bollywood 53 sailors on board a search and rescue mission is underway. we the jury in the above entitled matter as to count one unintentional 2nd degree murder committing a felony by the defendant guilty. former police officer there each of them is convicted on all 3 counts for the death of george floyd we'll be live from minneapolis with the latest reaction. hello at least 22 patients have died in a public hospital in the western indian state of maharashtra after their oxygen supply routes so the hospital had been treating coronavirus patients when an oxygen tank began leaking while it was being refilled hospitals in india are facing acute oxygen shortages many patients in the capital new delhi only have enough to last an estimated 24 hours india's hell. system is buckling as the country reports almost

300000 new cases and more than 2000 deaths in one day both numbers are records. struggling to cope with the demand as the death toll climbs the government is being accused of understating the number of fates. of those with purana as in new delhi with more on india's oxygen crisis. this oxygen tank oxygen tank us which supply the 700 bed coated facility in the city all of the worst affected states where they were being refilled when a leak occurred authorities immediately stopped the leak but not before disrupted supply to some of the patients resulting in the deaths of 2219 patients who were on ventilators 31 others had to be transferred to another hospital authorities have said that they're going to investigate exactly what happened they're going to hold to have it's responsible to account but we hear this

a lot and india where accidents and hospitals a not uncommon but all of this is happening as many states in india face critical shortages of oxygen supplies as the number of hospital hospitalizations go up exponentially with the rise in cases that we are seeing now it is a very urgent situation and deadly here in the capital as well with the states need as appealed to the central government on tuesday to urgently send supplies supplies were sent on tuesday night but most hospitals many hospitals rather say they only have supplies to last them a few hours this morning one of delhi's biggest private hospitals told us that they had 24 hours worth of supply but just in the last hour or so they have said that that has now shrunk to just 5 hours because of the number of people who have been admitted today. as a physician specializing in bioethics and global health policy he told us the government failed to ensure it would have enough oxygen supplies after the 1st wave

of covered 19 in india and last year. i think you know been binoculars up my west lawn. this was probably keeping in mind the local demand the local demand has nearly beat or the lot we apologise for going out to take your wife to the us that's attorney general and garland who is expected to announce the justice on our nation's opening yes weeping investigation into missing practices in minneapolis after their chosen verdict let's listen s.s. full i know that nothing can fill the void that the loved ones of george floyd have felt since his death my heart goes out to them and to all those who have experienced similar loss i know such wounds have deep roots and that too many communities have experienced those wounds firsthand yesterday's verdict in the state criminal trial does not address potentially systemic policing issues in
5:05 pm
minneapolis today i am announcing that the justice department has opened a civil investigation to determine whether the minneapolis police department engages in a pattern or practice of unconstitutional or unlawful policing this effort will be staffed by experienced attorneys and other personnel from the justice department's civil rights division and the u.s. attorney's office for the district of minnesota the new civil investigation is separate from and independent of the federal criminal investigation into the death of george floyd that the justice department has previously announced congress gave the department the authority to conduct civil practice pattern or practice investigations which look beyond individual incidents to assess systemic failures
5:06 pm
those investigations allow the department to determine whether a police department has a pattern or practice of unconstitutional or unlawful policing. the investigation i am announcing today will assess whether the minneapolis police department engages in a pattern or practice of using excessive force including during protests investigation will also assess whether the m.p.t. engages in discriminatory conduct and whether its treatment of those with behavioral health disability is unlawful it will include a comprehensive review of the minneapolis police department's policies training supervision and use of force investigations it will assess the effectiveness of the m.p. d.'s current systems of accountability and whether other mechanisms are needed to ensure constitutional and lawful policing broad participation in
5:07 pm
this investigation from the community and from law enforcement will be vital to its success the justice department has already begun to reach out to community groups and members of the public to learn about their experiences with the m.p.t. we also seek to hear from the department's officers about the training and support they receive because their perspective is essential all these voices will help provide investigators the information they need to conduct a comprehensive assessment all these voices will be critical to the reform efforts that will follow up if the investigation determines the existence of constitutional or statutory violations if the justice department concludes that there is reasonable cause to believe there is a pattern or practice of unconstitutional or unlawful policing we will issue
5:08 pm
a public report of our conclusions. the justice department also has the authority to bring a civil lawsuit asking a federal court to provide injunctive relief that orders the m.p.t. to change its policies and practices to avoid further violations usually when the justice department finds unlawful practices or patterns of practices the local police department enters into a settlement agreement or a consent decree to ensure that prompt and effective action is taken to align policing practices with the law most of our nation's law enforcement officers do their difficult jobs honorably and lawfully i strongly believe that good officers do not want to work in systems that allow bad practices good officers welcome accountability because accountability is an essential part of
5:09 pm
building trust with the community and public safety requires public trust i have been involved in the legal system in one way or another for most of my adult life i know that justice is sometimes slow sometimes elusive and sometimes never comes the department of justice will be unwavering in its pursuit of equal justice under law the challenges we face are deeply woven into our history they did not arise today or last year building trust between community and law enforcement will take time and effort by all of us but we undertake this task with the term a nation an urgency knowing that change cannot wait thank you.
5:10 pm
so the u.s. attorney general merrick garland just announced the justice department is opening a sweeping investigation into policing practices in minneapolis this of course coming in the wake of the derek chauvin conviction and he was convicted in the killing of george floyd just under 24 hours ago and we can bring in john hendren who's joining us from minneapolis so john merrick garland announcing this probe now into a minneapolis police policies as well as training how do you think this is going to be received there. well during that will be very well received here this is how people here want to move forward with this movement and one of their issues was the way the minneapolis police department has
5:11 pm
been carrying out its practices their accusations of racial profiling pulling people over on the lightest whim in african-american neighborhoods particularly lately one of the problems they've been complaining about is that people been getting pulled over because their license plates haven't had the latest sticker due to coded in the difficulty of getting those kinds of things done and this is similar to what is in the george floyd act on capitol hill that includes an end to racial profiling chokeholds those kinds of practices we have seen investigations like this in other cities like chicago where there was a consent decree with the justice department limiting what the police department could do after a number of incidents there racial incidents in particular so i'm sure people here will welcome the news that the justice department is taking a look at the police department here and what generally happens after that is
5:12 pm
a kind of consent degree one in which the justice department and the police department come up with a legal agreement that limits the practices that the police department can carry out so we'll find we'll find out more about what people here have to say when they hear the news on that but we part of what people have been talking about with the end of the derek show when trial is carrying this movement forward not just finding accountability for the death of george floyd but also moving it forward so that these practices don't happen here or anywhere else yeah john and he also said that the floyd verdict does not address effectively the systematic policing issues. minneapolis i suppose people will be pleased to hear that. absolutely as as he was saying that that was one isolated incident with 4
5:13 pm
isolated officers but if you talk to people here you will find that they say it's not the only time that happens that these are practices that are carried out by minneapolis police throughout this city and it's those other incidents that they want the justice department to look into and now we hear that merrick garland wants the justice department to do just that to find out the systematic issues particularly racial profiling those kinds of issues in this city so they want to take they want to go beyond this one incident and look at all of the incidents going on in minneapolis and i'm sure that will be welcome news and john is speaking of other incidents going on this of course not in minneapolis but over and you know high you know where there are confirmed reports of the shooting of a black teenage girl by police what more are we learning about that incident. well there's body camera footage from the police officer in that incident and what
5:14 pm
you can see is young women in a kind of struggle over there and one of them is holding a knife and you can see from the police officers body him video that he comes up toward one of the girls and fires and that woman who it turns out a young woman a 16 year old makiya bryant was killed in that incident she was living in foster care and one of the concerns that people there have we only have the police account so far is that that might have been too aggressive a move of the officer there might have been other things we could do that could've been a taser used for instance and that's a systematic problem in columbus is well because the police chief resigned in january after a series of deadly police shootings ok thank you so much john hendren reporting from minneapolis. well russian president vladimir putin is warning moscow will

respond harshly to any foreign product haitians but wants to have good relations with other countries who made the comments in his annual state of the nation speech i want to see used to use russia has its own interests will be protecting and upholding them within the context of international law but if someone refuses to understand that and adopt an arrogant attitude towards us we will uphold our line their attitudes towards us are more dangerous now than in the past the direct interference in dello russo is an example to create a coup the so called collective west is involved here in its wrath has more from moscow. this was mainly a speech aimed at the domestic audience or though in that small reference to international affairs vladimir putin said that everybody's picking on russia at the moment he said without any reason will be picked on he said it's like a large tiger and you can see all the hyenas circling around and he made
