ah f janice and faces its worst ever hung the prices. millions of starving families can't afford to buy food. the taliban wants the us to release afghan foreign cash reserves. but will that be enough to prevent disaster? this is inside story. ah hello and welcome to the program. i'm how much am john millions of afghans or on the verge of starving to death, the you winds world food program says 8, out of every 9 families are going hungry. the lack of food is the result of
3:34 am
afghanistan's economic crisis. it's becoming ever more serious because of the world wide isolation of the taliban. now in control of the central government in cobble international donors and foreign banks are refusing to send money to afghanistan, fearing sanctions from western governments, afghans, cat access, their savings to buy food and fuel. and the price of staple items such as flour, have risen 50 percent in the past 6 months. all that has come in together into an absolute tsunami of hunger. that's just and sweeping across the country and probably is it despite, you know, what, 5 decade self war. and it's probably a lot of it is the worst crisis afghanistan has ever faced. the afghani currency has the value 25 percent against the u. s. dollar since the taliban take over last august, the united states and western donors cut funding, which made up 80 percent of the afghan government's budget. they also barred the
3:35 am
taliban from $9000000000.00 in foreign cash reserves. last month, 46 us politicians, mostly democrats, urged president joe biden to release those funds and ease economic sanctions against taliban leaders. for you and estimates, 97 percent of afghans could fall below the officially recognized poverty line this year. secretary general antonio terrace says the world is running out of time to prevent disaster. united nations use taking steps to inject caching to the economy, pseudo creative, altered eyes, arrangements, but it is a drop in the buckets. jumpstarting, the banking system is essential to avoid the economic collapse and to enable emitted darian operations. the function of afghanistan central bank must be preserved of them, the sisters and the best identified for conditional release of african foreign currency reserves, which are these the foot,

the tough little little. we don't like human resources. we need economic cooperation for the afghan people to but we need to establish good diplomatic relations with other countries. and we also need humanitarian assistance because the afghan people a pool and they need help. ah. all right, let's bring in our guess in color and now in western afghanistan, christian jepson regional communications advisor at the norwegian refugee council in islam abad cimbawe hon. peace and security consultant at u. n. d. p. pakistan. and in milan, harun where he me, assistant professor of law at american university of afghanistan and visiting professor at university tub o'conny, welcome to the program and thanks so much for being with us today on inside story symbol. let me start with you today. just how bad is the economic crisis in afghanistan right now and how much of an impact is that? is it having on these dire humanitarian crises that are unfolding? i think as we've just heard the. 5 the, the, it is one of the worst crisis,
3:37 am
although, you know, we've lost weight loss 40 of the, talked incessantly about the endless prices in ohio. and there was a loss mindy. but i think the kind of famine that, especially during this winter this, this really, really when the updating right now is unprecedented. the conditions that have been created with a lot of us from atlanta are completely unprecedented. and the newly community, the items themselves are, are trying to grapple with the situation. the economic crisis, i think, as far as that we can see here is completely late with the liquidity prices and the sanction regime. the bottom government is facing and decided on organization was facing these issues of was a human stadium sector and the un has trying to bypass the sanctions and,
3:38 am
and kind of continue indian or we've seen some really high pledges that have come for the next 6 months to a year for the humanitarian sector. but when we did the sections in place, the way we have seen it is to be debilitating. the unitarian systems, as we heard, that could be general. just say that it's a drop in the bucket to imagine that the humanitarian sector, un agencies, another unit in organizations, can reach the majority of 23000000 of bonds, which are in dire need of famine, as well as a new security in the next 3 months without engaging the public sector ministry, which are not controlled by the thought on or the government in case it's an impossible task, this can be done in not just been a plan. it's not going to be done anywhere with african countries in a sector to access the majority of the people to reach out right now. room
3:39 am
right now, and i'm going to send it is the entire financial sector that is on the verge of butter collapse. is that right? that is correct. taliban took oregon on central bank in august of 2021. since sullivan were sanction group and now they're in for which is in charge of a full back victor. those factors have meant that the entire policy is now blacklisted. in effect there have been 10 to provide exemptions to the banker to allow the a to blow into the country in a limited fashion of those who have been although they are welcome. they limit because many banks still have laurie money for that the bank will have worried about dealing with one entity out of be all possible liability. the may come from the us sanctions. i think the headline here is that aid is not enough. $40000000.00
3:40 am
people need a fancy economy economy, which was heavily dollars or the past 20 years cannot survive. if it's by natural system, if it's monetary system, it's completely caught up from the snack up system. if it's not active, the one for me, you all have to be mind that i'm honest, the import, most of the most people, most of the economy is relying import. and it's practically impossible for the people to be able to consume, to buy what they need. if there is no way for the 20 and as you find out the currency, the reserve at the whole are completely blocked. so without your conversations about how the sanctions can be lifted for the financial system to survive, how the form from the can get to the economy. so the afa pretty can stabilize and people and the merchant traders or what people need to consume is really not major
3:41 am
changes have happened to a long christian. i'd like to ask you to explain to our audience just how these sanctions are hampering aid efforts. how much more difficult has your job gotten? has the jobs of so many other aid workers in afghan or stan gotten because of the sanctions? as for just a 3rd, the human its own situation is extremely challenging. right now we have an economy incomplete, free for people losing their jobs and they are hungry. so we're dealing with the most vulnerable, internally displaced people. and i've just met some of them today here in western afghanistan. and they literally have nothing to eat. i hear stories where they distract their children to have them forget that and the food is not coming. i've heard about people who got a little bit of wheat flour,
3:42 am
they're mixed up with water. and so for their children, the situation is extremely challenging. and we are simply not able to get the money into the country that we need to carry out our humanitarian operations. just as an example, i have a colleague who lives in denmark, and she is working here as an emergency specialist. she wanted to take out some cash dollars from denmark to use for her own personal use here in afghanistan. but when the bank asked asked, and she was honest and said she was going to afghanistan, they were refusing to give her any cash dollars out of fear that they would violate the sanctions. she was, she's here to save lives and she couldn't get the cast policy needed here in afghanistan. she would be absolutely fine. see, she is doing her job here. no problem. the problem is for the afghans that millions of people are suffering here. and we are simply that the money that us not getting
3:43 am
into the system means we cannot do our job here. symbol, what would the taliban need to do in order for the us and the u. s. is western allies to have the confidence to free up these foreign reserves? what would the taliban need to do in order to show these countries that they can be trusted? and i think there are plenty of steps, but let me just kind of like spin the argument. i think the time to think about the conditionality is a what the next step that they can take to the the international community in support. i think of the time of that kind of conversation was in the plus 2 months, we had several of those around and a lot of the benchmarks and more decided they've been saying that not enough has been done. and i mean, we can, we can have a big discussion on what the thought about and cannot do. but right now when we talk about the dire situation, especially the next 23 months in of august on this conversation has to be shipped.
3:44 am
we have to focus beyond the dial him on to the people finest on. and as i think my other colleagues her in today, your program and others who have talked about it, the conversation has was shipped immediately to humanitarian support and human indian support. when we talk about humanitarian support, who people who are trained for their life and existence, these wanted to go to discussions about rights and women's rights and human rights, which are very important subjects and the demand should be engaged. and of course, that should be a future discussions on what they need to do, but we have to move beyond that right now. the was life. have to be a saved enough of on to have lost their life and the last radio, the 40, i think the od needless deaths they'd be facing. and needless trauma, good facing in the next 3 months. i think they need to focus on back and ship that conversation, whether the dive on a must be engaged on new dawning them into school isn't good for 2 schools and
3:45 am
colleges and rights on freedom of speech. these conversations and engagement that should continue and will be, i think, something that that will be community will and should continue with the value on reggie. but the conversation asking will be on that because those lines of inclusive government, those, those are the red lines and those next steps are also not that he cleared the deadly dead with the diamond, the doctor to the g. u. i had occasion to discuss it with the foreign minister, acting foreign minister. it is not ready glanton, denali mon, also what's demanded for them. but i think the situation is so dying, we need to move beyond this conversation. right now, haroun, if the exemptions to the sanctions aren't working the way that they should be, and if aid still isn't able to filter through the country the way that it should be, are there other mechanisms that could be set up whether or not sanctions are ultimately lifted, are there other mechanisms that could be set up that would help? and could you envision what some of those might be?
3:46 am
so there have been many creative way caught me call. that'd be try. there were currency swap that took place prior to exam. private exemption where people who had money in the country and had dollars need outside the company were entering to swap with the delivery to sions inside the country. and you had to be outside the country in a way, trying to bypass the whole financial system. and you swap those obviously how little and not if they could not do much. they were also under alternative divisions on the merchants could indeed important trade ins. so do you think the finance for neighboring countries or even beyond that? i mean, there are, quote, unquote create in ways that are being tried,
3:47 am
but the scale of the price is such that no work route would be enough to meet the challenge. it is simply not possible to come up with these small work around to meet this challenge, there is a huge need or major safety taken to make sure that the bomb a fall can reach fund number one to be the baseline, but also for the economy to be able to resume for merchants and traders to be able to import and export to the country or job to return on on even limited they were. i mean, let me clear that has been a poor country for a very long time, even before all of them were, it was 70 percent of the population was a little poverty for long up live people below poverty line. this is completely, it isn't profit universal already and you're at risk of hunger for 2000000
3:48 am
people. at this point to be debating issues such like the did, what did should be the truthful would autonomy to reach before sue's conversation should be have to be had but, and eating some of the restrictions to avoid the worst case scenario. i agree, they seem to be just wish we should not be there yet. we should not be there still, we should really be passionate. there are things to be said about the management of the central bank. there are things that he said, but the integrity of the funds that may be released, those are things that have to be negotiated. but i think we really need to be thinking about actual concrete actions and focus and how these can be done in esther r bundling balden vixen political issues in together. when that dire economic of unitary chrysler is happening in the country. christian, even with these exemptions to the sanctions in place, is there any more clarity on where money can go in afghanistan when it comes to 8?
3:49 am
i mean, is that one of the biggest challenges that there is right now? so the exemptions means that in principle we can carry out, she will return except her work and get the funding into the country. but in practical terms, there's no funding coming in. we're trying all sorts of different channels to get just a little bit of funding in. but in truth, it's not coming. i mean, we have funds to operate for a few more weeks and then we, we actually not sure what to do. we're waiting for this national community for un. we know they're all working on solutions, but it's not going fast enough simply. so a lot of people are very scared of violating these sanctions, so they're all cautious. but the human it's her and situation here in afghanistan is so bad that, that so many people can be in a large life threatening situation very, very soon. and so we cannot wait for any longer for bench national community to
3:50 am
find solution. the time is now simple, i can get to you before and it looked like you wanted to jump down to please go ahead. yeah, i could do a jumping. i know you were all talking about the practical things that can happen immediately and has made some really good point to that. but what i'd like to add something practically that can be done. the us treasury has talked about exemptions to banks and other than there is some kind of a letter that the issue that clarity has to be stronger right now that exemption or any kind of a certification that commotion banks, they're talking about law j b as well as you in agency beyond, beyond the bank and others, there has to be some form of some kind of clarity on the exemption that promotion banks, which i even smaller bags can get. who, which will allow commentary does, which i didn't want to import an export of things to happen normally, because that, i think one thing which will try to clear this block about importing,
3:51 am
especially as, as others have mentioned, understanding more to more than or to export. i mean, you would, you want to be more important than very small exports. so that will be the way because it is food enough within the regional countries, there is energy enough and then the more set up and then south lee, it plays a big, what does it did is there is enough, you know, a little bit of the over this energy supplies, whether it's food supplies to come into the market. it is basically the banking sector, which is the, the sanctioned on that, but building that shouldn't be with me. and given that can be clarified, made more strong, made more trust button. and that's kind of like, go back to that, that liquidity, liquidity in the market, can incompletely and some direct aid. and so, or do the mean public sector mysteries for which are good, which control,
3:52 am
agriculture, food, energy, and other key public sector ministries. min honest on right now is a must harun or it's been months since it's all about took over the country, isn't international recognition of the taliban inevitable at this stage. and i mean, 1st of all, is there any other viable alternative? and secondly, how useful would international recognition be for the economy and afghanistan? so i don't know if it's going to be inevitable or not for the commission to happen . obviously circle that's about to be at the coast. country would recognize them as not as they are really my tourist, who it is possible to distinguish between the government and the group maybe illegally that could be paid the country could make to move ahead with the recognition. in spite of that, you might not the, the us,
3:53 am
they are both by the counselor still in place. so it seems like a long way before we can pop up recognition. but i would like to go what i've been up the other path that they've done. no clarity on what is what, what are the conditions that need to be met? what am i need to meet before there will be a path towards recognition. different countries have their own interest. they have been talking with all about gauge men in high, but in terms of formal recognition, i really don't. i personally don't know what the turtle that there are some ideal they've been made. that could be the long term goals. but in terms of what concrete actions need to take to reach a goal that would allow for them to go back to the government and really don't know if those conditions are articulated. they're not made public. if they're articulated in private to this, i don't know. and that they go consensus international community even inside
3:54 am
regional, accurate as to what that threshold would be. what those conditions would be. the result is that there are, there's a lot of big. it is a lot of confusion on all sides and the preventing the cameras just move forward. we could have this conversation we had today kind of a month ago and would be the same point, more or less. seems like they do not break through. and some of it is just political will, i think the domestic politics, to stop them from doing the work here. they want to be appear to be trying to do work to maybe a few minutes equation. but let's go at the root of the problems and will be handling the better har conversations. okay, now the development are in the country. what happens on economy? what happens to that population? i think many people, many governments just see that as politically too sensitive or impractical to deal
3:55 am
with, given the on domestic policy. you have to be on the 19th happening and many countries just don't have the bandwidth to on their own handful. and i would like to say one more thing would this a conversation you weren't asking for billions of dollars to just meet the basic needs. and it is just one year. and they are reading this more often to a few months or up to one year. country can not really be a thing one year in criminal off a rate in the long term horizon. we're also we will be here next year. if those on the mental issues are not probably next year. the role is full of humanitarian crisis and the room. i'm sorry to interrupt her and i'm sorry to interrupt. we are starting to run out of time. christian, let me ask you, we just have a couple of minutes left on her room was talking about this appeal for billions of dollars you in is making, you know, for afghanistan. it was just a few days ago that un secretary general antonio terrorist warned that millions of
3:56 am
afghans are on the verge of death. he urged the international community to release afghans, frozen assets, to jumpstart its banking system, to avert economic and social collapse. is your fear right? now, as somebody who's working so hard to try to improve the situation, there you and your colleagues is the fear right now that you know the secretary general's words are falling on deaf ears. josh, it's obviously extremely frustrating to be, hey, enough guns then, and day after day meet people on the verge of existence. i've meds over the past few days. people that are skipping meals day after day. they're struggling here enough, a western afghanistan. they're struggling with the water quality, the water they can pump up is sol team, so they cannot drink it. and they cannot afford to buy drinking water. so yeah, i mean that the situation is, is extremely frustrating or obviously fast, but extremely much more foot for the people who suffers with these sanctions. and
3:57 am
there's no doubt that the people of afghanistan and that are kind of caught in the middle. they're paying the price for this sanctions, and that that's a huge concern and the money that that was in the appeal, it's a lot of money. but in the current situation, this will only lasts for a few months to, to save lives. that the real problem and is that the economy is a free fall. we need to restart the economy. all right, well we have run out of time. we're gonna have to leave the conversation there. thanks so much. all our guests christian chips and symbol khan and harun raimie. and thank you to for watching, you can see the program again any time by visiting our website al jazeera dot com and for further discussion, go to our facebook page. that's facebook dot com, forward slash ha inside story. you can also join the conversation on twitter or handle is at ha, inside story from him. how much improvement halting here,
