during the worst economic crisis in decades. and tight rights is expected for the top jobs. and a 3rd of new coven infections has governments across asia and are shiana scrambling . and it's for chelsea going to huge boost ahead of their new english, primarily campaign. champions, league winters, be your only holders, villareal and penalty shoot out when the super ah we begin this news hour in afghanistan where the taliban has captured yet another provincial capital. the light is to fall in the city of gov. me strategically located on the main road between canada and the national capital cobble taliban have now taken 10 provincial capitals in just the past week, including inquiry and finds
1:02 pm
a bad in the north and ferocity in the south. while in doha, a 3rd day of talks involving representatives from afghanistan's government and the taliban is under wayne, the u. s. m. boy has met with diplomats from china, pakistan and russia, and other meetings involving diplomat from the u. s. a. u. india and guitar are also taking place. we'll go to mohammed, jump jim shortly, who's covering diplomatic talks here in the hop, but 1st, let's cross live to charlotte fellows in cobble. hello there. charlotte, thanks for joining us. it's almost getting to a point now where we should talk about what areas the taliban hasn't captured. what's the latest way? you yes, every day it seems we wake up and there's another provincial capital that has fallen to them. we understand that the governor of gods and he actually did a deal with the taliban for him at least to receive safe passage and to get out of there. and then very soon after we got confirmation that the fishing had fallen to
1:03 pm
the telephone. there has been video circulating so by the taliban showing the gulf gaping safe passage moving out of gas ne, towards cargo. he was filmed at the telephone chick point. he even had a taliban, if schools helping him move through these type of telephone areas. and just in the last few minutes i've got confirms that he has been arrested by the govern government ministry of interior confirming to me that he was arrested in war dog before he reached cobble because he surrendered and did not put up a fight. so that's just coming a now, and i have to say good news, especially significant. i mean, 10 provincial capitals have fallen in the last week now. but this one is significant because it is the closest to cobble. it's also a gateway to the south, and it's the 2nd biggest city after the city of condos in the north to fall. this way can to put it into context for years. tell about picking up pain in 7 days. the last time they go to provincial capital was 5 years ago, so they are certainly on
1:04 pm
a role and they are not stopping at godaddy. we understand that there are other, other provinces, also under heavy pressure with fighting ongoing as we speak provinces, east and west of gus ne. they patsy and earns gone and then in the fall waste also, but peace and ferry. thank you for that update charlotte bellis reporting 1st live in campbell. no doubt will cross back to you shortly. momma jumped him his life rising. doha was more on the diplomatic talks happening here. it's day 3 of discussions. has there been any progress mohammed emily? these are delicate and difficult, diplomatic talks that are going on in your heart and so far, even on day 3 of these talks very few concrete details about what may have been achieved behind closed doors is emerging. thus far. meetings are ongoing. thus far, we have seen the envoys for the us. are you in u. k e u,
1:05 pm
china pakistan. there's also 2 g cast on turkmenistan and turkey. and even the envoy from germany is here today. but again, very little detail as to what is happening behind closed doors. we are expecting that a delegation representing the afghanistan government will be arriving here in about an hour from now. i've been told by that delegation that they are expecting to meet with the assembled on boys. and that, that meeting should take place over the course of an hour and a half or 2 hours and that they expect that more details will emerge once that meeting has taken place. i've also spoken with dr. op the lab dollars team. he is the head of the national reconciliation council in afghanistan, and they have issued a statement with regard to a meeting that they held yesterday on day 2 of these talks with the extend the troika countries that's comprised of the us, russia, china, and potter san. it's a group that gets together intermittently, every few months, to discuss ways to try to solve the crisis in afghanistan,
1:06 pm
and to try to get those parties back to a negotiation and to try to come together and get some kind of lasting piece in afghanistan. that statement says that a plan was presented to the troy countries that said that they have a plan for afghan stan going forward and that they do not believe that the taliban is negotiating in good faith. they are only delaying things whilst they take over more of the country. the statement went on to say that we are in favor of reaching a political solution through negotiation and appointing a mediator, or mediators to organize the negotiations. but this really brings us back to what we've been discussing many times over the course of the past few days, every diplomat, every delegation was assembled here. they all want to see some way to try to get the inter ap can piece ox back on track. the last time there was a meeting of the interaction. p stocks was here in mid july. that ended very much
1:07 pm
in stalemate. there's been no momentum as to how to get that back on track, especially now that the taliban has been taking over more and more territory. and i've kind of sat and all the diplomats, even though they've been low to speak to the media the past 2 days. everybody here is telling us that they want to try to figure out a way to get things back on track and to solve the rapidly deteriorating crisis on the ground in afghanistan. emily, thank you for your insights. that mohammed jen, jim in joe have for us let's take a look at how these racing games by the taliban have had look in a wider context of the war. busy in afghanistan, he's out there as kamala santa maria with a look at the map. and then i'm this. the taliban advances in the past week have been quite extraordinary the speed with which they have gone. but there is a much bigger picture here. we can't look at the last week or even the last month or so in isolation. so i've got some maps for you from the long war journal. it's
1:08 pm
an excellent resource for mapping. really, the last 20 years in afghanistan, i've decided to go back to january of 2017. so that 4 and a half years ago. and this is what i want you to have a look at here. it's almost like an electoral college tally. we're looking at gray areas which are under government control, pink areas which are contested, and red areas on the taliban control. so yes, lot of government control at this point. we move one year on to january of 2018 and the pictures starting to change. you're seeing more areas that are contested. another year late january 2019 and actually the contested areas for the 1st time. and now more than what the government holes by the end of 20. 19 again there are more contested areas. the taliban is increasing its number of red districts, 420 districts we should mention across that kind of stuff. and then we get to this point, april 20, 2194 contested districts in afghanistan and the only real saving grace is the fact that cobble her out kandahar is big population centers are still pretty
1:09 pm
safely in government control. so that's year by year i want to bring it right down now and actually go week by week just for the month of june. watch what happens to watch. the red districts keep adding up june 9th, june 16th june 23rd june 30th i piled in there to the point where the checkout tally at the bottom there contested areas and taliban areas are even that's through june. and the reason of stop there is because we need to think about what happens at the start of july. the united states leaves background air by it's a trigger point. let's roll this with starting on july 10th. and the red districts keep piling in again and again. and as we get into august, you see what's been happening in the past week with that big search of red areas right across the country. it's an extraordinary situation. and let's not forget the big picture as well. yes, right there were looking at the taliban in 2021. the same taliban that was removed
1:10 pm
from power almost 20 years ago. and joining us from london is william pavey for my british ambassador to afghanistan. thank you for joining us, william from what you've seen. so far, we really can expect anything concrete to come out of a stow hard talks. can we? i mean, the telephone we're willing to engage in meetings. we'll talk to the government about kind of way before the us had decided to withdraw the troops, they've got what they wanted from the due process. they've got a us to withdraw me the nature with role. i can see why they would at this stage compromise. they think they can take africa stand by force and that's what they're going to try and do over the next few months. so william, you really think that taliban has doesn't have an appetite at all to negotiate given it's racing games? no, i mean, why would they resist the talk to many years when i was enough chemist on we try to engage the taliban and in meaningful talk. we, we knew that they represented
1:11 pm
a constituency in afghanistan, places like helmand in kandahar and other places where all was contested by the telephone. so there was an effort to bring them in to talk, but they seem to, they were resistant. even then when we had 100000 troops in the country, so i don't see when they have made such dramatic re gains of the past few months. they're going to call a halt at this stage. as they will, they will try and negotiate if a toll the, the only way that negotiate if they get their fought to a stalemate. williams, 10 provinces in just a week is a serious amount of games. and now you know, the 3 hours away from cobble, do you think they'll be able to take the capital once again? and what would that look like? i don't think in the short term. i think when they look back to the mid ninety's when the, when they marched into into the country i've been suffering from the civil war war
1:12 pm
. busy laws that issued and they marched up from kind of welcomed by the people at the time who thought they were sick of the civil war. that won't be the case. this time, the basket population having experience to taliban will be too ready to, to welcome them back. so i think the government can get together can defend cobble and the bigger the bigger cities. but the problem is that is one of confidence. and that's where the american withdraw was so, so crucial and so devastating that people switch sites if they feel they said they're currently supporting is losing. and that can lead to a tipping part which, which could come. but if look who was local militia, local governors, the site for their own safety and security to switch over to the taliban. and that's, we're seeing some of that now. william, pacey, we appreciate your insights. thanks for your time for british ambassador to

afghanistan. still ahead on al jazeera new zealand said santa roadmap to re open borders. it says the priority is completing its vaccine roll at 1st, plus the us military service finding out obligations in iraq and on. but inside syria, us troops continue to later all off trying to secure the area additional the i. so why does or not research? and later it was true gesture of a lympics, pullman ship has more ties. and shame told us about his shared golden moments countries around the asia pacific or battling surges of new carpet 19 cases due to the delta variance fairly infection numbers ranged new heights in south korea this week and more cities in astronomy and the philippines have gone into locked down,

scott jaila report from bank call. from south korea down to australia, a search of new cove in 1900 cases, fueled by the highly infectious delta. very, it has government scrambling to respond, australia's capital camera entered a one week locked down. the city reported its 1st locally transmitted case in more than a year in the austrian capital territory, a c t. this decision is as the result of i positive cove at 910 case in the territory. a case has been infectious in the community. we also have positive weiss, water detections around the i say tell you to of australia's largest city sydney and melbourne are also seeing high infection rates despite weeks of being locked down for the 1st time. in the panoramic. south korea posted more than 2000 new daily cases earlier in the week. it led to a plea from the government for people not to travel this upcoming holiday weekend.

we do government journeymen coordinate if we don't stop and corona virus won't stop . i would like to say to the public that we ask you to refrain from traveling to stay at home during this liberation day holiday. we take as many of the new cases are outside the heavily populated metropolitan sol area. officials are concerned that those returning to the city could bring covert 19 with them. this week, the 1st of more than 1000000 rank refugees and bangladesh started to receive cove in 1900 vaccine. 20000 infections and 200 deaths have been recorded in the cox bizarre district location of the refugee camps. we came here with happiness in our heart. we have received a short after coming here. it's good to see that they are treating everyone equally and managing to process lawfully the usually bustling streets of the philippine capital manila reduced to a trickle of traffic. only those with authorization can leave their homes. the

government impose the heavy 14 day lockdown this week, as like many of the neighboring nations, it work to stem the rapid spread of new cove in 1000 infections and a spike in deaths from the virus. scott, either al jazeera, bangkok you zealand has outlined plans to reopen its borders next year. in the meantime, the country is in a rise to increase in the vaccination reins with just 26 co. the deaths, new zealand has been wanting, praying for the handling of its pandemic, but a low vaccination, right. and the highly infectious delta variance cause and consume wine have before . while the corona virus pandemic continues to affect many countries, life in new zealand goes on largely as normal. there hasn't been a case of coven 19 transmitted in the community since february, thanks to the borders, staying closed. but from early next year, the government plans to reopen to vaccinated travelers from low risk countries. we cannot keep border restrictions on for ever and to be absolutely clear,
1:17 pm
we don't want to do that either. and neither did the experts we talk to. border closures were only ever a temporary measure in order to keep cove it out before a vexing was developed and administered. but just days before the announcement from the prime minister, new zealand is suffered, escape dozens of unvaccinated work is that the country's largest port were allowed onto a ship that had come from australia carrying coven positive crew. all the port workers tested negative, but it exposed a vulnerability in new zealand defense. new zealand has been able to stay cobit free from most of the pandemic, the cause of good management, and good luck. but what happened here is a reminder of how quickly things could change. and when combined with a low vaccination rate, how dangerous it could be. just over 17 percent of vaccinated, one of the lowest rates in the developed world. you zealand prime minister says everyone will be offered a vaccine by the end of the year or had only had one. and
1:18 pm
then they don't. we don't like to do next thing a round the world including you do that and if there are further outbreaks of the virus, the government says it will move quickly with an aggressive locked down. the won't be 0 cases, but when there is one in the community, we crush it. but while it's coded free, and as many people as possible vaccinated, then you zealand international isolation will come to a partial end next year. wayne, hey, al jazeera toner, new zealand. voting is underway in zambia presidential and parliamentary elections . president ed longo, same voting here is expecting a strong challenge from a position rival is facing him for the 3rd time. soaring unemployment and corruption are among voters biggest concerns. tessa joins us live from new soccer.
1:19 pm
hello. the her looks like long queues at voting birds. what more can you tell us about the turn out a long line that maybe polling stations in the capital and across the country as well in what lakes and media is saying is going to be too close to call and hotly contested to talk more about this i'm joined by economic analysts uses adobe. i thank you very much for joining us. we have more than 7000000 people registered to vote this time last time was about 4000000 people. why does this seem to be so much interest of the selection? well, if you think about it, somebody has gone through some difficulties. they cannot make difficulty in social development difficulties over the last 45 years. and if you look at the crowd standing behind us, the age group ranges from about 18 to 40. and these are the people that are active
1:20 pm
working, active business, and these are the people that want to make sure that them the as a better future going forward. what does my dear about the frustration of young people and then when it comes to unemployment, how bad is it? clearly the employment in zambia is mainly driven by jobs in government, which is the police nursing schools, government schools and so forth. but as far as private business is concerned, we've not seen private business grow as rapidly as we'd like to see. what we tend to see is both of the youth trading on the streets in markets as as vendors. and this is not good enough for them. there is no future. so quite clearly the youth i'm looking to get the future president who has campaigned on infrastructure development hospitals, breaches role power stations. is that enough for him to win? well, i think there's been an impressive development as far as infrastructure is concerned, and a lot of the infrastructure developments have taken place in the urban cities. so
1:21 pm
you find that the high density area of the city, the roads come on board and if the street lighting and this has improved property values that has allowed businesses to flourish across the city. but then again, you know, that's only literally answering to the population. the other help of the population in the rural areas and they're more interested in better interlinking road, the interested in their schools and hospitals being adequately fit and stuff. so there is probably a 50 percent support, but i think you may find that rural areas may have a slightly different view than be have more than $12000000000.00. if it's tunnel dates and there's a public corruption. what extent will that government's ability to provide services for them because in general, well, basically for the last 3 years, governments capacity to support the growth of the economy. and the development of
1:22 pm
livelihoods for people has been extremely difficult. because increasingly, every year we've seen the higher percentages of the national budget go towards debt servicing. main really fun in depth the thing. so even the domestic debt has become toxic because the local business, i'm not getting paid. so quite clearly the impact of debt has undermined the development of the economy and the the, the quality of the lives of the people exam the uses. thank you very much for joining us. we are expecting for visual results probably late friday afternoon, friday evening. but the final official results will probably be announced in a few days time. the question on people's minds is, if we lose the lakes and they're going to accept the results or keep us updated. thank you for your coverage. poland parliament has bank the controversial media reform bill. the legislation would strengthen a ban on non european fence controlling polish broadcast is your position says that
