1:00 pm
living in the capital was the deadly upsurge inevitable take off a 1000000 visitors every day there's really no way that they purchased 3 guards with that for. all has the governments are not the drug strategy lead to unnecessary suffering frontline mexico the fight against curb it 19 on al-jazeera. this is al jazeera. so raman you're watching the al-jazeera news our lives my headquarters here in doha coming up in the next 60 minutes voting for a new president in the republic of congo the incumbent hopes to extend his 3 decade long rule the leading opposition candidate is in hospital with covert 19. also more violence and anti cooper testers continue the un's top official calls for sanctions
1:01 pm
against the military leadership. and heavy rain batters parts of australia's new south wales in what's being called a once in a 100 year event. plus enjoying the taste of freedom in taiwan where a thriving economy is bucking the global trend. and timely a hearty middle of your sports the l.a. lakers say le bron james is out indefinitely the basketball star sprained his ankle in this game against atlanta. welcome to the news our voters in the republic of congo are electing a president that. so is one of the world's longest serving leaders and is expected to stay in power 7 people are vying for the top job but some opposition candidates are either in jail or boycotting the poll the internet has been shut down and there
1:02 pm
are concerns the vote is not transparent one candidate to give. us who's in hospital with covert 19 is urging people to get out and vote. my dick i'm part of it i'm in a difficult situation i am fighting death and i demand that you rise up and go vote for change fight don't give up the fight to rise up please do this for me well following the vote of our correspondent michael ware who joins me now live from the capital brownsville of course a slow start to vote in the earlier in the day malcolm has not changed or are the real indications of voter apathy 'd. it hasn't changed very few people voting this for this school which is which is within the capital brazzaville but it's something that a lot of people anticipated a lot of people we've spoken to over the last week thought that there might be a low turnout because so many congolese don't really believe that there's a possibility of change whether they vote or not and we were in this same polling
1:03 pm
station just a few days ago when soldiers voted ahead of the elections and the whole of the playground was for hundreds of them lined up in a voting exercise that rights groups say wasn't transparent at all they say they don't know how many soldiers were meant to vote how many soldiers did vote so they're concerned that the electoral commission or the government can just come up with any number that it likes so that the electoral commission insists that this is a democracy in this vote is free and fair of course so was news that the internet system had been blocked and they're concerned also really about how the opposition as we've heard from the opposition leader one of them who's in hospital trying to get the message out of encouraging people to come out and vote if they can difficult if there's no internet and social media to work with. yeah that's right the internet was switched off completely early this morning also the roads are
1:04 pm
closed people aren't allowed to move around except if it's on foot so there are some soldiers and police out on the streets so there's very much a sort of lockdown the even issue of information the government spokesperson did tell us just a few days ago that during the last election when they cut off all of the phones and all of the internet they did that he said because they had information that was going to be an armed insurrection we haven't heard from the government as to why they say they've shut it off this time but opposition rights groups it so they say is that they can hide what they're doing to stop opposition communicating to their supporters and of course many opposition as you mentioned aren't even running a couple of key candidates are in jail after disputing the results of the last election others are boycotting it though are few organizations here who criticize the electoral process a lot of people fear to talk about but one of the organizations that does is the catholic church has been critical of the process but then its observers were
1:05 pm
subsequently blocked from observing the poll so we spoke to a couple of those church leaders about it let's take a look at that story. not many people openly criticize the electoral process in the republic of congo the catholic church is one of the few institutions that have father felicity him of only arrested twice because of his activism he was meant to be part of a team observing sunday's presidential election but he told us all church observers have been blocked from monitoring the polls to live a peaceful democracy. on paper it is a democracy since 1901 but in reality with such behaviors we need to question ourselves if we really are in a democracy and that's what he and. president denny sassoon queso has ruled for most of the last 40 years and he's campaigned to stay on there are many campaign posters saw through in queso in brazzaville big whatever
1:06 pm
they're another one here another one there are far fewer the opposition candidate like this one and when we try and interview people on camera out on the streets they're scared to talk especially if it's anything to do with politics or the election. across the congo river from brazzaville is kinshasa the capital of the neighboring democratic republic of congo. where the catholic church also played a role in campaigning for elections to be held 3 years ago many of the protest with violently put down. reverend. was involved in that campaign he met in training church leaders on elections in brazzaville before they were banned from observing to his voice if you might be with is there are ignored. the choice of today's voice everything on the president's side of the river is much more tightly controlled soldiers already voted ahead of sunday's election activists say their
1:07 pm
polls were not transparent the president of the electoral commission who's also the chief justice insisted the republic of congo is a democracy. absolutely if not you would not be here interviewing president of the electoral commission if not there would be verbal criticisms made against the president of the electoral commission. billy sheehan says he has monitored elections for more than 10 years before being blocked. and the churches were some of the only election observers here that anyone thought might be critical of irregularities in sunday's polls. before the internet was switched off supporters of the opposition candidate colella who we saw in the video message in the beginning the one who is on well widely reported to have coded in the hospital now his supporters when they 1st saw that message and heard that news were saying that they believed that he had been poisoned by the government there is
1:08 pm
a deep mistrust of the government here there's certainly no evidence that we've seen that he was poisoned with those kinds of rumors spreading around particularly in the area where he's from where he has more supporters that's the back ongo area this certainly a tons of tension possibly unrest if they do think that somebody is harmed their chosen candidate so we'll be keeping an eye on that as best as we can although it's not easy when the internet is off and we'll keep you informed of developments that it will check in with you malcolm through the red mark webber for us in brownsville let's move aside now with underground bombay is a political analyst on the republic of congo joins me now via skype from paris where he lives in exile mr and gone by good to have you with us on the program thank you know international observers and the catholic church which has a strong following in the country also refused access to observe one wonders if this will be a free and fair election. this will not be
1:09 pm
a free and fair election we only free and fair election held in congo in 1902 and since then we don't have to have a good election in the country the incumbent president does seem to have full control of the government operators and seems to have made the opposition irrelevant is that for victory a foregone conclusion. it's not a victory is something claimed to be if you really want to. democracy won't do like the ins so the opposition is very weak because there has been killing repression exile for some some people also the. opposition is weak but. remain strong and trying to to overcome the. result can be repression obviously civil society is trying to. support the opposition but what is the role of the opposition in the republic of congo in
1:10 pm
2021 do they make any impact either before this election or during this campaign. they tried their best so just being an election is a way to have a mistake heard from the nation because without the election you don't have time to address to people you don't even have access to public media we relax and we were able to see many your posts and being hair on of a national t.v. which. every 5 years for the elections did i mean there are huge challenges for the country mainly poverty which has never really be dealt with probably the country that is richer there's also going covert crisis what do you think the government's priorities should be during the next regardless of who leads the government. we will lead the country the 1st and
1:11 pm
only priority will be the dept because. countries evilly in their front of a train the old trader and also the people who pollute china and so we must tackle that the now so there is an ongoing what i can say. cultural and political crisis in the country the value of the country as has been inverted so when you are a crew when you are still or when you are a robber you go down in your country iraqi but when you try to do your best and walk very good you are at the last local of a society with society is a very in crisis and there is also. this problem of the political prisoner so we need to have a kind of global discussion among congolese people in congress to tackle those
1:12 pm
crises of a depth and also security matter. oh see what happens when the results come out eventually and thanks so much for joining us from paris. thank you. while israel continues with one of the world's fastest vaccine campaigns palestine has only just begun its roll out to the general public the palestinian authority president mahmoud abbas was the 1st to receive the job next are medical staff people aged over 75 and those suffering serious illnesses the health authority received more than 60000 vaccine doses on wednesday through the international kovacs scheme that helps poor countries that's the very latest from leader ibrahim is standing by so that 1st batch of covert doses is being administered we've heard obviously that the president is getting one dose just talk us through the timeline
1:13 pm
of who else is going to be vaccinated. the health ministry is the 1st in line will be the palestinian medical workers and then seniors above the age of 75 and then those who. are patient to finish their treatment before they get administered. definitely a good. many palestinians have been waiting for since the start of the pandemic and it comes at a really difficult time because never. thought of the pandemic. a year ago and this is why many have been to the medical centers we're standing in front of a medical center here in the city where we've been seeing tens of people. waiting to get. someone even under 75 and they were trying to kind of negotiate their way in to get the. member that we're talking about 60000 doses they're not going to be
1:14 pm
enough for everyone and the health ministry is saying that they're prioritizing those but many do not trust the palestinian authority they have received before some from israel and. some of these to the officials and their families so many. want to make sure that everyone who has a relative all the wonderful that they would get the vaccine of course the whole situation. in america is 2nd wave across europe even the rates across the middle east are now increasing as well what seems to be a 2nd wave what is the situation like where you are because obviously the situation in the occupied territories is very different to the rest of the world. exactly and let me tell you. one of the main hospitals that we're dealing with 1000
1:15 pm
patients. 19 patients standing and waiting in court doors because they didn't have any rooms in the hospitals we've even got full calls from people asking us to find a room even if it was in a different city in the occupied west bank so the health system is really overwhelmed and many also officials have been saying that if the numbers continue to grow then they would not. this is similar to collapse and they would not be able to treat each and every patient we've been seeing an increase in numbers and that's why the government has closed down the. bank for the past 2 weeks today they're opening it up under some pressure from the business owners and those who are damaged by the closures specifically that the government is not in any shape financially capable of compensating those people so they're saying that they're trying to balance between economy and health but as we can see from the numbers that's a lot of people are dying because there isn't sufficient medical care for them
1:16 pm
we'll check in with you later today as the nation process continue. in ramallah. well plenty more ahead here on the news hour including harsh terrain and remote villages how america's largest state has managed to become a leader in vaccination rates. 9 lives cut short in one day families of activists killed by security forces in the philippines call for justice and legal messi is set to make more football history all of those details coming up in school. violence continues in mid march with 3 more protesters killed and others critically injured on sunday the increased use of violence by the military hasn't stopped the d.q. demonstrations people in mandalay held a dawn rally on sunday to minimise the risk of confrontation with security forces
1:17 pm
but 100 doctors nurses medical students and pharmacists lined up on the main road to chant slogans the un's representative andrew kirkwood says people want the un to impose sanctions and send peacekeepers to stop the violence let's cross over to tony chang who's monitoring events for us in the thai capital bangkok the protests continue as does the crackdown tony. indeed you mentioned the protest in menlo that went started at 530 this morning with the express intentions of the protestors of not confronting the security services well the confrontation is now under way 2 hours ago the security services who had been moving around the city not just in police vans but also with armored vehicles with heavy machine guns on the back moved into the. area in the west of the city there was the sound of gunfire being reported we understand that 5 people have been
1:18 pm
injured in clashes there 2 of them in critical condition they've been the security service and be moving through burning not only the barricades the protesters have put in their way apparently also private property and this is a tactic we saw in the last couple of days as well as they've gone through these neighborhoods not just to find the protesters but also just to willfully smashing private property yesterday in yangon they were using bulldozers to smash up cars. in a process that is clearly demoralizing in terrorizing local populations earlier in the. harsh crackdown in mali you are where there had been protests in central myanmar one person was killed immediately 2 left in a critical condition to the person who died in one of those in a critical condition both from head shot so again it seems that we're seeing
1:19 pm
snipers operating in all of these but again the protesters are still coming out not just in the big cities but in the villages too in shan state we saw farmers coming out and their tractors they've been out in terms city. and him on state so again despite the violence people remain. and a rather terrible story this evening from young gone. soldiers. scene breaking into the office of a local then geo called we love yangon and they've been collecting money for hospitals to treat people being injured in this crackdown it's unclear what happened when the security services went in neighbors report hearing gunfire but the office which is on the high floor of a building there was somebody and a woman inside who then either fell was pushed from the building to her death and i think again all of these stories reverberating around on social media
1:20 pm
causing you great pain to i think to many people who are watching this particularly inside myanmar it's very troubling and yet they are still going out so clearly this is going to continue for some time to come do thanks for the update tony check there for us in bangkok saudi arabia state backed oil company says its profits nearly halted 2020 blames the sliding global prices during the pandemic aramco posted the 44 percent drop in profits down to $49000000000.00 the company has seen its annual profits fall every year since they were 1st announced in 2018 or oil prices of relative recent months to prepare levels after they hit a critical low in april last year. but those holiday is an international oil economist joins me now from blood the good to have you with us mr sullivan on the program again i mean what does this loss mean for the company in general terms. well the current improvement in the earlier prices will help but of course as
1:21 pm
saudi arabia and also the economy as. obscene in the last. naturally we have seen them the most impressive is in the early prices from 30 barrels in the 1st of december of last year i'm unfairly to each other out of 16 i own them as a bell to me it's 65 however that is a great embrittlement. brownish which will even during the course of a hire as. i look at the glass ceiling in 2020 where their prices collapsed under $20.00 of course so i would as well as i am going to. produce a does need prayers ugh broaching that have to not be too
1:22 pm
many objects however this plan is helping them at least for the time being abusive. and. gad any budget ok so if this money will help them in the long term aramco have promised to pay dividends to its investors if it's made such a loss where is the money going to come from to pay the dividends for the investors who will. still has some money enough that they have nearly the end and they can't but they they didn't because. i'm asked to 75. 1000000000 downloads and 90 per cent. of the surer letters are a government of salomon. and then names the money from. the.

gaps definition. so. he can serve you only but i am sure. any of them or so and i'm sure ben will. grow it has no i'll have. that ok so diversification also seems to be a key word at the moment when it comes to oil producers where the saudi arabia stand in terms of the term itself and we've seen other countries look at diversifying their economy to survive a very changing world. soudan i remember saturday very well and 16 did that and that's if i had the economy. turns out we have. a vision of the 23rd and it was when it came very well
1:24 pm
however. that that action may have read that action in lebanon has the brand saudi. with a lot of funds do we can go finance operating. budgets which are limited to a point that a situation of the economy how america will be important on one hand the prices some new south would have enough funds or enough revenue to be a. family member projects need. that medicine occasion of the economy this is the same clueless with the other hand there are. of them have had to start to some extent need that medicine inclusion process because the you are 7 you know so soon our military will do as our prices and. i heard that france is

1:26 pm
infrastructure damage to how people communicate and move around and i just want to say to everybody in experiencing that fear and that anxiety that. we can draw from home is a senior meteorologist at the australian bureau of meteorology explains what's behind the heavy rain. very dangerous a significant flooding event and 40 across is new south wales and including the biggest city of sydney are we have seen 2 wrencher right over the last number of days and at least 4 major flood warnings out covering parts of western sydney and 4 to the right east coast any time soon we are house a massive accusations and the main dav city where we get dab had to basically be stilled overnight and so i think like a situation there right now across northern australia there is a tropical low sitting just over northern possible is in a strain that's driving a lot of tropical moisture into central parts of australia and there is
1:27 pm
a warning it rankle across the northern territory and as you say this is the australian interior so this is the desert we are seeing a potential for flooding over the next few days and this is just the systems i should have moved into eastern parts of australia over the coming 24 to 48 hours and this will link up with the system across new south wales and basically create a multi-state a couple 1000 kilometer long right under storm band on monday and tuesday and this could really be great some of that because it's in the south wales have same incredible totals over the last couple of days since thursday the highest who we have seen is 860 millimeters that's about 34 inches of rain in just over 3 days so not surprisingly we are seeing these really major floods and as how we get into wednesday we could see up to one made of right to some new south wales so it is going to be quite a beach and national. well still to come here on the al-jazeera these are the virus restrictions trigger resistance across europe as countries brace for another wave

of infections. manchester city keep alive a dream of winning for trophies this season football action coming up later in sport to stay with us of the and. for the. now it must feel like it is putting start to spring our food had the vernal equinox that was with the twenty's but the clouds took coming down from the north that's a cold direction it's already single figures temperature wise another cold front even though briefly ahead of it things warm up thing doesn't look good well 1st of all you've got still snow for you in ukraine across the baltic states but then the wind tends to die down and where the cold has come down before sitting over the southern balkans of a bug area and rumania is could be persistent snow or his of a is got if the next 3 days around about 0 degrees and it's other snowing or is
1:29 pm
about to stir unfortunately but that is not true everywhere and that cold weather would have to cross into turkey and then the sun gets to work its spring sunshine now it is stronger than it has but it gets stronger every day so if you take away the wind eventually things will warm up and that's true in bertie and we get it about 13 by thursday 15 by friday and it hangs around the low teens so that feels quite spring like not so necessarily in north africa the cloud over morocco is bringing more rain or even snow to the up as mind in the wind is picking up of an old tunisia and where it's dry wit is bringing a sandstorm into northern egypt. most hardcore. after egypt's revolution that passion turned into something much bigger.

you're watching the al-jazeera news hour with the cell robin a reminder of our top stories voters in the republic of congo are choosing a president dennis our song is expected to extend his 36 years in power some opposition candidates say either in jail or have refused to stand. palestine has begun its covert 19 vaccine rollout for the general public the health of already received more than 60000 vaccine doses a wednesday through the international kovacs ski that helps poor countries at a mere bartley's 3 more protesters have been killed and others critically injured the military crackdown has not stopped the protests people about delay rallied at dawn to minimize any confrontation with security forces. over in france the number of patients in intensive care units has hit
1:32 pm
a new high for 2021 the rise in covert 19 cases has forced the government to implement tougher restrictions they apply to almost a 3rd of the population 21000000 people in 16 areas including paris are affected. the decision to return to lockdown is again a while ago going down well in other countries across europe people are protesting against the restrictions and calling for them to be lifted as victoria gave the reports. a 3rd wave of covert 19 is forcing new lock downs to spread across europe but with the restrictions comes resentment and resistance to the new rooms. in germany police used water cannon and pepper spray to disperse and he looked down protestors in the city of castle chancellor angela merkel has wound new restrictions will likely be imposed with cases of the virus rising exponentially but protesters say the measures such as the closing of non-essential shops hotels

restaurants and gyms are a threat to their freedom. and i consider corona virus to be a serious disease just like the flu but to make a pandemic out of it as we are experiencing now with many restrictions on our basic rights i don't think that's justified. in neighboring switzerland more than 5000 protesters gathered in the town of elite still to demand an end to cave it restrictions which have shut restaurants and other public places for months i mean because we want our life back we want to live we want to live in a democratic land we want our children to be free and safe elsewhere in europe more and he looked down protest on saturday from bulgaria to remain in serbia to croatia. but i'm here because i'm fed up with the lies coming from ignorant people is not only in croatia it's across the world they want to force us to stay in our houses and not to go out not to breed not to work not to

eat what they want from us to crawl on the floor enough is enough. in the u.k. dozens of antelope down protesters were arrested on saturday as campaign has defied police warnings a march through central london under current restrictions it's unlawful for groups to gather to protest these demonstrators want those rules changed as to more than 60 m.p.'s who signed a letter to the home said. etree urging her to ease their wounds and allow peaceful protests. but some global health experts say that would be a mistake right now what we need is continued restrictions as it interested that because i know that it's not a popular position but we need to continue a few more months with these restrictions and we need to scale up x. nation much much more rapidly which means we need to increase manufacturing vaccines there's frustration with the slow rollout of vaccines in the european

cases and close to 2 and a half 1000 deaths. america's largest state is being hailed as a vaccine success story alaska is sparsely populated and known for its harsh terrain some villages only accessible by boat or plane but nearly 40 percent of its population have received at least one dose or diplomatic editor james bays reports from a group. with an outside temperature of minus 15 degrees celsius this is a drive through vaccination center in anchorage the biggest city in alaska the u.s. because of its wealth and power has vaccinated a higher percentage of people than most countries and this state which is more than 1700000 square kilometers is the largest state in the union has done better than nearly anywhere else in the nation we are very fortunate alaska that we have actually been able to open eligibility up to everyone 16 and above at this point
1:37 pm
how did you get to that point it has been an incredible effort throughout the state in a lot of incredible collaboration with our local and state partners those receiving the vaccine seem appreciative of the state's cephus they've taken it very seriously from the onset because of the native population and the potential for that outlying communities in the native villages to be decimated by the all. the bad virus and and we've seen things like this happen before so they're taking it very seriously which is great 1000 percent of people here have been fully vaccinated and already life is returning to a kind of normality with restaurants retailers and sports facilities all back open for business the figures for alaska are amazing this state has vaccinated a far larger percentage than most us states and just compare this possibly populated state with many countries for example alaska has vaccinated more people
1:38 pm
than nigeria a country with a population of over 200000000 people a real achievement for the health care workers in a state with 800000 residents but at the same time clearly an indictment of the way vaccines have been distributed globally james pays al-jazeera anchorage. let's give it 19 ranks much of the global economy many countries have plunged into their worst recessions in decades but broad reports taiwan not only managed to buck the trend it's expecting further growth this year. restaurants and stores are full shopping districts busy with people and spending it all points to an economy enjoying its own mini boom while much of the world is still mired in a pandemic gloom just a year ago as countries were quickly closing borders because of the spreading coronavirus prospects for this more law and so close to the pandemic source in
1:39 pm
neighboring mainland china looked grim i may have been here dead taiwan where i experienced a certain downturn where our counter staff were like a minus 4 percent g.d.p. of course. instead taiwan grew its economy by more than 3 percent last year growing faster than mainland china for the 1st time in decades with 5 percent growth predicted for this year success is due in part to the economy's reliance on semiconductor chip production which has boomed during the pandemic but it's underpinned by early and decisive public health measures that have created a safe haven that's encourage companies to relocate from the mainland in line with government policy that clearly a lot of job opportunities especially high tech industries because that the government policy is trying to encourage it always at high tech. back to taiwan
1:40 pm
then there were the taiwanese living overseas returning to avoid the effects of the pandemic elsewhere i have a lot of friends that came back from new york from california a lot of part of the world so our decision to come back was for safety or for the freedom because we can you know still have a normal life here while we're young chief how is a real estate agent from chicago now doing business remotely online from taiwan it means dealing with a 12 hour time difference but it keeps him earning money that he spends in taiwan u.k. you know be with your family you can take the public transportation and live your normal what he like so many people here largely enjoying the kind of normal but for much of the rest of the world is still a memory problem bride al-jazeera. the families of 9 people killed in a single day by state forces in the philippines are calling for justice they say

a known labor rights organizer for many years. the police say all of the victims were killed because they resisted arrest and that led to what they call an armed encounter but rights groups here say this narrative has long been used by police since its so-called drug war began in 2016 the government has ordered an investigation into the killings burying all of them the president then. the order of the president was correct kill kill kill if your enemy has a gun to be shot and killed it is not the way elation under international humanitarian law if a soldier fires at an i'm gone minister but this is there a distinction between activist and they're both of course there is a human rights activist say those who died had one thing in common they were freedom fighters were outspoken critics of the government. duggan al jazeera manila. hundreds of people who protested in the u.s.
