hello i'm barbara starr in london these are the top stories on al-jazeera high level talks between the u.s. and china are set to wrap up after on unusually heated public confrontation both sides hit out at the other's policies in front of the cameras revealing the tensions between the 2 the u.s. secretary of state began by outlining his deep concern about human rights abuses and economic coercion his chinese counterpart hit back at treatment of minorities in the u.s. and the way the country uses its financial might our diplomatic editor james bass

is in anchorage and clearly if we are going to have statements as i suspect from each side separately obviously they will have their own spin on how things have gone and some of what they're going to be so in each case will be aimed at the national audience so they'll be a bit of deduction listening to both sides to see how this is gone and whether or not what we saw here at the open exchange was a clearing of the. frank exchange of views and they move on or whether actually that was the start of a deepening of the division of chinese u.s. relations which after the 4 years of the trumpet ministration are certainly at a low point. at least 8 protesters have been killed in the latest rallies against the military coup and me and my. pals faced off with security forces in several cities the military and police have used increasingly violent tactics to suppress the protest movement
11:02 pm
a local rights group says more than 220 people have been killed since the coup in early february scott is in bangkok. we saw a bit of a standoff with protesters and police and security forces what had happened is we've been seeing a lot more around the country particular where there are bigger cities the protesters are building these barricades and that's where the kind of usually have a face off with the security forces tear gas is fired and then it escalates usually to live rounds and that's what we saw in this central myanmar city of on what happened is that it seems as though while the police were trying to take down the barricades the protesters approached and then that's when this violence took place in the least 8 people there were killed there were some smaller protests again around as well we know at least in one case in the northwest one person was killed when there's a confrontation with security forces as well indonesian president has called for
11:03 pm
a high level meeting of the aussie on this is the bloc in southeast asia 10 nations to discuss what's been going on in myanmar and when you look at it it's very interesting they've kind of indonesia has taken a leadership role if you will in the region in trying to get reach some kind of political political solution to what's going on to me and mark but it's a very tall order to tall task because normally ossie on don't really interfere with each other's internal matters as they say but indonesia is trying to break that tradition one thing needs to be said the nations that neighbor and have a lot of relations close relationship closer than they find it it's going to be a little bit more difficult to have these kind of discussions particularly nations like thailand was a lot of trade and a long border with me and more so that's an interesting to see how those discussions if those high level discussions actually take place. the astra zeneca vaccine is back in use across most of europe after regulators they cleared it safe the french prime minister was among those rolling up his shirt sleeve to receive
11:04 pm
a dose but it's all soon enough to stop the capital paris and 16 other regions going back into a months long lockdown just hours from now several european nations are upping restrictions numbers rise. brazil's president is taking several of his country states to court in a bid to overturn the lockdown restrictions imposed there he says they governors do not have the authority to impose new rules even as infection rates hit record highs more than 1000 new cases were registered on thursday the 1st time that that barrier has been passed president. says he wants people to have freedom but health leaders say the hospital system is collapsing in some areas. those are the top stories stay with us the debt machine is coming up next that i'm going to have more news for you in half an hour thanks for watching of.
11:05 pm
the. date it drives markets creates profits and generates an endless cycle of production and consumption. we live on credit. cards schools and government expenditures are financed by borrowing. data has become the engine of our growth the lifeblood of our global economy. it's an economic machine impacting the global economy with more and more date being produced day. in and day out. this debt machine has grown to epic proportions and now seems to have spiraled out
11:06 pm
of control public debt the debt held by governments is soaring. the eurozone is having a much harder time than other economies emerging from the crisis of spiraling debt why and what are the solutions. to debt machine once you're on it very hard to get off let 50 i must use them to look good on the bubble but on that let's start over and create a system of credit which would actually be sustainable which wouldn't destroy the planet as the curve machine just a write. up of idea can that complex as well to a piece on duty do test on come on that and across south equanimity. as you came out there check any opus paramedics on it he said produce are. sick over to that
11:07 pm
somebody to say that was a reactor and then you guna miters a power and i deny me. no more that shawn said that then you own any. when it's debt reaches a certain level the government gets caught in a spiral to repay its debt and the interest on it the government has to borrow more money year after year. most eurozone countries are now in that situation they borrow heavily on the financial markets and from large private banks that fight fiercely to keep them as clients. banks love to make loans to sovereigns why because behind. the sovern are millions of taxpayers and they're not like the shoppers or it's not like the consumers in a business because those tax payers never go away there's
11:08 pm
a new one born every single day and they're going to pay taxes for the next 150 years unless the country collapses so why wouldn't you lend to them because you know you're going to get your money back you know there's no bankruptcy law you know that you can always make a profit on its safe lending whereas if i go to a firm that wants to innovate and produce a new asset you know firm that maybe one just has decided they want to build steam engines and 1700 or something i don't have to risk assess the risk well that's too risky why should i invest in that why don't i lend to the government of spain or to the government of italy order government of portugal and i know there are german taxpayers there a french taxpayers there all of whom are effectively backing up this debt so i have no fear of taking risks.
11:09 pm
steak you live now to anchorage in alaska where that meeting that high level meeting has been taking place between the u.s. and the china that's the u.s. secretary of state anthony blinken let's listen to what he has to say hours conversation with our chinese counterparts over over the last couple of days and. we we certainly know and knew going in that there are a number of areas where we are fundamentally at odds including china's actions and . with regard to the uk to hong kong tibet increasingly taiwan as well as actions that it's taking in in cyberspace and. it's no surprise that when we raise those issues clearly and directly we got a defensive response but we were also able to have a very candid conversation over over these many hours on an expansive agenda.
11:10 pm
on. iran on north korea on afghanistan on climate our interests intersect. on economics on trade on technology we told our counterparts that we are reviewing these issues with close consultation with congress with our allies and partners and we will move forward on them in a way that fully protect and advance the interests of our workers and our businesses. but just to take a step back for a moment or 2 things that we wanted to do in coming here and meeting with our chinese counterparts. first we wanted to share with them the significant cern's that we have about a number of the actions that china's taken and the behaviors exhibited. concerns shared by our allies and partners and we did that. we also wanted to lay out very
11:11 pm
clearly our own policies priorities and world view and we did that too. thanks everybody as secretary said we expected to have have tough and direct talks i don't wide range of issues and that's exactly what we have we have the opportunity to lay out our priorities and intentions and to hear from the chinese side their priorities and intentions we were clear eyed coming in we're clear on coming out and we will go back to washington to take stock of where we are we'll continue to consult with allies and partners on the way forward and of course on issues ranging from iran to afghanistan through the normal diplomatic channels will continue to work with china going forward so we thank you all for the time you've taken here and we look forward to getting down to business and to advancing the interests and values. that you have.
11:12 pm
all of the questions that come up. so we heard there from antony blinken the u.s. secretary of state and jack's jake sullivan rather the national security advisor after those 2 days of talks with the chinese that their chinese counterparts who left a little earlier without actually giving a statement both the american representative said the as they expect a tough direct talks on the variety of issues are diplomatic editor james bays is at that summit in anchorage for us so what did you make of what we heard from the american delegation. well 1st they weren't prepared to take any questions as you saw there just 2 prepared very short statements coming from the
11:13 pm
u.s. side very much the talking points that you could have prepared before they even came into the summit because they said they achieved what all along in the case of the secretary of state during his trip in asia they said they were going to achieve which is compartmentalizing the issues tough issues where they were going to be tough with china and other issues where they would cooperate with china he said they found issues where their interests intersect the only thing to say about that is that we've only heard one side of this we've only heard the u.s. side as they came out at the end of the meeting the chinese delegation left here didn't answer any questions now i think it's quite possible the chinese now will speak to their own media because they're very keen to get a message back to the people of china and the state broadcasters in china but until we have both sides of this before we have some more of the details information that's likely to come on back around the what went on around the table i really
11:14 pm
don't think we can pronounce whether the summit was a success or failure barbara but on the other hand the u.s. certainly always framed it as not being a success or failure type summit it was a getting to know you something that these 2 major powers trying to find a way to work together trying to find the clinton was over their relationship trying to find each other's way bread lines trying to find a set of ground rules that the world all of us really need because these are the 2 most powerful nations on earth and without them in some way working together then it's going to be very very difficult indeed and james especially in the opening statements yesterday it was quite clear what divides these 2 a huge country so the issue of human rights came up democracy but just remind us so what if this is a really unite. and what are the subjects the issues where the 2 could cooperate.
11:15 pm
well i think in many ways in the very big picture sense climate change is the number one because we had the paris climate deal clearly that was something that president from pulled out of the u.s. is now back on board and china signed up to but no one thinks that the paris climate deal and certainly where i work most of the time at the u.n. you speak to the secretary general and others they don't think the current climate deal goes far enough they've got to push things faster and further and that's why there's a very important climate conference taking place at the end of the year in glasgow in scotland and now i think the u.s. want to put some pressure on china to go a bit further on climate change the u.s. will be under pressure from others to go a bit further on climate change that's probably issue number one but there are so many other global international and regional issues that they need to work closely on i would say right now where we are at the beginning of this year myanmar would be quite high up on the list because as you know after the coup on the 1st of
11:16 pm
february there has been denunciation in terms of words coming from the secretary of state coming from the secretary general of the united nations coming from the u.n. security council which is issued 2 statements and words aren't cutting it anymore. that the killing has gone on the death toll is going up or not and most people most observers will tell you that the one country that maybe has the power and the pressure to change things along with some of the members and be on mars is showing or they could put real pressure on the generals so that probably i would say as we sit right now is the number one issue but there are many many other issues on the table that they that they can work together on remember of course that china is a party to the so-called p 5 plus one which negotiated the iran. clear deal the u.s. pulled out of that nuclear deal is trying to get back in again and china is one of the participants so it needs to work together with china on that and another
11:17 pm
diplomatic priority for the u.s. right now is the situation in afghanistan you remember last year the u.s. did that deal with the taliban part of the deal was to pull the troops out of afghanistan by the person of may well look look look at your calendar that's just a few weeks away and the biden administration has to make a big. a big decision on whether to carry out that because the talks the 2nd stage of the talks between the afghan government of the taliban which we're taking place in doha as the 1st ones were successful these ones who got bogged down the man you just heard the u.s. secretary of state has a new plan. to fast track this we're going to move the talks to turkey as a new u.n. b.d.a. to show or know who's going to mediate between the 2 sides under the u.s. plan but they need to buy in from all the big players china is a neighbor of afghanistan china is a permanent member of the u.n. security council so those are just a couple of issues but of course nearly every issue in the world you need the
11:18 pm
involvement of the 2 biggest powers in the world and everything economic comes down to the u.s. and china working together it's not like the days of the u.s. and the soviet union one operated in capitalism and the other operated in communism these 2 countries share the same economy but the rest of the world needs to operate in and it's really really problematic if there is a continued schism in terms of trade and economic issues between the 2 countries absolutely james bays our diplomatic editor in anchorage alaska where that meeting has just wrapped up james thank you. now just the day after european regulators said that it was safety finland has stopped the use of the astra zeneca vaccine it comes after 2. cases of blood clots but elsewhere prime ministers have been making their way to vaccination clinics in a bid to show just how safe the jab is reports from london.
