both governments that they can work with entrust, but also civil society organizations. and they need other countries from the region and internationally to coordinate with them in, in what's going to be a very long term effort. i mean, they are, i guess, offering $4000000000.00, which is a, quite a big sum. but then again, there are some tensions with particular countries. so for example, the administration has denounced the attacks by the government of el salvador on the independence of the judiciary. nicaragua also has come in for criticism with regard to press freedom and human rights is. so do you think that a anthony blinking is going to find cooperating partners? well, i think there will, as you mentioned, they're going to be some challenges along the way. and you didn't mention on doris, where there are reports of drug traffickers linked to some parts of that government . so there's no question that finding viable partners is going to be really

important. and that's one of the reasons that the administration has been quite clear that it's not going to tolerate corruption going forward. also that it's going to look to civil society and try to support civil society organizations working here. but the other key thing is that it needs to have a range of short, medium, and long term actions to take. and so what would those be the short, medium, and long term actions? well, in the short term, for example, people need to be able to sustain themselves in a, in a safe place. so you need to have the kind of programs that actually allow people to have the money they need to survive, that have a safe place. and hopefully they can have some really short term temporary employment while they're getting the skills. and while you're encouraging some

expansion of private sector business, that might be able to hire them locally. and of course, this isn't going to happen overnight. it will take some time. so you need skilling programs, you need focused on focus on rule of law and encouraging companies to invest there . and this will be of course, a long time before you see the full fruition with it, which, which is why you need this combination of programs. you also need to invest in the services in these areas that take care of migrants, whether they're migrant sure. internally displaced in the country potential by grants or those who have cross borders. and those institutions in the northern triangle and in mexico have been underfunded and have very limited capacity. so you need to work there also. and in that sense, mexico is going to be a key partner as you try to take this collaboration forward. of course,

as you know, immigration is an incredibly divisive issue in the united states, and there's some republicans that accuse president biden of effectively having created this surge by having a different approach, a list for coney and approach than his predecessor. what do you make of that? well, i think that it's been quite clear for a number of years that this was going to take a long term, consistent investment and learning as you go forward to adapt your programs to really deal with these problems. there is no question that some of the trump actions plugged up the demand for a while, but that demand just kept growing behind the stoppers that the trump administration had put in place. so what you really do need are things that are going to provide for people that feel that they can live safely and that they can make a living in their home countries. i think there's no question that most of us would
