goodnight and god bless the united states of america. speaking from washington d.c. that was the republican senator tim scott he was assuring the republican party's response to the u.s. president joe biden's address to congress just a short while ago let's bring in our white house correspondent kimberly also joining us from capitol hill so talk us through what we just heard from the senator kimberly. well it's no accident that tim scott the most prominent african-american currently in the u.s. congress in the senate was chosen to give this message given the fact that so much of what joe biden has talked about in his 1st 100 days has to deal with grace and so what we've heard now is from a black man who says that not everyone in the united states agrees with joe biden's policies essentially what he's saying is that at times he is accusing the democrats

of using race to divide americans and to use it to advance policy so this is a pretty powerful accusation and it really is touching on a raw nerve that is percolating in american society what he's saying is that he believes that as a black man he has benefited greatly from all of the opportunities that america has to offer and that in his view america is not inherently racist he also talked about how he's concerned that children today specifically white children are being told they are the oppressors and that they are responsible for the actions of their ancestors and that he feels this is the wrong approach he also talked about how he believes that when it comes to voting rights that he has benefited from this greatly in fact he talked there at the close of his speech about how his own family has gone from what he said was cotton to congress in one lifetime meaning that his

parents or grandparents probably were likely were. picking cotton in the fields in the in the american south but he now holds one of the highest offices that any american can hold in the u.s. congress so he's saying this is an example of what's right with america and to point to what's wrong with america is the wrong approach so this is a pretty powerful message and it's also going to be one that's going to touch a nerve because it really gets to the heart of what a lot of americans may be feeling or not feeling maybe support or disagree i think as we've been talking about throughout the night with respect to unity i think we have an answer to our question about whether or not joe biden was able to achieve that unity 8 doesn't appear that there is much of that coming from the republican response of senator tim scott which is exactly what i wanted to ask you about kimberly in fact because he said senator scott just said the president biden is

filled with empty platitudes i'm quoting here about his policies and plans are pulling americans apart so again not really saying that the president is uniting the country. and certainly there were a few things in joe biden speech that were specifically targeted towards conservatives especially when he talked about world america and the fact that 35 percent of rule america doesn't even have internet this is something that he wants to reach out recognize that there are people that are being left behind and we should point out when it comes to rule of america it's largely a white audience that he was speaking to so it appears that joe biden has made some efforts but according to tim scott they were the wrong ones i think we should also mention very quickly that what we're dealing with here isn't just an issue of division when it comes to race but it's a division when it comes to the issue of political philosophy and how you believe

the the republican rebuttal. it was very well delivered it was a powerful statement and i think that that at the heart of it was his declaration that america is not a racist country now that is something that many americans would disagree with. but in a sense jim static was not really speaking to those folks who were committed to being that america as a race country or that america must focus on addressing structural racism he was speaking to the base of the republican party and to those swing voters who might be attracted to the republicans this was a very political statement by tim scott but it was i think quite effective because he delivered it in a very personal style he spoke of his mother he did new people into a conversation and frankly again he is very conservative he is
