we are going to be speaking to a spokesperson firm w h o. in a moment. the 1st charlotte, you are on the ground in couple explain to us what you are seeing. how worrying is monetary and situation? yeah, the causes definitely girl in the alarms, a sound thing. it's not just the world health organization. it's so doctors without borders, it's also the red cross and the red prison society, the raid presence saying this is a combination of many things. one of the worst routes here, and that's going to son in recent years, the health systems incredibly vulnerable over 19 hasn't helped anything with the complex that is exacerbated economic situation. the also said that what the telephone taking over in mid august after that point, a lot of international funding dried up. you have to remember this is the country that runs on international don't is on wisdom a. and a lot of that money isn't going to come through now,
10:03 am
but the telephone is in power without certain outcomes tied to that money. and they still don't, is it? and those people who were providing that funding is still working through that process, which means that a lot of the humanitarian programs are currently in jeopardy, the f m red cross. say that 18000000 ask are in need of humanitarian aid. that is about half the country, and they're also saying they're trying to provide food and financial assistance at the moment, but it is an uphill battle to build on that talk that voters say much of the same thing. it reiterated meeting the same concerns, particularly about health facilities, saying, but since the world bank, as far as their money, a lot of people aren't being paid and they actually haven't been paid in some of these health facilities in many months now looking for work elsewhere and then also to build on what you're saying with the world health organization. there's a particular program that includes $2300.00 health facilities. they're saying 90 percent and risks of m closure. so a lot of this is, it's a new picture of
10:04 am
a lot of different factors that have already made some vulnerable and it's people wonderful. but certainly, since the telephone has taken over a lot of that money that has been coughing out, some of these institutions and organizations has dried off. okay, charlotte money, thanks for that. as i said, we are hoping to speak to a spokesperson for the w h. o, soon, we'll have that later on in the program. meanwhile, i've gotten university students have been heading back to class for the 1st time since the taliban took over. some campuses have divided sections for male and female students in the classrooms. with governments have said the continuation of a depends on how the taliban treats women. when the group last ruled afghanistan, a ban girls from school and women from universities. women were also not allowed to work, but this time around the taliban says it will treat women fairly. myanmar shadow government has declared what it's calling

a people's defensive war against the military rulers. the national unity government is made up of politicians deposed in february's qu, eidolon, year the, as this is a public revolution, all the citizens with me and mar, revolt against the rule of the military terrorists in every corner of the country. i speak to scott jaila here with live in bangkok, scott, what does this calls and uprising actually mean, could we end up seeing move violence, bloodshed on the streets of miano? i think maybe in the long run, that might be the case. but right now, in the short run and we've been speaking with some people in yangon, it isn't as though yes, this is a call to political arms. it's a call to literal arms. but it is not as though people are running out to the streets with weapons and fighting back straight away what this is a call, and this is a call that we're going to pay that this is something that the national unity government said when they form 2 months ago that they wanted to do and not have a political shadow government, and then they want to have
10:06 am
a force to fight. so jointer, mrs. that announced that they are calling for that force to now come into action. it's not as though it's organized, it's cohesive, but what it is is relying on 1st with the political side, they want bureaucrats who are working for the johnson to resign, to leave, to not show up for work, further cripple the junk and its operations and running the country running the landmark, but on the arm in front they want the ethnic armies to join the battle, which they have to an extent, but it's a very fractured situation. in other words, you don't have a unified force that can actually run over into the capital or into young gone to try to run those troops out from the government. but what they can do is start to do what they have been doing. maybe more of what they've been doing over the last couple of months and that it engaged in their own separate battles with the military. so i think what we're seeing is this kind of promised idea that they will

transition from it just being the shadow government to also being a shadow army if you will. but right now it seems to be just an announcement that the streets of yan gone are pretty much how they have been over the last couple of months. they're smaller protests going on as we've seen over the last couple of months across me and me are, there are reports that there might be a little bit more security force presence on the street of young gone. but again, nothing like, you know, a call to her to revolt. it's not as people are, are armed people or float flooring to the streets right now. but again, this is that, that announcement that we anticipated after the shadow government, the national union government announced a couple of months ago. money. thanks for that, scott. hi la. their 1st in bangkok, guineas crew leaders have pledged to release all political detainees just days. also seizing power on monday, the military bod government officials from leaving the country, cut on monday, dubia, summon cabinet ministers and told them to hand over their passports and cause it led the k, which ousted president of the con day on sunday. nicholas hark has the latest and

most foreign funding for when the taliban took over the most shot government has declared what it's calling of people defensive war against the military rulers. national unity governance made out of politicians deposed in february, guineas military rulers have pledge to relate political detainees after sunday. on monday they bod officials from leaving the country leader colonel my deed, to summon cabinet ministers and told them to hand over that household. morocco is holding a general election on wednesday for the turn out is expected to be low. as many people off frustrated that political reforms that were promised earlier have materialized. bernard smith, reports from robots with some young candidates have been trying to regain the trust of people. it takes commitment and patience to canvass for votes in the moroccan town of satellite. it's becoming really hard to

convince people to trust us as a youth. sophie, i'm fat as one for the 1st time candidates in morocco's elections came of age during the arab spring. more than a decade ago. they believe little has changed a view. it seems shared by the people that trying to persuade to vote, they don't believe in the election to those. and all these are of the elections. they're like tired of with their own times. like see the same people the same to forget to elected. old people corrupts that like like symbol. the corruption entirely more than half of people in morocco believe corruption has got worse in the last 12 months. according to transparency international. the critics say it's hard to tackle when there's no accountability at the top, new, new of evil, but we continue to live in an exception of despotism. for example, we say that it is essential to discuss the budget of the royal palace calling lot against the budget we can talk about. we say that the king should not be at the center of political life because those that are should be accountable to the public

. king mohammed, the 6 points, the government and those who don't tow the line. don't get very far. rashid, our eyes from morocco's institute for policy analysis, believes many people in morocco for what closely, what top of the neighboring countries since the hour of spring? yeah, most ballpark is a majority of young voters who won't vote because they're not convinced by the way the game is played now. but don't forget that if one day we do manage to most of the game, we managed to control the leads and the street. perhaps they'll be convinced that we should go back to a much stronger talk with these young politicians. believe there is appetite change despite the risk. as you add that we must have another referendum for a new constitution because in our comb one, there are many political constitutional imbalances. if we got majority in parliament would apply strong pressure for real constitutional reforms. the system designed to stop any party getting a majority. such radical policies are unlikely to get very far. getting into

government to morocco is all about building coalition and keeping the powers on side, which is why sometimes it's difficult to find any major policy differences between the parties. more than 10 years after the arab spring. many here a disappointed the wrong real, genuine electoral choice. bernard smith al jazeera robot. let's return to our top story now. the critical humanitarian situation unfolding in afghanistan we can bring in which had brendan he is regional emergency director for the world health organizations office for the eastern mediterranean. he joins us now live from cairo many thanks for taking the time. richard, you still have stuff in afghanistan, one of the few humanitarian organizations to do so i believe. what are they telling you? what are the most pressing humanitarian concerns? enough chemist on well, we work in the health sector and as you rightly say, we have stuff on the ground. we have some national stuff in all 34 provinces across
10:18 am
the country. and we have 5 international staff remaining and people directing our operations. so within the health sector, which is the focus of w, i show the big concerns right now, our access to medicines and supplies has been a real constraint on being able to bring them into the country of the last few weeks. secondly, just the availability of a central health services. we're very concerned that humanitarian needs have increased and therefore our health operation has to increase as well. but also there is a policy funding to the largest health project in the country. and that could lead to a reduction in services, the sensation of services and up to 2300 health facilities. ready and the, the growing, expanding codes and panoramic, these are just some of the issues that we're dealing with right now. so what is
10:19 am
your message to the international community? don't forget that kind of going to stand with which front and center international use and attention of governments. and you know, a couple of weeks ago during the mass evacuation, but the humanitarian needs a continuing to to grow. and that's on the back of a huge miniature crisis before recent events. and so we need the continued funding for the humanitarian action. but we also need continued funding for the basic services that have been running for the last 20 years, including and health care education and other important sectors. so we just cannot abandon the african people at this stage. and richard, what are you hearing about female health work? is and women in general because there's a lot of concern about them not being allowed to work under the taliban leadership . do you know if female health work is all working in hospitals in facilities,
10:20 am
in the health care sector? you know, as i mentioned, we have stuff on the ground or 34 provinces, the tracking services and around 2200 health facilities. what they are telling us is they are thing a decline and the attendance of female health workers and associated with that fall off the number of women attending and bringing their kids to the clinics and hospitals as well as the exact reason for that make we think this is a temporary pause until they feel more comfortable to return to their work. we are meeting with ask and with taliban health officials as well. they're telling us that female health who was free to attend the clinics and hospitals that telling us that women should feel free to come to clinics and hospitals. so we're just in this period right now where there's a little bit of uncertainty. we are working with the female health workers to try
10:21 am
to encourage them to come back. we do know that quite a few. we don't have an exact numbers. we do know that a lot didn't leave during the mass evacuation. and we're still doing the assessments and still working with communities with health workers, and indeed with health authorities to make sure that health facilities will stop, including with female health workers and women and children feel confident to come back for their health care. and what about getting aid into the country? because obviously we've had the airport is not 100 percent functional, international flights in a 100 percent functional. how are you getting that a din is that coming through land and are you getting cooperation from the neighboring countries? yeah, now it's been a huge problem. we went for several weeks without being able to get any assistance in at all. but we've been working with a number of government, so pakistan government worked with us, you're able to get an issue and into massage last week. we haven't been used to
10:22 am
campbell, a port of the recent weeks for the security and operational challenges. we did try to piggyback on some of those evacuation a craft to bring supplies in, but that was a possible again for operational and security reasons that we didn't get it. now. first shipping into missouri sharif airport last week with the assistance of wilson program. we got another shipment and yesterday were expecting another couple of the next few days. and now we are working with the government and hope that will be able to get a couple of shipments in to, to couple airport in, in the coming days. those supplies and then being immediately distributed to hospitals and clinics were not bringing them into our warehouse. were doing a direct distribution to at least 70 prioritize health facilities. and now we're looking at having a more regular, a lift, as well as the road we haven't been able to bring supplies in by road at this point because of border closures. and again, security concerns,

but that's an option that we're doing over the coming days and weeks as well, which had many thanks for taking the time. richard brandon regional emergency director for the w h o's office for the eastern mediterranean. thank you. thank you. catherine is resuming financial aid payments for poor families and civil 7th in garza. they were suspended after fighting in may between israel and hum us which controls the strip payment method. husband agreed to prevent the phones being used for military purposes. the g 7 group of nations is urging tenicia government to urgently appoint a new prime minister at the most direct international comments by major powers. this president said dismissed the prime minister and took control in july. its opponents called the move. you said it was necessary to tackle the economic and political crises facing to nicea. facebook and twitter have

10:25 am
a local people digital wallets with the crypto currency. now the country is expanding the experiment nationwide. and so with those about to become the 1st country in the world to use bitcoin as legal, tender, it will run, it's another option alongside the current currency, us dollar. we traveled 12 on tape to find out how the pilot program has gone and what it could mean for the rest of the country. we found plenty of infuse, just like 70 percent of people in el salvador doesn't have a bank account. he's big coin. well, it's a way for him to put some money aside. there. i have a low income. i don't move much money a little i have, i spend on food. so with bitcoin, i can save up and that's the big coin is going up in value, is seen, it's more savings, great to the problem is the big point swings down as well at times heavily of the people here are set up with that as a p c, it's tough because it's unstable. for example, if you take a surf class and pay with bitcoin,
10:26 am
i can accept it. the next day it goes down and there are losses for me. it's the same for the bar, the shop everywhere. and imagine that volatility nationwide, one of the poorest countries in the americas, it can make the government's decision, seemed like a blind bet. a recent survey shows many people here might not take that, that 2 thirds say they don't want to be paid in big coin. and the facilities, the government hardly putting together the new currency, might not convince them where you want to cash out your big quizzes, the actual dollars. you have to use one of these special atm and the governments as a setting up $200.00 of these across the country. so let's see. do this. ok, and then the money should come out. the only ticket here is that these actually charge about 5 percent of commission to do the service that's already been enough to put of some of those on take. why not just use dollars?
10:27 am
one group who might see the benefits of the system, commission, or know a criminals who will see an umbrella related, but state sanctioned currency. we're not us that i've been one of the advantages of bitcoin as deanna and emitting, but for regulators. that's one of the risks. so the worry is that el salvador turns into a fiscal paradise for those who want to launder money from drugs or corruption. the president has been emphasizing the positives big coins will bring jobs, financial inclusion, and investment. he says, especially as salvador will be the 1st to use it. the question is, will the country become a trailblazer will simply sink john home and how does it say, salvador the american actor michael k williams has died at the age of 54. he saw in the popular h b, a television series from wire. police say williams was found dead in his new york city apartment on mondays. his death is being investigated as
