could have been prevented from what the reports indicate, has been an absolute tragedy. now, they have been launching sort of campaign from time to time, and they have said that if these don't work, they are ready to go international. not on the radical that we are thinking off thinking of you and the international human rights commission. because it is right of our people for justice, that should be known, and those who are sponsors shouldn't be identified. we are not, we're not like shylock insisting on the pound of flesh, but we want them to come out because in such matters we will not rise again. again, the catholic church questions, the sort of incomplete investigations. they said there are lots of areas of questions that haven't been pursued the involvement of military intelligence with

doesn't go back across the room at the will. of course i blamed the government and the leaders, all of them means all of them. and see that i've been and we're all tired, but pick hi, this is how we live. we have nothing to offer them but. and that's why use of the situation. but my daughter bit my heart and the movie it seems like i cannot provide for her like before. there is a victory for brittany spears in her battle against court ordered measures that she says have been used to abuse her. the singer's case has shed light on conservator ships in the us. that's a judge appointed legal or financial guardian, someone who controls another person's life. even if that person is an adults of casual opens, what are you on reports? this arrangements can be very difficult to replace. the after months of public

pressure, jamie spirit says he will step down as conservator of his daughter, britney spears, as a state for more than a decade, course have allowed him and others to control the money career and much of her life after she suffered a series of mental breakdowns, but allegations of abuse. how followed? the 39 year old told the judge she's been drugged, forced to perform and prevented from having more children. she also accused her previous legal team of working against her interests. the hands have grown increasingly both like him pain free, britney, for a long time. one of the most problematic aspects of this case has been that she haven't been able to fluctuate and attorney. and i don't think the attorney she had previous to this was, i know that he hasn't been advocating for her interest because we know that brittany has asked them multiple times out of this. and apparently he never told her how to do that. once again,
6:46 pm
want to thank britney spears for her courage. the case has brought attention to conservative ships in the us critic say the legal guardianship measures are open to abuse and terminating a conservatorship isn't simple. to get out of it. you need to then prove to the court, i've regained my capacity. i've been in therapy, i've been taking medication. i've worked on myself and now i'm able to make these decisions. so it's not just standing up and saying, i want to be out. it's proving to the court that you're ready to be out. there is no, i'm lying for when brittany's father will step down. he denies any wrong doing, and he's calling for another conservator to take his place. the fingers fancy, it's a step in the wrong direction. but the battle they argue is far from over castillo, so the young 0. let's talk about this with the want to brooks. she's joining us from baltimore, maryland. she's a civil rights lawyer. she's also the founding partner brooks law, l. l. c. thanks so much for speaking to us on how to 0. want to brooks. first of
6:47 pm
all, can you just talk to us about what a conservator is actually meant to do and how, why in some cases, their broad power and actually lead to issues of abuse like financial mismanagement and like the position of restrictions. sure, good morning and thank you for having me on. so conservative ships or in some other states depending on where you are, it might be called the guardianship. but the arrangements are similar. the purpose of them is really to have a court appointed individual or sometimes multiple individuals to just sort of may be able to make decisions on behalf of a person who's alleged to, to be disabled. and so, you know, talking to brittany, for example, the allegation fair. and evidently what the court at one time had found was that there were some serious mental health concerns. and basically, what the court determined back in 2008 or thereabouts when the conservatorship are
6:48 pm
put in place. if miss spears was not in a position at that time, and then subsequently for about 13 years to make decisions for herself due to her mental concerns, mental incapacitation, if you will. the purpose really comes from place of wanting to ensure that the individuals who are not in a position to make the decisions are being cared for and that they are well, i radically perhaps that they did their finances and their persons aren't abused as a result of the fact that they don't have the capacity to make decisions for themselves, right? yeah, well, i was going to say that the fact is there is abuse because according to a u. s. government report that was put out that was back in 2020 i then to fight hundreds if allegations of neglect as well as financial abuse by conservator isn't . and that abuse the report says, most of them were related to financial exploitation. so what sort of reforms are
6:49 pm
needed here for a better oversight of the system? yeah, i mean, that's an excellent point. i mean, even currently, according to the department of justice report, an estimated 1300000 adults are under similar arrangements as miss spears in the united states. so even though most people are just recently sort of paying attention to conservatory ships as a result of the free brittany movement, there really are many individuals in similar circumstances. and to your point, as far as, as how this sometimes can, can read or create circumstances of abuse. if we think of it from a perspective of, you know, family members or often be individuals assigned to be a conservatory. but those are oftentimes the very people who have the most intimate knowledge about, you know, the person's health about the person finances in particular and all other internet issues. and so, although that should sure directly into a radically be
6:50 pm
a benefit so that they could act on behalf of the person. it could also lead to situation where it can become abusive because the conservatory has the ability by law to make financial decisions, including things like investing on behalf of the individual liquidating real estate on behalf of the division. right. and so, you know, the crux of it is when we 1st start with this kind of arrangement, the court determined that the individual, it doesn't have capacity to make decisions. so you can imagine that what that basically means is that the other person or entity they, they for, we take the rain. ok if they have good internet and you know, they have good intentions and it could work out. but if not, think it really be very abusive. thank you so much. want to have to leave it there, but we really appreciate your time with us on al jazeera. thank you. thanks very much for having still ahead on the news. our work there is major league baseball
