1:00 pm
in the 19 sixty's afghans cinema was born. filmmakers were on the way of the dangerous to com. ah, this is al jazeera, ah. hello and welcome. i'm pete adobe. you're watching the news. i live for my headquarters here in doha, coming up in the next 60 minutes. taliban officials arrive in norway. al jazeera has lunch, will be pushed on women's rights in return for aid. heavy gun fire as a military campaign, burkina faso capital, the defense ministry. since the situation is under control,
1:01 pm
and the president has been taken to safety. as tension grows, the u. k says russia is plotting to install a moscow friendly government in ukraine. the kremlin coals that nonsense my weeding will not be going here. plus new zealand prime minister outlines tougher cubic 19 restrictions after a recent surgeon, army kron related infections. and i'm santa, how most with this ford raphael and the doll is getting closer to a history making title when in melbourne. e 20 time grand slam champion, that has booked a place in the australian open, or to finals. ah, a telephone delegation has touched on in the norwegian, capital o slope. the group's 1st visit to western countries since they took power in
1:02 pm
afghanistan. last year talks will focus on easing a humanitarian crisis and human rights. they're expected to be officials from several nato countries, including us representatives. they're not good anymore. bombed him in norway. we have a meeting with the us and also with the european union on matters of mutual interest . one part of our meetings would be with an afghan ds poor who are outside the country, especially in europe with their ideas, consultations and plans will be heard. this means that meetings from mutual understanding will continue between afghans allowed correspond and tracking that story for us is for summer binge of 8. so a summer they're going to be pressured on women's rights. what form will that pressure take? what peters, we know, the leverage that the west has on the tunnel bomb. now in terms of functions,
1:03 pm
they have the money that they're holding nearly $10000000000.00 off of the money that is predominant in the united states. and i mean on with the, the, the interim governing foreign minister is going to be trying to get some of that money. monthly is access to some money to try and solve the major issue and have gone on to pay people for their salaries to make sure that there is enough food in the country because the humanities situation has been becoming very desperate. the other aspect of this obviously, is the promises that the taliban have made when they came to power on women's rights goes education, 7 liberties. and that is something which seems to be the sticking point between the group and the rest of the world where the power button have yet to deliver the goods. especially the issue good education for girls in thinking the schools remains a pending area where it is all about, insisting that after the spring they will open the schools. but other areas it's been arguing to be on the discussion as you heard them, you know, dr. ben, i spoke to them yesterday, told us that he is hopeful that it is,
1:04 pm
they're going to be talking on all encompassing issues, including economics, including political reform as that of making sure that the voices of the people living in exile offered. and i've also reached out to some guns living in exile. and one from the gun needed told me that there are probably going to be some women in the delegation. but it is a diverse sized for. and this prominently told out there for not being for the condition on the condition of anonymity and that she once a delegation to meet with the alibi but this dice. but it doesn't necessarily represent her even though she does not agree with the taliban. so it is going to be an interesting 1st step to try and meet all sides in the middle somewhere. and bridge the gap between the people, those who are in charge of a finest on. and those who are living in egg 5 sama thank you so much. some of injured a, the correspondent who's been following the events. enough ganeth for us, of course, since the events of last august. let's bring in by de la by here. he's electra at
1:05 pm
the american university of of kennesaw. he joins us from cobble, but we don't know, but he has the time now come, i mean, does the taliban realize it's got to walk the walk and also talk the right kinds of talk here. peter, it's always a pleasure talking to you on i'm i think this is a welcome development and it's about time that the taliban sit down. and engagement happens on 2 levels. one is with the international community. tangible direction is taken. a goals and expectations are communicated because very often in the absence of that communication, international community or different stakeholders keep moving the wolf course. so it's a good initiative, even from the thought bon site to show in 1010, want to be there. ah, that being said, there has to be a discussion on what is happening inside afghanistan on the woman that have been abducted enough finest on despite the pilot been denying it. and there are problems
1:06 pm
. women cannot access their work places because of travel restrictions. and these are discussions that need to happen between the thought up on and of funds within afghanistan as well. so of kudos to them for wanting to talk to that yes for. but they need to sit down with their, of learn, civil activists as well in order to move forward and make something sustainable. and is there a sense in which this is not just a 1st step? it's the beginning of a process. i mean, the taliban may be going into these talks and also with a mindset that says to themselves, i guess, okay, we will be seen to respect women's rights. and then we will get the aid money because we need the aid money because the winter is cold, long and hard. and there is a humanitarian crisis happening in real time in the country as we speak. but for the other people, the tiny bones interlocutors in norway, there may be seeing this as the beginning of a journey for the taliban. so they want the taliban not just to take one step. they
1:07 pm
want them to take another step and another step towards towards something else. well, the reality peter, is that the taliban are very new to this. the whole governance thing, the whole being in charge of understanding. i think there is an opportunity here to mold them into better behavior. i know they have been rigid in certain aspects, but with the right amount of pressure internationally and with the right type of act as visible from within up honest on the thought upon can be pushed towards specific actions. please note that it's not like the international community just gives them all that money all together and then expect the thought of on to do better. there has to be emin either have to be mechanisms of monitoring. there have to be specific goals that the thought of been need, and they're very clear about it as well. so in order to make sure that the thought upon are a deal with the words that they're putting out there are aligning with their actions and women and disenfranchised groups in general,
1:08 pm
enough on the sun are protected. and that's going to be of a huge outcome. if it back can come out of or we can start headed in that direction from norway. ok, thank you for that. a way to look up a here many. thanks for joining that from cobble. thank you for having a breaking story. coming to us this out of booking faso where there's been heavy gunfire in the capital one to go. it happened at several military comes across the city, including the main army base. the defense minister denied reports. the military has taken over the country and detained. the president said you'd feel sure there was an uprising in 6 locations, including the capitol. now everything is calm. those involved in the uprising of being investigated. the president wasn't arrested and he hasn't resigned. we know where he is and we are following the situation in getting details about how this
1:09 pm
happened, and those who lead the uprising are detained. we are asking all civilians to stay calm and we will tell the public the reasons behind this uprising. everything is under control. we continue our mission to protect our country and didn't people are not nicholas our case, corresponding covering that story in the region for us here on the news. nick, welcome back to the news out. clearly a very fluid situation, as far as we know, what's going on peter, while they're still gunfire being heard across the capital, we're talking about 6 military camps, 5 of them in the capital one outside, almost all of the military camps. it seems. well, there seems to be an uprising of sorts in all of these military camps. now we heard the minister of the armies in defense take to the national television address, the soldiers leading this uprising, asking them to remain
1:10 pm
a republican army. another president has now been arrested and is still in charge. the question here now peter is who is in charge of the army. now these military camps are key in protecting the catholic capital. we're going to go from arm groups . arm groups have been increasingly active in the north and the center in the east of the country are groups linked to al qaeda and iso heater. so if it's not a military coup, but it's not situation normal, it's some place in between those 2 things to we think it's the president has said to the military, you defend the city, and then we'll take it from there. it seems that there is so much so much of a feeling of being disgruntled towards the president that has been building up for months inside the military and amongst many soldiers. remember in november, there was an attack in the north of the country in its up where 20 soldiers were
1:11 pm
killed. there was a national outcry when it turned out that those soldiers had gone 2 weeks without food rations and had to hunt for food. and that's when they were attacked by groups linked to al qaeda and then the president just a few weeks for from now dismiss key soldiers, commanders in key regions in the north end, the center of the country. and put in place colonels or younger officers in these key position. last week, several soldiers were arrested, and an investigator said that they were plotting to applauding a coup against the president. and what's interesting here, peter, is that some of these crew leaders are in the military camps where there are gun fires being heard. the question here is, like, how far will the soldiers go to make their voices heard on the address made by the
1:12 pm
minister of defense? he said that it was unclear what the motivations were of these soldiers, but the context in which this is happening is key here. millions of people are displaced because of the ongoing fighting between arm groups and the military. and just earlier this week, for french soldiers were wounded in attacks, a by i'm groups linked to al qaeda in iso, it's a very volatile situation. and there's an increasing feeling of frustration and anger towards the government in burkina faso, when it's inability to quell those attacks. and to do anything to protect the elation, many of them having now fled to the capital, which seems to be the only safe place at least for now. peter, as you're talking to us now we're playing in some pictures from this and the latest pictures. it does look like a, a fee broil, precarious situation on the ground. so we've heard from the military, they've appeared on local television. i guess we need to hear from the president
1:13 pm
because then we could extrapolate out or, or get a sense of whether he's been detained against his will or whether he's still in charge. well, there's been a lot of criticism against president hawk macavoy for being too slow to inactive to and not enough present on the international on, on, on the national scene. not going to these places where people have been displaced and being affected. and remember, we were talking yesterday peter about this ban protest are led by civil society actors m m calling themselves save burkina. they were simply asking for more security more safety. some of them were asking for the resignation of a hot mock cabaret. seeing him more as the problem and not the solution in this air, a context of increase attack. so there is a feeling among many people in brick enough. i said that the leadership,
1:14 pm
the government isn't doing enough to protect its population. many people were upset that the security forces were fine, tear gas, instead of protecting the population. there's been a lot of efforts from the government to clamp down on these protests. i'm switching off access to social media such as whatsapp and facebook, switching up, switching off the internet altogether. and there's a feeling on it on behalf of many that there's too much focus on trying to clamp down this protest. not enough to try to protect the population. peter, nick, thank you so much nicholas out there with the latest on what's going on there in between of us. so for omnia by senegal. nick, sticklers, we'll talk you soon. i'm sure are 40 minutes past the hour. you're watching the news are still to come, grief and anger in yemen. a day after more than 80 people were killed in a saudi coalition. air strike. and is the tide turning for the you case fishing industry a year after the disruption caused by bracket and in sports winning field

why me, i've been, i've been, i really sharp increase in the level of violence taking quite a turn over the past few weeks. so at the beginning of the year, there have been huge total if you wish to including 4 children according to our records, at least 17 children where cage only the beginning of the year. and that already doubled the number of key that if we compare it to the number in december, and as far as the saudi led coalition is concerned, their reaction is that the areas that were being targeted or not on a so called protected list. what's unicef reaction to that? what we do know is that kids continue to pay a very heavy price. they have been for the 7 years, regardless of who's responsible. what's important for you is that children continue to be continued to be injured. that there are facts on medical facility that

supplying europe with gas. if russia does invade ukraine, cats are, is one of the world's biggest manufacturers of liquefied natural gas. but mostly exports to asia only supplying 5 percent of europe's gas needs. a white house official says talks between president joe biden, and the emir of kat are shipped, i mean, been hammered. al fanny could happen in washington by the end of the month when decent is a professor of international relations at the university of se, norway. he's also editor of the journal, russia in global affairs. he joins us from oslo. glenn, great talk to you again. why is this to being done in this way through the prism of washington? well, this has to be seen in the context of the current and geopolitical stuff. that is, a united states and russia currently negotiating a security agreements for the pioneer being security space. and that will
1:31 pm
effectively russia was no longer tolerate further and they thought expansionism towards russia order us, this is, are going to be next essential threat. the united states would like to post this and especially reject all russian demands for security guarantees. however, in the united states, having some problem in its negotiations, simply put the sanctions away and has largely been exhausted and also more problematic. now if you want to intensify or the threats of sanctions, this actually probably hurt europeans the most. and that's what we've seen now is france, germany, a lot of this countries, i'm very much reluctant to accept any more sanctions on russia because it will hurt themselves. i mailed them in the guess area. this is where it could really be lower . so united states is seeking to do is to reassure europeans that they, that the america will be able to source guess from other places in order to restore the unity of nato. so lincoln can meet with the russians,
1:32 pm
and if they say we spend the night, we're going to put all the sanctions. if you don't do us, you're told, however, that this is why it has to be seen in this context. that, that this is what the american americans need in order for nathan, just stand together and to be able to threaten this sanctions if the russians don't about when it comes to sourcing energy. glenn, there's always been that idea off in the background that moscow could use. it's energy that supplies to europe as leverage if the relationship with europe goes south. so does this give me your opinion countries parity of, of leverage, parity of impacts if you will, going into or carrying on going through these talks. but in the u. s. secretary of state antony blinkin and his russian counterpart saggy lover off because famously now or infamously, maybe i should say there is going to be a written response from washington to moscow on where they are in this,
1:33 pm
this sort of bilateral debate over whether it's to do with nato expansion to the east, from the west, or whether it's actually to do with potential russian aggression crossing the border into ukraine. yes, so obviously europe's energy dependence on russia gives russia. it's an important source of influence. however, russia has, it has not threatened cutting off any energy supply. it's what you notice there's been proposing as a sanction against russia to cut it up swift, which is messaging system for financial transactions. so that international payments, this could create some this could make it more difficult for russia to export gas to your course. you can always set up other mechanisms. however, different is obviously that if you decide to go to this links to declare it cannot make one russia, russia could take counter steps and this could be an energy fair. and this is
1:34 pm
what's so much concerned because this could shop our entire economy. they get about a 3rd of their gas from, from russia, and they really have to believe that a lot of their, their, what they have in storage. so it is a huge concern for the teams. and it's also one of the main reasons why they don't want to follow the american in, on this hardline position against russia. i mean, only a couple of days ago, it's time to re imagine security in russia, security in europe. we can just simply expand nate to russell borders and call the security. so there is this new idea and that's taken hold in europe. but perhaps this upon european secured agreement is not out of order that we have to find maybe a new format for european securities. and i guess for the united states to have the remove of energy influence if a key counter against this. ok, thanks so that glen decent took interest from oslo. the senior ethiopian military
