built from from within the country. i think the issue has been for a very long time that the state and i institute really do not represent the sovereignty of most patients. or the desires of most patients. and there's not been a proper construction of a way for a true democratic process to be, to be put into place. there are the possibilities for that. he has a very active and engaged civil society and lots of different areas. and rural areas, lots of different organizations that have wanted to participate. but there's a constant disjuncture between that and the elected officials in the state, in part because the state is so focused and so centered on outside interest and connected to outside sources of financial support. and so forth. so that's the cycle that we've been in for some time. and there's been moments when progress and losing the right direction. the last 2 years have really seen moving in the very much the wrong direction. it's obviously stepping back and trying to see what,
