reported on thursday many people in new delhi are queuing outside factories to philip oxygen tanks and hospitals are running out of beds and medical supplies the foreign secretary says 40 countries have pledged to send up to 550 oxygen generating plants but many patients can't afford to wait in the desert for what we have an out of a house is 2 in the morning there is no oxygen available in all of delhi and after a lot of running around we finally got here by around 4 initially there was a queue on the other side then we were told that we had to come to the fun site in kew here my mother is very ill and for the past 2 days we've been trying to get a bed in stone money hospitals in delhi. in west bengal state elections have gone ahead despite recording the highest growth rate in cases experts wall that it could become india's next epicenter as millions turn up to vote following weeks of major rallies polls are also taking place in villages in the most populous state which

are pradesh 5 day lock downs being imposed from friday night on saturday india's preparing to vaccinate all adults over the age of 18 but the website for registration crushed the day it was logged is unclear how the government can inoculate an additional 600000000 people when there's already a shortage of japs elizabeth probably has the latest from new delhi where hospitals have reached full capacity. we are in one of delhi's largest grounds the ram-leela made on where the government is constructing a 500 bed intensive care unit 19 facility to deal with a number of patients in delhi delis hospitals are full and they're having to turn away sick patients and their desperate family members delis leaders said that despite trying their best every single hospital as operating beyond its capacity people in france hospitals are sharing beds some align on the corridor or floors
4:04 pm
now as one of the scroungers another 500 bed facility being created and delis leaders said they hope to have 1200 extra intensive care unit beds by the 10th of may but to put that number into perspective that is around just 5 percent of the number of daily infections that delhi is reporting every single day and health experts say around 15 percent of the people who are contracting the virus need hospitalization now the central government gave the delhi government $500.00 beds and one of the defense hospitals that filled up in just 3 hours the shortage of hospital beds enough oxygen in the country is so bad that the u.s. government is the latest to tell them that if they want to leave the country they should do so now while there are still commercial flights. now with the rise of corona virus cases in india it's comer's an explosion of anger towards the government and its handling of the pandemic many have taken to social media to

share their thoughts in this twitter video a man's outside the clinic desperate for oxygen which is eventually delivered after countless phone calls by family and supporters many in india say they're witnessing a collapse not just of the health system but all layers of government led by prime minister. the hash tag to resign modi has been trending across the country this week though on tuesday was blocked by facebook for several hours and we want clicking on the posts all this one instead facebook says it happened by mistake and not because of a request by the indian government but there's plenty of skepticism because the government has been ordering the removal of critical social media posts the government says it's to stop the spread of misinformation but censorship watchdogs say it's part of an effort to cover up the severity of the crisis chiffon vision is a journalist and political commentator he joins me now from new delhi good to have you with us on the program how important are social media being in this instance
4:06 pm
when it's a matter of life or death. you know social media is not obsess about expressing how we are feeling what was causing what's happening right now so that we are is saving the lives of people out of any policy in right now i need a bed right now and there are other people we. get that oxygen getting that better certainly they're able to clearly grazing that the government is absent and social media is a media where we look people are helping each other so it's credibly important or it could be a debate about what should be posted not how true it is is often critiqued but more so the now when politicians like chief minister of water pradesh yogi at the end now threatening the public health workers and health institutions of spreading false rumors that there's no oxygen for example. yes i think we've seen the been seen for a while now although it is diabolical strategy to label the old as well as news and
4:07 pm
do little falls new as a tool and so whatever the government says it falls to you all. so when somebody says my grandfather's dire need oxygen and the government overflow seal of the government said they've put you in jail i mean this is absolutely the sort of diabolical and but not the government order at least when the one who needs to lead to it under under the rug will be an internet censorship law and what these tweets the government said there were mistakes and they should be but if you look at the jury if there were a how present yourself by somebody senior politicians at me or do the people out of many or maybe not a lot of fear of government have to do it but even probably in big member of parliament was ready just created saying the situation is terrible people have guy and the government said we did leave you know when the government is clearly more afraid about the political matter than about people's health and saving lives has
4:08 pm
social media in this particular instance proved to be beyond the control of the government and the people are really waking up to the fact that such a facility is so incredibly important to them right now and it's not as you say about writing about what your mood is or where you're traveling to or is this a great photograph. yeah i think at this present moment it's in yeah absolutely we have been more important than ever before because over the last few years independent institutions in the media have been co-opted by the government that the scenario it does when the beatles beat up on social media bad even the media say media is to stop denying reality just for the soul of people running got a lot of hospitals out of stopping getting pictures because they don't have oxygen because they're not bad you know critically that one of the most important stories in india right now is. biased by sometimes several times unfortunately
4:09 pm
gave the title a game those kind of story that how you know a lot of little if used to give somebody a call would sort of think of because that would be under the dad was a good story to get closer to the media and i think that that's why the government is of great or something media but of course i spoke to a civil society volunteer yesterday who said they had to take down tweets just so that they wouldn't incur the wrath of the government when you have this sort of situation developing there are important questions to be asked and certainly brewing if i were an indian voter why am i supporting the b j p when they deny there's a problem a threat me when i tell them on social media that the truth is as it is. well over the last few weeks we've been hearing many b.g.p. supporters say they're you know changing their mind there and have been in the gulf for the 1st time i've supported media be on or is declining or not in the matter that so early in their elections right now is not the question is do i get to eat
4:10 pm
oxygen and see my billet doux do i have the other way to create it so we give that going to joints weak on the one hand that's for me to look at and what do you want on the other hand the government also look at is to go after you or if you use those the media are just asking for oxygen on social media you know that said below and that is that all is well and there is more oxygen shortage to interesting times and worrying times for india at the moment have been vigilant so much for joining us from new delhi. the graveyard dedicated to creative i was victims in bangladesh as capital could soon run out of space because a recent spike in deaths local media reports say the number of burials jumped from 27 in january to more than 100 during the 1st half of april graveyard keeper say they're digging out more plots in anticipation of more bodies and with that reported 78 deaths and more than 30000 cases in the past day taking us tell you to

doing it was in crisis the worst pandemic of the century the worst economic crisis since the great depression the worst attack on our democracy since the civil war. now. after just 100 days i can report to the nation america is not the move again. a white house correspondent kimberly how it is standing by for us now kimberly an important night really to state his case until the american public really that they can trust him to keep his promises one day after delivering his historic speech to congress the u.s. president is headed to the u.s. state of georgia where he will be selling his ideas in a rally there not only the plan to try and bring about gun control in the united states but also immigration and police reform the u.s.

president wants to prove to americans and the world that democracy works and he believes that his 1st 100 days in office prove it. he took office during a global pandemic and made battling cope with 19 his top priority promising 100000000 vaccines would be ministered by april we met their goal last week by day 5042 days ahead of schedule. not a damn cent is 2nd goal and that is we will by my 100 day in office have administered 200000000 shots of people's arms that goal was exceeded this week now more than 230000000 vaccines have been given out with more than half of all americans receiving at least one dose what we're seeing is a president who continues to be disciplined continues to stay on message and also
4:19 pm
a president who continues to focus on the issues and i think that's what many americans like to hear from their politicians but i don't promise to use economic pain from the pandemic as well delivering on a campaign promise to get direct payments to millions of people who are out of work and not only addresses the immediate crisis room it's better for the long term economic health of our nation and our competitiveness by the end of march millions of americans had received at least $1400.00 or more to help pay expenses like rent and food. in his 1st $100.00 days biden also kept another campaign pledge rejoining the paris agreement on climate change that limits greenhouse gas emissions his predecessor donald trump had pulled the u.s. out by to rejoin the u.s. on day one to bring. to voters of color biden also delivered on addressing systemic racism in policing after the conviction of derrick show when

the police officer who murdered george floyd biden's justice department announced a federal investigation into the minneapolis police department or showed it was. at will biden did follow through on his pledge to raise the minimum wage to $15.00 an hour for federal contractors his plan to push for a federal minimum wage for everyone has faltered. his next call to fix america's infrastructure and create jobs could be one of his most ambitious tasks that being of this 1st 100 days can be characterized by terms such as bowl daring. and adventurous biden repeatedly promises to meet the moment building back better from the code crisis channeling a spirit not seen since president roosevelt's new deal in the 1930 s. building schools roads and parks and lifting millions of americans wages and

quality of life following the great depression. indeed the programs that have been outlined by joe biden indicates that this is one of the biggest expansions of the social safety net that we've seen in the united states in decades in fact when you look at the programs outlined in joe biden's historic speech to congress it totals about 6 trillion dollars and counting for his historic program such as the american jobs plan rescue plan and also family flans but it's also getting some criticism particularly from from conservatives in the united states who are saying that what this is is an infliction of government on people from cradle to college they are also accusing joe biden of embracing his inner robin hood taking from the rich the highest income earners and corporations to help the poor but joe biden
4:22 pm
says that all this is is a shift in proving that not only democracy works but that a nation can serve its people can you get a white house correspondent thanks very much completely. and of course last year on the campaign trail job i made many promises about what he would deliver in the early days of being in the white house while he's delivered on some there are others which are compromised or have even been abandoned elevation reports on biden's broken promises. the other things people remember of campaigns i pledge to be a president who seeks not to divide but unify the promises the pledges the things to make a difference 100 days in joe biden has failed to deliver in a few key areas i think he's kept his word as much as he can't i think people forget that there's not a lot of legislating that can happen from the presidential seat covered relief was always his top priority he promised $2000.00 checks to eligible americans that

became $1400.00 under biden adding to the $600.00 delivered by trump the death of journalist jamal khashoggi provoked anger in then candidate biden he promised to hold so dear abby responsible regard them as a pariah state fast forward to one month in office so to reveal it was once again a valuable ally all presidents in these days talk about doing a whole list of priorities on day one but the idea that a president could accomplish the types of promises that they put forth on the trail on day one is rather naive and i would argue in some ways just part of the marketing of campaign the promise to immediately rejoin the iran nuclear deal is also gathering dust instead talks continue in vienna between all the parties about the best way forward real politic instead of rhetoric joe biden also promised
4:24 pm
to be a unifying president pulling the country together after what he felt were the divisive trump years despite his early successes washington is divided as ever. found out that trump this deal here trump is and is very much the politics of the day on the republican side and i think at least on the democratic that there is no way that they can see compromise with those kinds of elements there and so i think it's going to be a very difficult road if he's going to pursue bipartisanship at every step the good news for joe biden presidencies are judge surely on the 1st $100.00 days he gets the fool 4 years but the next election is never far away for biden it's the midterms next year it will be a referendum on the job he's done till then what he said he will deliver next and the promises he's kept on fisher al-jazeera washington elise koger is the ribbon stein fellow at the metropolitan policy program at the brookings institution she

joins me now from washington d.c. good to have you with us on al-jazeera muskoka president biden promise to keep covert 19 his number one priority for vaccination and coordination is a promise kept is a huge feather and has kept cap as he heads to georgia yes and i think the key here is the way that biden is approaching these multiple crises at once is that until you get to the create the health crisis under control you won't have a strong foundation for any anything else including opportunity and innovation and the economy big money to be spent on the american families plan but does one plan fits and suit all families in the u.s. is this the perfect plan or does it require still some sort of wiggle room for planning itself. yeah well i think that like i said you know
4:26 pm
the importance of what i think he's doing that's interesting across these different proposals and as you've already shown in your program there are a lot a wide range of proposals but the idea is to move away from a 0 sum debate where it's a question of either investing in the economy or in protecting public health and more about building that foundation like i just said so if you're trying to build a house you can build it quickly without a foundation but the 1st time there's a storm it's going to destroy it so i think one of the things i try to hold on to is that this is not really about charity investing in child care is not merely in the interest of the family that receives that benefit if we invest more equally in what harvard researchers called our last einsteins they estimate that innovation would quadruple and so i think what biden is trying to carve out for us is a path towards overcoming the pl area of the political debate to understand government spending can also give a lot be

a long term investment in the future and in more equal access to opportunity so that being said i'm not i am concerned about one thing in terms of the jobs plan which is that i think it still has a sense of like a one size fits all mentality is so basically that you can just place any worker in any job and then it'll work out well and so a lot of the job creation opportunities in the traditional infrastructure world you know they're not really great fits for the types of displaced displaced workers we have in this recession who tend to be much more young from hospitality and leisure and those kinds of jobs and there tend to be disproportionately female are black or hispanic compared to previous recessions and so what i would argue is that we need to be a lot more thoughtful about making sure we understand what their aspirations and barriers are. if it should there are circumstances and design programs that are
4:28 pm
really suitable for them so answering a wide menu of job opportunities not just in in one sector even if you're thinking about a green giant lease let me just go in there and anneliese let me just let me just get in there because that's for the lease let me just get in there because you had a lot of bases there we need just to get through a dissected a little bit because you talk about job creation and for job creation to actually happen you need to support business so the pandemic has created a recession in business on an unprecedented term spectrum but the real question is how do you kick start the economy in those hard hit areas where people are employed with the various range of social demographics from state to state and within that as you said men women in various minorities various ages it's a tough it's a tough one to try and fix. i agree and recently published a piece. edu about the tension between because we have more states that are
4:29 pm
becoming more red and more cities becoming more democratic controlled and so what we argue is that we need to find solutions that states and cities even if they have different political leanings can can i find some common ground to build on and one of the solutions we propose is similar to how we have manufacturing extension program set up for small and medium sized businesses in particular access to cause of funds for training managers for learning new equipment for getting some business planning advice i think in this recession given the particularities of like you said that certain types of communities have been most impacted certain types of businesses have been lost i think we need to find a way to target those you know whether it's black owned businesses for example with some business accelerator funds to get started or to grow and also access to some of those types of training opportunities to expand their growth and one of the

studies that i did recently in california where they have a state program for incentivizing employers to train we found that the small and mid-sized businesses had both better revenue for the firm but also grew in size and so has a benefit for workers and jobs but also for the company itself and i think those are the kind of wind when strategies we need to think more about but we'll see what does happen i'm sure we will look forward to having your analysis again in the future of the sco get out from the republican policy program at brookings institution thanks for joining us from washington d.c. . i will continue using that i thank you i will continue our special coverage of biden's 100 days across the aisle to set a date the clock has a special program at 1800 hours. of the weapon a history of. hello there we're dealing with an unusual disturbance over the middle east i'll talk about why it's unusual in

a sec but 1st let's look at the impact that it's had this is toward mecca after severe thunderstorms rolled through on tuesday some hail here and flooding just because of all that rain it had to go somewhere and it did and it's unusual here is why it's unusual because we've got the rain for yemen not just in the mountains but this is also falling over lower ground as well so that rain will continue for yemen as we head toward saturday spells of what weather for areas of iran particularly toward the south and also unsettled for northern afghanistan still getting some pulses of moisture as we head toward tanzania some pretty good downpours to throw at the democratic republic of congo i want to take you further south because watch this push of moisture for the eastern cape we're really going to have to check for the potential of flooding over the next few days this system is also going to drop the 1st snow of the season for the suit to a vengefully making its way to johannesburg so i show you the 3 day forecast there

increased fighting and this is kind of been going on since then but what we saw on tuesday were the kind of launched us into a new round of airstrikes and there's concern what that might prompt going down the line we know that they came in you has a lot of soldiers in that area there is even thought that they might try to move on to another outpost for the myanmar army but right now we know for certain that one area they they they focused on tuesday they control the whole stretch along that river that serves as the border between me and mar in thailand so when you see these kind of ethnic. armed good organization like we saw in the current healthcare or enough in the north in the kitchen area so they are kind of stepping up so it's a concern that you know what's going to happen there you know it's kind of you're seeing the the uprising if you will on the streets across me and my but also now in these territories along the border areas on the east side and up in the north indonesian government says any group found guilty of causing violence the west

leveling armed groups or leveling the free pop an organization as terrorists the government should and force the low in accordance with the human rights principle the government should infest the gates should prosecute those perpetrators responsible for the killings and thereby state a purpose or non-state actors and i think imposing the terrorism low means that any suspicious persons can be held longer without charge for example for that can be held for 7 days for $21.00 days while our criminal process or a flow only allowed police for arresting people or held the people for one day so this is for me a direct canadian policy. greece's shutting down water groups have hailed as an example you were exemplary refugee camp on the island of last boss authorities are moving its residents to a new camp that can accommodate more than 3000 people. reports it's already gaining
