in the sea and mediation and 2nd some council members have voiced opposition to coercive measures but it's hard to see a viable alternative that can have any impact in particular there is every justification for the council to impose an arms embargo america in the absence of a un embargo like minded countries could agree to a coordinated list of prohibited items not only arms but also technology is the surveillance of regression and share information on the efforts to block transfers on a voluntary basis this will create a framework for other states to coordinate restrictions on the. like minded countries should also continue to coordinate the imposition of targeted economic sanctions none of these are likely to have as much impact as even the rich regimes own policy failures all the deliberate actions of civil disobedience movements but they have an important signaling effect so the regime as well as to those resisting

a special virtual session at the united nations which the u.k. has organized the session was designed to discuss developments in me and mar this is a platform for voices from b.n. march it to brief the security council members on. their view of the developments taking place since the fabry 1st coup in me and my. we've been listening to an activist and scholar from myanmar as well as richard horsley from the international crisis group the lady speaking right now is more she's a representative from. foreign ministry in exile a lot has been said so i was checking in with our diplomatic had sir james bays who has been following this story james joins us now live from the united nations been hearing there a comprehensive picture of perspective from voices for
5:37 pm
myanmar itself which is quite crucial for the security council given the difficulty that outsiders have had in getting into the country to get the story what struck you from what we've been listening to in the last few minutes. well i think i should make it clear 1st what we're listening to because this isn't a meeting of the u.n. security council they couldn't agree to have a meeting like this in the u.n. security council so this is an unofficial meeting something called an aria format the name refers to venezuelan ambassador who called a meeting like this during the bosnian war and the idea is that the security council meet members come together for a meeting but it's not a formal security council meeting so this one was organized by the united kingdom they're not the president of the security council this month supported by the u.s.
5:38 pm
and the other european members of the council and the idea is to get the testimony out there to get the real situation on the ground to security council members so they can hear it for themselves and in a closed session of the security council which is what all that they've had consensus to have until now you can't call people who are not from the u.n. system so an open meeting of the security council which achieve the same thing but we're top the whole behind the scenes that china russia and some others are opposed to the idea of having an open meeting so this is an interesting device to try and skirt around that problem and get this message to the world but also to the security council members about how severe the problem is and the repercussions it could have regionally. walkway to an end there this is it's interesting isn't it the fact that we're trying to get this testimony out it's the u.n. representative has been trying to get into myanmar to meet with the generals and
5:39 pm
certainly that request hasn't been denied do you think the request has been denied brother she hasn't managed to meet with them do you think that anything that we've been hearing from the activists in the protagonists in addressing this area session do you think this will be a surprise to any members of the u.n. security council do you think this may change minds or shed any kind of light on what they believe to be the current situation. well i think it's aimed at putting some public pressure on those security council members who don't want to take things any further remember the security council did surprise people early on after the coup by coming up with a statement they managed to agree with all the council members including russia and china condemning they didn't call it the coup but condemning what had happened and calling for the release of all the detained democratically elected politicians now
5:40 pm
they also fully supported the special envoy christine trying to bergen who as you say has just arrived in bangkok in the last few hours she's on a regional tour but she wants to go to me on march she wants to speak to the generals she wants to start a dialogue but she tweeted on her arrival i regret that the tatmadaw that's the military in myanmar answered me yes they they're not ready to receive me i'm ready for dialogue and certainly that's something that's supported by the whole security council they say that her work is vital and she should be allowed in for dialogue i'm also hearing that there is quite a lot of faith being put by the security council right now in diplomacy by the assy and countries and what we're hearing is that there is likely to be an assay an leaders summit of all the. countries and the dates i'm hearing are probably about 2 weeks from now they're trying to work on a meeting in jakarta and they're hoping that the assy and style of quark diplomacy will persuade the generals that their current path is
5:41 pm
a path that they should not continue on i'm also hearing from diplomats on the security council that they feel it's likely they're going to have to try and pull a cake the generals in some way so you're hearing in this meeting from those representing the democratically elected politicians that the 2008 constitution cannot stand and we must have a new a new me and mar where the military only work for the politicians well i can tell you some on the security council are now entertaining the idea of going back to that constitution or even. giving the military potentially more seats or some are even suggesting that they have a deal where sun suchi shouldn't be part of any new government now obviously going to be many human rights activists and many a man maher who say that if any solution like that came about it would be rewarding the generals for their bloodshed in recent weeks and they certainly would and they would probably argue is it really up to. the u.n.
5:42 pm
to be determining the future course of the country how much sway do you think the diplomats in the united nations in new york are able to have on the current trajectory within me n. my you mentioned that they would really like the as they see in nations to exert their influence but is there is the u.n. perilous in the sense tense where do the dynamics lie. well look i'm not allowed to tell you because a lot of the conversations i have i get lots of information by people agreeing not to tell me who told me it but i will tell you this came from a very senior diplomat on the u.n. security council and this person told me they don't think the military in myanmar even reading the statements the security council is putting out so i think they do feel pretty powerless and i think that's why they are looking now perhaps countries i think they're looking at particular members of r.c.i.
5:43 pm
and they're hoping that the ties have some influence there because of course they have recent history of military involvement in their governance and a military coup taking place and also the other country that i think as i've said likely host of a summit of leaders of r.c.i. and that's playing an important role here is indonesia. and i think those are among the 2 countries that are leading the diplomatic efforts right now that's probably why christina seana bergner who is the u.n. special envoy has started her regional tour in bangkok trying everything they can the u.n. secretary general has put out strong statements as i say the security council's put out 3 different statements and still on the ground the killing goes on and it does indeed well that meeting is continuing technical problems we could see but it is continuing well let you get back to james bay is just there is diplomatic editor
5:44 pm
thank you very much indeed let's say give you a bit of context see the situation inside myanmar we're hearing reports of more tense fighting as security forces cracked own on protesters rescue workers say at least 4 people have been killed in the southern city of fargo but media reports that death toll could hire rights groups of recorded 614 civilian deaths since the mill. treats its power in a coup at the start of fed the rape armed forces have also imposed new in senate restrictions so the military is also pushed back on its promise c holds an election within a year i'm going to go at the moment you are going to go it was state of emergency most are over within 2 years and the elections must be held within 2 years we must hold elections and transfer power to the winning party in the election.
5:45 pm
and the u.k. has made an offer of safe haven to myanmar's former ambassador to the country sure men was lost sight of his embassy in london on wednesday after criticizing february's coup meanwhile 18 ambassadors to the country of call for the restoration of democracy in a joint statement. or move on to some other news now the latest round of talks to revive the landmark 2050 nuclear agreements between iran and world powers have ended in vienna all sides have agreed to resume negotiations next witness day u.s. president joe biden says he's ready to lift sanctions and reverse donald trump's decision to pull rights of deal in 28 seen but 1st washington wants iran to return to the food limits and paused on its nuclear program the iranian president says negotiations are on the right track in the iranian foreign minister gerard serif

leader ayatollah ali khamenei who is a spiritual and political leader of the country because he will be one he will be the one that finally signs off on any agreement but also the internal politics taking place there's a presidential election coming up in june president hassan rouhani his term will come to the 2nd term will come to an end and he doesn't want to be remembered as the president that resulted over a failed deal and he was unable to deliver on his promise of lifting getting those u.s. sanctions lifted the issue of the nuclear deal is expected to play play a major role in those presidential debates and the reformists are going to be attacked by the conservatives and the conservatives who dominate parliament they were never for the agreement in the 1st place so yes the president has been rouhani has said that he's optimistic but the final decision will. rest with the supreme leader take each other news in europe now ukrainian president vladimir linsky has visited soldiers on the eastern border his presence there comes at
