joins me now from washington d.c. good to have you with us on al-jazeera muskoka president biden promise to keep covert 19 his number one priority for vaccination and coordination is a promise kept is a huge feather and has kept cap as he heads to georgia yes and i think the key here is the way that biden is approaching these multiple crises at once is that until you get to the create the health crisis under control you won't have a strong foundation for any anything else including opportunity and innovation and the economy big money to be spent on the american families plan but does one plan fits and suit all families in the u.s. is this the perfect plan or does it require still some sort of wiggle room for planning itself. yeah well i think that like i said you know

the importance of what i think he's doing that's interesting across these different proposals and as you've already shown in your program there are a lot a wide range of proposals but the idea is to move away from a 0 sum debate where it's a question of either investing in the economy or in protecting public health and more about building that foundation like i just said so if you're trying to build a house you can build it quickly without a foundation but the 1st time there's a storm it's going to destroy it so i think one of the things i try to hold on to is that this is not really about charity investing in child care is not merely in the interest of the family that receives that benefit if we invest more equally in what harvard researchers called our last einsteins they estimate that innovation would quadruple and so i think what biden is trying to carve out for us is a path towards overcoming the pl area of the political debate to understand government spending can also give a lot be

a long term investment in the future and in more equal access to opportunity so that being said i'm not i am concerned about one thing in terms of the jobs plan which is that i think it still has a sense of like a one size fits all mentality is so basically that you can just place any worker in any job and then it'll work out well and so a lot of the job creation opportunities in the traditional infrastructure world you know they're not really great fits for the types of displaced displaced workers we have in this recession who tend to be much more young from hospitality and leisure and those kinds of jobs and there tend to be disproportionately female are black or hispanic compared to previous recessions and so what i would argue is that we need to be a lot more thoughtful about making sure we understand what their aspirations and barriers are. if it should there are circumstances and design programs that are

really suitable for them so answering a wide menu of job opportunities not just in in one sector even if you're thinking about a green giant lease let me just go in there and anneliese let me just let me just get in there because that's for the lease let me just get in there because you had a lot of bases there we need just to get through a dissected a little bit because you talk about job creation and for job creation to actually happen you need to support business so the pandemic has created a recession in business on an unprecedented term spectrum but the real question is how do you kick start the economy in those hard hit areas where people are employed with the various range of social demographics from state to state and within that as you said men women in various minorities various ages it's a tough it's a tough one to try and fix. i agree and recently published a piece. edu about the tension between because we have more states that are

becoming more red and more cities becoming more democratic controlled and so what we argue is that we need to find solutions that states and cities even if they have different political leanings can can i find some common ground to build on and one of the solutions we propose is similar to how we have manufacturing extension program set up for small and medium sized businesses in particular access to cause of funds for training managers for learning new equipment for getting some business planning advice i think in this recession given the particularities of like you said that certain types of communities have been most impacted certain types of businesses have been lost i think we need to find a way to target those you know whether it's black owned businesses for example with some business accelerator funds to get started or to grow and also access to some of those types of training opportunities to expand their growth and one of the
