3:33 am
news, head by earthquake storms and cove is haiti limb from crisis to crisis. but all natural events alone to blame for the tough life facing haitian and this international intervention really healthy. this is inside story. ah, ah, hello and welcome to the show. i'm sammy, a dan, it's a nation that's long suffered from natural disasters in political turmoil. hated once again devastated by a powerful earthquake. the tragedy has been accelerated by a trouble storm. on top of
3:34 am
a panoramic. at least 2000 people have been killed. many more displaced, hospitals are overwhelmed. that's while the countries yet to elect a new president after the assassination of jovan envoys. last month, late is trickling in slowly and agencies are struggling to get food and urgent medical care to those in need. we'll discuss what's behind that shortly. but 1st john holman reports haitian prime minister alley long re riding of his 1st press conference since in earthquake rip through the country, south west, leaving more than 130000 families homeless. we have a lot of questions about his government's handling of the disaster, especially why a week later, a still not getting to the many destroyed villages close to the epicenter. one of the regions has been completely flat and this lies in we went to last year and they said they haven't had any one from the government coming off of the made when they
3:35 am
took you told them to wait for that. why are they not getting a sooner since 98 percent of the houses are destroyed? but the prime minister chose not to answer the question. passing the mike to his head of civil protection, we are formulating a response or mechanism is an action. evidently, we have some issues related to security, but we are doing our best to accelerate the process. but it's not just the villages lacking aid. it's the cities too. and we also went to like tie and in the cave as a camp full of people just not even take their just sticks with top pooling above in the area, presumably you can get to but they also said they haven't seen anyone from the government. why haven't they received any help, peter? like i said, our response is ongoing. i know there was distribution in lake guy using our methodology. it may happen that you didn't go to where we were distributing. but
3:36 am
there's a huge problem with distribution that the prime minister had so far, only vaguely alluded to something that we're talking about. there's a stretch of the road from here to like tie, which is really difficult to get a down because it's controlled by gangs. what is your government doing to try and figure out that road and also to try and stop those gangs? they've also kidnapped an orthopedic surgeon or the last couple of days. what is your government doing about the now, the 1st thing to say is that the southern root is better now. we're working hard to make it permanently safe, so people can circulate without any risk. also the press conference, the deputy secretary general of the united nations. what a journalist asked could be done to stop the mistakes made off to the monstrous 2010 of quake when the rebuilding process was flawed. at best. what we have different, different things to take the leadership to build the institutions of capacity. to
3:37 am
say that there are no gap, there are gas is a different situation, requires a different response. seeing will be believing for the many watching on and those desperate homeless and still waiting for help. john home and how does it put the prince are contrary to what you might think haiti is not the country most hates by natural disasters. according to a 2020 report japan, the netherlands in greece, all more exposed to extreme weather events, both in terms of numbers and severity. but haiti lags behind in its ability to deal with them and have a closer look at some of that now. then haiti's, emergency services and hospitals don't have enough capacity. for example, it's small airports struggle to receive aid, gang violence and road insecurity. pose logistical challenges for aid groups. corruption is also a problem. $92000000000.00 given to haiti by venezuela since the 2010 earthquake is
3:38 am
reported to have been wasted or embezzled by former government officials. inflation is high, food and fuel is scarce. almost 60 percent of the population has to survive on less than $2.00 a day. that's bring our guests into the show now have joining us from washington, d. c. eugenia charles, executive director of fun, dusty on the pool, an organization delivering aid in haiti. she also hosts a radio show focused on social and political issues there in florida, joseph, our old pierre academic and political consultant on haiti and latin america. he's also a political, grassroots leader and founder of napster. that's an organization promoting development and democracy in haiti. and in washington, d. c. j. johnston, senior research associate at the center for economic and policy research is also the lead author of their report. haiti relief and reconstruction watch blog,
3:39 am
a warm welcome to will. let's start with eugene. so i've got a comparison, eugene here, it's done by the development help alliance and geo ranks haiti and the dominican republic as equal in their exposure to extreme natural weather events. they, of course, share the same sort of geography and same island. in fact, yet haiti is ranks as way more vulnerable than the dominican republic. clearly this is not the suffering. the patients face is not just about natural disasters, right? there are other issues that play here in terms of haiti. we are definitely in problem to natural disaster as you know, we are in the past of how it came anytime. and we are in the midst of the hurricane season of using, with also experience to major a critical the we have had a quick before except that the, and dispute us time you seeing them back to back within a period of 11 years doing the hurricane times we suffer as much
3:40 am
devastations when it cross the path of the dominican republic as well. but i think the difference is that in the day a government has utilized the resources available to provide the services or at least build the proper infrastructure to be able to better handle those disaster one day occurred in my homeland. unfortunately, the resources has not been utilized in that capacity to build the proper infrastructure as ought to have the resources available to provide the necessary services doing those type of natural disaster. ok, so right now we're at the victims from this earthquake, which impacts we geographical department, the south, which most people know as i go my dance, most people know as me and denise department, which is where i'm from. and my area is for bad. it is the county within the
3:41 am
department and bad idea is devastated all of the houses i've been collapse. we only had one healthcare center. it is not functioning at the moment. a lot of people who suffered injuries doing the earthquake, some of them are not dying as a result of lack of medical care, so we need to do better. all right, so let me bring in jake into the discussion off the question of why have haitian authorities been less able to deal to, to rally the resources as eugenia was pointing out there to deal with these kinds of challenges. the event may be natural, but the disaster is just as much human made, right. and when we're talking about the lack of adequate response, we have to talk about root causes here. and you know, we could go back century is really to, to haiti's founding. and the debt the extorted from france after its successful successful slave revolt in 18 o 4. and even in more recent decades,
3:42 am
the intervention of the international community, which is overthrown, governments overturned electro results and cause the political instability that has then blamed for many of the problems with relief efforts. and i think we can also go to the 2010 earthquake and look at the legacy of that which again, $13000000000.00 after that earthquake pledge to help haiti build back better. right . and as we see today, you know, so much of that money has been squandered, wasted, and really then we're looking at what are the problems with the 4 and 8 system itself and, and why haven't those resources actually gone to the needs and benefit of the haitian people and you know, that's a much different story. let's break some of that down lots one pack. then let me take this question to joseph joseph. also got another fact here. if you're born in haiti instead of the dominican republic, which as i mentioned, she has the same ireland. you will almost 3 times more likely to be poor. you're almost twice as likely to be unemployed and likely to live 10 years less according
3:43 am
to world bank data. can the differences between the 2 or to what extent can they be put down to the different colonial experiences of haiti versus dominican republic? but you know, the to just started out from a very different starting point. oh, i think it's true. got to be for the, the, the different kind of colonization. each of these 2 countries are, has expired against, ah, of your family impact on the history of the, on the colonization of the public walls. but the goal is settlement guidelines ation. why do you want to 80 was an exploitation colonization, but ah, for me, from history go, it's your eyes and put a view. bit man is sure is not really ah,
3:44 am
the colonization. i think it's, it's the, the explained by the political actors that we have in have the, i think, to understand the difference between hate in the rain republic. we have to focus on all but equal actors from one side and on the other side to hope to focus on to some extent of what i call all control institution. in haiti we don't have the political actors that we need to make the drive. the change that they made, the public have experience in haiti, we have it centered along system where all politicians or political actors do not act for the common good. but did they just ask for their inner more strong people and see for themselves, but in
3:45 am
a minute probably it can read. i know very well of your for the we can have a level of option bought all political actors right for the gallantry and bid infrastructures and try to be gone treat. so i think not dis, explanation is for ok. so you are convinced that that's more of a of a factor is the governance? well, i could see there eugenia was kind of shaking her head. i think in disagreement. she wants to come in. so let me bring you in. then go ahead eugenia. our thank you from the aspects of a young haitian being more likely to the pool and have to leave the country to seek employment elsewhere. why are the young dominican stays home and may work and, and, or if they get an education elsewhere they will come back home and work is that the colonial system is still there. we watch a factor. our education system do not educate haitians most need to care for he,
3:46 am
we are tram to come to the united states. we are cock train to go to canada. we are trying to go to france. so a change in our educational system in teaching haitians to be loyal to haiti is the 1st biology. when you are using geisha system, what if we reference is bathed in an outside country, then you are not properly ready to serve the country. that is full by due that we educations and in terms of the politicians. yes, we have some cool apologies in haiti, but also the international community. have the hands on the neck of haiti when election is taking place. unless the person who's getting into office is somebody who is willing to lay down and cater to the need of the international community with the past they have not allowed isn't digital who are close and attached to the haitian people. do we went into office? we can use number try as an example, you can use your memories election as another example, or you can use multi it's election as a 3rd example,
3:47 am
eugenia wouldn't some of the critics of those lead to say though, that in all their cases, their rule could be questioned in terms of both elections and democratic practice, the ruling can be questioned, and yet they have been bad wars, but who put them into office when the haitian population go to the polls. these people were at the bottom of the it was the international energy particular in the us, haiti that pushes people to become the font, can let me give a chance. i can see that joseph wants to come back and he's shaking his head in disagreement. go ahead, joseph, and then we'll give a chance to jake. yes, thank you. ah, 1st of all, i think when, when you are trying to, to come by div all statement of pity, haiti, why do we, what he's hop, any we to haitian irrigation system. what, what i have seen a lot not make it down trees in domain. going to pull the can. all those is even
3:48 am
was with respect to we friends from abroad, dominican republic. there were friends in the united states or spain. they don't have it so many can. it was in the system. and if you got to all a lot now make it down there we friends, i dot or both the spring or do not the states what the fact dot. we have, for instance fronts as we friends. i don't think it is the model what, what it weiss, latin american, don't. joseph. all the factors of the colonial heritage, the debilitating debt imposed by france upon independence. the u. s. and western halts, the occupations of haiti, the aggressive over exhausting of land resources by colonial powers. yes, this could be a very good explanation because the debt paid by haiti to friends has met the gallantry poor and poorer. okay. i think this,
3:49 am
this off if the highly negative impact on our, our, have the development on it is a hindrance to haiti development. however, it is very important to say as well, all based on the kind of funny because actors not always hobby, and they don't even have the house points in white. now this iran dirt, the $1000000000.00, all dot they give to the country, give to friends. if possible, that our situation would be was why there is what we call an economy. the dutch, this is when we have we sauces what we don't have the capacity to manage them. this good event, watson distortion. this is the case then in venezuela. so it can manage resources. all right, let me take about point to j can say, why have successive haitian or the have been election processes in haiti?
3:50 am
why have successive leaders and administrations failed to deal with corruption with crime with gangs poverty as well as natural disasters? why the failure is that joseph pointed out that a failure to manage one's resources. can it be all put down to manipulation by the international community as eugenia was, was perhaps alluding to look. i think there are met myriad factors, but i think you can ignore that, right. and when you look at the electoral system in the political system in haiti, right, you have to look at the role of the international actors for the last 30 years. really, you know, there has been a broad base nation building program supported by international actors where there's been tens of billions of dollars to try and develop haiti. and what we often see is this sort of separation of, of a, the development and the political situation. and we can't see those things as the link to their intimately involved. and when you look at the last 2 electoral
3:51 am
processes, specifically in 2010 and in 2016, these both occurred in the aftermath of natural disasters in humanitarian situations. right. and in 2010, you had the international community, directly intervene and overturned the results of that election. and so when you have a government who isn't legitimate, who doesn't have the credibility, who doesn't have a mandate and who isn't implementing meaning reforms, you have to look at, why are they there in the 1st place? right. and i think that is so much of what eugene is getting to. and i think again, that's extremely important today in the aftermath of the recent earthquake, where there is questions around what comes next in terms of the political situation . and it's going to be extremely important that that process is not determined once again by outside actors. but at that haitians were able to take the lead and able to do that. and i think if you're looking for sustainable development, that's the answer there is that situation that your solutions cannot be imposed from abroad. the solution is going to have to come from inside havi. when we look at inside haiti, eugenia is the country now facing
3:52 am
a perfect storm of natural disasters, health crisis because of covert, of course, political uncertainty because of the assassination of the president. rising gang violence and even now disruption of 8 operations is a country heading towards some kind of collapse. oh, we are having a lot of issues. there's no dispute about that collapsing. i'm not there yet, and i don't, i think we still have what to do. the thing is, i believe we, as haitians have a responsibility to bring our self and come to get asked and say, doing after our independence, we did not have a moment to sit down and strategize because our founding father was assassinated. very early on. you can see in the united states, after you went to all their own shovel, they had time to strategize and decide what's the 70 we're going to put in place we haitian need to pull together, get to the table and dialogue to put together
3:53 am
a short term plan a medium and a long term planning for haiti day we want to be something that you know, who can do that. when lot of the politicians are seen as very focused on the one percent interest. if not tied with criminal gangs who is looking for that sort of national interest perspective and can sit down and make the sort of plan. you know, they are a lot of haitians in the diaspora and within haiti wants to focus in all eagerly fighting on the street and the table talking. they are being silent because at the end of the day as much, we may not want to talk about imperialism and handle certain country like the us. they are the major players, whatever political accord that is negotiated or talked about. at the end of the day, it has to get the approval of the us and if he's not showing to the need or the interest of the us, they will not be locked. so in a sense, we have to do a 2nd independence to we. the mental liberally from our minds, from our souls,
3:54 am
and begin look on our haiti and being loyal to haiti and not loyal to the us out of us for the us green card medications may disagree with me and get madam you are in america. yes, i am, and i'm a guy i was forced to, to this country because the u. s. good. the 1st elected president and haiti. so those of us who are willing and able to go back there, we watch to go there. but when you have an international community, right, so purpose, it tend the status quo in able to boost what was, was you to mention power because that benefits them. that process needs to change. the population has been for us on the street demonstrating, let me bring inch, let me bring in joseph and ask that question. do you think global interest is rising for some sort of new international intervention in haiti? ah, i don't think there is,
3:55 am
went now global interests all for intervention and he'd be bought i think right now all international intervention is for me necessarily and hate the ah, i think i'm trying to be realistic for me from our international relations point of view necessarily can it be, why can it be useful? i mean, the last round of us, you know, was trying to root out left his supporters after the overthrown buttons. i was steed. it was, it wasn't seen as a very healthy intervention. was it? i no, no, no, it wasn't international interventions in hey did have all are all res, are filled all the interventions are always filled. what do we have to know why goals, interventions, how filled? and once they look at it, i'll say white, now it's, i will say it's necessary. why?
3:56 am
because be la state. the 1st step is security. but they international police then, then the haitian police, the haitian state, do not have the capacity for now to all are to provide a minimum of security to the haitian people. and in such circumstances, we need help for the ball. ok, i think we wipe international very, very good meeting hop. why didn't the committee has always fill in haiti. i think the international community has its own interest and in haiti we need does to negotiate with them and all. and to get one with relation, we got 30 seconds, want to quickly give it to jake. can there be an international intervention that
3:57 am
looks out for haitian interests and who had forced that upon global powers? 30 seconds, jake. yeah. if history is any guide, the answer is clearly no. and we look at the security situation and the history here. i mean, the international community, again, has spent billions of dollars to build the haitian police to implant and impose interface with foreign troops. and these have not caused any long term benefits in terms of security, right? so i think again, we see these constant short term solutions that are prioritizing outside interest over those of patients and solutions, not an intervention, but empowering agents and standing in solidarity with agents to take charge of their own country. but we are out of time now. so let's thank our guests, eugenia charles, joseph, out of pierre and james johnston. and thank you to for you can see the show again any time by visiting our website al jazeera dot com for further discussion head over to our facebook page. that's facebook dot com, forward slash a j inside story. you can also join the conversation on twitter. our handle is at

the neutrality of digital deductions. trust me. i'm an algorithm on a jessina embed, journalist and government panic. they didn't have the infrastructure they needed. they promised result in 5 days. but it's been a year examining, the headline. is this another potential flashpoint for conflicts voice from different corner? every house here has someone who has made it to the top of ever. it's not just one but several times. the program that has been your i to not punish you today on algebra or to below your per you in a kidney so not so much hutch or the yeah. my, i got a really diverse culture explored to music,
