bare as the 1st flights carrying aid from new zealand and australia. arrived. plus tahitian treasures and under c discovery reveals a rare coral reef providing a boon for biodiversity. ah, okay, there we are. here we go to germany, where diplomatic efforts are underway to ease tensions between russia and ukraine. the u. s. secretary of state's antony blinkin is in berlin to discuss the crisis in easton ukraine. mister lincoln is speaking to foreign ministers from france, the u. k. and germany, the meeting comes as the president of the european commission is saying, the e u is prepared if russia attacks ukraine. now, new satellite imagery, showing rushes military build up along the border with ukraine, racing fears of an invasion. the kremlin previously said those concerns are unfounded. the u. s. president joe biden said he believes russia will make
5:02 pm
a military incursion into ukraine, but doesn't think the russian president vladimir putin once a full scale conflict. do i think he'll chest west chester united states and nader as significant? yes. i think he will, but i think we'll pay a serious and deer price work that he doesn't think now. cost $1.00 is going to cost. and i think you regret having done. can we help white house correspondent tracking of events in berlin and in washington force. kimberly, what's your main takeaway from a news conference that we just carried? yeah, well the u. s. secretary of state antony blinkin doing a little bit of cleanup from the president's for mark say here at the white house from the east room. the president really causing a bit of alarm, not only in ukraine,
5:03 pm
but also here in the united states with respect to. not only that, he felt there would be some sort of invasion by russia into ukraine. but the fact that the president seemed to be in some manner and even downplaying the fact that he thought it could be potentially a minor or lesser incursion. and that is something that to he has opened himself up to criticism republicans here in the united states. essentially using the president of green lighting and invasion. so what we've seen is the secretary of state, clarifying those remarks, essentially saying very clearly that the goal of the united states is to deter any type of incursion that the past that the united states and its allies in europe believe is the right path. the only path, the path, they hope that russia will chooses the diplomatic one in terms of resolving security differences. what we should also point out is what the white house is
5:04 pm
saying is that the president was really suggesting that to what he was suggesting is that this be a nuance of a cybersecurity versus a land type of invasion. but that he did not choose his language appropriately. now further, what we should also point out is with respect to entity blinking remarks that took place in the last hour, is that the secretary of state believes that it is really a coordinated response and that is necessary. that is one that will take place if russia chooses to invade ukraine, something that the u. s. president has said he believes will occur. and once again, he is expecting that he will reiterate when he meets with his counterpart, sir, gala rav on friday to send the message, there will be punishing financial sanctions. should russia choose that path? but as to that path, kimberly difficult to see how go be any change in the red lines. the red line for
5:05 pm
every one in the building behind you is you must not invade ukraine. the red line mr. lever off is. don't you dare even think about expanding later? right, and the problem is, is that there really doesn't seem to be any wiggle room on either side. both sides have not yielded, in terms of their demands. it's very clear from the russian side that what they are looking for is some sort of proposal, some sort of assurance that there will not be any acceptance into nato by ukraine or moldova. and it's very clear, antony blank and saying he will not be bringing such a proposal when he meets with sir gala rav on friday. so the united states is an essentially making the demand that it wants to see a diplomatic resolution. but at the same time, not tearing, yielding in any way to the demands of russia. and this is where the problem lies.
5:06 pm
well, they say they would like to talk and work things out. there doesn't seem to be any movement on the part of the united states or so there is a continued discussion that is taking place or what we do know is that the united states is continuing these conversations. this is a hastily arranged trip that is taking place by the u. s. secretary of state. we did not know that this would be on the radar even just a few days ago that shows the urgency of this trip. and we expect that the u. s. president will continue to monitor this, given the fact that they believe looking at some of the social media traffic in the u. s. intelligence that some sort of attack by a russia and as the hand of vladimir putin is imminent. kimberly, thank you very much as ever. kimberly help our white house correspondent the live now to dominic cane who's i've been following events in berlin for us either again tom, i'm just picking up on that. note that the idea there from kimberly dominic about

urgency. the very new german foreign minister saying the window of opportunity is closing on iran talking to and to me, blinkin, who's there as a function of the urgency to do with the ukraine issue as well. so that may be not any progress per se. of course, the united cause they would be, but definitely an expression of how important, how crucially important they both think this is right now. yes, to listen to both these ministers, the secretary and to foreign minister boardwalk, it was pretty clear that they share the same sense of urgency regarding both those topics. there's no question that's regarding iran regarding ukraine. they were pretty much in lock step with each other, spelling out the 2 courses of action that are available, both to ministers in moscow and to ministers in teheran, and the option that they were recommending. certainly pretty clear from minister

burbock. she was saying to the russians, that de escalation is what needs to be happening now. even if it was a 1000000 metric step her words than that would be worth doing. likewise from secretary blinking the same sort of idea that a de escalate your re, gesture from the russians would be a very good welcome step from his perspective. and indeed, obviously from the perspective of the 4 ministers who met in a digital sense today that is the ministers from the u. k. from the united states, from france, from germany, a clear message coming, both from the to who are in the room in the news conference and the other 2 who had been part of this meeting. so from the perspective of the western alliances, it were that transatlantic partnership clear messages to moscow and to check run, deescalate, come back inside the negotiation side of things. and there is the prospect of
5:09 pm
progress. do not do that. and there is the real prospect of serious financial economic consequences in the form of sanctions dominant. thank you very much. dominic a and there are berlin correspondence talk you soon on the u. k. media reporting this our, the prime minister bar is johnson's private secretary was advised not to go ahead with the gathering during corona virus lockdown. i t v news says martin reynolds was sent an email by a senior official. he didn't, it is 100 people to a gathering in may. 2020 johnson admitted attending. but he said he thought it was a work event. you live now to pull brandon in, westminster. paul, let's just do a new readers. start here for the next 30 seconds. or so it, at that particular point, essentially the country was in lockdown and millions and millions of people were being told to stay at home. they couldn't see people who were sick, they could not go to funerals, they couldn't go to hospitals. and that's why it's,
5:10 pm
it's, it's, it's getting people wound up so much that is the central allegation that there was one rule for those people who were working inside downing street who were setting the rules for other people outside of danny streets. and the rest of us who were abiding by the rules that were being set, that they were having parties getting together in contravention of the, of the restrictions while everybody else was abiding by them. and that's what so damaging, but the allegation of hypocrisy. now how far and how close does it go to the prime minister? he is under intense pressure for attending these parties, even though he still categorically denies that he knew that it was a party as opposed to a work event. yes, the lines are blurred, downing street, his both his home residence and his place of work. so there is a deniability there, but the news that we've had today, this e mail from a senior official who is unnamed,
5:11 pm
but whose identity is known. e mailed martin reynolds, the prime minister's private secretary to warn that this party on may, the 20th 2020 would be in contravention of the existing rules. and yet the party went ahead. so why was that? it's certainly you can interpret that martin reynolds is being put out on a limb. it could be that his head is on the chopping block, whether it goes all the way to the prime minister's head having to roll. that will be up to su gray, a senior civil servant who is conducting an inquiry, the results of which we expect next week, but soon gray reports back to the prime minister. so understandably, some people are saying, well, what's the point? because as long as he's kind of surrounded in this maelstrom of negative headlines, does he then cross the line for the parliamentary party in being a liability when it comes to being an election winner or an election loser? well, there's a lot of pressure on boris johnson from the new intake of m. p 's those that one
5:12 pm
their seats as a result of forest johnson being a conservative party leader in that general election of 2019 that called the red war and peace because they took the seats from the red party, which is labor. now, they are among the most vociferously critical of boris johnson's behavior and conduct in the last 3 months. and it's though those m. p 's, who have been anecdotally complaining of extraordinary pressure. and we had a senior empirical william rag and saying that many of these rebel m piece had been pressured even by ministers. i, to the extent that it might almost constitute blackmail in order to make them fall in line and support the prime minister that hasn't been proof submitted to, to support that level of blackmail allegation. but you can see that the party is in turmoil in the building behind me. pull. thank you very much sir. pull. brandon? there are correspondents in london. still to come on this program for you to slay syrian struggling to stay warm as powerful snowstorms hit their camps and

is likely to move against ukraine. russia's condemn job biden's comments. the defense ministry says it has every rights deploy troops in its own territories, accusing the west of planning a provocation. the u. k. medias reporting this are the prime minister paras. johnson's private secretary was advised not to go ahead with a gathering during corona virus lockdown. johnson admitted attending the gathering, but he said he thought it was a work event. it's been exactly a year since joe biden took office as the 46th president of the united states. his election when was marred by a riot on capitol hill on january the 6th that year by supporters of the then president donald trump, who disputed the results. while a sense of normality has returned, mister biden enters his 2nd year with one of the lowest approval ratings of a modern day precedent. allan fish looks now at what change in the past 12 months, and what lies ahead for americans and well,

thank you. thank you. thank you. it came to office promising a contrast with trump. america is back, but some critics claim that on foreign policy the only thing that's changed is joe biden's torn wrong say some experts we. i think there are some very um, so some to have an important changes from from to biden on foreign policy. donald trump ordered the end to the warren afghanistan. joe biden carried it out. c the chaotic withdrawal came despite warnings and consent from long time allies, even though bitin had prom to work closer with international partner. trump fill the us, the iran nuclear deal. this was a horrible one sided deal that should have never, ever been made. at the time, joe biden said it was a mistake, but one year on the policy is still in place and sanctions against iran or even tighter. and when trump open the u. s. embassy in jerusalem, joe biden said it should not have been moved,
5:18 pm
but he's no plans or desire to move it back on china. there's been no de escalation intention from the trump years. but here differences start to appear biden called the treatment of the weaker a genocide and ordered a diplomatic boycott of the beijing winter olympics. if i can, that situation has not quite as much emphasis on the trade in the relationship where as for trump, what he wanted 1st and foremost was a trade deal with china. and he was willing to put other issues like human rights on the back burner in order to get a better trade deal with china. so what else is different? he rejoined upon his climate agreement, reversed the decision to withdraw from the world health organization rejoined the un human rights council and ended, trump so called muslim ban. biden has been much more aggressive against russia than donald trump ever. what's trump or also maligned? and i strongly criticized longstanding us allies and partners, french like france,
5:19 pm
germany, canada. biden's taken very much the opposite approaches. emphasis on strengthening us relations with longstanding allies and partners, democratic allies and partners. people knew donald trump was about disruption america 1st, appealing to his biggs, joe biden won the oval office by being the anti donald trump, a man who would bring consistency and stability to american foreign policy. but allies are concerned that in 3 years time, a new president might up and everything again. and america will be back to the uncertainty of a trump style presidency. alan fisher al jazeera at the white house with india has recorded its highest number of new corona, virus infections in 8 months. more than 317000 new cases were reported on thursday . cities across india have reintroduced restrictions to control the search. while infection rates had recently fallen in the country's urban areas,
