the fires, climbing up the hill just behind us on the ground. this is what the business of fighting fires looks. holding back, the inevitability of mother nature's fury is dangerous and exhausting. work done to give whatever with the hope is the fire will stop when it runs out of fuel. but for the moment, the fuel is everything in sight. ah, sedans military arrest, several civilian officials, including one of the prime ministers, advisors and a member of the sovereign council. ah. hello, i'm diamond jordan. this is out as they are alive from de. also coming up, the military has shut down internet services and the capital car to him and their report. several bridges and tunnels have been closed. so downs,
7:01 am
protest leaders are calling on people to take to the streets and resists what they say. could be a been a treat to the prime minister abraham docs, whereabouts remain unknown while some media reports suggest he's under house arrest? ah, so we begin with breaking news out of saddam, where the military has arrested several civilian ministers and officials. protest leaders are calling on people to take to the streets and resists what they say. could be a military coup. tensions have been rising for weeks between military and civilian factions, sharing power in a fragile transition government. it's supposed to lead saddam to elections after long term leda. omar bashir was pushed from power in 20. 19 what he but morgan joined us on the phone from the sudanese capital cartoon he bought. so 1st, these reports of cabinet ministers being arrested and bend. there was report that
7:02 am
the prime minister dela hm doc was under house arrest. what more can you tell us about what's happening there in the capital? well, right now, the movement to the city of hostile has been restricted. the military has left all roads and bridges leading to her city and several cabinet ministers have been rented, including the minister of information of trade and industry, and the minister in the office of the prime minister, a member of sovereignty council, a member of the sovereignty council, who is also the workspace of the council, has also been confirmed to be, to have been arrested by the military. now we're still waiting for a statement from the military. it's worth noting that there's a 2nd stop in front of the presidential palace since sentient, have started rising all we've been hearing from the head of the sovereignty council . and the council is criticism of the way the forces of freedom and chase religion . that's the ruling correlation. and just trying to show double may have been
7:03 am
handling be the, the transition and the reforms that they were supposed to be handling. so again, this all happens all comes at the time with tension between, between the civilian members of the military members of the transitional government . let's remember that this is a joint government where power should be the 2 following an agreement that was sunday, august 2019, in which the sovereignty counseled with the fact that the, the presidency is repeated between the military and civilian williams. calling for the military to handle the power to them and that this is the time where the military should give up power. they say that the military has not been eager to reform the judicial system from the army and the security sector, because they don't want to let go far. so lots of tension between the 2 sides. it's not clear yet in 5 minutes. i think it's also under arrest because internet access and phone lines happen restricted to very hard to communicate with many people here
7:04 am
around close to. and that is basically what the intention of rising good the government has to do is restrict one and internet access. so the flow it will permission is contain and this is reason before the impact was cut off, but before people lost internet access, it has been social media by political groups that people should to the street. and right now, there are reports of people taking to the street in some parts of the capital to, to condemn what they say. is it cool? yeah. and he bought you say, you know, the internet is down. i mean, how difficult is it for you to get an accurate picture? i mean, you're telling us what's happening on the ground, but how difficult is it for you to get some accuracy of what's happening? and plus, as you say, the lack of social media is going to help any kind of mobilize ation of people onto the street. well, yes, we've done a bit of a seems to work out and just put in and it was shut down. we have taken to the streets, we've been going around in some to los that's just across the bridge from the
7:05 am
center of when you think be people, some of them are seem to not be aware of what's happening. but we have reached one of the bridges and we've seen soldiers looking access, telling people that these are the orders that because that's what city is supposed to be restricted of access for anyone. and that's, this is not a single bridge, but they say this is the order across all 3 bridges that leads to the, to the, to the, to, to the, to downtown, to me. and they say that's because that's the orders they got. and this is really concerned because that's where all the government institutions are. that's where the, the, the presidential balances, that's where the prime minister's office is going to. and that's where this is happening in front of the presidential senses. have been demanding that the military dissolved the transitional government because they say it has not been inclusive. it has not included everybody who participated in the revolution that over to president. but she and what do we say that? it's very clear. they're saying that before we make change,
7:06 am
it is not include if we say that only a few political parties have taken charge of the political process of the decision making in the force of freedom and change. despite the fact that more than 30 group half participated in the illusion. so that's something that they've been condemning and they've been demanding for the freedom in change. and i've been asked the military to, to make a move. and we need a statement saying that they are dissolving the cabinet because the representative of everyone which is fine there he. but as you say, you know, relations of salad dramatically between the military and civilian sharing power. i mean, for our international audience who probably does not, who may not understand the dynamics of sidney's politics. how fragile is this transitional government and why is there such tension between the generals on the one hand and the civilian leaders on the other? well, to answer how fragile the, the, the relationship between the 2 sides are the answer is very fragile. in the beginning, when they signed on to our sharing agreement, 1st of all, it's a month to be set up our sharing agreement. president, but she was out in april,
7:07 am
but they were not able to reach an agreement until august 2019. that's about us after he was out. and then you have the fact that the to be the military has been saying that the political parties need to focus on to be asked to focus on the judicial reforms and not on the issues to do with the security. meanwhile, we've been hearing from disability and that's the only way to be able to move on with that transition is to reform the security sector. now let's, let's take a closer look at what that actually shape looks like when we're talking about these 3 aspects, the economy, the traditional system, and the security sector. you have the sovereignty council, which is made up of the members of military 5 members of the military. and then 5 members omitted by the civil in coalition. the f, f c, the 4th, the freedom and change. and then now after a peace agreement was signed last year, you have 3 members from the group that signed the lease agreement, as part of the conference counsel and an additional number that they agreed upon by all 5. that's effectively the president of sudan. then you have the executive
7:08 am
cabinet, and that's the cabinet that processes have been calling for the government to dissolve. you have that's, that's effectively the body that's supposed to be dealing with the day to day affairs. and then you have the various groups that's kind of piece agreement when the, when, when before the freedom and change, talk about the 60s that they say that the integration groups that signed a piece, the into the security for this should happen. but then also the issue of the rapid support forces headed by the deputy head of the sovereignty council basis as those forces are supposed to be made into the army. and they should be one national army . and that's something that the army and the rapid support forces are not happy with. they see that we know how to deal as they see that they're already one army despite the fact that they have different needs, different, different hierarchy and different leadership. so that's something that has brought tension between the military and civilian. in addition to the fact that the people have been saying that the military control, so many companies of companies that is leading to revenue is going out of the
7:09 am
concrete instead of the b, b a, g, d, p and giving more power and financial assistance to the military, when they should be getting their budget from the way they should be getting their funds from the national budget. so that has lots of tension between the 2 side. the fact that the civilians want to report the military and the fact that the military thought that the civilians should be focusing on, on just focus on the economy and other problems that people have been demanding. and this all came. the whole tension between them was it was very clear on the 21st of october when he had a pro military recipient in front of the presidential alex demanding that the head of the sovereignty council happened. but the hon is all the cabinets and lead the country until elections are held and see how opposed democracy pro civilian processes, taking to the streets, various parts of the country, demanding that the civilian leadership we can control and that those people who
7:10 am
take to the streets that's what the force of the freedom and change are backing on . they say that we get our legitimacy from the st. therefore, we are not going to dissolve the cabinets. we're not going to, it's been military and we are demanding. and we will continue to the election. so the fact that the detentions have been rising. so i couldn't see i to i on many issues, has led to what the prime minister i just these ago said a crisis that is the more dangerous to dance transition. all right, to have a move in their life for us in the sydney's capital caught him. he, bye, thank you. so how exactly did sedan get to this point? well, in december 2018, thousands of people in the northeastern region of barbara protested against high unemployment poverty and corruption within days those protests but to other cities, including the capital cartoon. in april 2019 de millage removed president bashir from 1st after nearly 30 years in power with 4 months later. and after occupations of excessive use of force against protest, as the military agreed to form a civilian lead transitional government. while the new cabinet took office in
7:11 am
september to the prime minister of della hum, dock, as part of a 3 year power sharing deal that's bringing back hollowed claire. she's a managing partner. insight strategy partners. the public affairs for i'm based in seattle. they specialize in government relations, actually join us on the phone from sedans, capital car, to him, full, good job you back. so since we last spoke to you 100, what are you hearing now about these arrests by the military, including one report that the prime minister bellingham doc is under house arrest? what's actually happening in the capital now? and it's very difficult to, to ascertain what exactly is happening of the case such as the room and the boundary. so trying to confirm everything that we're hearing, but so far i think what's really important is that the one of the key people in the southern council for the man said also the spoke of the southern council. he has been very vocal and his criticism of the military,
7:12 am
he's been very demon and has a session of civilian med room. and so it's, it's quite clear that sort of hand picking the initial target to arrest. and then we'll probably go for, you know, of the other ministry of the key members of the civilian camp. and that includes the for the security change that's very worried because it means that, you know, this isn't just whatever the limit you might thing try and mix frame, which is sort of a takeover to ensure that the transition goes smoothly because they have point been pointed to sort of what they call failure by the civilians to, to sort of bring them to call me back in place, et cetera. and so they don't feel very politically motivated and politically mediated. and one of the reasons that is, of course, is because we have seen goodness and form agreements and ncp support to support the previous governing party. but she
7:13 am
has party. we've had seen in stage the 15 festival from the 16th of october earlier this month. and then also just yesterday, blocking off one of the main roads and met street and cartoon which also cuts across the military headquarters. and i think what the army doing to try and fame, this is as if they have been not cool from some groups seen at the good to have a 10 to minutes you. but they buried chaos image on the streets of cartoon, of course, orchestrated by the admin scripts and f u p groups. and again, you that sort of covered sort of to try and pushed its idea of maintaining law and order or security. of course, the city's public is going to see through that because it's sort of themes coming in many ways. we can do 2 of last month on the 24th of december. but also some of
7:14 am
the rhetoric, the key military needs have been as pouncing, particularly around in civilian acted. and of course, this is the time it makes sense for them to be the time to diminish, takes time to take over because one thing civilians have also to come together to galvanize around too much time on the 21st of october a few days ago. and then we can see the company. yeah, i mean, as you say, we may not be calling this a qu just yet, but, but, but it does have the makings on a full military takeover. doesn't it? different ways of staging a to you know, you could, they could for example, put, replace the prime minister with a civilian who they sort of more palatable to them in that he might be a limit or a current implement. i'm holding my trying to build cabinets and replace them with, again to be members who are more amenable or military members,
7:15 am
which of course would give a strong rejection from the street. but the point is that the cause additional documents in 2019. what sort of should in the transitional governance, pop, pop civilian has stipulated that any sort of attorney to see any sort of contravention of that document constitutes. and so while it's sort of been an integer, may be difficult to to at the moment because we don't have as much information. certainly feel like the beginning of the call. did we know that saddam prime minister humbug had recently unveiled this road map out of the political crisis? he said this was the most dangerous crisis the country been facing in the last 2 years. clearly this roadmap was too late, but what exactly was he proposing held it clemens, i mean you sort of reading the past see it in the context of the past that you are
7:16 am
for the dominance of political scene. and that is that, you know, even had both a political project but also financial projects. and the army was a very key part of that. and so any roadmap and departments is road map look the dismantling the way that, that sort of financial and political regime to plates or to cold. and part of that is, you know, reforming the security matches the minutes. she, on the general bahama the rapids, forces. i'm the general and all the other groups that are now submitted to the do the piece agreement. it's also looking at taking away the $600.00 plus a state owned enterprises that are currently i'm the military control metal. the civilian government, and indeed the public does not benefit from that, that the profits and that goes directly into the hands of the miniature, which of course give them as sort of an upper hand in the political theme. it's also around getting the parliament set up because as the sum of the elements
7:17 am
protested to, according to saying they want great inclusion in the political scene. and the way to get that is through a parliamentary system instead of the 40 on people currently. but in the country we have 400 members, much more inclusive. hold on, let me just talk to quickly about support for the military. and we know that primarily to support as have been out in force on the streets for some time. now, calling for the dissolution of the government, i'm a supportive for the military just quickly. the answer is based locally on the sort of the turnout for the protests, the pro military protest on the 16th of october. we can a half ago is not much, you know, the crowd that we saw on the 15th of october, and some of them continue to take. it sits in the public and palate perhaps at typed at 5 to one or 2 days, 2 to 3000 people since then,
7:18 am
the numbers have dwindled drastically. so they're probably around 50 to 60 people at any given point in that system across the military, across the pallet. by contrast, the crowds of cold and exceed probably about 2000000 because the taxes so high, not just the car too. but across 45 different towns to feed into them effectively handing the civilians every mandate. and it's very much all of this is happening in pop our lives in the face of the public. so actually demonstrated on the 21st i to 100 had the managing partner insight strategy. thank you again for your insights and your thoughts on what we're seeing play out on the streets of a student who's capital cartoon. let's bring in william lawrence. he's a professor at the american university. he was a senior us different math and join us live from washington, d. c. william, always good to have you on the program. so we now want to stand 5, senior officials and civilian advice i have been arrested in addition to possibly
7:19 am
the prime minister, who at some report suggest is under house arrest. and how significant are these latest developments and what do they mean, william? they are very, very significant and this it could very well be the beginning of the end of the 2019 democratic experiments in sudan. the deal that was signed in august 19 was always flawed. and a number of ways for me to the biggest flaws were that the military were going to maintain control of gold, mine and other financial interest sort of independent of the state. and then the somewhat corrupt manner, and that they were never really going to investigate themselves enough for the massacres in june 2019. and if you look at all the protests over the last 2 years, or a lot of them are about, you know, which judges are being mean and which commission is investigating what reason to be the massacre the civilian. and i suspect that as a conflict with forces here and your to previous speakers have gone through many of
7:20 am
the elements of it. but it confronted forces that are basically against the democratic transition. and want to go back to the corrupt old ways that are familiar. where the patronage networks are there and the familiar politics are there of a patronage system. and they don't want all the variables of the, of the democratic transition that was going on. and this was always the risk. i remember meeting the democracy, activists in the summer of 2019 they came to washington and they were very jubilant . and i was pointing out all these flaws in the agreement. and they basically were saying, you know, that's about the best we could get it that time. so here we are, you know, what will, will they come out in big numbers? and what does the street me right now if the military isn't going to take? no, for an answer coming from the street. as you say, william, if some people will say this is the beginning of the end of the democratic experiment in sudan. so what does this mean then for the elections which are upcoming because the transitional government was supposed to lead to that,
7:21 am
wasn't it? exactly. so i mean, there remains to be seen. obviously, we've seen recent crews in tunisia to and molly went and chad and, and makers all watch each other, you know, and they'll be declarations of nation then next move. but i suspect not to whatever degree that can keep certain elements of the transition on tracks or people here or there, you know, rhetoric about elections, etc. anything that they can keep on track that's threatening they will. but they're not going to let me see, foresee that foolish and so many hundreds and groups and, and doesn't the party, the movement that form the civilian coalition. they're not going to let them come back to power. and as your previous speaker said, they represent, the majority of both student needs people, but also the student is professionals who been so important in the city. and then
7:22 am
the question is, how ruthless the government wants to be in order to hang on to power. there have been killing that many of the protests over the last 2 years and cover ups, you know, will they become more and more ruthless? will they try to strike a new deal with each other's civilian? we are protesting and try to build up sort of wall, a larger group, you know, that all remains to be seen when i'm going to get a final quote from you. i'm in your, in washington dc. so i mean, how regional and international players viewing these latest developments playing out on our tv screens on the streets. so the sudanese, capital egypt for example, the u. k. the u. s. there'll be watching events closely with yeah, i mean i might be the 1st one in washington watching the events tonight other than what you need. they asked by morning there's going to be a lot of unhappy people. we had a very senior diplomat there, jeffrey feldman was there to mediate the dispute between 2 sides. and this school
7:23 am
was just hours after he left. and there's going to be a great deal of concern. do you know there's, if you'll be in conflict in the damn conflict and the all the criss crossing and terrorism and instability concerns in the middle of that. everyone was hoping to, dan could remain stable and all these piece agreements right up to last year, you know, would have a stabilizing effect on all the interlocking groups in the different countries. now, sudan is a wild card, and now we have to get in on a military to keep a certain amount of things in order. but as you know, to dad is a vast country with many diverse regions in different ethnic groups. and that they would all fall in line between the new military is rather unlikely. so as to dan fractures that creates a lot of concern. all right, so william laurence lives in washington, dc. william always good to get your thoughts. let's bring you back. he but move in to join us on the phone from car to him. he but this is a fast moving story happening in khartoum at the moment. just bring us up to date
7:24 am
with the latest report your hearing in the capital. yes, we're seeing processes on the street now that some of them have been fired. and this is in response to the latest developments that are happening right now. and capital. how to access to the city, how soon it hasn't been restricted by soldiers that shut off all of the roads and bridges leading to the center of them. that's where all the government institutions are. and that's where the presidential balance is. right now. the internet connection it access has also been respected as well as phone lines and telecommunications have been restricted. this is all the information. now let's take that back to 2019. when it's not going to sit in front of army headquarters, let the people elected to follow them active, calling people. it's a 3 to condemn. what they say was an attempt by the military to grab our and the internet was restricted to do to,
7:25 am
to basically contain the amount of information about going out for the public for people to protest. so before the internet was cut off and political figures calling on the port that says to take to the streets because they said this is a qu, this is an overthrow of the constitutional declaration that is guiding the transition government with the arrest arrest, the cabinet ministers and a member of the council, so therefore people should take you straight to protect the resolution. these are the latest developments right now. wait to hear from the army themselves. the people have been waiting for me from them, not just because of today, but because of the present in the front of the presidential palace where a pro military have been demanding that the cabinet and you want to collections are held. yeah, he just say, you know, the army is conspicuous by silence, but what's the state media been saying? we heard anything from them? well, they've also been silent. we've been looking at the said media, we get to hear the statement from the bar contradiction from when attempted to
7:26 am
happened on the 24th of september. the 1st thing we heard from the state media was that an assembly was underway and that the soldiers and the army were working to contain it. now, in contrast, that there has been no statement whatsoever from the state media on the arrest of government officials, including the billing information and information from the state news agency on what is happening with the prime minister. there's been a conspicuous violence from the state agencies. so this is raising concerns on how, how far over and over through the entire transitional government. they said to members well being parted, especially because 5 senior officials i've been arrested many out but, but it seems like the rest of the cabinet members off feel safe to 2nd degree. if you can use that word and are not under arrest. so this is the question, how, why are they, are they targeted specific elliptical party in the government? are they targeting the entire campus?
7:27 am
are they just part of the boys will figure it with the way to, to find out with respect that access it's only communication, but right now people also respond to the latest development. yeah. and i was talking to you about were things some of the latest pictures and screens of those protests on the streets. let's quickly talk about abdullah hum duck reports that he was under some kind of half detention. what do we know about his whereabouts? again because of the telecommunications, the ending fits restrictions, we still don't know what is happening with the department. it's not going to there isn't whether he's under house arrest or not. and if he is trying to read it again with the telecommunications, it may be very hard. people are wondering who is arrested, who is not and who is who is not and how far this is to go. if it is a vehicle or if there are specific reasons why a specific government officials have been erected and others have not. so this is raising a lot of question, but what people do know is that this is, is, this is going against the constitution declaration. that's the power steering
7:28 am
agreement that before the freedom of change for mission, find with the military to, to form a transition government and lead them to elections in 2022, which would make a change to 2024. but that would be the agreement signed with with our group. it's got some to but so again, really the commission coming out many of them, technicians on the face of the minister, but process to them to know that this is not what is supposed to happen. that there should be no military or civilian member of the transitional government. and they say that this is a disregard that constitution. that could be the ration that was signed. and this is an article, not just that the transition government puts the revolution in december to the he but we're going to stay with you for a while. as we watch some of these lectures pictures, unfolding in our screens, we were just talking to one of our contributors in washington, d. c. william lawrence williams said to us, look, this is possibly the beginning of the end of the democratic experiment in sudan. so
7:29 am
what does that mean for the possible elections that were supposed to happen? and i mean people, how would people be viewing that democratic pathway? well, it's not clear if there will be elections. one thing that the military processor, the residents without having things that they want the military over until election, but held the military. the, the presidential statement that are coming from the southern becomes effectively the presidency. is that we want to lead to elections at the prime and i've been speaking about the election, but this so far a commission is to be formed and federal commission to be from the rules and guidelines. will that commission that are so many things germane? if the elections remain something that the political parties transition talks about, but there was no mechanic them, there is no transitional legislative assemblies as well. so all of that is raising
7:30 am
questions and like the fact that there is a transition legislative assembly, the fact that so many a sex and articles industry and the virus agreement have not yet been fulfilled. that's one of the reasons why there's so much political instability in the country . i mean, even more than life, i stay in the sydney's capital cartoon. he but thank you. just remind our viewers. before you go to a half headlines, but breaking news coming up down, the military has arrested several civilian ministers. and also some reports the prime minister observed handle has also been like ah, let's just wrap up the headlines for you here on the rest of these purchase leaders are calling on people to take to the streets, to resist what they say could be a military coup. it follows the arrest of several administers and officials while the military has shut down internet services in the capital. cartoon soldiers have been ordered to close several bridges and tunnels across the capital city out
