chips what are the other alternatives i think that is a giant question for everyone else and i would say that at least for the near term south korea taiwan will likely continue to dominate the chip industry because they're just so good at it if they are good at it but just quickly do you think there are options for the countries to try and speeds up there to fill up months of alternative see the situation. well certainly you can throw
2:27 pm
a lot of money at this you can buy rival firms you can attract inbound and bad investment and it's not that other governments and other firms haven't tried because approaches it's just that for certain kinds of semiconductor manufacturing . the real powerhouses remain inside of korea and inside of taiwan and so you know you can you can take fortunes all of their production facilities you can have parts or other parts of the chip such cycle because you can't do the whole thing in the same way that korean and taiwanese firms have been able to to salt for so far ok deborah will have to leave it there unfortunately beth fascinating look at this industry thank you so much for sharing your views on al-jazeera thank you thank you that tension between the u.s. and iran doesn't appear to be going anyway away any time same but that doesn't mean

a rainy and aren't interested in reading all about the lives of u.s. presidents and 1st ladies some bookstores are full of western titles which are proving particularly popular as i said big reports from to her on book lovers students and avid readers will come to center the haunt to look for the latest releases and it's here in a quite back street where one publish it translates western titles. he's just finished his 5th edition of former u.s. presidents barack obama's promised land we do. you know there are severe sanctions laws big american publishers don't get themselves involved in a situation that can be dangerous for them getting involved with the run and risking the sale of millions of copies of their books they say they can't get involved with the running publishes we can't have cultural relations with americans or a financial relationship not even to receive a simple permission stuff here say obama's book was sold out in 2 days people don't
2:29 pm
like to know about everything that is going on in the world and of course america is one of the important ones so people are interested to know outside on the streets there's an appetite for western titles. i've read hemingway's old man and the sea and now i'm reading tolstoy's resurrection this famous iranian bookstore has western titles in both english and farsi the books are printed inside the country and not authorized by the original authors or publishes the exception is american academic noam chomsky who iranian publishers say gave permission for his works to be translated and printed you can find books on u.s. president joe biden here michelle obama's becoming and the book and former u.s. president donald trump and fury in farsi consumed by iranians but there is a downside to an authorized publishing especially for authors trying to make a living. british author found out his book the good immigrant had been translated
2:30 pm
and published after google that i thought is great has an international reach amazing thing for. what i originally envisaged as a small project but i also thought. that the writers should be compensated because you know these are all writers who got paid money for the original book and that's kind of the shame of this that we didn't have any so we didn't have any we don't have any say on how it's been translated house remarked the publishers we've spoken to say they'd like to be a part of the copyright convention it would increase translation standards and reduce the number of publishers allowed to print a book but u.s. sanctions mean many companies don't want to engage with iran missing out on reaching a country with a population of more than 18000000 people as big al jazeera the iran.
