1:00 pm
me morning, allow government al jazeera as a, you know, i this is al jazeera ah hello. hello raman, watching the else. is there a news on life? my headquarters here in the coming up in the next 60 minutes? the flooding crisis in western europe was at least 183 people have been killed. a new regions are hit by heavy rain. the telephone supreme leader says he wants a political settlement to the conflict in the sun as peace told continue in. doha
1:01 pm
was grief and heartbreak in indonesia and south east asia was cave at 90, not break the hospitals and funeral workers over while i'm rob reynolds in south dakota where native americans are dealing with the legacy of the u. s. government boarding school program and varying the remains of children who died long ago and far away. peter, similar to the sports news and with 5 days to go 10 more cove at 19 cases, reported inside the olympic village in tokyo. and this time to athletes. we live in the hosts that he later this hour. ah, welcome to the news, our a flooding crisis in western europe is getting worse. it spreads further heavy rains at parts of eastern germany of street and the czech republic. at least 183
1:02 pm
people are confirmed that but that number is expected to rise. people in the austrian alpine town of highline were warned not to go to the sellers. flash floods swept through the area. there were no reports of any casualties there, but german chance anglo michael called the floods a catastrophe and is due to visit the worst hit region. now we'll get the latest outlook from where the present a shortly. but 1st correspondence across the flood zone. while we have natasha butler, standing by in the city of the age in belgium, step vast and is stationed in van low in the south east of the netherlands, and other brady is watching developments for us in bolden west germany. let's go to adam 1st and of course adam. the scenario is really that we want to how the authorities are dealing with the situation. and we know that the chancellor obviously is going to visit the worst effected areas to see how the recovery invesco operation is going on and how people are coping
1:03 pm
indeed. so we have actually now made it to sure at this valley, at the bottom of where this water came rushing in. in the middle of the week, you can see still water finding its way. and if you, you look off over my shoulder, you also see some of the destruction and there's this quite large house that received the full brunt of this rushing water at the bottom, this valley in sure. and you can even see, i don't know if you can see on the camera now, some people starting to dig out from their property, which they've been doing since the water start to recede here in the last day or so . but what we're going to have is the chancellor coming to this town in the next hour or so. so, and what she'll be doing, it's trying to lay concerns that the government isn't going to back up these people enough. her government in the middle of the coming week says they're going to come up with hundreds of millions of euro's to help rebuild here. but the truth is, this is a multi $1000000000.00 construction effort that's going to have to take place to
1:04 pm
really repair and bring this region back up to where it was. and people are going to be wondering and asking the chancellor, she's prepared to do that. and this is an extremely important political area. hopefully she's here to give support also to her what she wants to be her successor . the, the prime minister of this state is gaming running for her position. and who knows if that'll take place in september. so this flood, of course, the immediate concern is rebuilding recovery, seeing if there's any more casualties found as these waters receipt. but everyone's also looking forward to the september elections soil. indeed, it will develop that conversation later in the program. adam rainy in germany. thank you. let's cross over to the netherlands, west at the vast and standing by invent step. it's all about flood defense, israeli, i presume, because the defense of the netherlands with that to protect it from the north sea. but these flood waters have come in from behind and affected the netherlands in
1:05 pm
a way that perhaps the country never expected. absolutely, these people here are living in the south of them that live, which is actually quite high. because as you know, most of the island is below sea level, this part is actually above sea level. and i'm standing here on the small dike, which is meant to protect people from the most river. it's a large river going all the way up to rotterdam and this died was never really needed to be used. but as you can see, the water has actually flooded up to here. it's hundreds of meters away from the actual river. hundreds of people here and this whole region had to be evacuated, hospitals had to be evacuated, and there was a real strong concern about dykes breaking. we have seen some damage at the dikes overnight. people have been working hard to make sure that these dice that the dutch have been so proud to build actually would stand this kind of amount of water . and now, while there have been hiring up the dikes,
1:06 pm
so very much concerned that because of days of water and high work going against these di, these dogs are getting weaker and weaker by the hour in an hour or so. the police here will actually have an announcement to make, to see how the next hour will develop. and if people actually may be at the end of today, or maybe even tomorrow, could safely go back home. so the vast invent, thanks very much for the update. well, the belgian health minister has visited one of the worst hit areas of the city of leanne. she says more than 12000 people have been affected by the floods. pure look at what it means to people who are affected in this city. it's awful. it's really all the mayor tells me that we use gas. he does say 5000 houses have been impacted in differing degree more than 10000 people are estimated to have been impacted just in the town of lea, a. which means that we're talking about 8 percent of the population who felt the
1:07 pm
impact and at the level of the people. it's really horror natasha the butler's in the ash in belgium. the latest on the search and rescue operation in that country nichols, emergency workers continue really to search for survivors. but as you can see behind you, it's really sort of rescue and recovery of goods and property. what is the situation for those people that have to leave their homes and look for help elsewhere? yes, well, hundreds, thousands of people have actually had to leave their homes forced out by the flood waters. and then there are those people who tried to hang on and stay in their homes and they didn't want to leave and go to shelter. but they've had to leave anyway because some emergency work and the thing, some of the homes are simply not safe enough. they've been too damaged by the flood waters for them to stay. many homes have collapsed. other homes have been severely
1:08 pm
weakened. so what emergency work is all doing is really going from house to house. they are trying to see if they can still find survivors. there is still a possibility, they say we know that a least 100 people are missing, but it could be that some older frail move on for people took shelter or higher floors in their home. and then they're still stuck there because communications went down in some parts of this region off to the flood waters, kids and perhaps they haven't been able to contact the outside world if you like, the emergency workers still hopeful they'll find people alive. but of course they saying that it is possible that they will still retrieve some body. so it's still a very difficult situation for people care. they're still coming to terms with what has happened to them. and you can see behind me a lot of activity as people in this community, in this neighborhood, in the years you're trying to clean up, trying to save what they can, even though there's not much to say because everything has been so badly impacted.
1:09 pm
we have been speaking to read them about their experience and about what lies ahead is not much to save for some residence in this neighborhood of the belgian city of the age. most furniture and appliances are ruined, cause wrecked the flood waters that have caused so much damage have finally subsided. with the clean up, it has only just begun all is wanted for the water cover the cupboards. pascal is still shaken, rising waters had fought her teenage daughter to climb onto the roof, where they were stranded overnight until a neighbor helped rescue them. she says it's only once they were safe, the reality drug and one of them is all on the. we have nothing left to know home, no furniture, clothes, it's so hard, but i say to myself, at least i saved my child as a mother, that's the most important. it will be some time before residence in neighbourhood like this one comes to turn with what has happened, but what is lifting spirit is the fact that so many people have come here and
1:10 pm
rallied around to help hunting out food and water, or lending a hand or nearly every affected st. volunteers off it up, as i said, it's about solar derossi's supporting people to show they aren't alone with this devastation when they see all these young people coming to help them during their summer holidays. well it's just amazing and heart warming, belgium's prime minister visited the town of a hospital. he's called the floods unprecedented, but this scientist says climate change is to blame to go to the critic rainfall was of course exceptional. but all of our climate data shows that it could happen again . the future emergency workers continue to move people from areas in homes, considered unsafe as they reach regions that were cut off by flood waters. they say they may find more bodies of dozens of people are missing. the hope here though, is that they'll find survivors. when a belgium is
1:11 pm
a relatively small european country with a relatively small population who are not used to this sort of a natural catastrophe, natural disaster, you know, people, i've really been taken by surprise by this. we know the belgium, 5 minutes in school, these floods unprecedented. people have lifted decades and they've just never seen anything like it. and they know that it will take a lot of time to rebuild their homes to gather new possession, but also to rebuild their lives. and really absorb what is taken place over the last few days. mr. butler for us in belgium. thank. well, let's go more or where the heavy rain is heading over the next few days. it's robert halloway. now i agree with his words. unprecedented. yeah, it was a unique experience and i don't think we'll see it again. it's not in the forecast at the moment. the circulation which regionally brought that heavy rain is this massive cloud here. this or more was centered on zagreb. so the rains gone away
1:12 pm
from germany, the sun was actually over the low countries belgium luxemburg and almost all the journey maybe except the size. it's sunshine that nothing in the forecast suggests otherwise. but that rain is still falling, not quite as heavily. and it's really tucked into this cold front that's giving it a bit of a boost. so it was austria that got hit last night. and this morning the figures aren't as great. but of course we're talking about small alpine tire times quite often. but this was already mentioned, this sounds like rick, which is south of salzburg. this is overflowed. you get some water rushing through the figures. i've got out of some poll to me, his west of the capital v n and coast time, which is up in the mountains give you an idea of how much is fallen about a $100000000.00 less than we saw in germany, therefore, hopefully less result. but it's still a huge amount of rain and more than the average for july, for some bolton near the batman for coast time. so it's a months worth or more in
1:13 pm
a day forecast wise. we've got to look again to austria to day more shares. it could well form in the same area, but really the focus is going to be from stan was a bit further south. and again, a slow moving showers in croatia, obasi, and hits a governor quite possibly so may like. but you, luca could be the worrying place to watch, but it'll dry up. but you think so thanks very much, rob, while still ahead. hail me out there a news out. the driving up support key was president, is reacting days to the biggest anti government protests in decade. milwaukee one went away from the 1st n b, a title in 1971 through the story enforce ah, the leader of the taliban says the group save as
1:14 pm
a political settlement to the conflict in gun. it's dawn even as it makes military advances here. but the law i can do is either says that wants to establish political and economic relations with the international community, including the u. s. representatives, all the taliban. amazing and african government delegation in castles capital, a sum of all of it is outside those talks in cantwell's capital at those meetings have resume de salma for today. and comments being made certainly by the senior taliban leadership seemed to offer the word hope well, that is one word which is doing the rounds here and away from the battle fields of a gun. the sun hope is something that everybody is clinging on to from all sides. we've been speaking to people from taliban as well as we have gone government thing that they recognize the only way forward is dialogue. the only way they can. the g fees of going to sun is through the negotiations that have resumes. now that there
1:15 pm
is an 11, there is a 7 member delegation headed by the law in the country capital that if they do, we'll talk one on one talks with these individuals who've been locked into these rooms for many hours of the day. trying to talk out a plan for the future where old sites can agree on and try and bring an end to the fighting. now that is easier said than done. we've been here before and we've heard these messages of hope from all sides before as these talk started in september last year. but now what is different is that there is mediation. there is facilitation on the ground from the factory host, trying to bring them together, trying to work out something which is more concrete than the talks that they've been having for months and try and move to words. concrete steps such as the release of prisoners, that the volleyball and want political wrote about that we have done government once. so those are kind of the areas which have been sticking points in the, in, in these last few months. and they are both sides are hopeful that they'll be able
1:16 pm
to iron outwardly. some of those differences with both sides, the ones political resolution. you touched on the fact that the roadmap is required . a prisoner release is required. what you think is required, you want to break the deadlock. if these are very small steps. what is very interesting since september is that there hasn't been a complete talking to each other. there hasn't been blocked per se, but both sides have continued to talk to each other and they've been frustratingly slow for both of them. the dollar bond said that the government does not really interested in, not genuinely making efforts to try and move to words piece and try to move towards their demand. and similar statements is what we've heard from the government side as well. the side of is talking for the sake of talking about the actions on the ground that they are trying to take the country by force available and obviously deny that they want to take the country by force. we spoke to one of the leaders this morning who told us that if the other one wanted to take the country by for
1:17 pm
they wouldn't be talking to them here. and so there is recognition of the fact that the talks are necessary. there is reminders on, on both sides that unless they talk to each other, the killing and fighting on the ground is going to continue. and this water for christian, which has continued for the last 2 decades. it will not end. so, bark from the fact that they recognize that the real question is, what are they going to do on the ground in reality, to move away from their very rigid positions and try and bring peace to a solid bunch of it. and doha, like search because all check it with a some as we get more developments from those talks that's joined sultan banneker to the director of the center for conflict in human human italian studies and harbor jones. been via skype from moulton, in north yorkshire, in the u. k. mr. always could have you on the program, encouraging words from the taliban supreme leader. but what sort of difference does it make on the ground when you have these sorts of very delicate negotiations going on behind closed doors?
1:18 pm
well, i think it's important to appreciate how the funny man has approached these negotiations so far. for them, they see the entire got negotiations as part of the parcel of the broader framework agreement, the big signs where they might stays on the 29th of february last year. so within that, they have been very much focused on the american window of the, on the true nature of his troops. and i think they kind of move into these aspects step by step. now they're down to the activation of the job gun talks, which i mean it should lead to a form of fire, which allows everyone to work out to come. so i suspect a comprehensive, she's fired as in the agreement with the united states is unlikely to be agreed at this stage, unless the other side are willing to give in on the bond requests for release of
1:19 pm
a further 7000 prisoners. and also the listing of international terrorism. so let me just jump in there because obviously some of our correspondents also took the very rigid positions of each side just taken the taliban was that the government wants certain things. i think what the international community mystery wants to see 1st the ceasefire. you just touched upon it. how difficult is it going to get just about point alone? i think is going to be i think now with the higher level presentation got coming from couple is probably one step closer to achieving for more production of violence that you see a fire. it may be restrictive to certain regions of the country. it may be stopping for the advance song, but i think there will be some kind of agreement on that from your presentation that says that i day for yesterday is important. that you can broaden the view that
1:20 pm
it is not just the government and the policy to the terms of the agreement. and then it could have been even broader. it could have been much more effective, had present cars. i remain on the trip id. com. i think someone like is my johan also would have been very important on the, on the group to ensure that there are negroes is on board. so there are some missing, but overall i think your presentation, the fact that the comment this higher level has assured everyone in the thought environment and as you can, you can others that your positions within capital being og. straighten. they're more or less, they have the mandate to engage in the can be discussion and whatever agreement they reach and how it can be implemented. how much but important factor of the lots to discuss it in very little time. but how, how important do you think at the moment, the issue of local militia,
1:21 pm
local villages, local communities picking up palms also at this moment in time and also confronting the taliban. and that moved towards certain ang, plays. i mean, there is a history of low coal, you might say, resistance to war, get those that want to take over your land. if you're enough, get this down. is this a new tactic? it's not a new tactic. it's a traditional form of civil defense. i mean, facts, it was encouraged as part of the overall security strategy that the us pursued in the country some years ago. sorry it's, i'm not sure a reaction and i think it is restoring than hearing news about neighboring countries starting to support certain dimensions of the facilities. but overall i, i am optimistic that the same way the other one has been able now to reach agreement
1:22 pm
with local groups on the ground. there are a number of many see fires of across the country that has been agreed there that advance of this fuss not really being on need to the power of a done. they negotiate and they convinced people and some kind of agreements taking place. it just hopeful that if the 2 sides reach an agreement in doha, the implementation can prevent a sliding joseph or will it is a small steps and tiny steps will pick this as time progresses over the next few days. certainly something about that good to have you on the program. thanks for joining us from the u. k. the major border crossing between buckets on and got his thumb has been partially reopened after the taliban seize control of the african side. on wednesday, the hundreds of afghans have arrived on the frontier with small groups allowed into chairman on the pockets on side. now it's an economic lifeline for something that's
1:23 pm
going on with agricultural exports in the goods passing through it. the african government has launch no ration to retake it. meanwhile, barkus on continues fencing its long mountainous border with i've got a song, they began securing it in 2017 after spate of attacks from africa based barcas on the groups. but cannibal accusers focus on providing a safe passage for the taliban to cross over. come, all hider has more from dora. come on the pakistan african border i guess on the longest border reduced neighbour of honest on stretching over 2600 kilometers. it also one of the most challenging of rain we're down to ga ranging from 7400 meters above sea level deserts and out most of the work had been undertaken by the budget on the military itself. already 90 percent of the work had been completed by august on her spend hundreds of millions of dollars on this project,
1:24 pm
which is likely to be completed by the end of 2021. they self gotcha. already held and redo, came to violence in august on and a whole page that the better border management between the 2 countries and budget tonge, barrier on the on buckets on the border is likely to help reduce that security risk to pakistan. and also not to give an opportunity for the guns who have been accusing budget on of letting infiltrate to come across. it's dead it. this fencing has also given a lot of strength not only to the border security on both sites and has also ensured that there is no any sort of infiltration. although buckets on her set of hundreds of board along the frontier, rid of granite on it complained that they have not done enough budget on the expect . the longer take responsibility to be able to control their side of the border
1:25 pm
focused on it. already seeing the benefits of an elaborated border management system. this involves terminal imagery camera. it involves drones and constant patrolling over a long stretch of territory and died off. got it also because of the fact that budget on it now keeping a close watch on dish particular border. the leads of tested positive current virus in the tokyo olympic village on saturday. and international olympic committee member who was also in the village was confirmed to have the virus that the pandemic delayed games are juice officially. and on friday, dozens of cases have not been linked to the olympics. since the start of july, event has been facing opposition in japan because the fears it'll work in the countries outbreak of k with 19 as it battles a search in infections, the non bounds in june bure stuff to stimulate even with all measures fully taken there will still be some positive cases. the corona virus situation is encompassing the entire world. so it is inevitable that there will be cases that what is
1:26 pm
important is that when such cases arise, we properly and systematically isolate them so that there will be no further transmissions to kingston. as the director of ation study, the temple university in japan, he says that's going concern. the games will become a super spread or event. and they're trying to put a brave face on this. the i o. c, chairman, bach on television, reassuring the japanese people, there is 0 risk. but clearly there's law skepticism here in japan about these reassurances. and this is exactly what public health authorities have a warning against and why a prime minister su guys chief adviser uncovered 19, was opposed to holding the olympics and insisted on no spectators. so hopefully they manage to contain this. but this is a bad sign as thousands of athletes are arriving this week and they'll be more than
1:27 pm
50000, a limping related guest, also arriving. and just as the delta variant is swirling around the globe, and the vaccination here is just 20 percent of a lot of things cannot be anticipated. we don't really know of and the that's the real problem. big question mark over these olympics. and why about 80 percent of the japanese people did not think it was a good idea to go forward. and so the big worry here is that this might become a super spreader event. and hopefully it's not going to start the athletes village . and it would be a shame for all these athletes, but working so hard over the years to prepare themselves are now going to be, you know, living in the bubble and not even certain if the bubble is safe. while stella had hail the alter their annisa, trying to protect their neighborhoods and fears that could be more trouble and looting in south africa. and in fort spring to the start line formula,
1:28 pm
want to try something a bit different to make it lloyd. the funny thing that's coming up with peter ah, there still heavy rain falling in europe, not in germany, although it was in the far south of germany. this big circulation, though not as potent as it was, has brought significant rain to, for example, austria on the edge of this cold front which is still discernible, stretches up towards scandinavia. and that part of europe has been so warm, recently has cooled down. so the picture then in austria, particularly in the capital, but also in the tier all i've been qu stone, so about $100.00 millimeters of rain yesterday. that's quite a lot of rain compared to the average. it's over half a coup sigh which does get
1:29 pm
a lot right. of course it's time the it being in the 90s, but look at the capital. no one half times the july average. that's very significant. there has been some flooding. i think that's the worst of it because the next day or so the heavy rain, although we'll see some more in austria, will tend to focus a bit further south croatia and elsewhere in the balkans. that's where it's going to be wandering around. slowly edging southward, which means all of the ones who light showers in the low countries the next day or so, the sun has been added. it's relatively will impact is quite hot in some places. london, for example, might see 31 reason a 32 during sunday that it caused a little bit. but even then, it's pretty warm the across the world, young after bits and organizes the rhonda most motivated politically engaged, the challenges they face couldn't be more daunting here in beta we were the one who
1:30 pm
had life on what was going on. and the way the most me me, there's looking stuff that goes on is always in the dynamics formation. we have the agency to create the vibe of the generation. we change on al jazeera, we town the untold story. ah, we speak when others don't. ah, we cover all sides no matter where it takes a police finn and your guys were my empowering in pasha. we tell your story. we are your voice, your news, your net back out here. oh .
