before relations can improve but beijing says washington must lift what it calls on reasonable restrictions in the form of sanctions and tariffs to encourage further cooperation well the diplomatic editor james bays is live from that summit in anchorage in alaska so quite a lot of difficulties between the 2 parties and the talks they are going to be holding away expecting anything concrete to come out of the summit. no we're not expecting any concrete decisions to come out of this summit or concrete agreements or even a joint statement but that does not i think affect the importance of this meeting here we are in anchorage just over 6000 kilometers from beijing just under 6000 kilometers from washington d.c. these 2 countries that 2 biggest powers in the world are so far apart on so many

issues and relations have certainly got a lot worse under the 4 years when president trump or was in power and so the idea of this meeting which starts literally in moments we're going to see i think the start of the meeting in just a few moments here in the captain cook hotel in anchorage the idea is to bridge some of those gaps and also to work out the parameters on a future relationship they don't want a relationship that is totally soured by their disagreements they want to have a situation or at least a biden ministration do where they can agree disagree on some things they know they're going to be adversaries on some issues they know china is unlikely to back down on things like human rights and on hong kong and its view on taiwan but they believe there are other issues that they can put to a different side as collaborative issues for example climate change for example the iran issue remember china is one of the signatories to the iran nuclear deal that

the u.s. is now talking of rejoining there are issues like afghanistan remember china is a neighbor of afghanistan and it is also a neighbor of myanmar and after the coup of the u.s. and much of the rest of the international community want the support of china to pressure the jointer that are running myanmar right now. and james of course this is the 1st step meeting between the 2 nations in a sense as joe biden became president of the united states how much do we expect that to be a sort of reset at least the opportunity for a new dimension in the air for the relations between the 2. well i think you have to ask how china saw the last 4 years under president trump and i think to begin with they perhaps welcomed the the unpredictability of the trump presidency because certainly it confused many of america's traditional allies

it's going to take some work because there are a number of divergent positions or divergent interests that are cropping up between some of our allies and the united states i think it will be substantially easier in the sense that president biden with his long experience in the senate and then the individuals that he has running both the state department the defense department as well as jake sullivan all have extensive experience working with allies and partners but the truth is that what the trump administration unveiled for us was the fact that there are certainly more tensions within the united states about alliances than i think what most people anticipated before he was elected in 2016 he personally indicated that he was not interested in predictability and i was

somewhat amused by your correspondence comments about china welcoming his i'm predictability in 20162017 because i am not sure i agree with that but the truth is that the biden ministration has some things that they've got to work through with these allies and partners in order to return to something that looks to be far more predictable and far more smooth in its ability to confront some of the growing problems that many people see an end to support to only worsen in the asia pacific when you say these problems a worsening for some of america's allies how linked are those worsening problems to china's continued emergence and the extending power and do you think about outweighs some of the issues that the u.s. may have with south korea or japan. china is feeling very confident in foreign policy and china and is feeling very willing to push

boundaries and foreign policy ironically this is exactly the time when the communist party is showing a great deal about prevention about its own people domestically but china is more than willing to use coercive actions against states that differ with it on ultimate objectives. china has also been willing to use a number of incentives such as its much lauded vaccine policy to share vaccines around the world the problem comes in where china's willingness to coerce or certainly to push back at states that might differ with it on ultimate objectives the problem becomes that those states are also closely tied to china economically so mad at china if any for it is erupting always just slightly and running out of time because of course there is that meeting
