congress and lead in this fight so many of you who've never given up so many of you are in can absolutely determined as murph and others are to get this done we've got a long way to go it seems like we're hours of a long way to go but also today we're taking steps to confront not just the gun crisis but what is actually a public health crisis nothing nothing i'm about to recommend in any way impinges on the 2nd amendment or phony arguments suggesting these are 2nd amendment rights at stake what we're talking about but no madmen no member to the constitution is absolute you can't yell kraut you can't yell fire in a crowded movie theater we call the freedom of speech in the very beginning you couldn't own any weapon you wanted to own in the very beginning the 2nd amendment existed certain people weren't allowed to have weapons so the idea is just bizarre to suggest that some of the things we're recommending are contrary to the

constitution gun violence in this country is an epidemic we said again gun violence in this country is an epidemic and as an international buyers thank you know we saw it again last night as i was coming to the oval office i got the word that in south carolina a physician. with his wife 2 grandchildren and a person working at his house was gunned down all 5 so many people some of the people sitting here today know that well unfortunately you know they know what it's like when the seconds change your life forever i've had the. pleasure getting to meet an awful circumstances many of you many of you who've lost
7:02 pm
your children or your husbands or wives you know. they know what it's like to bury a piece of their soul deep in the earth we understand that mark and jackie i want to tell you. it's always good to see you but not under these circumstances i want to say before i introduce the rest of folks if you know what a lot of people not been through what they've been through don't understand it takes a lot of courage to come to an event like this they're absolutely absolutely determined to make change but mark and jackie whose son daniel was a 1st grader at sandy hook elementary school for daniel love sports loves outdoor sports getting muddy i see my friend fred gutenberg his daughter jamie was a freshman at marjorie's delman douglas high school she was an accomplished dancer
7:03 pm
i see bran and wolf over the shooting at the at the at the impulse at the pulse club not a nightclub he survived but his 2 best friends die great jackson who was just walking down the street when he was caught in crossfire of a gun fight and of course i see a close friend of jill's and mine congresswoman gabby giffords who was here who was who was speaking with her constituents in front of a grocery store in her state when she was shot and a member of her staff was killed you know. they're here and their pain is immense and you know what a lot of you hope for the many of you don't know if you've gone through a trauma. no matter how much you work to make sure others don't go through it every time you show been event like this it brings back when you got that phone call it
7:04 pm
brings back the immediacy of what happened at that moment so i genuinely mean it thank you thank you for having the courage the courage to be here the courage to continue this fight senator blumenthal understands it a lot of the folks out here understand but it takes real courage thank you to turn pain in a purpose and demand that we take the action and gives need to the word anough anough and enough enough because what they want you to know what they want you to do is not just listen every day in this country 360 people are shot every single day 106 of them die every day our flag was still flying at half staff for the victims of the horrific murder of 8

primarily asian american people in georgia when 10 more lives were taken in a mass murder in colorado you probably didn't hear it but between those 2 incidents less than one week apart for more than $850.00 additional shootings $850.00 the took the lives of more than $250.00 people and left $5500.00 injured this is an epidemic for god's sake and it has to stop so i'm here to talk about 2 things 1st the steps we're going to take immediately and 2nd the acts that need to be taking going forward to curb the epidemic of gun violence. i asked the attorney general and his team to identify for me the immediate concrete actions i could take now about having to go through the congress and today i'm announcing several initial steps my
7:06 pm
administration is taking to curb this epidemic of gun violence much more need be done but the 1st 1st one to reign and the politicization of so-called ghost guns these are gone that are homemade both from a kid and include directions on how to finish the firearm you go by the kit they have no serial numbers so when they show up at a crime scene they can't be traced and the buyers aren't required to pass a background check to buy the kit to make the gun consequently anyone anyone from a criminal to a terrorist can buy this kid as little as 30 minutes put together a weapon you know i want to see these kits treated as firearms under the gun control act which is going to require that the seller and manufacturers make the key parts with serial numbers and run background checks on the buyers when they
7:07 pm
walk in to buy that package the section actually going to the 2nd action to take back in 2000 year 2000 the bureau of alcohol tobacco and firearms released a report on its investigation is the firearms trafficking in america report was a pivotal value is an important tool for policymakers when i was in the senate and beyond at all levels to stop firearms from being illegally diverted into dangerous hands today with online sales and ghost guns times in trafficking messages have changed and we have to adjust. we also have to ask just to release a new and a report this report will better help policymakers address farms traffic eat as it is today not what it was yesterday the 3rd and change we want to treat
7:08 pm
pistols modified with stabilizing braces with the seriousness they deserve a stabilizing brace you're going to pencil essentially makes that pistol a hell of a lot more accurate and many rifle as a result it's more lethal affectively turn it into a short barrel rifle that's where the alleged shooter in boulder appears to have done i want to be clear that these modifications to firearms that make them more lethal should be subject to the national firearms act the national firearms act requires the potential owner pay $200.00 fee and submit their name and other done a fine for mation to the justice department just say they would if they went out and purchased a silencer for a gun fourthly during my campaign for president i want to make it easier for states to adopt extreme risk protection order laws there are also called red flag laws which everybody in this law knows but many people listening do not know these
7:09 pm
laws allow a police or family member to petition a court in their jurisdiction and say i want you to temporarily remove from the following people any firearm that may possess because they're a danger in a crisis represented a danger to themselves and others and a court makes a ruling to put this in perspective more than half of all suicides for example involve the use of a firearm but want a gun is not available and attempted suicide the death rate drops precipitously. states that have red flag laws have seen and see the reduction in the number of suicides in the states every single month by the way an average of 53 women are shot and killed by an intimate partner
7:10 pm
and wrote the violence against women act it's been a constant struggle to keep moving we know red flag laws can have significant effect in protecting women from domestic violence and we know red flag laws can stop match shooters before they can act out their violent plans i'm proud excuse a point of personal privilege used to stand a senate i'm proud that the red flag law in my home state of delaware was named after my son attorney general beau biden our son scuse me joe. who proposed that legislation back in 2013 i want to see a national red flag law and legislation to assent and send advice states to enact their own red flag laws today i asked the justice department to publish a model red flag legislation so states could start crafting their own laws right now just like good background checks the vast majority of americans support these
7:11 pm
are extreme risk protection order laws and it's time to put these laws on the books and protect even more people the attorney general will have more to say about this in a moment additionally but recognizes cities across the country are experienced historic spikes and homicides as a law enforcement can tell you the violence a city black and brown communities the hardest homicide is the leading cause of death of black boys and men ages $15.00 to $34.00 the leading cause of death. but there are proven strategies that reduce gun violence in urban communities and their programs have demonstrated they can reduce homicides back to 60 percent in urban communities but many of these have been badly underfunded or not funded at all of late gun violence in america for those you think it is from an economic standpoint listening to me estimated to cost the nation
7:12 pm
$280000000000.00 he said again $280000000000.00 a year he said how could that be joe hospital bills physical therapy trauma counseling legal fees prison costs and the loss of productivity not to mention a psychological damage done to the children who live in these cities watching this happen knowing someone it happened do this gun violence in our neighborhood sad profound impact on our children even if they're never involved in pulling the trigger or being the victim of some on the other side of town for a fraction of the cost of gun violence we can save lives create safe and healthy communities and build economies that work for all of us and save billions
7:13 pm
of american dollars in the meantime much of it as their system way knows it is. taxpayer money finally the bureau of alcohol alcohol tobacco and firearms the key agency enforcing gun laws hasn't had a permanent director since 2015 today i'm proud to nominate david chipman to serve as a director of the. david knows they have to be well served there for 25 years. and vice president harrison i believe he's the right person at this moment for this important ages and i've said before my job the job of any president to protect the american people whether congress acts or not i'm going to use all the resources in my disposal of the president to keep the american people safe
7:14 pm
from gun violence but there's much more of the congress can do to help that effort and they can do it right now they've offered plenty of thoughts and prayers members of congress but they passed not a single new federal law to reduce gun violence and of prayers time for some action i believe the senate should immediately pass 3 house passed bills to close loopholes that allow gun purchases purchasers to bypass the background checks the vast majority american people go to gun owners believe there should be background checks before you purchase a gun as was noted earlier hundreds of thousands of people have been denied guns because the background checks what more would have these bills one require
7:15 pm
background checks for anyone purchasing a gun at a gun show or an online sale thank you most people don't know if you walk into a store and you buy a gun you have a background check but you go to a gun show you can buy whatever you want and no background check 2nd thing is closed to charles smith you know is the charles a loophole by people here i spent time down that church in charleston. what happened is someone was allowed to get the gun used to kill those innocent people a church service if the f.b.i. hasn't come didn't complete the background check within 3 days there's a process. it was done in 3 days according to charles lupul you get to buy the gun they bought the gun and killed a hell of a lot of innocent people who invited him to pray with them and 3
7:16 pm
reauthorize the violence against women act which is so-called close thank the boyfriend and stalky loopholes to keep guns out of the hands of people found by a court to be an abuser and continue a threat i held over a 1000 hours a year is the past violence against women act one thing came through if in fact a stay away order an order prevented the abuser from coming in a certain distance of the person he has abused she is abused. and now the idea that they can own a weapon and have
7:17 pm
a court order saying they are in abuse or these are some of the best tools we have right now to prevent gun violence and save lives but all these bills they had supported both democrats and republicans in the house and universal background checks are supported by the vast majority american people and i might add the vast majority of responsible gun owners let me be clear this is not a partisan issue among the american people this is a view by the american people as an american issue and i'm willing to work with anyone to get these done and it's long past time that we act now i know this been a hobby horse of mine for a long time got it done once we should also ban assault weapons and high capacity magazines thanks for that 10 years we had it done
7:18 pm
the number of mass shootings actually went down. even law enforcement officials have told me and told other champions of his legislation they sometimes feel out gunned by assault weapons and large capacity magazines there's no reason someone needs a weapon a war with 100 rounds 100 bullets. that can be fired from that weapon. nobody needs that nobody needs that we got that done when i was a united states senator one easy going up against the gun lobby but it save lives and we should also lemonade gun manufacturers from the immunity they receive from the congress. you realize thank you again the people here because they're so knowledgeable as on here in the rose garden but of my piece the people realize
7:19 pm
the only industry in america a 1000000000 dollar industry that can't be sued has exempt from being sued for gun manufactures a magine how different it would be had that same exemption been available to tobacco companies who knew all who knew and lied about the danger they were causing the cancer causing the like who magic more would be if this is the only outfit that is exempt from being sued if i get one thing on my list lord came out and said joe you get one of these give me that one. thank you does that tell you what you there would be come to lord moment these folks would have real quickly . but they're not they're not they're exempt. i know that the conversation about guns in this country can be difficult.
7:20 pm
but even here there's much more common ground then we any more want to believe there's much more common ground everything that's been proposed today is totally consistent with the 2nd amendment and there's a wide consensus behind the need to take action i know that one overwhelming majority of americans want to see something change would affect their lives and it still doesn't change you can be demoralizing to our fellow citizens you can feel like our entire political process is broken i know it's painful and frustrating that we haven't made the progress that we hoped for but it took 5 years to get brady bill passed and it took even more years to work the past is solid and span and it saved lives no matter how long it takes we're going to get these passed we're not going to give up we have an opportunity to fill the 1st responsibility of
7:21 pm
government to keep our people safe and in the process we can show the world and show ourselves that democracy works we can come together and get big things done. oh look around and see such brave survivor sitting out here in the rose garden public servants who devoted their lives to dealing with this advocates who feel strongly and are pushing every day to make their rational changes and courageous parents and family members i know the progress even in this most difficult of issues is possible so folks this is just the start we've got a lot of work to do but i know most everyone in the city none who garden here none of you ever given up i'm not going to give up now. the idea that we have so many people dying every single day from gun violence in america is a blemish on our characters
7:22 pm
a nation. we say don't you god bless you but most importantly the memory of all many of you have lost through senseless gun violence and now i'd like to hand it over to the attorney general for him to speak and makes comments and i hope i get a chance to see somebody after he says no thank you thank you thank. you. thank you mr president and madam bice president we stand here today not at a moment of tragedy but in the midst of an enduring tragedy so far this year guns have taken the lies of an estimated 11000 of our neighbors friends and fellow americans. as the president explained gun deaths in our
7:23 pm
country are occurring at a staggering pace on the order of about $100.00 americans killed every day if hundreds more wounded i am under no illusions about how hard it is to solve the problem of gun violence and i know that the department of justice alone cannot solve the problem it is a problem that we must all work on together in a collective effort to keep guns out of the hands of criminals and save lives but there is work for the department to do and we intend to do it today the department of justice is announcing several steps that we will take to keep guns out of the hands of criminals and reduce the risk of gun violence 1st we will ensure that we understand and measure the problem of criminal gun trafficking in
7:24 pm
a data driven way. over 20 years ago a.t.f. undertook a gun trafficking study it then issued a report that provided information necessary to better understand and to combat criminal trafficking networks no such study has been conducted since that time accordingly i have directed a.t.f. to begin work on an updated study of criminal gun trafficking one that will take into account the fact that modern guns are not simply cast or forged anymore but can also be made of plastic printed on a 3 d. printer or sold in self-assembly kits. we will evaluate how some of our best tools including the national integrated ballistics information network and the national tracing center are keeping up with the times and we will analyze our criminal case attorney general merrick garland speaking out after president.
7:25 pm
announced a rough that the executive orders intended to limit gun violence in all forms. the president said that gun violence in the u.s. is an epidemic it is an international embarrassment none of his actions the one of the announced today impinge upon the 2nd amendment he said he wants to rein in proliferation of homemade a so-called ghost guns he wants to do annul annual report to help policy makers eliminate drunk drug at gun trafficking he wants tighten regulations on the braces the armed braces that are used to stabilize. pistols a new national reg flag law some states already have red flag laws. so that. people can petition a court to remove weapons from people who pose a risk he wants a ban on privately owned assault weapons for more on this let's go live to the white house and white house correspondent is the gun violence the president said
7:26 pm
kimberly is a blemish on our character as a nation. absolutely there's no question that the u.s. is known for its gun culture and that has been what has made it so difficult for many gun control advocates here in the united states to put in place some of the reforms they're looking for i think you could divide what the president joe biden talked about today into 2 baskets one are the executive actions some of which you outlined there the fact that he's calling for a ban on ghost guns those of the guns that don't have serial numbers he wants to make that more accountable so that if they show up at a crime scene that the perpetrators can be traced he also wants to put in place stabilizing braces red flag laws and also major investments in communities of color that see sort of disproportionate amount of gun violence and so those of vestments are hoping to try and stop the problem before it starts so those are some of the
7:27 pm
executive actions that are taking place but that other basket is what the president is looking for in terms of action from congress and this is where things have really gotten stuck you heard the president there talking about when he was a senator back in 1900 for an assault weapons ban put in place that was allowed to expire 10 years later he's calling for that to be put back in place by congress and when you mentioned that you heard the applause in the crowd there from many of the families of victims of gun violence something that they are looking for they're also looking for that also got some applause was to close the so-called gun show loophole that allows people to buy guns without background checks at gun shows and also online and finally he's looking to see a passage of protection for women whose spouses may have or partners may have been labeled as abusers to prevent those individuals from not getting guns so these are
7:28 pm
some of the things that he's looking for again saying that there's a lot of work to be done but he believes that the time is right for the country to come together and pass some of this legislation a white house correspondent kimberly how could reporting live from washington many thanks. let's want to get to day 9 in all of the trial of the 4 policemen accused of murdering george floyd in minneapolis. after a break just before president biden came out and spoke so we've missed about 30 minutes of testimony here the testimony here from pulmonary and critical care expert dr martin toobin is going testifying so far today let's let's listen in. are they relevant to the analysis you've just given to the jury this morning no they're not relevant to the analysis we gone through this morning help us
7:29 pm
understand why ok the problem is in these particular studies and there's i mean i don't know how many in total but could be close to 10 of them and where they take people 1st of all the take perfectly healthy volunteers to bring him into the physiology lab and they lay them flat and to put a matter on their needs which is different than the street and then they measure the put weights on top of them so that weights could be lead weight in bags or in many of them the use kind of the the barbell as that you see energy like an olympic wheel that you'd see in a gym for weight lifting and the place those on the back of the subjects and then they measure various lung volume so typically measure what we call vikky capacity or maximum voluntary ventilation these are specific types of lung function tests that you don't need to bother with but they're showing
7:30 pm
a decrease in pale ability up around 35 percent that's a substantial decrease in your lung volumes that you're finding and then they conclude in virtually all of their studies that that level of decrease in lung volume doesn't matter because there is no change in the level of oxygen and so therefore it's not clinically relevant the problem is in doing a study like that oxygen is the exact wrong yardstick to be using in a study like this what they needed to do is continue to measure out the changes in lung volume like the. showing what happens to this oxygen will only fall at the very end it's an extremely insensitive measure it's very important but it's very insensitive to know if stuff is going bad inside the body it's going to be a very late event and so for their concluding this.
