discrimination injustice. this is cited 21st century jerusalem, a rock and a hard place analogy. 0 me the the russian president arrived in geneva for a meeting with his the u. s. counterpart joe biden. both sides of played down expectations. ah go rahman watching out. they were like my headquarters hearing, also coming up, israeli, and strikes on garza and the 1st attack since the si fi came into full just we also group and me and also this holding a tax on the military. but there are fears for tens of thousands displaced by the

fighting. and the last remaining reform is done, the conservative pull out the wrong presidential race. we look at what this means, a friday is election. ah, hello, welcome to the program russian leader may have to tell has arrived in geneva for the summit with us present, joe biden. that begins in just under an hour. putin is heading to villa, groans the venue for the summit. its played a role in landmark international agreements in the past, but both sides are playing down expectations as time the president turns blame the kremlin for a series of cyber attacks and the keys putin of stifling democracy. toot has rejected accusations of interfering in us presidential elections as washington wants to contain russia's development by imposing economic restrictions. not 3
2:02 pm
years ago or 3rd number nice premium for the talks today will not be easy. it will be a very difficult conversation. there are many great questions on the agenda of russian american relations and they are mostly problematic, including strategic stability and purely bilateral issues. we have many long neglected questions that need to be told through. that's why president putin is arriving with an attitude to frankly and constructively sit questions and try to find solutions. whitehouse co bonnet killed, kit tis standing by a force in geneva. and of course we been the thing president putin's motorcade wine through the street solve. geneva. obviously, on his way to see present biden at villa grunge history in the making again, really in sorts not just these 2 men who are meeting ready for the 1st time in the respective positions, but also for the location of the meeting to that motorcade passed just behind me about the last moment or so,
2:03 pm
and now it is snaking its way over to the villa that lakeside villa, which is directly behind me just a little bit off screen. the question is now, but lot of recruiting has arrive to meet with joe biden. how long will they continue talking? that is really an open question. we're being told by the white house they could talk for about 4 to 5 hours. but this is really a meeting with no agenda in terms of the length of these discussions. initially, we know in the room will be the russian precedent as well as the u. s. president. we also know that they will be accompanied by their foreign ministers in russia case that survey live rob and the secretary of state antony blanket. following that, there will be a joining of a 5 member delegation for each side and the talks could go on for some time given the large number of issues that they hope to discuss. there are quite a big difference between these 2 men when it comes to what they are looking to
2:04 pm
achieve. in fact, their goals are somewhat divergent. in fact, we know that for the u. s. part, the expectations are pretty low. they want to try and establish stable and predictable relations with russia. but at the same time, we're not hearing or expecting any big breakthroughs, whether it be on security, whether it be on concerns about human rights in the treatment of opposition in russia. this could just be the framework for those talks. now, from the russian standpoint, what they're hoping is to try and protect moscow's vital interests. there's no expectation that the rift that exists between the united states and russia over the 2014 the ag station by russia in crimea. they don't expect that that will be mended in any way, nor is there going to be a listing of any sanctions put in place against russia by the united states or the e u. so in terms of historical perspective, you're right, this is a pretty big contrast to the last big meeting in geneva back in 1985 between us
2:05 pm
president ronald reagan and soviet leader mikhail gorbachev. then that was a sort of a discussion where trust was established. there was a new era of communication between the 2 superpowers. know what is expecting that this time. so therefore, there are issues as we say, that a confrontational for both of them and difficult to approach. they have to start, you might say of with the easy steps, the small steps. kimberly, therefore we talk about common ground, don't we? what do they agree on well they don't have a lot of. c sort of similar vantage points, and that's kind of the big problem here, is that when you're set of facts at the start, differ so greatly how do you move forward? for example, the united states continues to allege that russia interfered in the 20162020 your selections, russia deny, sat. so how do you fix that problem?
2:06 pm
when it comes to the recent routes where attacks the u. s. has been experiencing the united states is unclear to say that there is there, pretty convinced this was not state sponsored in terms of this being ordered by vladimir putin. but at the same time, they're saying that russia providing safe harbor for these criminals that continue to attack us interest on the business side and blood reputed civil where's the proof of that? so that makes up very difficult to even confront the most basic of issues. and that is really led to some domestic criticism in the united states about all of this meeting. but what's the point, what is it going to accomplish? the bar has been set low. if this is a 5 hour discussion about improving communication will surely you didn't need a summit for that. so there have been some criticisms that what this is going to do is levitate the russian leader on the world stage after the west has worked so hard to isolate russia. that essentially what this gives, latimer brewton is equal footing with a us president,
2:07 pm
something that he craves in terms of the international spotlight, but also will improve his standing domestically. so this is the challenge for joe biden, and it's no secret that these men are particularly fond of one another. in fact, of lot of recruitment gone into this meeting saying that he liked to the you previous us president donald trump, better that he was an intelligent man. and he thinks that joe biden is kind of a career bureaucrat. and so that's not boating particularly well and for his part, joe biden has labeled vladimir putin a or so in terms of the common ground that these 2 men can find. it's going to be a challenge. indeed, nichols, we had the various contributors all out there in the lead up to this meeting in the last hour. one of them actually just that the putin really needs a success story at the moment to be brought in from the cold. all you might say the international spotlight he wasn't at the g 8. russia hasn't been at the g 8, but non, while nearly a decade, about 8 years now,
2:08 pm
he needs that international profile for his domestic audience as well. when there was so much controversy over his rule and over really the rule of law and freedom of speech in russia, things that the west is looking at very closely at this moment in time. you know, you bring up a really important point and that is with respect to the consultation and the groundwork that joe biden, the u. s. president has done it in advance of this meeting. it wasn't an accident. in fact, it was quite deliberate that this meeting in geneva take place at the end of a series of international meetings between the united states and its allies. you had not only the g 7 that took place, but then you had of course, the nato meeting of brussels. so there was the economic side, there was the security side. there was also the united states, the u meeting to discuss concerns with respect to that. and in every one of those
2:09 pm
discussions, joe biden says that he was applauded for having this meeting that the world leaders felt it was necessary. but also they weighed in on what they felt needed to be discuss what their concerns were. and this really speaks to the foundation of jo biden's. foreign policy is that he has recept repeatedly. america is back. this is not an america 1st approach. this is an approach of nations allies working together . and the state department has been very clear in the united states that what joe biden is doing is bringing the full weight of the west, the solidarity of the west into these meetings. while it is joe biden, who will be sitting at that table, face to face with latimer, put in his, representing the interests and the, the, the ideals of the west. and so whether that speaks to democracy, whether this means to upholding human rights, these are the approaches and the issues that are going to be put forward. and this is what platinum recruit is going to have to counter. so this is
2:10 pm
a very important factor. this has been done in a deliberate manner and the feeling is that this will have potentially good outcome for at least stopping the deterioration of us russian relations that are at its lowest point in decades. kimberly, you are a white house correspondent in the us, you know how the be ticks there at the white house. how important is this for the united states and in terms of managing russia, when it's the u. s. has been very vocals on its focus. being china and trying to could tail the influence of china, not just in asia pacific, but in africa and other parts of the world. how important is this meeting to try to understand where the rush was coming from? a, whether biden can i say it sort of control the narrative? well, you know, as we often talk about in the united states, this is a divided america, or it is a divided by erica. i'm not standing there right now. and so the perspectives on
2:11 pm
this meeting are divided as well. there are conservatives in the united states, the quite like flattery to, to deny that he had any sort of influence in the 2016 us election that deny that he has been heavy handed and that they admire his tough sort of strong man approach that's why they like donald trump as well? so there are those americans that think this is a good meeting. they don't necessarily agree, though, with a lot of the points that are going to be made by joe biden. on the other hand, you have those who are deeply concerned about the actions of russia, whether it be the influences meddling of elections, whether be the concerns about the rest of were attacks. there really is the feeling that russia needs to be held to account. and he, these for allegations against russian need to be called out expressly and explicitly. and that the line in the sand needs to be drawn if you will,
2:12 pm
knowing that the full weight of the united states, in terms of how it will respond if there are future concerns of aggressiveness that they will be attended to. so there are really mixed reviews me united states about this meeting, whether it needs to take place, how it should take place a, it's just part of the united states make up that there really is a division when it comes to every issue in this one is no exception. we can see the american presidents motorcade solely winding its way. i'm sure to be coming past you very shortly. earlier you said, you know, we really didn't know how long this meeting would be. how long is a piece of string question mark? does it really mean that the, the longer this meeting continues, haps, the more the able to get through the more the able to discuss, obviously the more the able to try and thought house well, when it comes to diplomatic meetings, you always have to watch for the wording you always have to watch for the length of
2:13 pm
a meeting because those are often some of the indicators that you're going to get about how the relationship is progressing in comparison to what is actually being said, often, what is appearing on your screen or what you are see in terms of the body language, a can be a greater indicator than the statements that are going to come out of this meeting . and to that. and what we know has been decided in advance is that we will not see these 2 men sitting down for a press conference side by side. much like we saw donald trump in vladimir putin in 2018 in helsinki, sitting side by side. that is not going to be happening this time, and it was very important to us president joe biden that he got the last word. so what we know is that following this meeting at the lakeside villa here in geneva, that in fact it will be the russian leader vladimir putin who will hold his press conference 1st. and then we will hear from us president joe biden. and what we
2:14 pm
often know from statements coming out of the kremlin versus statements coming out of the white house in washington, is that they can be vastly different accounts of the very same phone call or the very same meeting in this case. and so it's going to be interesting to see what the perceptions are and, and what issues that each side feels was most important. and what issues both sides feel. they made some headway on. and so a lot is going to be read into those statements coming out of the meetings, but again, deliberately coordinated so that these 2 men will not be side by side. another sign of the friction that exists and the great risk that exists between these 2 world leader. what contributes that we had in the last hour here and i was just there. kimberly did not. she suggest that one of the areas that they could work upon were things like the arctic, the environment, big conference happening in glasgow, the cop meeting later in the and also north korea as well.
2:15 pm
well, and there's also there are so many issues that need to be discussed. climate is certainly one bit has not been high on the agenda in the past, but is a priority of the us president joe biden, that he feels, has an intersection with respect to security and that he has an obligation to future generations to leave. make sure is on the table whether or not that will be the primary focus of this meeting. it's unlikely, but there is no question that there is going to be a concern about security moving forward economics, moving forward democracy and human rights moving forward. and this is, i'm just watching behind me to see with that jo biden's motorcade. ok. so we just jo biden's, motorcade path behind me. i can see it snaking it some way around the bridge and soon it will be at the lakeside villa. so things are really getting underway. now
2:16 pm
you can imagine that they will be appearing very shortly at that villa to begin those talks. but what i can tell you is that in terms of the issues that will be discussed, there's not going to be a resetting of relations, what the united states very clearly is looking for. and they've said this repeatedly are stable and predictable relations with russia moving forward. that doesn't mean good relations. and also they want to make sure that the security concerns are being highlighted all of this. and that takes on so many facets, whether be the environment, whether it be us business, whether it be the arms control, these are all things that will be discussed. and they are long discussions, each one of those issues. and that's why most are saying this is really going to be an initial discussion, a framework discussion for diplomats to continue as they move forward. of course, lots to discuss if you just maybe just pick up on the, on a couple of little areas that they might want to discuss until we see the 2 leaders
2:17 pm
together. you talk about political prisoners. of course, president putin saying he has no control over the way the political prisoners are actually handled in prison. that was a great concern about individuals like alexi in the valley, who's in prison over his objections to the way russia is run under putin. yeah, and both leaders were asked about this because of course, likes me about may the russian opposition leader currently being held in prison? there are real concerns that he may die in prison. and both leaders were asked about this, the russian president thing he has no control over whether he lives or die. no one actually believes that, and with respect to the response by joe biden, on the future of alexia valley, and whether he might die in prison, joe biden said quite clearly that if he does, that would certainly be a perspective on where russia stands on human rights and it's not a stance the united states can embrace a, but there are other issues to syria,
2:18 pm
for example, and rushes, involvement, and seeing that the syrian liter, basra side will remained in power. you know what the future looks like in that country. there are so many issues that have to be discussed in a detailed manner. and of course, the big one that really is a point of contention with both sides has to do with the large number of troops on the border of ukraine. but alex thing of crimea back in 2014 and we know for it's part one of the big concerns by russia is that ukraine has been signaling. it would like to be a part of nato, that security alliance that would ensure that it could be protected, that article 5 could see that it would be protected. that an attack on one is an attack on all, and that it would have the resources of nato, very clear that vladimir putin, the russian president, does not want that. in fact, he's working hard to ensure that doesn't happen. joe biden, with asked about that. he says,
2:19 pm
he doesn't believe the time is right for ukraine to be a part of nato. but it's not because of security that he's concerned about. the explanation that he gave was that the issue was corruption and that it needs to be cleaned up. so he already was signaling in advance with the position he would take . now whether that was to alleviate some of the fears of vladimir putin going into this meeting, or whether this is truly the position that the united states has decided to take. it's, it's very clear that was a deliberate message that was being sent in advance of these meetings. that one more thing we should know. all of this is that the relationship is somewhat frosty . as we look at these pictures of, i'm not sure who we're seeing getting out of that motorcade perhaps you could help me. well yeah, i could say i can be we do believe that the american medicaid has actually arrived just waiting, i think for some parts of the protocol to take place for the swiss host to welcome the president acts as he gets out of his limousine. it seems that it's imminent,
2:20 pm
as we speak, and i think he is right. getting out right now, joe biden, arriving at villa garage in geneva, where he is about to meet his swift hosts the neutral counterparts as he enters. the villa and mystery has a, a private hello and handshake. we presume kimberly, with the russian president before they come out for the focal. right. and it'll be interesting to see the positioning of the 2 men in that photo because there's been a bit of name calling in advance of this meeting. we've certainly heard from joe biden, the one point he responded in the interview and called latimer, proven a killer. well, that certainly wasn't received well by the russian leader. in fact, he kind of brushed it off as sort of my show hollywood terms. and then to his
2:21 pm
part, he kind of took a swipe, joe biden called him a career bureaucratic and sort of kind of put down jo bivens very long record of years of public service. something that he's enormously proud of his years. decades in the senate, of course he spent 8 years is us, vice president under barack obama, and now has become the oldest president in us history, at least in modern history. and so this is significant. this tone has been set with this name calling because it doesn't bo well as they sit down face to face and date and for the but we will leave it that. kimberly we will come back to villa garage when we see the president's come out for that pre organized. so. so cool and we'll get more analysis. i'm sure from you as the day progresses. kimberly helped get that for us in geneva and there is the seen as both presidents are at villa gross will come back to geneva as soon as they make their appearance. let's move on to the days of the news now,
2:22 pm
and israel is carried out the 1st and strikes on garza since se salon came into effect less than 4 weeks ago. it's military says war planes attacked him, asked target south of garza city, and in con eunice and after a century balloon float from garza into fields in southern israel, humans and say this following developments from garzon. the israel military carried out great in the south district, mainly in units govern different locations in areas including agriculture, causing a lot of material damage. this was violating the fire place the 3 weeks ago after the recent war. an already fragile fire that has been already violated israeli military set. the strikes have come in recall to the in gary balloon that time us had blanched yesterday from the gaza strip. also in response to the flag march. that's what's taking place in jerusalem. that was provoking
2:23 pm
a flag more to palestinians yesterday. also according to how much officials and israeli media should mediators had very much pressured to restrain the flag march. and it was up to only the instant jerry balloons and the confusion activities that took place across the borders of the gods district yesterday. the high force it has more from west jerusalem. this government seems to be continuing the fairly tough security policy into israeli terms, at least of its predecessor. this is a fairly major response to in century balloons being flown into israeli territory. and something that's happened before that the use of these balloon. they set fire to some 20 different locations in southern israel in the past they have gone
2:24 pm
not exactly an onset or perhaps not answered with these kinds of air strikes. however, on the other hand, these nothing like sorts of air strikes that we saw during the conflict in may take straight back to geneva, president biden. present putin outside the villa grows for the surgical. we will just listen in things that jennifer knew the last 3 years. okay. that was i can submit it or hers. but what i see going for my mind to show the boys are fees for his village. i look like she'll meet you in the office with host speaking in french to both presidents who smiling politely as each of them listens thought, welcome and hoping that they will be able to find out some of the problems the both countries face with each other of course villa groans historically has hosted
2:25 pm
american and russian presidents before reagan and mikhail gorbachev. i think in 1985 like that translation, of course. now in russia and we will expect to have some english translation as well. and after that, there is a general welcome to both of these world leaders in the hope that the impasse is so they have actually experienced the accusations they've been hurling at each other across the atlantic might actually be resolved in some shape or form, not a resetting of relation sort of an introduction to each other to see how they work together. mister president of the russian federation with the president of the united states of america on behalf of the swiss government, i would like to welcome you to geneva. the city of it is an honor and a pleasure for switzerland to host you here for the summit. and in accordance with its tradition of good officers, promote dialogues and mutual understanding. i wish you both presidents, a fruitful dialogue interest of your 2 countries and the world's best wishes had
2:26 pm
goodbye the ball and the handshake to many around the world, certainly in russia and in the us have been waiting for a brief smile, a show you shaking hands and of course, walking back into the villa, groans with the door shut. there it is again, for you. just in case you missed it, of course that was a barrel of questions from the assembled press school. many of them, the american is of course joined the president on this trip as have the russian press corps. now those goals will be shut for some time. we expect a short meeting between the presidents,
2:27 pm
accompanied by the foreign ministers that will be a short meeting itself might last don't how long? and then they will have 5 advisors from various areas of the diplomatic circle and civil service on each side to expand the conversation out. i think i can be joined by kimberly, how could tall white house correspondent to the following events for us in geneva, a brief handshake, a brief smile. kimberly not very much said by either president, it's what we expected, i suppose. and perhaps now the hard work stops you know, it wasn't what i expected actually. it was much warmer than i expected. you know, i remember the photo of brock obama when he met on the sidelines of one of the international meetings with latimer putin and the stair. it was very stern and he looked down on him because he was slightly taller. this seemed different. it did
2:28 pm
seem like joe biden was making an honest attempt to try and find some common ground . you know, this is kind of characteristic, joe biden, even his critics can acknowledge that he's a nice guy. he's a kind of guy that american say they'd like to sit down and have a beer with. he's everybody's uncle joe. and so it appears of that is the approach that joe biden is taking into this. now, you have to remember that these men are no strangers. they've met before, but this is the 1st time they're meeting where joe biden is the u. s. president. and, you know, the concern with donald trump was that he was going to be out flanked by vladimir putin given his experiences in intelligence with the k g, b. but there is the same concern even though job wide and doesn't have intelligence experience. he's certainly sat and listened to intelligence and his decades of service have had him at the helm in many cases of some of the most intricate
2:29 pm
foreign policy. so in terms of navigating this, the 2 men are kind of a, an equal match in that respect. they both have experience, i'll be at different and it appears that joe biden is using a bit of a charm factor to try and get things off on the right foot. you know what it's worked for him in the past. why not try it with vladimir putin to it appears that is a calculation. and so they set off to go into this lakeside village. now discuss some of these difficult issues, whether it be arms and security and whether it be economics, whether it be climate change. there's a whole host of issues that the united states helps to bring up human rights, democratic values. these are all, some of the things will be discussed in the next 4 to 5 hours before receive. these men emerge for the respective press conference committee. we talk about the choreography of the meetings themselves. they start off as quite small and then they're expanded as time progresses. yes,
2:30 pm
that's right. so we know that the format initially will be quite structured and quite intimate. what's taking place right now, we expect is that really there will just be 4 people in the initial meeting in that room. it will be the u. s. president joe biden, the russian president vladimir putin. it will also include their secretary of state and foreign minister in this case in the united states cited it's antony blinking. and it is the foreign minister are for russia. sir kayla rob. so these are the men that will be initially holding this meeting, but it will expand from there. they will each have a delegation for each side which will consist of 5 members or 10 in total. and they will continue to discuss these issues with a bit more support because what we know is trying to be achieved. and all of this, at least from the u. s. standpoint, is a framework they want to try and find not only the areas of ground, but.
