[000:00:00;00] ah, al jazeera, when ever i write down to the i this is al jazeera. ah, hello there, i'm the stuff the. this is a new life coming up in the next 60 minutes. my idea is that we will be very fast and getting a results for this government. germany,
9:01 pm
social democrats, say they have a clear monday to lead off the sundays voice. but mom of coalition talk soft still expected. president biden received a booster off of the curve in 1900 vaccine, thought that ministration has been forced to scale down plan, open it up for all adult blackouts, and shortages of goods. in ne, in china as a nation, deals with balancing its economic growth and fighting climate change. and delayed, but not abandon facebook causes lambs to develop a children's version of instagram, after widespread criticism and install it's often missing parents fashion i block 2 matches. little messy is back in training. i expect it to be in the school for the champions league game against manchester city. ah.
9:02 pm
well the voters have spoken. that's the message from the chancellor candidate of germany's centre left social democratic party, which one and narrow lead and sundays parliamentary elections of shelter says he would like to form a coalition with the greens and the free democratic party. meanwhile, his arrival from the governing christian democrats accepted that his party had made painful losses, but maintained that he will still try to form a ruling alliance. dominic came reports now from berlin. with a spring in his step full of shots meets the world's media fresh from an election in which his party took the 1st place. he has no doubt who should leave his country forward. the vote is they can vary. they have said, who should form the next government. they have strengthened free parties and social democrats. agree and, and were free democrats. so that's a clear mandate from the citizens of this country. and this that these should lead next to government would get a 3 party coalition has never been tried at the federal level,
9:03 pm
but with barely more than one percent of the vote separating the 2 main parties. and neither wanting to govern in a grand coalition with each other again. now the attention is on the smaller parties, the goals folks, but time to, to big parties have suffered heavy losses in recent years. and there needs to be a new push that comes into the government. so it's good that all the parties are talking to each other and not waiting to just be invited in for the talk. the composition of the newly elected parliament is now clear, and one of the things that stands out and is perhaps why we see this happening. the free democrats and the greens are talking to each other, trying to iron out their differences because together they form a large block in parliament. and they hope that that would strengthen their hands in any collective talks, either with mister schultz, social democrats, or with mister lashes, kristian democrats. although he led his party to its worst ever defeat armand lush
9:04 pm
. it insists it can govern despite coming 2nd. it's not automatically the case that either a big party title to a party they will talk with in the, in the greens made clear yesterday that they want to talk to each other 1st, which i think is fine. but not everyone in lashes governing party is putting on a brave face to see to you stake prime minister as a suggested, the party leaders should take responsibility for the defeat. no such thoughts over at social democrat headquarters. this is their 1st federal election when in almost 20 years, and soon they hope all of shots will replace angle america less chancellor. dominant cane al jazeera berlin. well, mr. salt the front runner to take over as chomsky has also been speaking about how germany would engage with the wild under his leadership. i think the 1st topic for jump politics will be to form a stronger and more sovereign european union and make making this happen will have
9:05 pm
an influence on the international strategy. and the foreign policy of germany trans atlantic partnerships ship is of essence for us in germany. and for a government that will be left by me and so you can rely on the continuity in this question. it is important that we understand also as democracies and that we see that in the word that becomes more dangerous. it is important that we work together even if we do have conflicts in one or the other question. well, let's now bring in george laughlin. he is electra and international politics at the university of warrick, and he joins us now from bristol's george. allah shalt sounding very much like michael that, which was how he campaign really is this what both brussels and washington will have been looking for? yes, absolutely. i think love shows is sending very strong signal for stability for
9:06 pm
continuity. and when we think that european integration of the partnership with france and germany wrote him to you on the one side and trying to then relation the close alliance with united states in nature. really the 2 core colors of german pose for foreign and security policy that all of the parties that are now thinking about forming a coalition to greens and the f t p. india is pretty fundamental support. and i think this is a reassuring signal on the road coming signal to capital like paris and washington in particular, and to far left very follow the link. it has no chance of being included in any government charges. i barely made it interpretive given parliament at all this time around. you mentioned paris that i do want to focus a little on the future of the you because in the last weeks of campaigning, the conversation really felt like it revolved around domestic policy at germany. and mom who was such
9:07 pm
a huge part of holding the union together defending it really when looking at potentially month, political haggling in germany and with an april election and france. mr. crohn also has his hands full. so what does all of this mean for the e u, now this transition period? well, for now, obviously, german energies will be consumed with, with domestic politics. with the coalition negotiations, i think actually has provided a timeline that he won't perform a correlation until christmas. the actually be and the green so now me separately to decide on a common political ground and with which partner they can see forming a forming a correlation. so the, the center of gravity, the power is much more evenly distributed. but i think what is interesting is that one of the charges against america was that she was an effective crisis manager and the various crises were crisis creek that crisis migration course. but she never formulated a vision for europe. she never for minute
9:08 pm
a response for the telephone call, vision of very strategic europe, europe enjoy strategic autonomy. and there, i think a government potentially lead charlottesville, formerly more of a respond to more of the honda for reaction to des ideas. well, you mentioned the, these foreign policy issues don't appear to be hugely important in terms of the coalition negotiations, given that everyone seems to be on the same page. does that mean then that you think something like, for instance, climate change might actually take center stage and in the coming weeks and months? i think and particularly as p d and the greens are very close aligned on their climate change proposals. they want to make a germany climate neutral by 2042045. the all of the all agree on phasing out coal. we all agree on very ambitious c o 2 reduction gold.
9:09 pm
i think the stumbling block here could be the f d p which traditionally sees solutions in terms of making germany agreement, economy more in pushing for technological innovation. left state intervention. they want to rather reduce the fees for you to emissions and make it easier for industry and lower taxes, but also the f t p has very ambitious climate change goal in terms of like turning germany into an industrialized yet green nation. so i think there is some common ground here to be had and ultimately both the f t p and degree ins want back into power off the years position. so i think the will be willing to compromise to a certain degree. so let me ask you then, because the f t p and the greens have really said they want to discuss things
9:10 pm
amongst themselves before they speak to anyone else. and the c d. u has also said that they are going to be reaching out to them. as we've been saying, germany has some huge challenges ahead. infrastructure grad gaps, this lag that we've been seeing on a green transition. they obviously need to be urgently addressed. so how long do you see this potentially all dragging out? well, i think politicians over the f t p and to greens has sort of formed informal circles already over the over the last here. this is sort of like she'll our the other side and feel some common ground. and i think that both these parties have identified climate change as an absolute priority for germany. both equal logically and economically speaks to the fact that there is something of a commonality here. and i also think they're both be in agreeance ever be conscious that together they has, they have as much of a load share. potentially with the senior partner. they can really meet the other party on i level,
9:11 pm
obviously the group of more preference 40 as pity. the f t p 's more national park is to see to you. but i think also among the f d p, there is a recognition that the cd is somewhat of a spend force politically personally, and the army lush. it is a very candid, it is very unlike to in germany. and he very, very much of a strong mandate. i'll interesting times i had there for germany, george laughlin, their electron international politics at university of war at great to get your thoughts out there. thanks for joining us, george. things. now moving on and into dawn, the tension is deepening between the military and civilian factions, of the transitional, government, and was created under a power sharing deal to oversee the countries move to democracy. the protest to say they want the administration dissolved, accusing the military of trying to seize power. the armed forces for their part have accused the civilian politicians of failing to govern properly. that
9:12 pm
relationship has been even further strained since last week's attempted coup. we'll defend our government people and a democratic transition to the last drop of blood. and if there's any threat to the democratic transition will fill the streets, i will be at the forefront. that's our responsibility here. morgan has worn out for us from cotton after the attempted call last tuesday, when the political parties came up and demanded that the military be transparent with regard to the, to its investigation with the officers who were allegedly responsible for the attempted coup. now the political parties have been saying for months now that the military needs to be reform, that there needs to be a restructuring of the army. and that is something that the military has rejected that include the prime minister, the prime minister has long to initiative a few months back, saying that the military should be reformed as part of the steps to make sure that students transition to democracy is complete. and that the country is not torn
9:13 pm
apart between a but by the political parties, or rather by the roof, between the political parties and the military. now, that idea of reform has been strongly rejected by the military. but that's something that the political parties have been repeatedly talking about over the past week. so we have some statements from the military, especially the head of the sovereignty council. i will put the hon, who's also the commander in chief of the army, saying that the army responsible for the cohesion and the unity of the country instability. and that it's political parties. abby has all of those parties who are focusing on positions and power and ignoring what the people of them want, which is better economic conditions and better living conditions. so those accusations did not help threaten the relationship between the 2 sides. in fact, we've seen yesterday, the military withdrawing military security from the committee to disband the former regime. that's a committee that was set a following the formation of the transitional government to disband any association
9:14 pm
or anything related to the regime of the former president bush. you on a still plenty more here. this needs are including long lines of cars, a petrol station because britain has a truck driver shortage disrupt fuel society. children born in the last few years could be 18 times more likely to face drought than their eldest. we talked to one of those behind a new report and, and for the reaction from team usa off they pulled up one of the most dominant performances ever seen as a right. ah, well, us president joe biden has just received a booster shot of the 5 the code 1900 vaccine. federal regulations have approved a 3rd shot of the find the job for americans. 65 and older and also for adults with underlying health conditions. president biden is 78th adults who work in high risk
9:15 pm
and institutional health settings also qualify for that booster. but the most important thing we need to do is get more people vaccinated. the vast majority of americans are doing the right thing. over 77 percent of adults have gotten at least one shot about 23 percent. haven't gotten any shots and that that distinct minority is causing an awful lot of us. a lot of damage for the rest of the country . and let's see how whitehouse corresponding, kimberly how it can be. the issue of bruce, this has been such a controversial one with different recommendations from various body. so getting that bruce to live on camera, it was quite the statement from by well, you have to remember the 3 months ago, this was a country that looks like it was turning the corner on the cobit pandemic. that's no longer the case. and so the reason the president decided to have his booster shot on camera according to the weight as press secretary, jim saki is that, in fact,
9:16 pm
she said that the president wanted to demonstrate to those americans that are still reluctant, but not only as a booster necessary in some cases, but that is safe. and so the us president, as he got that booster, continue to talk to reporters throughout showing he had no adverse reaction. something that those that are afraid or reticent about getting maybe have some reservations about. so this was the president putting his money where his, his mouth is, if you will, the problem for the president is that you're right there still is a lot of division in the united states about the vaccine. a lot of concern that there could be adverse reactions. and so what we've seen is in states where there are low vaccination rates, there are high rates of hospitalizations that even depths in fact, globally the united states leads in both of those categories. so the us president is pushing hard, not just because he's concerned about people's health, but he also made this
9:17 pm
a priority of his presidency. and right now he is not feeling that he's able to deliver. so that's why he's making yet another push. he spoke about this last week to the american public and this time he not only reminded people that he believes they need this booster in some cases. but he actually got it on camera himself. kimberly, as you are saying they're getting kind of it under control is always been his stay to the top priority when things now stands for his agenda overall. yeah, the president is not having a good week so far and its just started the president made getting covered under control a top priority. but the other top priorities are his 2 infrastructure packages. and basically there's a physical infrastructure package on capitol hill. and then there's another one with respect to kind of social infrastructure, child care, battling climate change. and right now the problem for the president is that
9:18 pm
they're not passing through congress the way he had hoped. and the reason that there's a problem with the president is the, when he was running he said, i mean you night or i'm going to bring this country together. not only is he not bringing the country together, but he is having trouble bringing the party together. you have to remember that both houses of congress are controlled by democrats and right now the president is having difficulty getting his own party to support his agenda. that's why this is a pivotal week. the other big issue for the president is that looming over all of this is a potential government shut down unless there is funding in place by the end of the month. so this is a problem for the president and could have long standing implications as he tries to run for reelection are members of his party do. and finally we should point out that when the president was getting his shot, he was asked about all of this. he said he's an internal optimist and he focused on getting to the finish line. so he is painting a rosy picture. but on capitol hill, it is a very different story. kimberly how could that our white house correspondent thank
9:19 pm
so much. kimberly. well, as kimberly just mentioned, it is a critical weak in the u. s. congress for president violence agenda at stake is government funding that could affect millions of american lives? a one trillion dollar infrastructure bill, a $3.00 trillion dollar spending bill. and as she was saying, a potential government shut down at the week's end. let's dig into this with hydrogen casters. she joins me now from capitol hill. heidi, obviously a very busy week for congress. can you talk us through what's at stake it? natasha. every member of congress is very cognizant of the ticking clock here, which is leading up to friday, which is when the u. s. federal government could shut down without a separate spending measure path without a deal that is currently being cashed out. that could mean thousands of federal workers furloughed or out of a job services provided by the government suspended, even as, as we just saw. president biden is now in full swing with his cobit vaccine booster
9:20 pm
campaign. what we're expecting to night in the senate is for this bill to continue funding the government to be taken to a test vote. and that is widely expected to fail. why? because senate republicans though they say they want to keep the government open past friday, they do not support the 2nd half of this measure that democrats have on, which is looking further into the future. and the not very distant future in mid october when yet another moving deadline will confront us. and that is when the u. s. was stopped paying its bill because it would have reached its debt ceiling. so this measure before the senate now not only would keep the government open past friday, but it would bend that healing. if the u. s. does default on its loans that could send the u. s. economy into recession and of course de, stabilize global markets. so likely would that measure destined to fail and we'll
9:21 pm
see tonight that would mean the democrats have to very quickly go back and draft an alternate solution as the clock is ticking. and as we heard, they are plenty busy this week today with those infrastructure and separate spending bill also under consideration with democrats themselves failing to reach a consensus on how to move forward with those of the white house priorities. yeah. how does your castro, with all the nations force from capitol hill? thanks so much i i'm leaving on now and several provinces and china's northeast region are experiencing power cuts because of coal shortages and tightening emission standards. now initially, it affected manufacturers across the country. many of whom have had to stop production in recent weeks. china is highly dependent on coals, the power, but being aims to cur, pollution, and emissions of climate change in gases. well, and the mock is a senior research fellow at the center of china and globalization. he says the government's priority is to keep people safe and warm. there are some production
9:22 pm
disruptions, but more importantly in the northeast of china, it can get bitterly cold. and as winter comes on, ensuring adequate heat and electricity for the people that north eastern part of china i think is a top priority. this is a short term, cyclical problem. and we have to also look at it in the longer term context that china is moving towards carbon neutrality. and this is playing a role in this as it strengthens emission standards, it looks to reduce the energy intensity of producing one unit of g d p. so this is certainly playing a role, but i think if we look at the curb at hand jamming, we can glean some insights here as to how things we proceed in that what china has done is put human life 1st. and of course,
9:23 pm
this is brought some economic cost and inconvenience, but that this shows, i think the priorities of the government. and we'll see something similar here that the priorities making sure that people are able to stay safe to stay warm. and then to mitigate as much as possible, the short term disruptions. now, the british government says it's working to ensure fuel supply issues are resolved following days of long to that petrol stations with many of them even forced to close. there are also been reports of the all me may be brought in to dr. tankers because of a shortage of drivers. and your simmons reports now from london. a new working weekend. this isn't the normal london morning. good luck. the fuel station here ran dry 2 days ago. it's been waiting for this moment. tanka drivers are in short supply, not the fuel, whatever the results, the same misery for some not kind of buying ada by the top. she ran out of fuel 100
9:24 pm
meters from the petro pumps, after a search that started in the early hours. and i was very emotional. so i can, i tried, i tried all these up to vision necessarily. i cry that i feel probably not some people who are going for assuming their wife lives disrupted this driving instructor trying to get fuel to prepare his learners for their driving tests. that's about 56. this is kind of between now and next week. really, truly terrified what might happen for these guys. so i've been going around like headless chicken about linda. nothing. an opinion poll suggests that more than 60 percent of the voters feel the government is miss handling the situation. and some of the messaging for ministers isn't helping the public mood. the only reason that we have an issue at the moment with some petrol stations, not petula, for course, is that people are buying petra and they wouldn't. the most important thing
9:25 pm
everyone can do is just get back to normal, fill that card up as they normally would and not by the actual if they needed, it would seem to be wishful thinking that this crisis is going to go away without government action crisis. what crisis has been the government stance up to now? now it's changing because people don't like thing referred to as buyers in a situation such as this, there is a tide of public defense. and so the pressure is on the government as the tension on the for courts increases, some companies have introduced rationing competition measures have been stopped. so the few companies can corporate own logistics. another move the government has made is to try backing up u. k. tank drivers with foreigners no longer able to work here because of that short term. these is are available for 5000 foreign truck drivers. it isn't guaranteed to work. andrew simmons, which is in london. i spoke to tom ready, he's a lori driver and also
9:26 pm
a transport consultant at green candle traction. he says the u. k. is temporary. visas came as an option for that. it's simply not enough. we've always had an aging generation of truck drivers in this country. the, the youngest demographic on taking up the positions because it's not particularly appealing in terms of the working hours. and the poor conditions. pay does pay play a part in it, but it's not the whole story. we do expect a lot from much on the u. k. and we need to start looking at the overall structure of the role and structure of the industry to see. because otherwise, if nothing changes, there's not going to be a future for truck drivers in the u. k. it's not a job. people want to do in the 21st century. it's a difficult situation, but the writing has been on the wall for the transfer industry for the 1015 years or more in the shortage. the build, the build up subjects. it again, that was we could see what was coming around the corner. and the industry had been
9:27 pm
quite vocal in what they were concerned about. and now we're seeing very, very acute effects the, the storm if you like. and with the situation, there's no easy way out and there's no quick fix and what we're doing now in terms of the measures taken the visa situation, talk of the armed forces supporting it's all very, very questionable about where we go from here. now gunman have killed at least 34 people and 2 villages in northern nigeria. officials in the state of kaduna se security forces responding to reports. all those killings also came on the fire. they arrested to suspect villagers say some of the attackers were carrying machete isn't burnt down houses before they fled. while the investigation into the bay route class has been suspended once again after a request to remove a judge from the case to ricks pita has been accused of bias and misconduct off the charging senior officials, his predecessor, 40 so on was removed back in february for the ministers that he called in for
9:28 pm
questioning submitted a request for a replacement, more than 200 people were killed and thousands injured in that explosion are still ahead here on their bank called balls and night life stand idle. despite the government's desire to bring back tourists and a sporting icon in japan as calling it quits after 20 more on that story, lay a hello good to see you were finally losing those brisk winds across the gulf states . we had that i'm all set up, but it dissipates on tuesday. 38 degrees will be the height in doha. otherwise plenty of hot sunshine can be found across this area. but of course, temperatures now starting to come down as we do inch closer to october through pakistan,
9:29 pm
there is the risk of seen some sand and dust storms for western areas. southern sections of afghanistan also carried that risk as well. things are starting to change into parts of turkey. we've got a run of rain in and around the boss 1st. those winds picking up through the g and rate through to the eastern met. so that knocks down the temperature just a bit for bay root, with a high 27 degrees through the tropics of africa. we've got our storms, but i did want to talk about south su down because it's looking like the rainy season here will extend for 3 months pass what it should into february 2022. we do have some showers, brushing across the coastal areas of south africa, but you go more inland and we have some high heat here. the colors, the darker the color, the higher the temperature, johannesburg at $31.00. but it's not going to last like had the next 3 days, and we're down to about 22 degrees on thursday. those thunderstorms cool in the atmosphere. the
