and talks with russia. latimer putin. what's the chance for bite and to show the u . s. values, it's partners and allies. after 4 years rock ears under donald trump, he outlines his whole so the trip before departing. lion making clear through europe from the united states replied g 7 is going to move. alan fischer is joining us for more from the white house to alan. what are the president's priorities going into this trip? well, a days for some 3 countries, as you say, you'll touchstone, and just over an hour or so in the u. k as the stock of a trip, which will also see a number of $1.00 to $1.00 meetings with a number of world leaders. one of those, of course, is going to be glad to meet when they get together in geneva. and the white house says that joe biden will raise the cyber attacks that have hit the u. s. in recent months, he will also tackle the issue of russian interference in us elections and he will

discuss human rights do biden's firstborn serve as president markson. you phase in the corona, virus pandemic, and us relations with the rest of the world. after a series of virtual meetings, the heads of the leading 7 global economies will meet face to face in the u. k. at this time, there will be a us president who has left deliberately disruptive. donald trump repeatedly confronted other wild leaders of a trade climate change and even the prospect of bringing russia but into the g 7 group. what happened under the trumpet ministration is that it really shook a lot of countries. views of the united states as a partner, as an ally and part of biden's job is trying to restore those ties, restore that image of the united states in the eyes of those countries. precedent byte. and we'll also meet with nato leaders and aligns donald trump talked about leaving. the argued he was ready to purchase the traditions and fellow leaders to
9:04 pm
deliver on his agenda. trump spent 4 years tearing down nato criticizing other countries in europe, suggesting the united states would be better off without it. why are we tied down here, et cetera, et cetera. and so i think biden sees this as an early opportunity in an early public opportunity to demonstrate his personal diplomatic skills. the trump presidency questions challenged and up ended. many traditional american political and military positions. joe biden might be able to smooth over the cracks, but he can't guarantee that things will be that way after the next election. that relationships that were taken for granted will continue as they always have. biden's biggest challenge will be his summit with russian president vladimir putin . a man he suggested, is a killer, a man. he believe that behind recent cyber attacks on the us, a man who says america should prepare for some uncomfortable truths at the summit. there are no illusions about the state of the us russia relationship. so the number

one priority will be to these put this on a stable and predictable track. need to show that there are real costs and that this is an administration that will stand up to russia's d, stabilizing behavior, or leaders, hope they're gathering. we'll send a message, things are getting back to normal. you're biting, believes he has to send the same message after 4 years of donald trump. well, joe biden wants to go into that summit with let me put in, suggesting that the g 7, nato is really united behind him. but he may have a problem, and that's over the question of who gets the corona virus back thing that you're biting his, that he wants to get 25000000 doses that are surplus here in the united states to poorer countries by the end of the month with $18000000.00 to follow, but he's also talked about waving the patent on these vaccinations. and that's something that you simply doesn't want to agree to the stage. there are certainly going to be talks about that. and there's pressure on both the e u g 7 and the united states to make sure that there are more vaccines sent to put

our country as one democratic. congressman said, if there is a fleet up of coverage somewhere in the world, the world as it risk. and so the g 7 and joe biden will come under a lot of pressure to spend a lot of money to make sure that a lot of people and pewter countries start to get the vaccine. ok, thank you so much. alan fish are reporting from the white house. well, biden's 1st stop on as a day tours cornwall, the far south west of england where he'll meet with the british prime minister boris johnson on thursday. the 2 leaders will attend the annual g 7 summit which is being held there over the weekend. and after that biden will visit queen elizabeth at windsor castle. he last met her in 1982 when he was a senator from delaware. on monday, the u. s. president travels to brussels for talks with nato and you leaders. he's also expected to have a private meeting with turkey's president. he then wraps up that trip with what
9:07 pm
could be the biggest diplomatic test of the visit, a meeting with the russian leader vladimir putin in geneva. steve cummins is the host of al jazeera is the bottom line and editor at large of the hill. he says bite and will try to reset ties with u. s. allies. i call this steve, i'm, i'm joe biden. you know me tour or the, i'm not donald trump tour. he's going to go from country to country and some at the summit and including the meeting with latimer bruton and say, look, i'm not donald trump, i'm joe biden. most of the world leaders already known him. as you mentioned about the queen, they've known him for decades. so i think what is going to happen in terms of rallying worlds, democracies is to make the rally the discussion, particularly in the transit atlantic relationship meaningful and consequential. he's going to talk about the billions of doses that are needed in the developing world. and what the rich parts of the world need to do to do that are also going to talk about the fragility in their security. not just for countries, you know,
9:08 pm
like russia or iran or china, but they're going to look at cyber in those kinds of dimensions as well. and if you know, make, and he's going to basically say, in contrast to what donald trump nato matters, article 5 matters. one for all and all for one that that kind of gesture to allies is what america is about in america is back. i think biden is going to be trying to send a message to the world. but all sort of latimer pollutant that there will be costs for misbehavior that messing with pipelines that allowing hackers, you know, it's a different thing to say that these hackers that have gone after colonial pipeline and against american meat packers. but they've also gone against a lot of european firms that may not be the same as the russian government. but the russian government has turn a blind eye. i think it's going to be mix where we get back to a system of talking to russia both about where we can agree that we can work together and red lines that they can't cross us. president joe biden says he will revoke an executive order that sought to ban the popular chinese own apps to talk
9:09 pm
and we chat. biden's administration says that will conduct its own review of several foreign controlled apps and see if they posed a security risk to americans. previous president, donald trump issued a series of orders over concerns on how you as data was being collected from its users. rosalyn jordan has more from washington d. c. while this was signaled back and february, when the administration 1st indicated that it was not going to try to pressure the sale of tick, talk to us companies or us owners instead of having it owned by the chinese, that is what the previous administration had wanted. this revocation is now in effect, and the ministration is now ordering the commerce department which deals with all matters that are fine commercial, not just the financial part of the economy to actually look at how
9:10 pm
all these applications owned by other countries, including those owned by chinese interests are actually managed, how they actually handle people's personal law information sensitive information, and then try to devise a ton of policies to make certain that americans personal information is not inadvertently used or more important. abused by these apps are owned by foreign interests. this does not mean, however, that we chat and the app tick tock, which is very popular here in the u. s. are off the hook as it were. a review could determine that these apps are not respecting privacy, norms and laws of the united states, and they could still then be of permanently banned from use in the united states. but for right now, they are continuing to be available. while the u. s. government conducts this
9:11 pm
review. let's take to roger chang, who's seen that's executive editor. he's joining us from new york. thanks for speaking to us analysis 0. what do you think is behind this move by the presidents considering that since he's taken office? he's talk tough on china. yeah, i wouldn't interpret this replication as president biden being more lax on china or, or take talk or what are, which are. so keep in mind again, as mentioned, this new executive order that is issued still says that there are continuing looking at having the commerce department look at these apps to see if there is a potential fringed meant on your, your personal data. so it's not like these copies are off the hook, so this, this isn't necessarily the, the u. s. easing off of the pressure of china. it's just, it's, i think, making the policy a bit broader and less narrowly defined, which was one of the big criticisms of the trunk tripping 2nd order. right. but clearly he's still concerned about security concerns because he's ordered the
9:12 pm
commas department to, to review security concerns by those apps as well as others. so if there is not concern, why revoke the executive order? why look again, there's a door number or those orders the, i think the idea of pushing kick talk to, you know, find a us owner or us majority stakeholder. some of those things were tied up in court already. a lot of the, the impact or a lot of the, the, the substance of that original truck executive order was, was tied up in legal battles. and it was, is overly complicated. i think what present by an issue today sort of offers more streamlined version that doesn't necessarily take away from the need to continually review these companies, but also doesn't have the new show things like forcing an asset sale. so what would be some of the data risks? so the long time complaint and i don't think it's the one that bite in ministrations necessarily say isn't the case is that you know the data that you are
9:13 pm
submitting to the app, tick tock and it says largely about tick tock given just how popular this app is that that is data that directly could be headed over to the chinese government. the idea that these, the govern basically has a backdoor into these networks and that, that presents a potential risk to, to us citizens. now that there hasn't been any proof and by dance talks, parent has been denied that this is something that could happen. but otherwise, this is a risk that the government has expressed in the past. thank you so much for joining us from new york. roger chang al jazeera is condemning a series of cyber attacks against its services and a statement. it says the attacks tried to access the srp down control it's news platforms. all attempts were thwarted since they began on saturday. the network says it reserves the right to pursue legal action against those involved and will
9:14 pm
continue to deliver its message in a freed. as the chief technology corresponded at axiom, she says, many recent ransomware attacks have been targeting companies that provide critical services. i think in general, what we've seen with ransomware is a packing victims who there that are need to stay up and running is greater than whatever financial recourse is being thought. cox media was reportedly attacked similar to the cyber attacks that we've seen against pipelines and other pieces of infrastructure. i think it's targets of opportunity initially, but i think the risk is that we see state actors and others try and mirror the attacks of the financially motivated and do it for political reasons. again, i don't know that that's been the case in any of the media attacks, but that's certainly the risk here is that we see people sort of jump on the train
9:15 pm
for different reasons. so while the ransomware attackers are generally just seeking money, we could see attacks for other reasons. and obviously the media could be a target for either reason. what we've seen with the ransomware attacks is in general, it's whatever piece is the most vulnerable. so typically the attackers get some piece of credential and it might be logging into the main service. it might be logging into any of the software providers that we all use. and sort of once you have a credential that's vulnerable, logging into the system and basically grabbing it and encrypting it, preventing people from doing business as usual. so it's kind of find any way in and then hold things hostage on my head on the news hour, including a warning that occurred with 19 outbreak in haiti could prove catastrophic for a struggling health system. their job was making up a son, a safer place. workers clearing land mines are killed in

a gun attack in sports tennis actions in the french open as refilling dal aim for title number 14. ah. but for the doctors without borders says 10 of its members are being held by an armed group in northern molly, it's happened in the same region where a french journalist was kidnapped 2 months ago. nicholas hock is following the latest developments from sending goals. capital the car, what more is the organization saying? well, this attack happened in the region of unsung go in the northern part of molly, where they have a hospital, they deliver mature health care emergency health care. and it took place actually yesterday. now 9 of them are, are r m s s, doctors without borders stuff. there's another one that was also part of another engineer that is also being held captive. no one's claim responsibility for this.
9:17 pm
there's been a tax on the m s. s stuff before in january and in the region of do enzyme, the center of the country, an ambulance carrying a patient was stopped by our group that resulted in the patient dying. and what's interesting here during this latest hall situation is taking place in the region around go where a month ago, a french journalist was out there reporting on the current situation. and he was kidnapped by a group an arm group. and 2 weeks later, there was a video release of olivia, why? and he said that she was in the hands of the mountain to start the plan. what was the mean? he called on the french government and the french stayed to organize his release. of course, within the last week, the french have announced a seizing its military cooperation with the malia and authorities. having said that,
9:18 pm
just today, the french forces announced that they had killed in a targeted attack, neutralize, as they say, an individual that was responsible in the kidnapping and the killing of 2 french during this in 2015. so despite the teasing of this cooperation with them all in military, the french army are still on the ground. in fact, in the region of go in, they have their main base where they have continued to launch operation against our group. and partly, nicholas mediators from the west african block, us have been weighing in on the political situation. and molly, what did they have to say? that's right. we heard from, i guess he who was the one of the negotiator from the west african body with along with good luck jonathan. it was interesting to see there was a press conference there attending this press conference was the new prime minister of molly sugar. my again, is the 1st time in it's in his role that he made
9:19 pm
a statement to the media. and he said that he will adhere to the deadline imposed by the west african body. that is that he will stick to the a free and fair election by february 2022 of course is not just down to him. see me going to the new man in charge of the country has his word to say, but sugar my go also sought to, to reassure the volume population. they said that there's a lot of work to rebuild the trust between the volume people and, and the government saying that he's given himself the 6 week deadline to rebuild that trust. and that's a tall order. but what's clear is that on sunday a new government will be announced, it'll be interesting to see if whether the 2. 3 2 people that were removed from the government by the former president and prime minister that led to the crew last week will be in that new government that i'm alluding here to colonel
9:20 pm
kirtle, sorry, florida and his colleague there were part of the military june. and they were removed by the former president and prime minister, and now the former president, prime minister, remain under house arrest when the demands of the west african bodies overseas, the release of them, and also the creation of a new national unity government. so now it's up to the mountain state to deliver on that and we expect to hear from from them on sunday with the government during thank you so much. nicholas hock, for that update from the car. in a current of virus variance, which was 1st detected in india, is believed to be 60 percent more trans, the transmissible than the one found in the u. k. the british prime minister boars johnson has warned that the rapids spread of what is now known as the delta. a variance could delay plan the lift, lockdown measures tougher. restrictions have been put in place and parts of england
9:21 pm
to combat it's spread. let's find out more from her us up and county who's a senior clinical lecture at the university of exits for medical school. he's joining us from bob. thanks for your time with us on al jazeera. how concerned should we be about this delta variance? i'm very concerned for planet, because whilst the united kingdom and united states and parts of europe are racing our head with immunizing their population and they are fall and thing, but i would call a better safety net. the rest of the world is not immunize, not immunized at all, or very, very superficially, marginally. and what's this virus which is more infectious? it will definitely spread, as we have seen the way it has spread in india. therefore, i'm very concerned, especially for other parts of the world where we haven't immunize the people. can you tell us what about this very and makes it more transmissible?
9:22 pm
yes. so it's a simple change in the r n a, which is the makeup code of the wires. and just a few changes in the r a k. make a few changes in the spite protein and a few minor changes in the spike. protein allows it to latch on to the human receptor. this is the human receptor. it attaches to the human recept up better. and as it attaches to the human receptor, better, you need fewer numbers of the wireless particles to in fact you, that is as simple as that. a small change leading to a big outcome. the cdc, over in the united states seems to suggest that it's also spreading foster among a younger age group from 12 to 20 years old. why is that? well, that is the population that is under protected via the vaccines. and what we have found with the united states, u. k,
9:23 pm
euro is vaccines. protect. and now that we've got the older population, almost protected, universally. it is finding the people who are not immunized, not protected. and therefore the case numbers in that group go up. but how do we know whether this, whether the vaccine works to protect against this particular very and seeing as it's relatively new? no, no, we've got reasonably good evidence that this vaccine is effective against the delta varied originating from india. so at the moment the evidence is positive. my, my reasons are as follows. people who have been immune non used, have not ended up in hospital. whereas people who have not been immunized have ended up in hospital and with the delta vary. and so there's ample similar evidence in other parts of the world to that the vaccine is protective. are you worried that
9:24 pm
the circulation of new variance, like the delta varying, could set back any progress being made? we're already hearing from the u. k. where you are the prime minister saying that this could do lay plans to lift lockdown. absolutely, and people like myself and many of us have been saying for a long time, we are not well until everyone is well all over the world. and therefore, we need the richer nations not to race. i had an immunize there population, but to also assist other nations, to have the vaccines and one way around it. and president joe biden has come around . it is to relax the patrons and allow the manufacturer of the vaccines in different parts of the world so that we have more supplies and more people can be immunized at pace. otherwise new variants will keep on emerging. thank you so much for speaking to us. both in the u. k,

but harass at pine canyon. thank you. thank you. or for more than a year, haiti escape the devastating effects of covered 90 in reporting a few cases on death, but now is grappling with its 1st serious outbreak. if yet to administer a single vaccine shot and health official say, an increase in cases could prove catastrophic terrorism reports. the risk keeping gang violence. importer prince. over 500 people are seeking refuge in this port stadium under the protection of the red cross. among the displaced are almost a 100 children and pregnant women, but it's not just the gangs they're afraid off in the middle of epidemic. it's also cove at 19 or 2. we are afraid because we don't know when the virus will hit us. that's why we're asking the government to do something for us because we've lost everything during the gang violence for the past year and a half of the go with 19 pandemic. the number of cases in haiti have been

considered to be low, but in may, the numbers of cases started to rise. dr. boy printer, who is working at the hospital in puerto princess, she has already lost friends and relative to covered 19. no parking what's under my lot. good. and we understand that cova became a big reality in haiti now. now like before, when we have one or 2 cases and we have doubt about this disease. but now there are a lot of families affected by cove it and we also hear more and more people are dying from the disease. haiti is the poorest country in the americas. it has only around $240.00 coves, $900.00 bed for each population of over $11000000.00 people. and i see the increase of coven in haiti is a problem. a lot of our hospital is already occupied and we don't have a big sense of a covert that can take 202300 patients. at the same time, haiti has not received a single vaccine dosier to prevent corona virus, a lack of resources, infrastructure and testing are
9:27 pm
a major concern. the numbers of cases in depth are relatively low compared to other countries. but dr. say the actual figures are probably much higher the country is also now in the middle of a political crisis. protesters have been taken to the streets against the government's attempts to reform the constitution. and gang seemed to be in control of entire areas across the country. many are afraid of going to a hospital and being caught in a fire fight. we are the state in this country. the police is not strong enough to do anything without us, nothing can function of country. the pen american health organization says haiti will be receiving vaccine soon through the kovacs distribution system. is also helping increase supplies of protective equipment for health workers. but it's the violence and insecurity that has many terrified in the country. a major problem when trying to fight a deadly infectious disease. that is, i will,
