8:00 pm
ah, ah ah, ah, british prime minister boris johnson is about to speak to the nation after the u. k . confirmed 2 cases of the new omicron variance and as more countries ban flights from southern africa because of that new cove at 19 variance, america's top infectious disease expert says now is not the time to panic. ah, hello, i'm how am i here dean? this is out to see rotten life from doha. also coming out,
8:01 pm
the u. s. is colon for urgent negotiations and the conflict. any few peer or prime minister abbey af motes is on the front lines and rising on the streets of burkina faso testers vents their anger. to monday, the president stepped dine. ah, we begin with global efforts to contain the you all micron. very. and so the corona virus, the u. k, has now confirmed 2 cases of the highly mutated strain. foreign minister boris johnson is set to hold a media briefing with his top advisers, u. k. hell, secretary says the infections, all related to recent travel is a deeply concerning new variant. and we do need to learn more about it. but the fact that now we now have these 2 cases in the united kingdom means that we do need to take for the metal. let's take his straight to the dining street,
8:02 pm
where the british prime minister is holding a briefing on v corona virus. let's listen booster campaign in europe with almost 16800000 boosters in people's arms and the case numbers have remained relatively high. well, we're seeing falling hospitalizations and falling numbers of deaths, but on wednesday or we received news of a new variant, the so called omicron variant. and i want to express my deep gratitude to scientists in south africa who identified this new variant and shared the information widely. and immediately this variant is spreading around the world with 2 cases so far identified here in the you case. as always, my stresses will as always, with a new variant. there are many things that we just cannot know at this early stage, but our scientists are learning more hour by hour. and it does appear that on the
8:03 pm
chrome spreads very rapidly and can be spread between people who are double vaccinated. there is also a very extensive mutation, which means it diverges quite significantly from previous configurations of the virus. and as a result, it might, at least in part reduce the protection of our vaccines over time. so we need to take targeted and proportionate measures. now, as a precaution, while we find out more and 1st, we need to slow down the seeding of this variant in our country. we need to buy time for our scientists to understand exactly what we're dealing with and for us to get more people vaccinated and above all, to get more people boosted as well as to help our an a chest prepare in what is already a challenging winter. so yesterday we took steps to protect the u. k,
8:04 pm
against the variant coming here from southern african countries. and earlier today added 4 countries to the red list. but we now need to go further and implement a proportionate testing regime for arrivals from across the whole world. so we're not going to stop people traveling, i wonder stress that we're not going to stop people traveling. but we will require anyone who enters the u. k. to take a p c r test. by the end of the 2nd day after their arrival, and to self isolate until they have a negative result. second, we need to slow down the spread of this variant here in the u. k. because measures that the border can only ever minimize and delay the arrival of a new variant, rather than stop it altogether. so in addition to the measures, we're already taking to locate those who have been in countries of concern. over
8:05 pm
the last 10 days, we will require all contacts of those who test positive with us as a suspected case of omicron to self isolate for 10 days, regardless of your vaccination status. we will also go further in asking all of you to help contain the spread of this variant by tightening up the rules on face coverings in shops and on public transport. and 3rd and most importantly, we need to bolster our protections against this new variant. we don't yet exactly know how effective, ah, vaccines will be against omicron, but we have good reasons for believing they will provide at least some measure of protection. and if you're boosted your response is likely to be stronger.
8:06 pm
so it's more vital than ever the people get bad jobs and we get those boosters into arms as fast as possible. so from today, we're going to boost the boost to campaign. we're already planning to do 6000000 jobs in england alone. over the next 3 weeks, and now we're looking to go further. so the health secretary has off the j. c, the i, the joint committee on vaccination, the immunization to consider giving boosters to as wide a group as possible, as well as reducing the gap between your 2nd dose and your booster. and of course was speaking to our counterparts in the devolved administrations. and we'll continue to coordinate with them the measures that we're taking today, including on obb borders and on face mosques are temporary and precautionary. and we will review them in 3 weeks. at that point, we should have much greater information about the continuing effectiveness of our
8:07 pm
vaccines. i very much hope that we will find that we continue to be the strong physician and we can lift these measures again. but right now, this is the responsible course of action to slow down the seeding in the spread of this new variant and to maximize our defenses so that we protect the gains we've worked for so hard and so that we can continue to save lives. thank you, i'm gonna ask chris to do the slides and most prime minister 1st slide please. and we thought you were sensible to start off with the existing situation, which is almost entirely delta i because that is the problem for our people who are currently be infected currently in hospital and currently dying isn't to say the delser is worse than on the con, it is simply to say, this is what the majority by far the majority of cases at the moment are. so if we look at the current situation,
8:08 pm
of the situation remains that in terms of numbers of cases or overall it is in our view, broadly flat. sometimes it is going up and sometimes it is going down. it went up for example yesterday in terms of numbers of cases. but that hides the fact that in fact there essentially, there are 3 different patterns in a young. a younger children are there is quite significant transmission at this point in time. and rates are increasing in many parts of the, of the country or at the other end of the age spectrum. as a result of that booster program, almost certainly rates are beginning to drift downwards in people over 60, in a particularly people above 70. and the result of that, or a is that we're seeing an improvement in the group to a most vulnerable. and then between those ages, i would say broadly that the rates are flat, they slightly higher in certain ages and slightly though in others. but those are really broadly the 3 buttons. next slide please. as
8:09 pm
a result of the fact that the numbers are in the older age groups and vulnerable people are getting their booster vaccination or the numbers going into hospital despite the ro high and in some areas rising overall numbers. the numbers going to hospital are gradually decreasing. this is not a sudden drop, this is a gradual drifting down, but if the numbers overall. ready remain roughly as they are, or we should hope that the should continue to be the case as the booster campaign, which is very successful, very large sums of people coming forward, continues to provide significant additional protection to people over the next weeks. next, likely. so a while i am their scientists in the u. k. go through those charts, which are very you case specific, let's say add straight to poll brannon, who joins us now live from london airport. we just heard there from boris johnson and quite a bit of information there, but it does appear that the u. k. as concerns about these new cases
8:10 pm
and they are ready to take action. just talk us through what steps the u. k is likely to be taking yes, we spoke about a couple of hours ago about the potential for plan b, which would be the idea of non vaccinated people being bought from certain indoor venues and a return of trace mass in certain venues as well. well, certainly the face mask part as come to pass and that's what or johnson, the prime minister said. there will be a requirement for people to start wearing face masters, certain indoor shops, for example. some of the other details that he gave were also rather fascinating. first of all, he said, as other people have said that we are in a very early stage of trying to get an understanding of exactly what this on the con variant means whether it's more transmissible, wherever it's more deadly, those kind of the characteristics of it. so at the very early stages of that, he also said that it does spread rapidly and has
8:11 pm
a crucial point. she said it seems to spread rapidly, even between those people who are already double vax. so being the double vaccinated does not appear to offer any protection from on the chrome from the on the chrome variant. the other thing is that certainly as far as the u. k goes picking about targeted, i'm precautionary measures. so for example, traveling has become significantly easier in recent months. the initial p c r test these with a lot of based tests that people were acquired to do after day to return and day a to return. they were swept away a couple of months back and people were able to do these much quicker. lateral flow tests. well, the p c. r tests are now coming back. so after 2nd, after day 2 of returning from anywhere, this is no longer a read or amber country. any country that you return back to the u. k from you will need to do a p c r test after day 2. and the crucial point as well, you will have to remain at home, stay isolated until the result of that test comes back. previously, you were able to move around. second of all,
8:12 pm
the contacts of anybody who test positive will have to suffice late. now for 10 days now that's also an relation on the previous relax ation of the rules. and previously the rules were relaxed in order to allow contacts to continue their lives normally, even if they were contacts of positive cases. so long as they themselves did not start to show symptoms or test positive. now as if you're a contact of somebody who's tested positive you yourself are now going to have to isolate for 10 days. and i think finally it was the fact that the booster campaign here in the u. k. he says he's going to change the rules over that. at the moment. you have to wait 6 months between your 2nd job and becoming eligible for your booster jap. now he's going to reduce that, and the other thing is he's urging the science scientists and the medical chiefs to expand the eligibility for that. so at the moment i think it's over 50 people who are aged over 50, but that's gonna be that that eligibility criteria is going to be widened to try
8:13 pm
get more boost jobs into more art. ok, paul brain and their life for us in london at paul. thank you very much in deeds airport brandon talking to some of the measures that the u. k. will be taking after the emergence of this new omicron strain of the corona virus. 2 cases of which have now been recorded in the united kingdom all across in the u. s. the white house has taught medical advisors says that the newly discovered only con variance may already be in the country. however, anthony failed, she said it's still not a reason to panic. the united states has joined a growing number of countries around the world that have band or restrict to travel from southern africa. earlier in suggest the you stream could be a lot more contagious than the del to variance. we have not detected it yet, but when you have a virus that is showing this degree of trans miss ability and you're already having
8:14 pm
travel related cases that they've noted in israel and belgium. and in other places, when you have a virus like this, it almost invariably is ultimately going to go essentially all over the issue of blocking tray, a travel from a given country is to just give us time to assess it better. that's the reason for doing that, not any reason to panic, but we want to give us some time to really fill in the blanks of what we don't know right now. well, i think you're across the heidi joe castro who joins us now from washington. d. c. heidi, this is alarming. you even the anthony farm, you say not to panic? just how are americans reacting to this? that's right. for this news to come out right in the middle of holiday travel season is alarming. indeed. in fact, the ts they reported that just yesterday alone, 1800000 people passed through american passports,
8:15 pm
american airports rather. and that is approaching pre pandemic levels. today we have announcements from delta and united airlines that there are service between the us and south africa will continue. it will continue despite the ban on visitors from the southern african countries which will kick in on monday. that's because us permanent resident and citizens will still be allowed to travel back and forth. this, of course, again, has come at a time when americans are on the move and the fear is that is on the crime is already in the us, not detected yet, but if it is present or will soon be that this will only be potential for increased transmission, even as the scientists here in the u. s. are studying those unknown questions about how transmissible it is. whether it makes people more sick and whether or not the
8:16 pm
current vaccines against cove it are effective also against on the kron and i see the so of a lot of uncertainty about what this variance means. has there been any lights given by the us authorities a bite? what's her challenging of proposition? the only con variance is that's hard. there's reporting of the vaccine developers already in talks with the u. s. government, preparing in the case of having to, in a sense, revamp these vaccines to one that could be more effective against oma crohn. but that is still in the very preliminary stages. and we're expecting from pfizer, that within 2 weeks time or so, they should have some of this preliminary data about whether it's current vaccine is effective against aman crohn. the concern here though, is that the mutations in this very and are concentrated in the spike protein, which is the very part of the virus that the current vaccines have to identify in
8:17 pm
order to attack. and so that part of the virus is what's changed. the most that could be problematic for the current vaccines. okay. how did you cancer their life 1st in washington dc? thank you. how are you day? well, so far, because foreign ministry is, responds to the travel bonds saying it's being treated differently than other countries that i've discovered variance the ministry has issued a statement saying it believes that africa is being punished for its advance general mac sequencing and the ability to detect new variance, quicker. excellent, science should be applauded and not punished. the statement reads and continues, the global community needs collaboration and partnerships in the management of the coven. 19 pandemic. for me to miller has more from johannesburg. that's the precisely the message that the government is putting out that we've done good work. our scientists have been at the forefront of ensuring that they stay on top
8:18 pm
of any changes in the virus in the taking any mutations. and that's exactly what they've done. and i've also been transparent and now instead of that's being appreciated, as i suppose of africa. and the southern african region is being punished for coming forward with that information, especially as we see cases in other parts of the world. the government has called it nothing less than punishment and that it's unwarranted. it creates uncertainty and panic. and we've also heard from scientists in south africa who have said that we need to be cautious about what we do next. we need to cover more information. we need to collect data, and we need to understand exactly what the various mean, how transmissible it might be, and just how the vaccines will continue to work to keep people safe. but there really has been an outcry, not from the government. it's also trickled down to the general public people who
8:19 pm
are trying to travel out of the country, perhaps return to the u. k. for instance. but also people in south africa ahead of the holiday season, who were expecting people to travel to south africa, especially when there's been a massive slump in the economy. and so the africa usually gets tens of thousands of visitors from europe and the united kingdom. and this would have meant to boost to the economy and now that's just been shattered. sedans reinstated from instead of the humboldt has dismissed the chief of police and his deputy becomes a weak acid of tenant, general colored must be brought him, defended his security forces. the claims police can only use legal means to contain anti q demonstrations over dogs to say at least 15 people were killed by live far last question say that. so since the military takeover, if a morgan has more on the public reaction from the capital cartoon, the public have been opposing the fact that he has signed an agreement with the

army in the 1st place. they were demanding accountability. they still are demanding accountability for the 41 protest who were killed in addition to the 200 protesters who have been injured over the past month or so. but they've also been processing something else over the past week. and that is the fact that prime minister had done the dog who was the, was the symbol of civilian rule, up until november 21st. when he finds that agreement with the military. now there was, i think that it's a signature of that agreement, which they say is a betrayal to the demands of the revolution. they had made it very clear that they wanted no negotiations with the army. they didn't want to give this military takeover and mercy, and they say that with prime minister handbook signing that agreement with the military. that is what he has done. now, one of the clauses of that agreement that was signed, it was a 4th in the clause agreement, one of that, it clearly states that they will be accountability and they will be investigations in the protest into the death of processes as well as the violence of that was committed over the past month. now, protested, may not take this easy despite the fact that it could be

a step taken by the prime minister to appease the streets and try to use the momentum of the protest is to try to minimize the amount of people taking to the st . demanding accountability, it's laclare if that would have any impact, especially because the anger is at the agreement more than the anger and more of the agreement. and the fact that prime minister him to the lamb dog simon agreement in the 1st place, the u. s. s. is greatly concerned about the escalate in conflict to the fuel piano and as cold for urgent negotiations. the state department's statements full as a phone call between the us secretary state and kenya's presidents. if you've been prime minister, has joined the army on the front lines against growing rebels from the north. he says his forces are making gains. daniel gets chosen independent journalist in december. he says, warring parties a choose a war, displace international cause for peace. the relationship between the us and the to
