sir. i was on the design team that helped to. configure the way it was going to work i was the initial and 1st manager of the center so i wrote this the standard operating procedures the policies. that sort of created it from the ground up along with some supervisors that work for me and you served to manage that that center till we have improved 2018 and that's when you your position the business technology unit yes. within the strategic information center what it lake you to focus on for the jury is a village ability of surveillance video throughout the city it's talk a little bit about that so the city has a network of public safety cameras that are placed at strategic locations all over the city there's roughly $250.00 maybe a little more than that now. typically in high traffic or areas where we expect to

see a lot of activity those cameras are on 247 they are recorded all the time and they can be monitored both at the strategic information center and from places like precincts and investigators often can monitor them or retrieve recorded video as needed and we see the monitor you're talking about monitoring in real time sure you can watch them live you can move them if you will pan tilt and zoom the cameras to zoom in on things that are of interest or if you if you know that there's an incident at a location where we have a camera they can use the camera to try to see what's going on and then how do you communicate with other officers who may be on patrol and in need of this information there's a number of ways that the primary way would be sending what's we call a switch message so the squads have a computer in the car and they're operating some software that allows us to send them sort of a direct messy. that flashes on their screen and can give them you know updates on

the caller any other information we can also get on the radio if we want to broadcast to a wider group. and then people have cell phones we can call them if there's you know something more detail than what you want to send in a message. and that's helpful for monitoring in real time you also mentioned storage and retrieval of said footage is that right yes we describe as the designer and former lieutenant strategic information center how the footage is able to be stored retrieved and if possible associated with a particular case number of that shirt so we use a system called milestone which is our enterprise video management system it's commercial software but each camera feeds its images into milestone and there are recorded on a giant server that just holds video they stay there for 14 days and then after 14

days the video expires and it just goes away but during that 14 days. the staff at the sec or investigators can go in and search by date search by location so. you know with the huge number of cameras we have we can't monitor every camera all the time basis none of people in your eyes glaze over so it's very common for an investigator to contact the sick you know the day after an incident and say hey would you go find a video from this corner at from this time to this time and save it for me said to me and so they will do that check the area where the incident was and get the video it can be downloaded out of the system so that it's no longer subject to that 14 day expiration and once it's downloaded it's like any other video file it's there is a long shot at it and when you do order an officer does download milestone video and

i think the jury's read that term before already now milestone when they when they download the milestone video does that leave any kind of electronic trail so that you can know who made the request what case number it was assigned to and you know where the incident. from the milestone video itself the system doesn't have case numbers but when downloading it usually the file is named including the case number and that to store that file rather than keep it on a person's local computer they store it in our video cloud storage system which is called evidence dot com at that point it's associated with a case number and the whole point of collecting the data i suppose is being able to retrieve that and and use it both for proactive law enforcement but also to review is that it's a right yes and so is this something that the sic does or officers assigned to do

in the ordinary course of business yes very much so and upon request here were you able to review certain business records the minneapolis police department with which you're familiar to determine whether or not milestone video was requested and downloaded in this case yes and when i see this case you know where there was an incident that took place on 38th in chicago and me 252027 right yes it was a milestone camera footage taken in the area on the date and around the time of the death of floyd yes but you wear that footage was requested by deputy chief eric orders in connection with this investigation yes in can you tell the jury what he specifically requested i believe he wanted video from the camera at 30000 chicago from about 7 pm tell me 11 pm. in these in your review of the records was that the footage of yes that was obtained by

a minneapolis police officer by the name of dean kriegel he was a surgeon at the at the s.h.c. . ok in the milestone footage with the incident you just described it is that under minneapolis police department case number 2020 dash 1406 tonight yes. and that footage was exploited and then uploaded into the m.p.'s evidence dot com site for later retrieval is that right yes then you know when based on your review of the case was uploaded that footage was uploaded yes it was at 12 50 am on may 26th 2020 i believe so yes and you reviewed this footage yourself is that right i have when did you review it actually viewed it the day after the incident to see if there was video available now can the milestone footage does the milestone footage

we have just been watching the trial of a derek chauvelin charged with the murder and manslaughter of georgia floyd we were listening to a witness called jeff rubble a foundational witness as was said from the police department technology department usually in charge of the systems that police officers use now we did have some other witnesses earlier on they gave some very emotional testimonies christopher martin was the cashier at the shop where george floyd cup foods you can

see there in that shot where george floyd had gone in and handed him at will christopher martin 4 was a counterfeit 20 pound note and we heard how the teenager fell to disbelief in guilty as the then watched george floyd's. arrest and we also heard from a witness charles mcmillan witness for the prosecution who was walking by took film the sum of what was happening and also questioned the policeman derek show then when he had his knee on george floyd's neck now we're seeing there c.c.t.v. footage of the area around that cup foods the place where george of floyd was apprehended. the 3rd day of

testimony and this of course very high profile trial there in facing 3 charges 2nd degree murder 3rd degree murder and man slaughter as well some very upsetting video that we saw earlier on today as well whereas the previous days we had seen the full 9 minute 29 2nd footage filmed by lookers today we saw quite a lot of police body camera footage as well showing different stages and of course different angles of derrick chauvelin apprehending and holding down george floyd a very upsetting bits as well george floyd repeatedly saying that he couldn't breathe and also calling out for his mother while he was being held.

so we are watching what the trial of derek chauvinism also being shown c.c.t.v. images of the outside of cup foods that is the store where george floyd had gone given what the cashier thought was a counterfeit 20 dollar note. and then the police will score the so this is in the middle of the testimony of just a jeff rudell a foundational witness from the technology department of the police department so

pretty much dealing with the systems that police officers use when on the beat so this day 3 of testimony of what is of course an incredibly high profile trial in the states but really all over the world more than 70 countries so protests after the death of ga floyd protests against police brutality and racial inequality so beric show vin that the police man who kept his knee on george floyd's neck for those infamous 9 minutes 29 seconds that he's been charged with for 3 offenses the 1st and the most serious is unintentional 2nd degree murder which could get him up to 40 years in prison and prosecutors have to prove that he caused george floyds death while committing a felony assault so that's one he's also facing

a 3rd degree murder charge which accuses him of causing floyd's death due to reckless actions and the disregard for human life and there is a 2nd degree manslaughter which alleges shove and cause floyd's desk through negligence that created an on a reasonable risk so those are the slippery potential charges obviously manslaughter by far the more sort of lenient of the 3 and the defense will have to argue when it gets to it that. even though we obviously could all see that. that ferret show been had his knee on george floyd's neck that that was not the main cause of death so we are obviously during the trial going to get into detail into many of the medical reports surrounding george floyd's death for the

on how to use them. and we manage the backend software which is called evidence that com where all the body camera footage is stored and retrievable managed in my unit also employs 2 full time auditors who audit the buy camera program to ensure that officers are following the body camera policy that they're turning them on when they're supposed to that they're you know doing the checks that they're supposed to and that that the system is working well and you're familiar with the minneapolis police department body worn camera policy yes this is something obviously in 1909 officers were not wearing body cameras they weren't that right when did body work cameras become more commonly used we started pilot a 1000000 piloting them i believe in the late 2015 or 16 and went with exxon after piloting several companies the initial roll out was to patrol officers

when they're responding to a call or when they're meeting with members of the public or any other type there could be anything that we might wonder you later. and so it also mandates that investigators who work in plain clothes wear cameras when they're doing certain unfortunate actions like executing a search warrant in this kind of thing some of the body warm camera footage associated with this use doesn't you know sound doesn't kick in for a little bit. there's image but there's no sound here explain why that is. when the cameras are on but not activated they're actually recording much like a d.v.r. on your t.v. when you press the button to activate it that kicks on the sound and it saves the previous 30 seconds of video without sound so the thought is that whatever caused you to turn on your camera would be captured because it was being recorded and now now the sound comes on when you activate it but there's there's

a safe to say there's nothing wrong with the camera and nothing wrong with the operator the 1st 30 seconds is not sound and see what exactly is it supposed to work ok and it's also a little about what these cameras look like and how they're actually physically attached to the officer sure they're about the size of a deck of cards. a little black truck a rectangle there's a number of ways to wear them most officers use the magnetic moment which is basically a pretty strong magnet the goes inside the shirt and then a mounting plate that goes outside the shirt and then the camera attaches to that moment in place so when the magnet is engaged it's a fixed a lot of where it. either of their shirt pocket or you know up on the higher the chest which is where they're supposed to where to capture you know a view of everything going on in front of them. and every officers issued a body or in cameras or a way to sociate particular footage particular office yes every camera has an

electronic serial number and when we issue a camera we go into evidence that come and we find that officer in the roster and we say this camera is assigned to this officer and then that camera is late to them until we remove that link and so much later you're able to do with the milestone you're able to attribute particular footage to particular officer at a particular time yes and you were camera footage for. yes and is generally a workable system does it capture what it's supposed to capture very much so yes are you able to also associate particular footage with case numbers just like with the last yes so when an officer is responding to an incident and records video after the incident they call it taking they take their video with the case control number from the incident and that way when the video is uploaded into evidence dot

com it is tagged as being associated with that case whole line is a footage retained depending on the type of video. the minimum retention is a year for any sort of evidence thing it's 7 years and then for significant incidents it could be indefinite. and does minneapolis the police department provide bodywork camera footage to other is agencies upon request if they're investigating a case or a prosecuting agency if they're using that footage to prosecute a case yes i was the m.p. you provide and physically provide that footage to the agency the most common way is to set up a partnership with an evidence that kopp so for example the county attorney who uses a lot of our video they have an account there a partner agency and so we can't share with them within evidence that come to give

them access and then they log into the same system we are and they can see the video we've shared with them obviously there are several police officers involved you know me 252020 incident we were talking about and minneapolis police provided a number of body work cameras finding work camera footage to the prosecuting agency in a piece right yes ok. and are you familiar with the specific officers who responded to the scene of the incident that incident that occurred from eat o'clock in the evening to about 830 that memorial day yes and would you agree that those officers included officer show them. king officers laying in towel yes.
