united and so they have got like the rest of the world to find a way to reduce emissions overall. the particular strategy or tactic that's being launched today that was demo in the past and china to it's a policy that we're, it's being used in other markets as well in europe and elsewhere is one that, that is among the most complicated in my view. there they're giving away for free these, these token, these permits to, to the existing emitters and then allowing them to, to, to, to sell or buy those if they're enforced at some, at the market price that at present that price seems to be quite low. and the scope of the program seems to be relatively narrow. the communist party in china doesn't seem to have made any secret of the fact that it's priority is the economy certainly over the considerations of controlling carbon emissions. how seriously

different china is actually taking this? well, it's a great question and for one, the incentives i think are not well aligned in this program, given what you just noted, their, their commitment to the increasing output, which is greater than their commitment to reducing carbon emissions, other policies that could get it. this strategy like a carbon tax, would actually align those incentives would say it would encourage the enforcement of these policies would encourage the tax rate to be higher because then the government would be collecting revenue under this game. the strong incentives for them to perhaps look the other way if a company where to exceed its limits for companies in a sense, cook their bookstore, or cheat, or in other ways. and there is no indication yet about how rigorous the enforcement will be around this program. and when push comes to shove and output is the, is the priority. it's one could easily imagine that this program could, it could be suspended or softened or loosened in some way. you raise an interesting
