besides that there is no regional divide, separating the interests of our atlantic and our pacific partners. this partnership with australia in the united kingdom is a signal that we're committed to working with our allies and partners, including in europe, to ensure a free and open in the pacific. we welcome european countries playing an important role in the, in the, you know, specific. we look forward to continue close cooperation with nato, with the european union and others in this endeavor. united states leadership in the in the pacific, remains indispensable. we must compete in order to preserve and to shape the international order that has underpinned decades of prosperity and economic stability. in the pacific, australia message is that we are an ally. that is looking for opportunities to work together across the region. what was jordan is live at the state department for us

. i was when this is a controversial agreement, not just with i guess, the adversary from china, but also with allies as we've seen in the case of france. so at that press conference that we just saw, the foreign ministers, what do you think the tone was that they were trying to set? well essentially the tone that they were all trying to display at the press briefing on thursday afternoon here in washington was one of reassurance. it was the notion that were not abandoning our old friends, but the times demand a different sort of relationship. we have to calibrate, we have to recalibrate, we have to change. this does not mean that we are leaving people behind. and we certainly heard anthony black in the us, secretary of state, hone in on that point when it comes to the fact that the french government is very angry right now with the united states. in fact,
12:05 am
it may be anger that we have not seen since during the run up to the start of the us led war in iraq back in 2003. this is a situation where they can't even agree on whether the french were properly briefed ahead of time about this decision to supply australia with nuclear powered submarines. the french are arguing, they never were told, the americans are arguing. yes, we did tell you so clearly divided administration is going to have to engage in a lot of repair work and it doesn't help that part of this try. lateral alliance involves the united kingdom, which of course just went through a very ugly rupture in terms of leaving the european union for exit. and so this is really making people on the european continent wonder whether they can trust the buy administration, even though we just saw at the g 7 summit that joe biden was arguing that the united states is back. that it's going to work very closely with the nato allies,
12:06 am
and that the relationship was going to improve day by day something which had not been felt during the term of donald trump. rosalyn jordan with the latest at the state department. rosalind, thank you. while as we were hearing there, the french government is very angry over this new allow alliance cancelling a diplomatic gala in the us. it already had a multi $1000000000.00 deal to build submarines for australia. but now that's gone away in a move that the french said is a breach of contract and the stab in the back. natasha butler reports from paris. the french president, a manual micro greeted angular merkel of a lease a palace for farewell dinner. and she prepared to step down as german chancellor, but he chose not to mention the diplomatic crisis to shaken his government, leaving fat to his foreign minister to them all, both as we say in france,

it's radius dive in the back, we created a relationship of trust with australia and today that trust has been broken, australia has pulled out of a 5 year old multi $1000000000.00 submarine deal with paris after signing a new defense packed with the us and u. k. aimed at counter in china's influence in the indo pacific region. the white house said that a discuss the defense packed with paris before it was announced by the french authorities contest that this union lateral, brutal, unpredictable decision reminds me. a lot of what mr. trump used to do. biden's decision to sign the pact and exclude key allies is likely to further strain transatlantic relations. it may also both the growing sentiment in the e u that the u. s. as an increasingly unreliable partner and the block must become more autonomous. today, do you adopted and delicious 1st in the strategy, which is a straight to that's your bents. want to tell you wrong in that region. and france

is katie driving actor in that matter. it's unclear what action the french government could take over. cambra scrapping of the contract, the agreement with known in france as the deal of the century, which is why its collapse has left paris feeling particularly angry and betrayed. natasha butler, i'll just sarah paris. the taliban has denied reports that its leaders are embroiled in a major power struggle following the announcement of canister guns, interim government. the group says the claims are aimed at the stabilizing the country and discrediting the taliban after it took power. last month, ashley went by the has worn out from the capital couple pledging allegiance to the taliban tribesman, dignitaries, and members of the former government in kandahar the birthplace of the taliban and a seat of power. a show of unity at

a delicate moment for the group that swept into the capital last month. but the taliban is now denying rumors of a possible power struggle. and in fighting among it's the senior leadership report also suggested deputy prime minister of the brother was sidelined as the rumors spread. the taliban dispatched one of his officials and asked how connie with one message to convey the taliban is more united than ever. my brother later appeared himself in a video explaining why he hasn't been seen in public for the last few days. most a problem or the car bertha. i was traveling from toggle, so i had no access to the media in order to reject this news. we assure the dentist on nation major, her dean, elders and youth, not to worry. there's no reason to worry but many plans where they fear a prolonged leadership crisis that may create more poverty and uncertainty was

wrong on the boot crowd. in the past there would be people had their jobs. now people are hungry and many are anxious about what may happen next. and that is when we see what the joins at the taliban 3 years ago, my hopes were prosperous and peaceful are gone. this time, this is my biggest wish. as winter approaches, tens of thousands of people who fled their homes. recently, we need food, shelter, and stove. the un has wound the country may phase a severe humanitarian situation. if aid does not arrive soon, the taliban is now back impala but its challenges are far from over. the group is facing mounting pressure to pool and inclusive government, and he's desperate for international recognition and financial assistance. at the moment, when 2 thirds of the guy need help hush about the ra capital. well,

the united nation secretary general has told al jazeera but the failure of foreign military intervention in afghanistan over the past 2 decades and pony good parish sat down with our diplomatic editor james bay's ahead of next week's gathering of world leaders. for this year's general assembly, the secretary general voiced concerns over the unpredictable situation in afghanistan, including the prospect of a total economic collapse. it will be a total disaster. it will be lots of people dying. and i believe a massive out flow into the neighboring countries with audible consequences for the stability of those countries. so i think it's very important to avoid that collapse that i've been saying that you made a teddy and a these essential. but at the same time, it's necessary, and of course there are ways to do so even in respect for international law. when
12:12 am
we go back 20 years to 911, you were the leader of a nato country. you were the prime minister of portugal. since then you've been the high commissioner for refugees visiting afghanistan. many times. few people have the same insight as you and what happened in afghanistan. tell us in your view, what went wrong. i think everything went wrong. such the idea that the african people can be ruled from outside. i'm in the british strides and say the russians tried and failed the soviets at the time. now the americans tried and said, the african people is the people who use any problems. they have lots, lots of problems among themselves, but they have even more problems with the idea that that can be dominated from the outside. on the other hand, i think that there was too much military action and not enough support to building institutions. and we have seen that the african anatomy was so
12:13 am
fragile in the way it was built that when the tale about an attack, in the absence of the presence of foreign forces, they collapse in 7 days. some here in the u. s, saying nato in the u. s shouldn't have been doing nation building, you seem to be saying they should actually have been doing more nation building and less bombing people and fighting nation building is probably the wrong concepts. i think what is important is to create the conditions for a country to find its own way. the problem of nation building is that sometimes we try to impose a model copy. it's from other parts of the world in which the culture of the social relations, the ethnic diversity are completely different. and we all need to understand that we need to act with the people of a country and extending the people of the country, understanding the culture, understanding their traditions,

understanding that history and obviously helping them to adapt to the modern times. but not trying to project on them what we are and you can watch the full interview with the un secretary general antonio good parish on talk to al jazeera, that's on saturday at 430 g n p. but the dutch foreign minister has resigned over the chaotic air lift and afghan stone. last month. parliament passed a motion scene that figured the cas mishandled evacuations at couple airport with tens of thousands of people attempted to flee the taliban. takeover cost is admitted that the government's response was slow. that's military planes managed to evacuate more than 2000 people. but hundreds of dutch citizens, many of african origin, and an unspecified number of afghans who worked for the military news organizations or n g o. were left behind. there was much more ahead here on the al jazeera news,

our ah 11 and has bought lead, delivers a convoy of much needed fuel. but it's been accused of using the commodity as a political weapon. anger on the streets of windows itis with claims the president has failed to deliver his economic promises. and then for we're going to hear what a leading us football or has to say about the latest best for end the teams gender paid dispute. ah, a west african alliance has imposed sanctions on military leaders who toppled guineas government. the economic community of west african states had the suspended guinea last week after the army deposed that the president for conduct cross live. now talk with drake, who is in guineas capital. collectively, so what can you tell us i made about these latest developments?
12:16 am
well, basically the most surprising aspect for the military here in guinea is the short notice. the short deadline took for transition to civilian rule 6 months. not the least. they expected. many of them were probably looking at the marley model. by the way, they copied the molly cool. in total, they have the, the post president still in custody, hoping to use him as a bargaining chip. now of course it's coming with this idea of 6 months transition to democratic rule. so the other thing is the functions imposed on the military rulers. very few of them. again, yes, i agree have accounts or businesses outside of the shows of guinea. so that will not be much effective on them. but again, this is a government, this is june that has taken over power nearly 2 weeks ago and still yet to form a government there. still holding consultations with their stakeholders,
12:17 am
religious leaders, political leaders, activities and civil society, minors and business community. in order to form a government and also approach the transition program, they have not concluded that consultations yet. yet, of course came with this with this new sanctions on them. again, we expect the course delegation to be here very soon to deliver the message of the lead us of the west african region of buck economic community, west africa, states through the lead us here at the ministry to see in guinea. their response will be very interesting to hear and to see how they respond to the new development from cry. now, what is expected in the next few days? more consultations will happen between the military and stakeholders. here in guinea and with the meeting, expected meeting of the course delegation, it will be more interesting to see how the military will deal with this. one of the things they would not like to do as quickly as possible is to given to these demands. i'm sure,
12:18 am
as many experts the i believe they will try to fight their way. they will try to seek some form of extension, at least one year or 18. monday was a case with molly so that they can quickly arrange respected transition to civilian rule or to restore constitutional order, of course demanded asked me the address following all developments for us made. thank you. speaking to us from connect creek in guinea, now the french military says it has killed the isolated regional leader in the gracious sahara in a drone strike. a successful operation took place in central molly last month. so major set back for i saw which has become increasingly strong in the region. in recent years, nicholas' hoc has more he was probably last seen in public. in this rare video from 2012, i'd known everywhere lead out the worry. i still leader in the greater sahara was then part of a group of al qaeda fighters who took control of northern molly. the united states
12:19 am
had offered a $5000000.00 reward for any information that would lead to his arrest. the french military found him last month in molly's central grammar region and targeted him in a drone strike as he travelled on the back of a motorcycle during a news conference in paris, french defense minister floor valley said story is responsible for the death of more than 2000 civilians, she says the vast majority of those killed were local muslims. now, the death of abilene. also, rory is a decisive blow to dash and this a hell, but also to its cohesion. they will certainly have difficulty replacing earlier with someone of the same caliber while the operation took place in august, it was only made public on wednesday in an unusual move french president, my co made the announcement on twitter. these types of announcements are usually made by the defense minister, but mccoy is running for reelection next year and he wants to draw attention to his military success ahead of the presidential campaign. it also comes at
12:20 am
a time when there is an increase of attacks in this hell with governments in the region, looking at a rival of france for protection. while there are already more than $14000.00 un soldiers, french forces, and the regional g 5 to held troops, molly seeking additional deployment of private russian fighters, much to the displeasure of france. you're right now there's a stand up of between for president macaroni in the french leadership in molly and leadership for francis threatened to pull its troops, somali if molly, good, molly, leadership goes through with a deal to bring the russian wagner group into molly. now if that happens at france actually goes through with pulling its troops, expect france to retain the ability to connect kinetic strikes from outside of molly's border of targets inside molly, the death of the worry is, is set back for the ice l affiliate. but it does not spell the end of a norm group that's expanding its attacks across this whole region. nicholas hawk al jazeera then as well as judges and prosecutors are not

upholding the law. they're now a tool of government repression. in fact, the system is so deeply eroded that you and investigators say that justice officials are playing a significant role in serious violations and crimes against real and perceived opponents. after looking into $183.00 detention, they found the catalog of short term disappearances, torture, sexual violence, and arbitrary killings. such as the case of fernando alban, the opposition politician was taken into custody in october 2018. and 2 days later he was dead. after falling from the 10th 4 of police headquarters. officials say he jumped, but the overwhelming majority of cases were routine violations, poor investigations, unsafe convictions, and the use of painted evidence. well, joining us now from portugal, the head of the united nations investigative mission master volume. this madam, thank you so much for joining us here in al jazeera, i guess,

and absolutely damning verdict. but tell us a little bit more about the kinds of research that you did and especially you focused on thank you for having me. our research over the pasture is actually a continuation of the one that we had conducted in the 1st year in our 1st mandate . but the past year we focused specifically on the responses of the justice system to human rights violations and crimes. committed against government, opponents or persons perceived as such. to what we've done is we've conducted 177 interviews, and we've analyzed in detail 183 cases where opponents have been detained. we've reviewed thousands of pages of case files specifically on those cases. and we've been able to also receive answers to
12:23 am
a question that we published from justice sector actors. our interviews covered both victims and their relatives, but also from a judges from prosecutors, defense lawyers and other actors in the justice system. so how much, how many obstacles are, what kinds of obstacles did you face during your research and crushed the what kind of reaction have you had from venezuelan officials if you've had any yet? well, unfortunately, for these past 2 years, that commission has been conducting investigations. we've sent a number of letters only 17. this past year would request for information from the authorities and demonstrating our availability and willingness to engage with them to meet with the authorities and discuss the issues and obtain
12:24 am
information directly from them. unfortunately, until today we have received no response to our communications and on the other hand, you know, fortunately and things to to, to the technological possibilities that we have nowadays. and to the fact that we have, we are analyzing, as i told you, cases specific cases that go to the justice system. we're able to access the information from within as well. a document document, terry information, but also to the interviews that we conduct in terms of the responses from the been as well. and also it is unfortunately alongside the, the stylings and refusal to respond to our request and our communication we've, we've faced i'll try denial about the types of issues that we're raising. but we're not the only ones actually raising the feature. it's maybe
12:25 am
not with the detail that we've been able to to do, but others have also pointed to to some of the same issues. and so we do expect that delta warranties will take into account our recommendations. i mean, in the phrases that you use are incredibly damning effectively saying the venezuela judges and prosecutors are a tool of governmental repression. i mean, that paints a picture of a government that's not very far away from sliding into dictatorship. what would be your advice to the venezuelan government now? well, we believe that any independence, an independent justice system is a key component of rule of law and democracy. so we believe that in order to restore and preserve the rule of law in the country when as well must implement measures which we recommend in our report, which has,
12:26 am
which will guarantee not only that, the judges and prosecutors may act independently from undue pressure. and also free from fear of intimidation, but also that they are encouraged and expected to act in strict accordance with the law. and in that way effectively protect victims of human rights violations. laughter, lenise ahead of the united nations investigative mission into venezuela's judiciary . madam, thank you so much for sharing the results of your research and investigation with a thank you. thank you so much. beth really needed fuel has arrived in lebanon to ease the country's crippling shortages. the 1st of several truck convoys carrying iranian fuel from syria was arranged by his bola, which is backed by iran. but the shipments violates us sanctions imposed on iranian

has bala has managed this current crisis very well by presenting itself as opposed to trying to protect the human population in our country. and this role is really difficult to challenge, or even for the united states to oppose the vitamin administration which considers has a lot of terrorist organization has chosen not to respond. some say it is because of efforts to restart negotiations with iran on a nuclear deal. lebanon is entangled and the regional conflict and fuel is being used as a political weapon. has the law is being accused of trying to expand iran's influence here? the response of the united states has so far been muted, but it is supporting another alternative. despite sanctions on syria, it is showing flexibility to allow lebron on to import natural gas from egypt and electricity from jordan. this is part of daily life in lebanon. fuel is scarce and
