ok safwat out there for us in guard and we'll be getting more on the humanitarian situation in gaza later on in the program 1st let's go to harry forsett who is live in west jerusalem for us an interesting development here the prime minister benjamin netanyahu meeting with his top security officials do we know much more about what they will be discussing. not yet but when the security cabinet met on sunday there was some reporting that they were going to discuss moves towards a cease fire which does seem to be very much israel's decision though if it does want to start talking about terms for ending the violence there is no reporting as yet as to what's being discussed now but in your who is there with his defense minister with the internal security agency chief the mossad intelligence agency
9:08 pm
chief the army chief and others i think one of the key things to look out for will be i saw what was talking about there the humanitarian situation if a humanitarian corridor or does begin to be opened up into gaza sometime soon that could be a sign that things are starting at least to slow down certainly the americans are becoming slightly more vociferous in public about the urgency for that there was a state department statement talking about talks with the jordanians where both sides were urging for calm in that direction also the national security advisor jake sullivan tweeting that he'd been talking to both his israeli counterpart and the egyptian government about working quietly behind the scenes but intensively to try to bring an end to the fighting so there do seem to be some efforts at least on the way so far no public indication yet from israel that it's ready to do so as for
9:09 pm
the violence that continues there is more there has been more rocket fire into israel throughout the day. injuries so far rather than the fatalities more israeli airstrikes of course as you've been hearing about into gaza and the one other major issue that has been in israel in recent days has been the common all violence another death to report a man a jewish man who was attacked by stones by a palestinian group after a palestinian israeli man that man was killed the night before this happened several days ago he has died in hospital to be pronounced dead today. many thanks for that update harry force of there for us in west jerusalem u.s. secretary of state and the blinken says he has not seen intelligence from israel that shows how much was using the tower housing media outlets including al-jazeera that was destroyed in gaza on saturday israel has a special responsibility to protect civilians in the course of its self-defense and
9:10 pm
that most certainly includes dollars. of all of you said that you requested additional information have you received that have you seen it and did you find it credible i have not seen any information provided and again to the extent that it is based on intelligence that would have been shared with other colleagues and i'll leave that to them to assess that's bringing in a marsh to keer he is the israel and palestine directs a human rights watch he joins us live by skype from palo alto in california many thanks for speaking to us on al-jazeera what is your perspective on what is happening in israel and palestine would you say war crimes a taking place. look absolutely we must start with the fact that these events take place against that backdrop of the reality of apartheid that these really government is practicing against millions of palestinians the focus on gaza has led folks to miss the larger context which is that these events began over moves in
9:11 pm
occupied east jerusalem to evict palestinians from their homes as part of a larger government policy to take over palestinian land confine palestinians to enclaves and ensure that that land goes jewish israeli settlers and that in the gaza strip we've seen israeli forces strike commercial residential buildings buildings that house hundreds of families offices clinics these have caused significant civilian damage we've seen civilians kids women dozens who've lost their lives you know strikes that target deliberately civilian infrastructure or that are disproportionate are war crimes at the same time hamas and other palestinian armed groups have fired rockets indiscriminately at israeli population centers which are also war crimes so there's certainly been war crimes committed in the context of the last week or 10 days but they come in the context of the larger crime against humanity of apartheid that the israeli authorities are imposing on
9:12 pm
millions of palestinians and what do you make of the israeli military targeting some of these tower blocks many of them residential but some containing media organizations including the al-jazeera offices and the associated press offices and now we're hearing the possibility of them even targeting schools where many of the refugees that have been carney displaced are sheltering. it's hard to fathom any legitimate military purpose that would justify targeting highrise residential buildings demolishing the homes of hundreds of palestinians human rights watch has documented human rights abuses in israel palestine for 3 decades including on lawful airstrikes by israel israeli authorities he deliberately targeting civilian infrastructure disproportionate strikes and certainly these would appear to fit within that larger pattern i think it's worth also noting that
9:13 pm
the israeli government has produced no evidence to suggest that some of these targets for example you know the one targeting the offices of al-jazeera and associated press actually contained a legitimate military target i think there is very concerning reports we're seeing tens of thousands of palestinians displaced from their homes schools should absolutely be productive protected there's a track record in israel already in recent days has damaged schools has damaged medical facilities i think that's deeply deeply problematic and i think speaks to a larger disregard an utter disregard for palestinian life by the israeli government by you as an organization disappointed by the stance the u.s. has taken so far on this conflict. the u.s. position is a relic from above a foregone generation their rhetoric is disconnected from the reality on the ground the idea that the israeli government would reflexive lee you know make comments
9:14 pm
about israel's right to defend ourselves that's not what's at what's at issue here what's at issue here is israeli strikes that are targeting civilian buildings that have killed dozens of palestinians including women children many others the fact that these are that the the by an administration can't even acknowledge the deep civilian harm caused by israeli airstrikes i think speaks to a policy that's out of date the democratic party is moving on this issue we see some members of congress we see many others acknowledging that the power disparity here acknowledging the larger context including apartheid the biden ministrations policies out of touch and it's inconsistent with a stated policy that base you know u.s. actions abroad on human rights suing just the opposite many thanks to a time. israel and palestine director for human rights watch thank you. well as a humanitarian situation in gaza gets more diet by the day pressure is growing on
9:15 pm
the united states to get ally israel to agree on an immediate cease fire meanwhile the u.n. general assembly is meeting on thursday off to share and algeria requested a session to discuss the conflict iran call reports from west jerusalem. with neither side backing down israeli and palestinian officials are using tough language that presents a problem for a diplomatic solution on sunday the un security council was reportedly unable to issue a statement to us veto it's the 1st time that has happened this week one person involved in the talks told out is there that egypt jordan the u.n. and others are all pushing for a breakthrough but it's unlikely anything that happened in the immediate future in ramallah palestinian prime minister spoke to reporters urging the u.n. to act and asking friendly countries to withdraw ambassadors from israel.
9:16 pm
speaking. to. declarations. must be. described. in the most. but with no breakthrough the u.s. has reiterated its position with the secretary of state anthony blinken insisting israel has a right to defend itself palestinian politicians say this isn't self-defense if you ask the residents of gaza they would say what the remains to be done is to drop a nuclear bomb into gaza the amount of attacks the scale of of hostilities the amount of ammunition that's been deposed in gaza is beyond belief beyond
9:17 pm
imagination but there's israeli prime minister benjamin netanyahu issued a warning to mass were trying to degrade hamas as term stability and to degrade their will to do this again but with no breakthrough in diplomacy the conflict has carried on the question now is not whether all parties involved can get diplomacy back on track but whether there's even a hope for a long term diplomatic solution. how does the western islam. christian salumi as live at the united nations have courses in new york with details off that upcoming u.n. general assembly meeting we'll speak to her in a moment fast less talk to our white house correspond can help that way we understand president joe biden will be speaking to israel's prime minister benjamin netanyahu shortly what more do we know about that. well we know that the president will be speaking with the israeli prime minister that is what he told reporters as he left the east room as he made an announcement about the export of
9:18 pm
vaccine doses to fight covert 19 we should know that this is the 3rd phone call since the violence began in israel and israel's campaign against gaza we should also point out that what we know is that he will only be speaking to the israeli prime minister he will not be speaking to mahmoud abbas the palestinian leader he will also not be speaking to hamas because the white house views hamas as what they call a terrorist organization and so in terms of communication with those leaders that is being left to partners in the region namely egypt and jordan for communication so we know that the united states will be speaking directly with the israeli prime minister in the hour and will be updating us following that call and meanwhile we've heard today from the white house press secretary john psaki to get much
9:19 pm
insight from that press briefing. the incidents we got are that despite mounting criticism of to use its leverage the white house so far is reluctant to in some ways coax benjamin netanyahu and the israeli government to seize the actions that it is taking in gaza in other words the united states is not calling for a cease fire and there have been repeated questions by the administration or rather reporters to the administration about why that is not the case but still there have been no concrete answers only that the white house says it's engaged in quiet diplomacy. what our role is is to play the most be as constructive as possible in deescalating the violence bringing an end to the conflict we've done again more than 60 calls over the past week with
9:20 pm
a range of partners in the region so our objective here our role is not to do political analysis or or or provide motivation for any actions but to take steps we can take as a leader in the world as a as a country with deep relationships in the region to discourage the escalate the violence on the ground but there is criticism coming from within the president's own democratic party calling for the white house to do more 28 democratic senators have called for the white house to potentially use the recently approved arms sales some $735000000.00 in arms to israel to halt that sale until there is a cessation of violence something so far the white house has not said that it would do ok thanks to that committee hold for us at the white house we can cross over now to kristen salumi so kristen the united nations general assembly expected to meet.
9:21 pm
today can we expect much to come out of that meeting specially off to the u.n. secretary u.n.'s he met on sunday and we didn't get much from that. yes this latest meeting of the general assembly was called as most recent efforts to get a unified statement out of the security council have failed. diplomats tell us they're disappointed the security council hasn't been able to speak in one voice but they're not surprised the spokesperson for the secretary general also expressing disappointment that there hasn't been a unified stance on the part of the security council the united states continues to be the primary obstacle to that we've asked the united states mission to the u.n.
9:22 pm
why that is for their comments they tell us that the u.s. is in gauging in intense tipple matic efforts at the highest levels to try to bring an end to this conflict and that they see the security council statement any kind of action of the security council has to be in support of these efforts they did not give us any direct comment on what they have objected to the most recent efforts are all of the efforts in the security council have been led by china which holds the presidency of the council tunisia the arab member of the security council and norway which has been actively involved in middle east issues going back to the oslo accords and so on the draft that they put forward called for deescalation of the situation cessation of violence respect for international humanitarian law especially regarding children and civilians the draft also called for protection of civilian humanitarian facilities which we know now are under assault the u.n.
9:23 pm
is expressing great concern about schools and shelters being. subjected to some of this violence that called for efforts to achieve a cease fire can really just talking about the u.s. standing back from those kind of comments in the. the statement also called for maximum restraint regarding tensions around the holy sites in east jerusalem and noted with concern the possibility of even action so again the united states not for those kind of comments one diplomat noted that the u.s. keep citing diplomatic efforts which are ongoing but the situation of course on the ground hasn't gotten any better and with that as the backdrop we have the general assembly calling its meeting where countries will again be able to go on the record and make their feelings heard and the hope from those countries is to put pressure on the parties to bring an end to the violence we will be watching here from the

united nations. many thanks for that kristen salumi there for us at the united nations. let's get a little more analysis on all this joining us live on skype from lancaster in the united kingdom is simon mabon he is senior lecturer in international studies lancaster university and thanks for speaking to us on al-jazeera i don't know if you were listening to our white house correspondent but it does seem like the u.s. has the leverage to stop israel when it comes to the escalation in fighting specifically when it comes to arms sales so why isn't the u.s. doing that. well i guess it has some leverage i'm not convinced that it has as much leverage that might think it has some luck that's more the white house than the united states perhaps i think the white house is in a particularly difficult moment right now particularly under the bite in the
9:25 pm
ministration as he tries to to figure out his new foreign policy agenda is busy with the j.c. the nuclear deal he's busy trying to result things in yemen and now he's facing this this serious crisis with regard to the israelis and the palestinians where he's not only going to address conflict in israel the devastation of of what's happening in gaza widespread protests in the west bank and everything that comes with this but he's also got to do it whilst on tangling the legacy of donald trump's presidency we're trying through great deal support behind prime minister netanyahu to move the u.s. embassy to jerusalem and embolden the settler movement to this played such a prominent role in this escalation of tensions so it might not be as easy is as many would think by then to actually do what he wants to do perhaps i do want to there how much pressure is on him because he has made
9:26 pm
a big deal about his administration banging on about human rights and this will surely any so long he can stay quiet while israel bombs refugee camps and media organizations. oh certainly i imagine he's coped with iraq in a hard place that there's no doubt that. as the president of the united states that puts human rights and respect for democracy in been his words at the front and center of his new administration then the longer the he goes without saying anything without condemning israel for their actions then the more damage is done to his credibility on the international stage but i think the other the other point to remember is that and this is in no way. an attempt to justify by the silence here but he's also facing domestic pressure from the lights of the israel lobby in the united states which wields an exorbitant amount of power within domestic u.s. politics so there's a delicate balancing act but if is if biden is is hoping to be as true to his word
9:27 pm
as as many others hope it will be with regard to foreign policy and and human rights really putting human rights and democracy front and center then he has to come out he's already damaged his his position on the world stage quite quite dramatically i think by not coming out sooner with regard to condemning israel for their for their violence so 5 to pay is nice side is budging when it comes to ending the fighting in thames have to play misty what do you think is the way forward. well it is true is shown us that this type of thing has happened on a regular basis we see skirmishes leading to increased violent conflicts between the israelis and commerce on a on a one of somewhat regular basis where it appears that it's going to be very difficult to make a breakthrough and then there is obviously a great deal of diplomatic work going on behind the scenes brokered by maybe qatar
9:28 pm
or others that have got the ability to speak to both through various back channels and i would imagine that that's the type of thing that we'll 'd see happening in the in the coming days the pressure and the diplomatic creative solutions being proposed by states working behind the scenes but i guess the the issue remains is that the israelis and hamas don't really seem ready to to to deescalate just yet then does one of your columnists wrote on your website today there's a great deal domestic pressure on mr netanyahu not to let up right now so i think there's a lot of different factors that are making this an incredibly difficult situation to get results just going to make it really difficult for anyone wanting to step up to the diplomatic plate salmon a senior lecturer in international studies at lancaster university many thanks for your time thank you. still ahead on al-jazeera 11 update from talking which is emerging from some tough restrictions.
