so bad that people actually have mafia. why is the u. k, so hostile to transfer me through all of this? join me if i take on the live with men or the misconceptions and meet the contradiction at the time to get up front on al jazeera. ah, this is al jazeera ah lo, i'm rob matheson, this is the news i live from doha, coming up in the next 60 minutes. joe biden holds a tele conference with nato allies to discuss russia's military build up on ukraine's border. the u. s. as $7000000000.00 in frozen afghan funds will be used for afghan humanitarian aid and to compensate $911.00 attack victims. canada's ontario province declares the state of emergency is truck. drivers

continue to block roads against coven 90 restrictions. and students in india's state of karnataka will return to school on monday as religious tensions remain high over a headscarf. and in sports, russia is at the center of another day thing scandal will have more on the 15 year old who tested positive for a band substance before the winter olympics. a court will decide if she can keep competing. ah, you as president joe biden spoken to nato leaders to discuss rushes on, going to build up around ukraine earlier. the u. s. one that moscow has deployed more troops to the border, further racing fears that it could invade russia denies. it has any plans to do so . biden has urged american citizens to leave ukraine immediately. or the crisis has been discussed in australia that a meeting of foreign ministers from the u. s. lead cod security block,
9:02 pm
u. s. secretary of state antony blinking. had this warning, simply put, we continue to see very troubling signs of russian escalation, including new forces arriving at the ukrainian border. and as we said before, we're in a window, ah, when an invasion could begin at any time. and to be clear that includes during the olympics. meanwhile, u. k. defense minister ben wallace says talks and moscow with the russian defense minister. so gay shall go well, constructive and frank should go said ties between the 2 nations were close to 0. the grains fought a minister as told al jazeera, that russia's insistence that we talk directly to the separatists as part of the minsk process is unacceptable. earlier, a separatist leader accused kiev of raising the stakes by moving military hardware . our white house correspondent, kimberly hawker, is joining me live now at. kimberly,
9:03 pm
let's just talk 1st of all about that phone call. do we have any idea what has been said? well, we know that the purpose of the call was coordination. and to that end, well, the united states continues to pursue the capabilities and how to respond. should the russian president decide to invade ukraine? something that you heard the secretary of state there just moments ago saying the united states believes is imminent. that there is still this belief that there is this possibility of diplomacy, this dual track, as it's been called deterrence and diplomacy. and so to that end, the u. s. president, speaking with transatlantic leaders about that, coordinating with them also on the capabilities militarily, should the yeah, russian liter choose to not go the route of diplomacy, but instead to invade ukraine. so that is the purpose of the call,
9:04 pm
but as well it is an ongoing coordination effort in terms of sharing intelligence intelligence that the secretary of state has been talking about. because a military intelligence reports indicate that not only is the russian president poised to invade, and for this to be time some time around the olympics. but when you heard the secretary of state, they're talking about this window of opportunity. that, according to intelligence reports could be in the next 48 hours. i'm amongst all the dogs. despite the efforts of diplomacy, we are hearing some very strong words coming out of the us, your secretary of state, and of course, the president himself, doug voya, these warnings coming at this particular point when they're being ramped up well, you know, we're hoping to get a better sense of where the administration is in terms of it's thinking in calculations and we'll have that opportunity in the next hour. the national

security advisor jake sullivan, will be taking to the podium for the white house daily press briefing that begins out in the coming hour. and so we'll get a clear understanding of that. but we know that the u. s. president has been conferring with his national security adviser team that includes jake sullivan, not only thursday night in the situation room. he also had as daily briefing early this morning. and we know, again this is coming on the heels of that transit land to call that we took place with those leaders. so this is something that we are expecting to be updated on. we certainly know the warnings that the u. s. president has been issuing not just to leaders and the is gathering of the intelligence committee, but also to ordinary americans who might still be in ukraine. because of course, the concern being that if russia is to invade the us soldiers cannot evacuate us citizens because the prospect of a russian soldier at
9:06 pm
a u. s. soldier meeting face to face firing at one another. the words of joe biden would be world war, something that the, the world really has never seen or has experienced in recent memory. so, this is something that the united states is trying to avoid along with its allies. and of course, we are looking to be updated in the next hour or so by the national security advisor on next steps for the united states and the west. because our white house correspondent, kimberly hall, could thank you very much indeed. want to go to natasha barto, who's talking to us from ccci of we heard earlier wrong that you're barton us president has been urging american citizens to leave you korean immediately understand that more foreign governments are beginning to offer the same advice. yes. with her, from the dutch embassy in kiev advising a dutch nationals to leave ukraine as soon as possible if they don't have any real
9:07 pm
reason to stay here. and dutch counsellor services will then move to the western city of live it. but we're also hearing from all the countries that are advising their citizens to do the same, including israel, not fear and japan, all advising their citizens to leave the country unless they really need to be here . not all that's of course is not going to make you grains government very happy. they have spent much of the day trying to down play those statements by the u. s. president joe biden. joe biden, who is advising american citizens, leave ukraine the way that the government sees it in key if they just, oh, very worried indeed that this just sends out the wrong message. that in, in fact fuels anxiety here, they said that what is needed is for calm that everybody needs to be a reasonable the life needs to be go with life needs to go on. and diplomacy really needs to be the way forward. that said, we certainly are in a very different position than we were
9:08 pm
a few days ago when we were talking about optimism, the sense of hope, because there's been this diplomatic flurry, various a western officials and leaders in both kia and moscow, including the french present emanuel mac raul, there was perhaps hope that a solution, a diplomatic solution could be found, but a few days later here at the end of this week, a very a different picture. indeed, it certainly seems to be a lot more tense things to seem to have gone downhill. and you have a picture where 3 slides of ukraine or effectively i have russian military forces in the east that build up continues in the north to embarrass those russian military exercises continue. and then in the south of those naval exercises by the russian military, there in the black sea and the as of c, it's all of great concerns of ukrainian government, great concern to western powers. and although here in kiev, you know, people going about their daily lives as no sense of panic, but people,
9:09 pm
i'll certainly a little bit anxious for looking at the situation very closely. they've lived with the war for nearly 80 years, but that doesn't mean that they don't fear the worst. they know that they are living in a very unpredictable situation. natasha. thank you very much. indeed. this natasha bottle talking to us from kiev while dosage bodies in moscow. and she says, all eyes are on how the kremlin is going to respond to president biden's latest comments. we haven't heard any official reaction from the kremlin about what has been coming out of the white house. but of course this will just be used as another example of the u. s. government trying to create this atmosphere of hysteria as they have called it in the past. officials here believe that the united states is using ukraine to i really further their own agenda and build more of a presence of military presence in eastern europe and increased nato's forces. in the eastern flank at this is something that the russians have said is very much
9:10 pm
a security concern for them. and they continue to say that this is the reason we're in the current position that we're in because russia security concerns. i've not been answered by nato or washington. and they continued to dodge the issue at every meeting that the russian officials have with various world leaders and the governing bodies. so it really, it's really another example of how russia will perceive the situation to be escalating at the hands of the u. s. government, the british defense, as secretary just finished his meeting with his russian counterpart at sergey shaw ago and, and the ben wallace held a briefing for the media following that meeting. and i, he highlighted some of the key points that they had, the 2 men discussed. he said that he believes russia strongly and does not have any intentions of invading ukraine. but he said it's also a matter of showing that rather than just saying, he said the truth build up along the border with who crane are still very much concerned. and he said, if russia decides to invade ukraine,
9:11 pm
that would be catastrophic at tragic and catastrophic consequences. he said, ukraine's national security council can find the size of a volunteer military force that would be ready to fight. in the event of a russian invasion, the country's top security official gave this assessment after the counsel met in khaki from the border with russia. in terms of national defense and territorial resistance forces, we allocated ukrainian armed forces units that would look after territorial defense . and the commander in chief decided the territorial defense should amount to $2000000.00 ukrainian citizens who should take up arms if that would be required. ok, i want to bring in hon. a seller's. she's director of security programs at the think tank ukrainian prism and she's joining us from a desk. so thank you very much indeed for being with us on. i'll just, sarah, how does this whole situation compared to what ukraine has been through before?
9:12 pm
do you think, you know, definitely the situation is quite thompson term. so political and the information, the environment in which we're now what we internal forces. we've all, would you witness to similar cases for example, in april 2021. we had approximately the same amount of russian troops at the border of, from the east and from the north were not the same blockade what we have now in the black sea. these developments that are happening just today and we're expecting more tomorrow because they were just announcements. that's something the russians never did before. even that they managed before to close up to 25 percent of the black sea was so called exercise is where we're in terms of the attention to the situation is definitely on purpose about we never have the same amount of potential for all our partners who finally understood that the word that you claim had been experience for 8 years. it felt something just the headlines of media, but they did the real were the real threat from the russia situation. how much to the russian naval jose that you mentioned in the black sea in the i so see change
9:13 pm
the dynamic of what is happening here. how significant is the fact that those ships are there the number of ships is not the most important question is that what russia need as for now, be closed a very significant ria of the blacks here. the if you look to the map are they are closing the entrance to the biggest worth and for ukraine, approximately 70 percent of our experts is going by seats, especially when we speak about grades. and you should remember this, ukraine isn't top 3 of the worlds exporters of the grains, and a lot of of the food abroad. meaning that we are one of the guarantors of the world food security, especially when you go to mentally, for example, for asia countries. so in case always to poor will not be able to work that can have a lot, john consequences, not only for business, i'm the mom a t t should in your christ, but also for the source country. is there any sense that the ukrainians feel that
9:14 pm
they are, as it appears to those of us looking from the outside, it seems that ukraine is essentially being used as a political, a global political football between, between global powers is that sense replicated in ukraine or ukrainians determined believing that this is about the future of ukraine. oh, absolutely not. we are not feeling as the bull, wherever you need to divide your washer motivation into 2 parts. why would you basically particular about ukraine? because russia cannot to imagine themselves as an why and would use trying to replicate the russian and part of the glory of the song, hugh, the n s f and all that is made of hugh for in policy based on the ukraine in history and with all the religious history, ethnic history i've ever been without great history, you can not have the grace in florida now. so. so far is particular just about ukraine, both sphere influence and everything. all these historical news that they created were the december 1, the russian federation also,
9:15 pm
well with all the statements that request with georgia, he attacked over the not ukraine was lots about your brain in future membership in made. so he started to attack nature itself on the basis for the european trans atlantic security. and that is all review it not you pray. here are subjects are optical before in full of ukraine is just the one element because for which and he clearly demonstrated that he would like to return to the rhetorics of the song. it's time while washington and moscow should decide in the future of europe, wherever he forgot that europe the united states really had of although some to most of the time. and now your pm. com to have the voice they express. and during all the meeting with the russians, the duration in different formats that he talk, washington and moscow, who would decide what unfortunate me, which is still leading in that all sounds items a lot killing for ukraine. our park was our procedure for the washington in london
9:16 pm
and in the never in the war. so they are speaking that nothing about your pray without your pray. so before and you will be conversations before any of the consultation, it is always the pool or the meeting with the ukraine on the 14th. and you can see it from the numerous, all foreign leaders of the level of the presidents and ministers before the who been visiting the claim. within the last few weeks, i want to ask you how you feel about the importance of relevance of pro russian separatists within ukraine. is there an argument always are going, feeling that them, if indeed there is no invasion by russia. what we might see instead as an increased support by russia for those separate tests, and we might end up with some form of civil war within ukraine. no. first of all, there was no civil war, and it's never be in the baddies be one of the narrative that the russia situation try to impose, especially in the international media. because if you look to the names of those,
9:17 pm
we need the protest in the 2014, who been in charge of the competence at the uncontrolled territory. most of them being russian citizens. and so many of them being russian officers, either all the fort intelligence services or all the security of the army. i mean, they became open later because many of the people being sent to syria after they had the military, few rooms in the box. so in ukrainian, the east, that's why we feel on the south and we've never had the conference before between the eastern regional that a lot russian populated or something like these. they could have different political views of some of the ideas, like european integration of the country. but ethically, my family's coming there is plenty of ukrainians of georgia russians. i'm in the quite a multi ethnic as many other regions in ukraine. so that compet been quite to artificially stimulated through the activities and where you have up to so to thousands of the russian military officers, i mean, not just the volunteers,
9:18 pm
but official russia military at the uncontrolled territory. you cannot speak about any type old be a civil war. honda show us, we really appreciate your being with us and i'll just remember. thank you very much indeed. then more ahead of the news are including any tax on electronic payments in ghana. many fear it's too high, a price which they can't pay. we live in chicago for america's longest running auto shore. but why is the industry facing some major bumps in the road and gold at last for a swiss skier, who's endured olympic disappointment more on that later in the sport? ah, you as president joe biden assigned an executive order to unfreeze $7000000000.00 in afghan funds, the money was deposited by the afghan central bank in new york and was frozen prior
9:19 pm
to the taliban takeover in august. half of the funds will go to rewards humanitarian efforts in afghanistan. they are the half towards relatives of victims of $911.00 and other attacks by armed groups or kristen saloon is lifeless now in new york. what prompted the sanction kristen? while the bonded ministration was facing a deadline to day from a federal court here in new york as a result of legal action that was taken on behalf of victims of the attacks of september, 11th, 2001 which took place right behind me here in new york years ago, victims sued the taliban in court, and one of getting damages for what they suffered under those attacks. but it was seen as largely a symbolic victory at the time. so when the taliban took control of afghanistan and the u. s. government sees the government's money in its central bank,
9:20 pm
the 911 families went back to court and said, hey, we have a right to that money where we don't want that money to go to the taliban. we want to case it's ours. so today was the day that the biden administration was supposed to weigh in and say what they were intending to do with that money. at the same time, the united states is facing a lot of pressure internally and internationally because of the increasingly dire humanitarian situation. in afghanistan with the united nations warning that the countries on the verge of economic collapse, that people are facing famine there and a refugee crisis could ensue. so all of that as the backdrop, to this announcement that the administration made today, that they of what they intend to do with this money going forward. you have to talk us through what those plans are because it does an awful lot of money and it's a wide ranging number of projects. so i would imagine that would be clamoring for
9:21 pm
it. right, so when the taliban this money essentially belongs to the afghan people. it was in the central bank of afghanistan, but the united states didn't want it to see it to go to the taliban. so it froze the money and has made that case bite. and now is saying that he wants some money to go to humanitarian needs, but also wants to set some of it aside for the september 11th families. now he's saying that will put it aside for humanitarian use. there will be controls on it so that it does not go to the taliban. exactly how that's going to work has not yet been made clear. but one thing i should point out is that wild, there is talk of half of it going to humanitarian purposes and half of it being set aside for these court claims. ultimately, it's going to come down to what the court decides. so the biden administration is
9:22 pm
saying that some of it will go to the families, but really the court has to decide if they have a right to that money, which again was really belong to the afghan government and the afghan people. but given that the taliban is in control now could in some way benefit them. so a lot of this will come down to what the courts decide. right. chris is salumi talking to new york. kristen, thank you so much. add to the world health organizations urging african countries to back efforts or how the continents own medicine regulator to disco braces in south africa, which is working to set up a technology transfer hub for m r n a vaccines to help boost vaccine production in africa. south african pharmaceutical company, african announced last week that it's the 1st in africa to develop its own job based on madonna's publicly available data. if the owners of em are immersed in technology share. and then when the hub,

9:24 pm
no longer a protest with a protest you peaceably make your point and you go back home. particle hands following the elements from washington dc. the premier said by issuing this state of emergency for 42 hours possibly longer. it allows them to start arresting people and he said if they do that, people could face up to a $100000.00 fine to year in prison. they've also, authorities have gone to a judge asking for an injunction about the bridge. seeing that they are legally blocking it, that would allow them to perhaps start trying to clear the traffic. one of the big concerns obviously is the size of the protest. people have been bringing children, the premier said, please leave your children home, please go home. they're afraid with the weekend that those numbers are just going to swell. so really sending the message that officially, now they're tired of it and it's a clear indication that they could possibly take action very soon. it's a really interesting way to protest him if you think about it,
9:25 pm
it's really hard to deal with something as big as a semi truck. so the question is, how do they go in and get them out if they were to get their drivers out of the cabs? how do they move the trucks? do they have to have them code? where do they told them to? and obviously it's very scary because the truck of that size, somebody had a bad motive. they could do a tremendous amount of damage, especially in a large crowd situation. so we do know that the police in canada have called in reinforcements. they don't have any sort of national guard like here in the united states, but obviously it's going to be a tricky operation if they want to go in. they'd 1st have to figure out how to get them out of the truck, how to move the trucks and how to protect themselves. well, facing down these huge semi truck. still ahead and i'll just, i'm losing their identity in columbia. my phases of costs, water refugees from venezuela finding it even harder to live. save our call as soon

it's really backs what kind of help our agencies like yours able to give in these circumstances. no less you it as a site here with managing the nation center across the country, providing hygiene because right now with the beat out break and you know what to release the disease outbreaks as well. so with that recording the entries in exit sites. and while we set up all ration across the country, how does this compare to other operations that your organization's been involved with right now, and if it isn't a comparison, every disaster close with its own, it's a big challenge. it's right now the main challenge is we have some damage roads,
9:32 pm
we have a feel, the hotel a b right now has equally be damaged what that, what the supply has been interrupted across the city manager. so it's every, every ration has its own specificities in right now, most of the places i have no way housing is. so we're working with the local authorities and a position to try to our efforts together and install that we support as much as possible. every incident, like this of course has, brings with it human tragedy and human suffering. can you just give us some idea of the conditions of people who have been affected, the kind of conditions that they're living in, what they're having to go through. some of the stories that you're hearing yeah.

chicago's hosting, the largest and oldest auto show in the united states, but production delays or overshadowing the showcase event. factories are suffering from supply chain disruption and the global shortage of semiconductor chips. vital for vehicle computers. further damage to the industry is being threatened by canadian truck drivers locating the us border. they're not delivering car parts while they protest against crude. a virus restrictions. john hundreds, joining us live now from chicago. john, it sounds like the auto industry is really under pressure. now, what's the mood like where you are it's right here is a celebratory atmosphere, as it always is at the car show. you can see behind the electric vehicles are really the focus this year. so there's excitement around that, but it does come at a time of crisis for the auto industry. there are major supply chain problems which we've been reporting on along the canadian us border. those blockades have stopped parts from getting across,
9:38 pm
but you need to hear me say this. i've got an expert here who can tell us a little more about it. this is joe weiss felder. busy who is executive editor of cars dot com. and let me just ask you about that supply problem. what's going on exactly here it is. it's all pandemic. well, it is pandemic related, certainly. the supply problem is because of micro chips. people have heard about micro microchip shortage and it seems to be affecting the automotive industry more than anyone. and it's partly because in the early days, the automakers didn't think they'd be selling cars during lockdown. meanwhile, everyone was working from home or trying to entertain themselves from home or home schooling, so they were buying consumer electronics like never before. and the consumer electronics companies bought off all of that capacity that manufacturing capacity for those products and that really hasn't changed. and so that, that continues, the automakers ended up without the supply they needed. and to this day, they still can't keep up with demand and demand does continue. so they're building
9:39 pm
new plants and it should be pointed out that the only plant, the only auto plant here in the city of chicago is currently closed because they don't have enough semiconductors to make those cars. then you've got the supply problems on the canadian border, which is only been going on for about 5 days now. so these truckers have blocked the roads parts can't get across. how is it that in just 5 days, that's already shut down some auto plants for people that don't understand how automotive manufacturing works. it's mind boggling. and it still is to me, to an extent that cars are built with just in time manufacturing, which is where parts come from. in some cases, literally all over the world to arrive just in time to go on the vehicle as it's moving down the assembly line. it is actually more cost effective for the manufacturers to do it that way than to administer the warehousing and the stock piling of parts over time they learned. this is a better way to do it in normal times. but what happens is if any part or component

or sub component doesn't arrive, the entire line shuts down. so it, it can happen within a day or 2 days or 3 days. and that's what's happening now. let's talk about something a little cheerier. the electric vehicles are really the feature here this year. the u. s. is lagging behind europe and asia in getting there. what are you seeing? and as i looked at what we're finally see more electric models here, and it's mainly because the rest of the world has pushed for them and the automakers have them. so they are appearing here. it is less because consumers are demanding them and certainly less because our government has been pushing them and it really requires both. are partly, americans have been less accepting of the concept of climate change and previous administrations in the u. s. have not been pushing as hard and in some countries like in china, it's been a mandate, and china is not democracy. so when they mandated it happens, aah!
9:41 pm
countries in europe as well. much more hard core on um you know, climate change measures. so now it's still there still people new us that don't believe in climate change. we have yet to see whether just the availability of more electric vehicles will be enough to get people on board or having more of them will increase sales of these initially, once production increases because that's an issue, as we discussed. ah, we'll see how it goes. all right, well joe wasn't felder. thank you for joining us for this. if you're here around chicago, this will be going on for 10 days starting on saturday. but meanwhile, the u. s. auto industry is going to continue. this struggle. prices are sky high and joe was telling me earlier, they're not likely to go down in the next year or so until that supply problem gets resolved. john, thank you very much. indeed. john hendrick, talking to us from chicago, government cleansing gonna to tax attic. tronic payments has provoked street
