6:00 pm
ah with mm pool. ah, this is al jazeera ah hello, i'm rob matheson and this is the news or live from doe hub coming up in the next 60 minutes. we're dealing with one of the largest armies in the world. it's a very different situation and things could go crazy quickly. pressure over ukraine increases as you,
6:01 pm
as president joe biden urges american citizens to leave the country immediately. morning of a possible russian invasion at any time which the kremlin denies. protesting gonna against a new tax on electronic payments will fuse, it's gonna hurt people on low incomes. antone chang heading into the golden triangle. when methamphetamine smugly seems to have increased dramatically, myanmar military grew under warning that australia is famous, koala bear could face extinction unless more is done to protect them. and in sport, russia is at the center of another day. pink scandal will have more on the 15 year old. he tested positive for a band substance before the winter olympics. a court will decide if she can keep competing. ah, we're going to begin with a warning from the u. s. that russia has deployed more troops to the border with
6:02 pm
ukraine raising fears it could invade russia denies it has any plans to do. so u. s. president joe biden says things crude quote get crazy quickly is urging american citizens to leave ukraine immediately. and he's due to call other nato leaders in an hour. the crisis has been discussed in australia that are meeting of foreign ministers from the u. s. lead quad security block. you are secretary of state antony blinking. had this warning, simply put, we continue to see very troubling signs of russian escalation, including new forces arriving at the ukrainian border. com. and as we said before, we're in a window, ah, when an invasion could begin at any time. and to be clear that includes during the olympics or diplomatic efforts to defuse the crisis, a continuing us defense secretary, ben wallace is in moscow to meet his russian counterpart sagging chicago. it rains
6:03 pm
. foreign ministers told al jazeera, but russia's insistence that they talk directly to the separatist as part of the minutes process is unacceptable. earlier, a separatist leader accused kiev of raising the stakes by moving military hardware . we're gonna have correspondence in ukraine, russia and bella, ruth and the u. s. this, i know in the moment we're going to be speaking to our white house correspondent, kimberly hawkins. dasa. jabari is going to have the latest for moscow. first we're going to begin with charl stratford in khaki. in ne ukraine. charles, i understand that you have been talking to ukraine's foreign minister. what he had to say i. yes, we spent 24 minutes to the metro collaborates a day before we go into a little bit of detail about what he told us. interesting that in the last few minutes. good bye sweetie. that sir. the ukrainians now are demanding that russia clarify its military activity. in the next 48 hours and that is according to something called the vienna document. that is an o s. c,
6:04 pm
an organization for security and cooperation in europe, document signed by both ukraine and russia in 2011 and to be specific and the ukrainians are saying that russia needs to provide detail details on the objectives the precise location, the dates of completion, of each military activities, and it has 48 hours to reply. if it doesn't, then an extraordinary meeting of the signatories of the vienna document will be held. so russia can better explain exactly what it's doing, both in belarus and on the ukrainian borders. for example, in the east and in crimea, as you say, we spoke to caliber earlier on and he, yeah, was clarifying some of his positions with some of the greatest positions, for example, on the minsk agreement. now this is an agreement that ukraine has been criticized for them, not implementing it side of it was agreement signed in 2015 with international
6:05 pm
backing aimed at trying to find some sort of lasting political solution piece in easton, ukraine. ukrainians have said before that i think that was document is very much weighted in russia's favor. the foreign minister today say that there was only one major sticking point according to ukraine, and that is russia's continuing demand that the ukrainian government speak directly to the separatist, sent something that ukraine refuses to do. and it refuses to do that because it says that if he deed it would take, it would mean that russia was no longer a party in that negotiating process. but in fact, would become a negotiator, because of course, russia is seen as being very much backing the separatists. and that is something, as i say, that said the ukraine has said that it will not do. i also pushed the foreign
6:06 pm
minister as to whether ukraine would in any way, give any concessions to russia, seeing as we seem to be at the stalemate with respect to russia's fundamental demands made in those proposals to the u. s. and nato in december, demanding that there be a whole to nato expansion, including ukranian membership. and this is some of his own. so let's have a listen. it's not ukraine, who has to seek concessions and proposed concessions to russia. no, this is a completely wrong flowed logic. it was a popular in 2014 and 15 when we were encouraged to make a concession here and concession there in order to motivate russia to make it behave nicely. but it never worked. we did those calmly. we made those consistent sessions, but russia never reciprocated. and that's why we are where we currently are. yeah, charlie, those pro russian separatists are becoming more of an issue in this conflict. i,
6:07 pm
on the, i understand the leader, dennis shillings been speaking about in eastern ukraine. what's he been saying? that's right, the leader of the self declared denotes people's republic giving a press conference earlier today. and what can only be really describe the some fairly inflammatory language. used by him. he accused the cranium, governments of preparing what he described as a military offensive a military solution. so the crisis he blamed ukraine for not and not implementing it side of the minsk agreement. and interestingly as well and worryingly all. so one could argue is that he mentioned these hundreds of thousands of ukrainians that have been issued russian passports in the last couple of years. it's believed that just in the nets, people's republic alone, around 400000 ukrainians that are now russian possible holders and pushing and said that this posed potential risks. because after 8 years of targeting what he says
6:08 pm
were civilians ukrainian civilians and don at the risk. now is that we could be seen russian civilians injured or killed in any kind of escalation. let's not forget that. pushing can not make any statements like this without the full green light, the packing of the kremlin. so of course, language like that statement like that, a very worrying when of course there is so much stress, so much pressure to try and get some sort of negotiation really starting to, to, to put an end to this crisis on the diplomatic level. charles, thanks very much indeed. that's charles try for talking to us from car keith. we are waiting for our press conference when ukraine's national security and defense council would be holding a press conference in khaki. soon as that starts, we're gonna bring it to you. i want to go to dasa jabari in moscow, dasa. let's just talk about how russia reacting to joe biden, suggesting that things are going to get crazy quickly. well,
6:09 pm
we have not heard any official re, i chung from the kremlin on friday. even during their daily briefing, the prevalent spokesperson didn't mention it. but the general sense here is that this is exactly the kind of rhetoric that russia is accusing the united states of using to create hysteria. and to actually increase the tensions that are ongoing. the officials here in the past have said that the united states is using key f as an excuse. they're trying to lore russia into a conflict that this countries just simply not interested in. i think the general sense is this is another example of why russia believes this current crisis that is escalating day by day is really as a result of the united states and its policies on its point of view. instead of listening to the russian position and trying to understand or rush is coming from in terms of the demands it's made for its own security concerns. they are positioned here is that the americans are engaging in this car kind of war of
6:10 pm
information and creating hysteria, which only makes things much worse. going to sound better. ben wallace, the you case, defense minister is there. i think i referred to him earlier on as the us searching the started clearly he does not in the u. k. defense minister, the you cares. foreign minister didn't have a very successful visit when she talked to saga lovegrove yesterday. what, any idea how this might go? well, already it seems to be a little bit better as the defense minister, the russian defense minister. i met with his british counterpart just a short while ago, and the 2 men read out their opening statements and the russian defense minister as sir gay. sure go said that to russia will reply to the u. s. and nato security responses that they've received over the past few weeks. and at the rising military
6:11 pm
and political tensions that are ongoing is not as the fault of russia. and that russia is really asking for its own security demands to be addressed. and that's also the russian defense minister said that they want some answers from the british defense secretary about the number of british troops that are in kiev training, ukrainian soldiers. and they want to know how many there are and how long they will stay. they want to know an exit date. and he also said that the relationship between london moscow right now is currently close 0 in terms of where things stand . of course, that was also highlighted by the visit of the british foreign secretary list trust on thursday. it was a colossal fail on her part and the visit really has not gone down well. her russian counterpart survey love rob. she said that it was as if he was speaking to a deaf person. because clearly she had come here with an agenda and was not very flexible. she was not willing to listen to the russian position. and the local
6:12 pm
newspapers here at the headlines this morning really highlighted how an unsuccessful her trip was saying that if she was a man that would have been a fist fight between her and sergei love. rob. and that really, this is an example of how the russians can talk to the americans talk to the british, the french, even the ukrainians. but really when it comes to the british, they just arguing highlights, they a status of the relationship between the 2 countries. but the british defense secretary is due to and speak to the media shortly where he will and highlight how his meeting went with his russian counterpart and hopefully things will have gone a little bit better for him though. so thank you very much. dosage about bringing this up to date from moscow. i want to bring in a white house correspondent, kimberly hawk it. and there is a sense of immediacy coming from the u. s. president and also the u. s. secretary of state. any idea why these warnings are coming? now what we can surmise is the fact that the
6:13 pm
concern is that, well, there has not been a lot of detail provided there does seem to be according to the secretary of state, some feeling that russia may use the opportunity of the olympics as an event to potentially coincide with a possible invasion of ukraine. and so that's why the next 48 hours, according to the secretary of state, could be particularly for carry us. and to that end, we know that this weekend the u. s. president will once again be spending it at camp david along with some of his national security team monitoring events. you as president has also said that he believes that ted, this is a time when americans should not be in ukraine speaking to a local or rather a national american network. here in the united states, he really cautioned americans to get out to leave because you have to remember that
6:14 pm
if there is an invasion of ukraine by russian forces, a u. s. military will not be able to evacuate americans. because if there are you a soldiers present, the prospect of us soldiers firing russian soldiers would really lead to a world war in the words of the u. s. president, a different world than we've ever been in before. and so this is of concern to the united states, but also to the world. and to that end we are learning that the u. s. president in the next hour will be holding a telephone call or a conference call with in the transatlantic leaders. we know from the white house of this call will be about continuing to coordinate on that sort of dual track the united states has been talking about for so long, not only deterrence, but also diplomacy as a means for resolving the security differences between the west and russia, but also the shared concerns about the build up of russian troops along the ukraine
6:15 pm
border. so why does corresponding kimberly halter kimberly? thank you. well, as we've heard, russian troops have been carrying out exercises the bell, russian forces in bellows. so fossil has more from the bellows ukraine border. this is the am a tie way running from the city of whole mile in the south, east of values, all the way to kia the ukranian capital, which is around 200 kilometers away. and this is seen as the fastest route in case russia would invade into ukraine, going to the capital p f. meanwhile, russian and beller ocean, a military drills are ongoing in this area in several places. there are several air fields and also at a training ground that are currently being used for air defense, exercises or all kinds of infantry exercises are happening right now. also near normal, there is a, an airfield being used for air defense by russian troops. right now, there is around 30000 troops according to natal present here,
6:16 pm
although nobody can confirm this number on the way in here we saw some military convoys armored personnel carriers being carried into this region at the border, but also troops willing back. meanwhile, the border was still open. trucks are passing in air to ukraine, coming back into bellows. also, some buses we've seen, but so far, nothing else. people here are still very relax and unfazed about tensions that are building up here. let's bring in richard soccer. his professor of russian and european politics at the university of kent. he's joining us hong kent in the united kingdom. thanks very much indeed for being with us. so president biden, and the you are sexy of state suggesting that the olympics in china may well be used as a cover if you like our destruction to a low russia to in feed. my understanding is that show in president she of china had originally said he would be very unhappy if anything happened during the olympics, wasn't she? and president putin have apparently a good relationship?
6:17 pm
is it likely? do you think that anything is going to happen in the next couple of days at least until the olympics are over? it's centrally absurd. i'd say becoming more more bizarre. the behavior of both washington and london. one has to say that the idea of an invasion during the olympics are to use it as a cover could not be more misdirected. so i wonder what sort of information they getting or what sort of 5 parallel universe they're living in. yes, our military exercise is going on, but to the diplomatic process in response to those treaties is still continuing. we've had the us and nato response league through the pace newspaper last week, and we're still waiting for the russian official diplomatic response. so the idea of some sort of invasion and of course, the very idea of an invasion is a bit bizarre, a just an unprovoked to him. clearly, the idea of these forces in part is to count to the 130000 ukranian troops poised
6:18 pm
on the border of the dawn bass. so that's the context a given the build up of forces that we're seeing on both sides and with the, the build up as you say from ukraine, particularly as well. is there a risk? do you think that russia may not have intended to invade ukraine or take any military action a toll, but may actually be forced into a corner where to save face? it has to do something. again, i don't accept that argument and this is a bizarre argument as well. russia could simply dissolve its forces if you came back off. and of course it's being armed by the west by london and washington as well. of course, with more and more dangerous weapons, they call it defensive. but a lot of us certainly isn't. so, saving face russia put in doesn't face if you like, a lobby at home, clamoring for war. in fact, quite the opposite. gender, russia, believers, even. you can, of course, see lensky, the president of ukraine, has argued that the talk of invasion is exaggerated because of course,
6:19 pm
it damages the, you're doing an economy, an inward investment. so i say, i simply cannot understand the logic of washington and london. and why this really has to be challenged most seriously. and to us, you know, what evidence, what basis they are making these extraordinarily inflammatory comments. it's a dangerous situation. an accidental conflict could happen anytime. but a deliberate invasion is extremely unlikely at this moment. you are obviously very closely watching what goes on in russia and european politics. clearly you're watching what the situation is. what do you think is the, the russian governments and game in this? has it changed since it initially started with his objections to ukraine? possibly moving more towards nato, or is it still the same thing is it's still about preventing ukraine from moving closer to the west. well, you, again, this isn't really the name of the game if you like. it's because it's the kansas
6:20 pm
balliot, the immediate issue. but the larger question is, a host of your pen security. we all knew that that, that the crunch would come over again. so yes, it's central to it. but it's like, it's an epic phenomenon to the larger failure which i put in russia. and of course, gorbachev and yo thing before him said simply that the end of the cold war, that security has to be indivisible. so the in game and he got that is the focus is some sort of diplomacy. and of course, took a moment, his muscular you could even call it coercive diplomacy, but you're going to meet him every day in 2029. put forward exactly the same proposals for a european security treaty. and so it was ignored, in fact, even mocked at that time. so coaching is not going to allow it to be mocked. he's saying really, let's talk and us, we have to say give them that you have actually come back with some positive proposals which are still in the table. so the idea of an invasion out of nowhere
6:21 pm
in lympics and one of the important point here is the 4th of january. a joint statement between moscow and paging is one of the most important documents of our time, which condemns nato expansion. and it also talks about the indivisibility of security . so behind russia is china quite explicitly now, and that is new, which is what we appreciate your being with us and i'll just here. so thank you very much indeed for your time. my pleasure. thank you anymore. i had on the news i including we're live in chicago are the longest running auto. so in the u. s. has taken place for the industries facing some major bumps on the road. an act of revenge or a victim of political persecution. we'll hear from supporters and opponents of olivia's former leader and gold at last for a swiss here, whose intuitive olympic disappointment more than that later in this book, with the

6:23 pm
lifeless now in cape town, what's come out of the press conferences that have been held so far well, much of the emphasis really has been on the disadvantage, that african countries are in or facing regarding access to vaccines. the, the director general of the w h o is said that while half of the people in the world have received at least one jab, just 10 percent of africans are fully vaccinate to the macros down to about 5 percent for lower income countries. and so really, the vaccination programs and rollouts have been concentrated in rich countries and so africa largely forgotten. and now, the establishment of a transfer hub in south africa is meant to accelerate that vaccination process, largely bringing the manufacturing of vaccines to african countries with that information. that technology and science will be transferred both locally and
6:24 pm
across the continent where the vaccine manufacturing can be boosted. they are expecting that an increase in vaccination. our manufacturing will help lower income countries. africa really is at a disadvantage at this point. and we also heard from the belgian develop, administers here, supporting the w h o program in south africa saying that the payton to a waiver issue is one that has continued for 2 years and hasn't moved. so a transfer hub is really an ideal solution to a structural solution to the problem that african countries have faced, but also is 2 years to late. and of course, one of the key questions for people in african elsewhere is going to be one. are we going to see these vaccines actually being handed out? well, why? well, we have seen some movement in terms of these programs to develop, develop african made to vaccines. it will still be
6:25 pm
a while before we see them manufactured and distributed with regard to african. in particular, they have developed to the vaccine, as you mentioned, based on publicly available information, but they're likely to only start clinical trials in the 4th quarter of this year. around november, perhaps, and only in 2024, get the approval. they need to manufacture these vaccines on mass and distribute them. and we look at bio vac. they say that they have the ability to manufacture about 50000000 doses over the next period. but even then, that will beginning the months to come. so still some time before african starts receiving jobs with vaccines made in africa from miller life for us and gaped on family. thank you. the biggest auto so in the u. s. is getting underway in chicago as being overshadowed by production delays caused by a global shortage of semiconductors. affordable cave by canadian truck drivers, protesting against corona virus restrictions is threatening further destruction to
6:26 pm
the industry. john henderson's joining us live now from chicago at the industry's been struggling because of delays and getting parts because of supply problems. what's the state of the industry now? well, the industry is in absolute crisis at the moment. now you wouldn't know it from being here. this is kind of a celebration of all things. auto behind be the ford bronco. famously the car that o j. simpson was driving when he tried to escape from police is doing some tests here. you may see it behind me, and then you've got mustangs over here, electric versions of the car. that's what people are talking about here at the car show, but around the country. the problem is that supply chain problem, we had a pandemic problem. it's hard to get parts to the manufacturing sites and that means those cars haven't been built on schedule. now you've got is blockade of truckers. it varies different spots along the us canadian border and the u. s. has
6:27 pm
a deal with canada to supply auto parts. so what that means is that normally they occupy, they operate on what's called a just in time system work, something like you made in canada one day. and then 2 days later is actually in a car. in detroit, they do that so they can minimize the amount of parts they have to store on site. that hasn't been working. it works in good times, but at times like this, it's been a crisis. so you've had a ford and toyota plants close on the canadian side of the border and then general motors is shutting down, shifts reducing the number of ships it runs on the american side in michigan. so right, right now there is a, you've got all that going on and then a semiconductor shortage. these are the chips that operate so many things in cars. the ford plant just a few miles away from me right here in chicago has recently shut down because a lack of those. so this is an industry that is struggling to get back to where it was a couple of years ago. and right now, which is can't do that. and despite all the crisis that it's facing, one would imagine the auto companies are still trying to put up cars and trucks and
6:28 pm
so on, on to the market. what is the, the show developing? what is it demonstrating? well, the big new thing here, coming a little bit late to the party among the american cars is going increasingly by electric. so you could see some of the broncos behind me. well, you could see them if they were there. some of those are electric at the mustangs over here, not that clark mustangs that are lining up back there. those are electric vehicles . this pen has big signs. it's a built to electrifying why there's in the trend is going towards bigger electric vehicles because americans buy such big cars. the chevy silverado for instance, is a massive s u v. all electric. now you virgin and i would bring your wallet if you're looking for that because it cost a $105000.00. there are also other alternative fuel vehicles, but here they're really highlighting the electric once. john, thank you very much. indeed. has john hendern talking to us from chicago?

thank you. still had an al jazeera living in limbo, white sizes, venezuelan, colombian citizens have lost their ideals. under the winter olympics, a speedy suite smashes his own world record to grab another gold medal in beijing. ah, i think we've passed the heart of winter storms, so the ones have been going through recently from the east and met down to run not as cold, not quite as for the snow. all right, this latest while produce showers in possibly q 8 more likely the iranian mountains, snow red league, cause a height. and usually when these go through and they have come from west e, say give it a bit of a shamal afterwards. this is it. so normally or north wesley breeze, the orange here suggest is called dusty one because the ground is drawing up in

ah, watch out, is it a reminder of our top story? is this so diplomatic efforts to defuse the crisis between russia and ukraine are continuing? u. k. secretary of state for defense, ben wallace is in moscow and has videos counterpart survey chicago. the kremlin has just said it'll respond soon to proposals from the u. s. and nato. the u. s. president. earlier, one things in ukraine could quote, go crazy quickly. he's urging americans to leave immediately as concerns growth that russia could invade the country is due to call other nato leaders shortly. ukrainian foreign minister is formerly protesting against plans by russia to block parts of the black sea for naval exercises. agreeing says the war games are of an
6:33 pm
unprecedented scale that make navigating critical waterways virtually impossible. the week long drills are happening in the black sea and the sea of us off the straight that ones between them. cubes accused moscow of breaking international law and says the presence of russian worships amounts to a hybrid war list. blocking poses a threat not only to ukraine, but also to the entire black sea region and to global food security. as this see, commercial serials are being used for traits for international trade. we, we reached out to our partners including the black sea countries to come up with a coordinated response to these actions. and we will see how russia behaves. they, they see that. so we are prepared to get every action. well, let's take a look at why ukraine has long been
6:34 pm
a particularly sensitive issue for moscow. was part of the russian empire before becoming a soviet republic, and then winning independence in 1991. when the soviet union collapse, rushes concerned with maintaining regional dominance on a big part of that is keeping ukraine out of the nato military alliance. let me put it says the west promised in the past, but natal wouldn't expand eastwards since 99714 more countries have joined the alliance. edging closer to russia's borders. tension fed 8 years ago when mass protest top of ukrainian president victor college, he'd pushed for closer ties to moscow rather than the e. u. rushes armed forces responded by annex in the crimea in peninsula and backing the separate rebellion in eastern ukraine. russian and bella, russian forces have been exercising close to the ukrainian border. i want to bring in publish lincoln. he's a visiting fellow at european council on foreign relations and he's also a farmer brothers diplomat. he's joining us from the very in ukraine. good to happy

with us or on algebra. i'm going to talk about these russian troops that are coming out drills in bell. it was how likely is it? do you think that after 10 days of drills they're going to go home? the highly likely there were a lot of previous military drills with this to confess, even on the touch of melodies, they are regular. those one that we're talking about there you go, your regular and creation, but on the board, much higher. they have increase, but feel i don't see any goods perspective are russia to just keep them in balance. i would say that this would be seen as a part of an aggression against independence, even though the battery is not independently ready in the past president, alexander lucas sango brother, bruce, has quoted both the west and russia. how much does this lock him into a relationship with russia that he may in future not be able to get out of it all
6:36 pm
ended 2021 a falsified elections and was sanctioned by the western states. and the only pillar for his hour was a war. one of the main ones was support a political international of moscow. so now he is very limited with his actions. he can't really bellows is depended on laska with relations with the west and he needs and he just there has to fulfill everything that more school air expects from him otherwise. or they would think of oil finding a more loyal guidance that of him. and again, the sound this so he, he just is trying now to play that the best game. he can a trying to, at the same time, not to deepen our is dependence on more school at very much, but at the same time, to be loyal and show his loyalty to russia every time. i want to just briefly pull up a map if i can to show bell the reason it's location within a central europe, a to our viewers. now, bella is obviously just in the center there north of ukraine. now to the north of
6:37 pm
bella, luce, we have a lot fia, which has a border with russia. but also we have lithuania and then poland immediately built both on the western border with ballers. they are part of nato and they don't share borders with russia. if there are russian troops in bella, bruce, how to worry, do you think lithuania and poland are going to be they have been written that there is a thread ah, to to the baltic states from russia as sla, baltic states that have never seen bell races of varied independent state, they have seen it as a part of russia's military or actor in the region. and they have, is this a while to grab the part of the territory that's ah, continues the continental europe to the baltic states. in best of all, the gap is due by is the line that i can be taken by russian bout the roost. with the cleaning got hopeless,
6:38 pm
i am bound the baltic states will be just surrounded by, by russian belts and fruits. so this is one of their own weakest parts of nature of security. and they've been seen and needs for generals. they haven't seen it as the pod of potential rushes aggression if it will come any time. i want to briefly return to the relationship that alexander lucas shanker has with president putin, when alexander lucas shanker, was going through the, the, that the protest facing the protest in his country about the results of those elections that you mentioned before. president, put in at the time, seemed somewhat reticent to those of us watching from outside to actually get involved. does this situation mean that russian now has a greater responsibility to president lucas shank? of the, perhaps president putin would actually like to have i would say that when there were a little people in the streets, they were not sure you location will and can stabilize the situation. so they
