you have to fight to defy stereotype meeting goals. the stories we don't often hear told by the people who lived in georgia. i just found mother box this year on al jazeera. ah, ah, this is al jazeera ah, hello, i'm barbara sarah. this is the, i'll just say we're news our live from london. thank you for joining us. coming up in the next 60 minutes. germany's center left the social democrats claim election victory. but months of coalition talks lie ahead. new momentum to investigate,
12:01 am
alleged crimes against humanity, and i've got to stand why a probe by the i c. c will not include the actions of us forces and unfolding political crisis. and to that as tension difference between the military and civilian groups. and more from the island of law, we're law from interrupting volcano continues to the story homes on is rapid advance towards the out install office in paris, sasha, my last 3 matches. little messy is back in training. i expected to be in the squad for the champions league game against manchester city. ah, in germany's social democrats have claimed election victory, narrowly beach, in the block of outgoing chancellor, angular marco whose c d. u party has been the dominant political force in the

country for 3 decades. i'll show says his s p. d. parties ready to form a new coalition government with the greens and the free democrats. the s p d is predicted to win 25.7 percent of the vote, while the conservative c d, u. c, su block would likely take 24 point one percent. the greens have come in at 14.8 percent and the liberal f b p has taken 11.5 percent of the vote. dominic cane has more from berlin. with a spring in his step full of shots meets the world's media fresh from an election in which his party took 1st place. he has no doubt who should lead his country forward. on the vote, they can vary. they have said who should form the next government. they have strengthened free parties, social democrats, the greens and we're free democrat. so that's a clear mandate from the citizens of this country and that these free should lead
12:03 am
the next governance. a 3 party coalition has never been tried at the federal level, but with barely more than one percent of the vote separating the 2 main parties. and neither wanting to govern in a grand coalition with each other again. now the attention is on the smaller parties, the goals of folks, but time to, to big parties have suffered heavy losses in recent years. and there needs to be new push that comes into the government. so it's good that all the parties are talking to each other and not waiting to just be invited info to talk to the composition of the newly elected parliament is now clear. and one of the things was fans. and perhaps why we see this happening, the free democrats and the greens are talking to each other, trying to iron out their differences because together they form a large block in parliament. and they hope that that would strengthen their hands in any collective talks. even with mister sharp social democrats, or with mister lashes, kristian democrats, although he led his party to its worst ever deceit. aman lash,
12:04 am
it insists it can govern despite coming 2nd. it's not automatically the case that i think parties title 10 day if we can party they will talk with in the, in the greens made clear yesterday that they want to talk to each other 1st, which i think is fine. but not everyone in lashes governing party is putting on a brave face to see the you think prime minister as a suggested the party leaders should take responsibility for the defeat. no such thoughts over at social democrat headquarters. this is their 1st federal election when in almost 20 years, and soon they hope all of shots will replace angle america less chancellor, dominant cane al jazeera fooling. let's go to scan this done now would the norwegian refugee council is warning about an impending humanitarian catastrophe? the council secretary general young eagles and is in campbell where he visited and internally displaced camp. he says,
12:05 am
hundreds of thousands of afghans will urgently need housing, food, and clothing to survive the winter ahead. the funding would go to goods and boyce men and women who are now on the brink of starvation who are not going to survive this winter. if this money is not unfrozen and we what frontline organization are not able to scale out that the winter is 7 weeks from now and it wouldn't be hard really. and i met people in recent days who are now living in the open some trying to build houses from month at the moment. they have nothing here is and they cannot collapse. and the donors need to help us from the people they left behind. when they went for the door, we are now scaling up for the winter by crooked procuring a lot of winter eye station equipment. impact is done. we're not going to pay
12:06 am
anything for the customs, so that will tax. so anything we're helping people here. i met with tyler bond today, that top leadership and i brought up the need for that occasion across the nation. they need for all of a stop to be allowed back to start to work in all of the provinces and not only in the heart of them where they're working. today we're making progress. 70 percent of the public sector was funded by international aid. when now gone down to 0 percent of it funded by internationally, you can turn that off from one day to the other. it's the same teachers and doctors and nurses as people that are not now being paid and the people suffer because we need to bring life because we need to change things to the better. so that can be so sustaining communities, but that's not to day. today we're trying to save lives and i'm feeling this deep
12:07 am
sense of urgency. went too late. now, too many people will will die because be the world sitting the fence and washing condition ship. we need to engage on behalf of and with the girls and the women and the out. this one here in guys will staying with ghana stand the international criminal court. new prosecutor wants to reopen an investigation into afghanistan, focusing on allegations of crimes against humanity by the taliban. and i sold kate kareem con, says the inquire really inquiry will look into claims dating back to 2003. but we'll exclude suspected crimes by us forces and africa government troops for the time being. he says that due to a significant change of circumstances and the scale of current alleged abuses being committed, including against women, girls and children. the previous i c. c. inquiry into a scanner, such was the 1st last fear. after that, then president tash rough, connie request that his government be given time to gather evidence on this. let's
12:08 am
speak to jones if he is the asia advocacy director at human rights watch, sir. thank you so much for joining us here on al jazeera. so what do you make of the reopening of this investigation into a fantasy crucially of the fact that it will focus? yes. focus on the taliban and i still k, but exclude other operators. like, for example, the ca or the african government. well, it's a good decision to reopen the investigation. but the idea of limiting it doesn't make any sense. that doesn't make any sense why a prosecutor would signal that to anybody. standard practice prosecutors around the world in here as well. it should be the case that the prosecutor doesn't signal to potential perpetrators to potential defendants who he or she is investigating after the decision really doesn't make a lot of sense on the moral grammar,
12:09 am
practical ground. and we urge them to broaden that. there are scarce resources, quarter, scarce resources, but you don't need to limit yourself to the current government. i guess what kareem, aton the new prosecutor says, is that there's been a significant change of circumstances that to say the least. and the scale of current alleged abuses being committed, including women girls and children, which of course is a key issue. and it's a key issue right now for the international community. as many members try to figure out what kind of relationship they should or shouldn't have with the power button, what do you make of that explanation? but we don't make anything. we wouldn't criticize prioritizing current abuses, but we would criticize limiting and deep prioritizing investigations in the past abuse. that doesn't make any sense if you and if you're thinking about it from a deterrent point of view. if you're trying to get the taliban to not commit abuse going forward, why would you not look at their past abuses as a potential area for investigation?
12:10 am
because that's the thing. it's not just the prioritizing us abusive form or ask in government visit the top of the prioritizing the talent bin dawn has to be an obviously, it's an issue of accountability. we seen the recent bomb beer porters that people were trying to leave afghanistan at the end of last month. and then the, the sort of retaliation to the i still attack, which then turned out to have been a mistake on behalf of the united states. and of course the question was, is how many similar mistakes of their being over the past 20 years? so it's the issue of accountability just explained to us how much you think that this decision could damage any sense of accountability, any sense of fairness at that african people may have often who have suffered at the hands of many of the players involved. oh i think we may have lost that john sifton from his asia advocacy directory human rights watch. we're just waiting a 2nd to see if we can get the line again. but no,
12:11 am
we lost him. and he was speaking to us about the decision of the i, c. c, the international criminal court to reopen an investigation into afghanistan and john sifton. even though he welcome that decision question. the fact that it would include the title about an ice ok. but not i other players including the african government and the united states. lots more on that story and that decision by the i c. c. of course on our website down to 0 dot com. now massive cues and rationing as the you case, fuel supply crisis continues with many pointing the finger of blame at the government. also coming up. we're live in capitol hill where the bible is ministration faces a critical weak and the potential government shut down. lessons for we're going to have reaction from team usa after they pulled off one of the most dominant performances ever seen. i don't ride your eye

into that tension is deepening between the military and civilian groups of the transitional government. it was created under a power sharing deal to oversee the countries move to democracy. but protests there is a say they want the administration dissolve the cues in the military of trying to seize power. armed forces of accused the civilian politicians are failing to govern properly. their relationship has been further strained since last week's attempted coup will defend our government, people under democratic transition to the last drop of blood. and if there's any threat to the democratic transition will fill the streets and will be at the forefront. that sound responsibility of the zeros he but morgan has worn out from cartoon after the attempted call last tuesday when the political parties came up and demanded that the military be transparent with regard to its investigations
12:13 am
with the officers who were allegedly responsible for the attempted. who now the political parties have been saying for months now that the military needs to be reform, that there needs to be a restructuring of the army. and that is something that the military has rejected that include the prime minister, the prime minister has long to initiative a few months back, saying that the military should be reformed as part of the steps to make sure that students transition to democracy is complete. and that the country is not torn apart between a but by the political parties, or rather by the roof, between the political parties and the military. now that id reform has been strongly rejected by the military. but that's something that the political parties have been repeatedly talking about over the past week. so we have some statements from the military, especially the head of the sovereignty council. i've been for who's also the commander in chief of the army saying that the army responsible for the cohesion and the unity of the country stability. and that its political parties and the head
12:14 am
of both parties who are focusing on positions and power and ignoring what the people of them want, which is better economic conditions and better living conditions. so those accusations did not help threaten the relationship between the 2 sides. in fact, we've seen yesterday the military withdrawing military security from the committee to disband the former regime. that's a committee that was set up following the formation of the transitional government to disband. any association or anything related to the regime of the former president bush, you people on the eastern coast of la paloma have been ordered to stay in doors as lava from an erupt in volcano approaches, the water and releases toxic gas. hundreds of buildings including churches have been destroyed so far on the spanish island since the year option began 8 days ago, nearly $7000.00 people have been forced to leave their homes. the balkan ology in 15 says seismic activity has slowed, but ash and smoke have been objected again on monday. the close talk is live for us
12:15 am
in panama. so this does this. there is the slow down apparently from the vulcan old g institute saying the seismic activity is slow. but looking at some of the pictures, it doesn't actually seem like it's going to stop anytime soon. that's right, barbra anything? the, the best way, some vulcan ologist have described business temperamentally, in fact, they say that they will see an intensifying of volcanic eruption and lava flow in the days to come. it's a storm bullion type of volcanic eruption on the scale to 028. it's a 3 and struggling means there's going to be an a constant flow of lava with some times bigger options, higher intensity and then slow down this morning we saw a low and a brief log where there was no more smokes coming out of the volcano. and no more
12:16 am
lava being poured out. and there was some hope from some of the display that they would be able to return to home. not so fast, according to the authorities who are in fact telling people to stay in doors can find in their house. if they are in the vicinity of the camera, you're a russian because authorities are worried about the lava flow, that's inching swelling away and ching away toward, sorry, the ocean, it's less than 900 meters away from the ocean. if you take a straight line, what slowing down the lava flow and this part potential thermal shock is that the love afloat has to go uphill before it could go back down towards the ocean, giving time for authorities to alert the population to wear mask, where eyeglasses cover themself and stay indoors as much as they can. in fact, they're re establishing those coven 19 regulation, or, or advisory notices to, to,
12:17 am
to citizens of the island, to prevent them from being exposed to potentially talk to gases. of course, from this volcano erupted, there's sulfur dioxide, hydro, hydro colleague, acid lava said, and once it hits the ocean, imagine this barbara this lava, at a 1000 degrees centigrade the head. the cold atlantic ocean is like pudding pasta in boiling water, so they'll be some sort of bubbling eruption gases, hays, of gases coming up into the air. and that could effect the population in this online develop. nicholas, it's been a days now since we started seeing the eruption and it's been unpredictable from the very start. so what are the 40s doing now to protect the population? how is how the precautions that they've been taking changed over the days?
12:18 am
well, it's a fine balance between not to try to scare the population and try to reassure them . you can finding them evacuating them when it's necessary. but i'll tell you what we were on the south west side of the island on the other side of where the volcano or option is in a place called point a to point to caliente sorry. and in that area, 10 kilometers below ground. under what is the mantle of the earth as scientists are geologists, but it would describe that there was a size make an activity up to 16 tremors, and there is fear that there will be more cracks. as this volcanic eruption continues to overflow. beyond the main crater that is converted to via, remember, this is a volcanic island, it is made out of vogue of volcanic rocks. and you could even since the start of this rupture on sunday, the only itself has gained
12:19 am
a few centimeters. and this is part of living on this island, and while people were expecting some sort of or option, there hasn't been one in 2 generations. this is often described as the hawaii of europe and for vulcan ologist and geologists who are studying how climate change or how the environment is changing. this is an absolutely incredible phenomenon for them to study. researchers had had told me that back in 2017, they were seeing helium gas coming out of the camera year. and for then they describe this as a telegram to the earth signaling that they would be interruption. but there's so much unknown with this option. they don't know how long it will last, what effect it will have. will there be allowed? slight, will there be a change in the environment and whether people will be able to go back to their homes? what's for certain? is that people on this island will have to learn with it's changing climate and living with fire and love them. barbara nicholas hark with the latest from the

island of la nicholas. thank you. that the u. k. government says it's working to ensure fuel supply issues are resolved following days of long q, that petrol stations with many of them forced the clothes that have been reports. the army may be brought in to drive tankers because of a shortage of drivers. and simmons reports from london a new working weekend. this isn't the normal london morning. good luck. the fuel station here ran dry 2 days ago. it's been waiting for this moment. tanka drivers are in short supply not the fuel, whatever the results, the same misery for some not kind of buying ada by the top. she ran out of fuel 100 meters from the petro pumps, after a search that started in the early hours. and i was very emotional, so i can, i cried. i cried all these to be necessary. i
12:21 am
cry that i feel most once they probably look some people who are going for assuming their wife lives disrupted this driving, instruct, trying to get fuel to prepare his learners for their driving tests. that's about 56 . this is coming up between now and next week. 1 really and truly terrified what might happen to them for these guys. so i've been going around like headless chicken about linda. nothing. an opinion polls suggest that more than 60 percent of the voters feel, the government is mishandling the situation. and some of the messaging for ministers isn't helping the public mood. the only reason that we have an issue at the moment with some petrol stations, not petula, for course, is that people are buying petra and they wouldn't. the most important thing everyone can do is just get back to normal, fill that card up as they normally would and not by the actual if they needed, it would seem to be wishful thinking that this crisis is going to go away without
12:22 am
government action crisis. what crisis has been the government stance up to now? now it's changing because people don't like thing referred to as buyers in a situation such as this, there is a tide of public defense. and so the pressure is on the government as the tension on the for courts increases, some companies have introduced rationing competition measures have been stopped. so the few companies can corporate on logistics. another move the government has made is to try backing up u. k. tank drivers with foreigners no longer able to work here because of that short term. these is are available for 5000 foreign truck drivers. it isn't guarantee to work andrew simmons, which is 0 london for more on this. we can speak now to andreas that we land, the associate professor of supply chain risk management that copenhagen business school. he joins us live by skype. so thank you so much for joining us here. and
12:23 am
i'll just here. so we're seeing these images coming out of the u. k. few will, shortages and a lot of petrol stations that have had to close. what do you think is behind this glitch? let's call it that, that we're seeing in the u. k. right now. i mean, we should know that supplies are really complex systems. they had, they were design and very stable times. and now we have an unstable time saw last changed. we had call it, we had brakes it. so suddenly everything is a bit out of pace. and the stability that we assumed for many years, many decades, when the systems were designed, supply chains where designed suddenly don't work any longer. so just focusing a little longer on, on the fuel issues, specifically because it doesn't seem to be a shortage of fuel. it's the shortage of h, g, v drivers that actually get the fuel to the station. is there anything similar that you're seeing in europe? what do you think is linked to that particular shortage here in the u. k,
12:24 am
because people obviously are pointing the finger at breasts. it is that necessarily the case brakes it certainly plays a role. we see driver shortage is everywhere. now we see it in the us. we see it across europe. we see is we have seen it also in the u. k, but we should know that in the past drivers, i mean supply chains are organized in a way that you have cost efficiencies and that you have cost advantages in some parts of europe. for example, of some parts of the world and in the past that was also cheaper labor, cheaper drivers from the se, eastern europe. and now this is not possible anymore because of fractured. but there's other factors as well. for instance, the training that wasn't possible during the call, the time, the training of drivers that has delayed, also educating new drivers. i think quite a lot of people, certainly in places like europe would be surprised that how fragile often the
12:25 am
supply chain of supply chains can be. you've mentioned some of the reasons for the fragility. so breaks in the case of the u. k. or, you know, coven in general? what could be done now to make the supply chains stronger? or is it impossible for any one country or even region to do? in the short term, it is a bad robustness about stability. we need to get back to normal as fast as possible . so in this situation, try to find ways hard to get drivers. but in the long term, we also need to think about adapting maybe to newer re, into new realities. that could be the new political reality after breakfast. that could be the climate change like we have discussed, like we've seen before. so also transforming maybe the way we organize business seems to be logical and natural that we are organizing global supply chains,
12:26 am
global business, fire global supply chains. but why not having, instead of linear systems may be circular systems? why not having local, instead of global supply chains? okay, so i think i playfully explained the difference in june where you mentioned linear and circular systems. what do you mean by that? so the way we organize business nowadays is we extract raw materials. we produce products and then consumers throw away maybe a smartphone every 3 years and then they buy a new one. this is how the machine is running. circular supply chains or circuit economy, as we also call it, move the system into something where you reuse resources share instead of one car, for example. so it when things where resources can stay in the loop, maybe even in the country and her 3 land associate professor of supply chain risk
