well, unfortunately in the united states, we haven't had a history of having strong housing supports or any kind of emergency rental assistance programs and any kind of systematic basis in the past. and so when the funding was approved, starting last december, a lot of jurisdictions, a lot of states and cities, didn't have any kind of infrastructure to disseminate rental assistance at all, let alone that quantity of money. and so, you know, they're really we're starting from scratch, having to set up programs, hire staff, train staff, develop outreach materials to reach tenants and landlords develop, you know, just intake procedures and rules and they're going to verify eligibility and procedures to disseminate the funding. and so part of it is to spend, you know, the amount of time it takes to build these programs from, from the ground up. and then frankly, and a lot of parts of the country there seems to be a real difference to the point of tenants and the spread imagine sections. and
