offering to stand shoulder to shoulder with t. evan fight. we have it, although any plans an intentional deploy nato church to ukraine. or what we have a fair is that we have all the, the increased army or increasing the present. so little troops in the eastern part of the ice on april territory. that will not be a factor in putin's plans. for now, a neighboring countries have other problems to consider. the polish government says 9 reception points will be opened along ukraine's border to receive an expected wave of refugees. a country that in recent months has used cause to repair refugees from the middle east, must now brace for ukrainians, fleeing war in their thousands nave. barker al, jazeera and efficient joins us live now from washington. and alan, what did the president say about other measures that could be taken? for example, cutting osher or friend the payment system?
12:19 am
this was the system he would like to push ahead with that. the problem is, god is a number of european allies and i'm told is particularly germany and italy don't want to go that route at the moment. so over the next 24 hours or so, given the appeals that have come from ukraine as well. in the last 24 hours, joe biden will be putting pressure on both born and room to make sure that the, the block russia from the swift system. now the swift system has been around for a very long time. it's how international banks talk to one another. it's essentially a messaging system that replace telexes for those of us old enough to remember those. and then the banks consent international payments. so as long as banks are locked into this system, they can exchange cash. if you take one country out, that it makes it much more difficult to do business that you're buying was to make sure that it's hard for russia to, to do any business at all. that's why sanctioning at the banks. he's also essentially a number of individuals and essentially seeing at to large parts of the russian
12:20 am
technology sector. you cannot get access to anything that we have that could possibly help you. that is also wanting to, to those who might help russia, because they've also targeted a number of banks and a number of individuals in belarus. the intention there is clearly to send a message. look, if you're helping russia, then you're not helping ukraine. therefore, you will be punished as well. joe biden hasn't gone through a lot with the sanctions. for example, he hasn't personally sanctioned vladimir putin himself. he was asked about that at a news conference in the last couple of hours. we didn't get a complete answer on that, but it seems that they want to see if these sanctions will work 1st before they start cranking up even more. they want to have some in reserve know there are some republicans are saying that the sanctions aren't working. it's too early to judge that at the moment, and certainly when you look at the russian stock market dropping by 50 percent in the 1st hours of treating that are those in the white house and elsewhere who will
12:21 am
see the sanction and already having an impact and i suppose there might be those checking within the president's own party that might say, and might be questioning whether existing sanctions match the gravity of the threat that biden himself described earlier. saying that a patient has much larger ambitions beyond ukraine, and that he wants to re establish the soviet union. but the reality is, the united states and others and nieto realized that they're not going to go to war over over ukraine. russia is a nuclear power. so the intention, including the moving of 7000 troops, ordered by the defense secretary in the last couple of hours to germany is all about showing up near to allies. because then, if the russians do cross the border of nato allies, those most at risk would be seen to be poland and romania, the 2 closest to the russian border. but even the baltic states as well. if there
12:22 am
were to be any action, then you're into an article 5 situation, which of course as article 5 of the lethal constitution, which says an attack on one is an attack on all that has been invoked once since nature was established that was back after the $911.00 attacks when it was stood with the united states, and so joe biden would feel an obligation to stand with any other nation. and that is why they're putting troops into that area to try to tear any farther action by the, the russians. but of course, that the whole target at the moment is to make sure that sanctions work, because we know vladimir putin nose as well as the americans and nieto aren't going to commit any soldiers to protecting ukraine. thank you very much. alan fisher and washington. well, you leaders have been meeting to discuss the invasion of ukraine. now, diplomatic edits james basis following that in brussels. what is the view there of how europe should respond?
12:23 am
well, europe has now come out the $27.00 leaders of european union with a joint statement. that statement says that they're going to have these new very severe sanctions on russia. and i think it's pretty much as we expected. they are, according to the european commission president. the tar tough is sanctions the us ever issued in its history. but as you heard, alan say, there is still a difference of opinion among the europe, ian allies. some italy in germany, not keen on those sanctions on the swift banking system, and that's certainly got a response from the cranium. foreign minister, demitra calais, but he says he's not going to be diplomatic. in a tweet that he issued. he says everyone now doubts whether russia should be banned from swift. has to understand the blood of innocent ukrainian men, women, and children will be on their hands too. so
12:24 am
a strong response and the ukranian foreign minister to what's not in the sanctions, but they still are going to be tough sanctions on russia. tough sanctions, i think for the european countries as well. because there's clearly an impact on the european nations who are imposing the sanctions. it will affect their economy to the big question, i think is how long will these sanctions take to bite on the kremlin and let them in, put in and compare that timeline with the timeline of the military operation which is preceded proceeding as we speak on the ground in ukraine, and james has been this unanimity among european countries. but if fis, if we see a protracted conflict and the need for harsher sanctions, could that starter? could that start to show some cracks? i think there already are some cracks there. i think there already are some
12:25 am
differences, but you're always going to get that. it's so much easier for the united states where there's one administration and one president makes one decision than the european union. and it's, it's quite remarkable really, that they can come here after something that has happened only 24 hours ago and already have a unified position of $27.00 countries of the, the european union has to work in and, you know, by negotiation and to, to get together and decide on consensus, what they're going to go with. some of the nations believe anyway that you should keep something in reserve for another phase of i'm not sure that whether the president putin got that memo about that being another phase. i think he thinks he's in the final phase of this, the phase of taking total control of ukraine. but perhaps it's not care is point what price your opinions are prepared to pay to defend ukraine.
12:26 am
well, we know we know that the, the basic point and the basic red line of the us of the e u, of nato. and that's, they're not going to get involved in terms of sending their troops or any military involvement. that's because they do not want to put, i think the lives of that troops at risk for a country that is not currently a member of the european union, all nato, but also it's the realities of the country. we're dealing with it. we're dealing with russia. russia is the country which has the 2nd largest amount of nuclear weapons in the world. i think they're very keen to try and support ukraine anyway. they can, and i think they'll be interested in discussions of the nato meeting, which is happening here in brussels on friday of what can be done to help ukraine even though the invasion has happened is there is there all the weapons, are there other sorts of support military or military support,
12:27 am
another support that you give to you, cried all of all of that needs to be discussed by nato, but there's no suggestion that they're going to be sending any troops or mel there'll be any military direct, military involvement. thank you very much. and have matching edits james base in brussels. well, it's actually general of the icon nations. and having a terrorist says that the un is scaling armpits, humanitarian efforts, and ukraine, and the protection of civilians must be the top priority. he'll say repeated his call from russia to and needs and pilots tramps back the decisions of the coming days. we'll shape our wells and directly affect the lives of millions upon millions of people in line with the charter. it's not too late to save these generation from the scourge of what we need. peace,
12:28 am
much more still ahead. omen. use out stalks plunge on rebound while oil prices rocket brushes, invasion of ukraine, shake the global economy will bring you to that side of the story. where i'm protest around the world in support of the people of ukraine. ah hey, there is some good news. the white and windy weather. finally coming to an end for the islands of ireland and britain. we'll talk more about that in a sec. but we do have a few spits of rain, pretty much stretching from germany rate into france. now, here's the next 3 days for london. look at this. soak up the sun. we've got 3 days of it. we're going to lock your temperature in around 10 degrees, which is pretty well where you should be for this time the year. quite a feller, stretch of weather ok off to iberia. we're seeing that rain infiltrate further
12:29 am
parts of central iberia. heavier pulses of rain to be expected though, toward the south and for the other side of the mediterranean. that disturbance is moving eastward across turkey. some heavy rain for the black sea region. and same goes for the labatte coast, where it will be windy central europe, some snow to be expected through the alpine region, and some showers for the eastern shore of the adria to exceed self are going to be windy for northern egypt. this includes kyra with the hiv 17 degrees and then what's left of what was our tropical cyclone and 90 dipping further toward the south. but we still have a lot of rain coming out of for madagascar antenna revoke has a high of 25 degrees and still some showers for that eastern portion of south africa in the forecast on friday. that sure weather update. see soon the americans are recently saying authoritarianism might not be so bad. there were several steps

along the way where the chain of command, if you'd like, tried to cover what's your take on why they've gotten this so wrong. that to me is the political mouth for the bottom line on us politics and policies, and the impact on the world on al jazeera, investigating the use and abuse of power across the globe on al jazeera take take to ship to democracies, activists to corporations, control of the message is crucial. oil companies have become very good at recognizing ways to rephrase what they want you to hear. we care about the environment you do to usually buy our oil cleared for public opinion or profit. once you make people afraid, you can use that to justify stripping away basic civil liberties. the listening post examined the vested interest behind the content you consume. on al jazeera lou.
12:31 am
ah, ah, welcome back. i'll main story this our rusher is invaded ukraine by at land and sea targeting major cities and military base is across the country. grains government says at least 57 people have been killed. president lansky called the attack a declaration of war on all of europe. meanwhile, thousands of people have fled their homes in towns and cities around ukraine. the un says around a $100000.00 ukrainians have already been displaced. others have crammed into subway stations, which are become improvised. bomb shelters. and western countries are hitting russia with more sanctions. the u. s is blocking the assets of russian banks,
12:32 am
sanctioning oligarchs and restricting rushes access to high tech goods. and the e. u is freezing russian assets on restricting rushes, trade, energy and transport industries. adam m smith is a lawyer and for me as treasury, department official has an expert on international sanctions, joins us live from washington by skype. how, how severe are they? the current package of sanctions on val, by the us in the you will. thank you for having me. i mean, they're actually quite robust, certainly more so than they were at the beginning of the week where i think many people were concerned that they were not strong enough. the initial trough this tron, she has a financial component which including black listing of some major institutions, the limiting of transactions of the largest institutions. burbank. it also has some restrictions on huge numbers of export controls, which i actually think could be at the end of the day, the most effective and most impactful of these measures. limiting the ability for president good indicated, modernize economy is military because is unable to get the technology needs to do
12:33 am
that, help us understand the, the consequences of russia being blocked from the payment system. why is the crowning president brought him? is lensky furious at that? this has that russia has not been brought from the international payment system. but i think what is referring to is the move to potentially move russia off the swift payment system, which is the principle telecommunications system that banks use globally to communicate but to one another about transaction flows. iran was removed during the height of the sanctions on iran. no other jurisdiction has ever been removed. and i do think i've been many people who are concerned about removing banks from essentially utility like this in, in a way that might not make sense for policy perspective. i think his view, and i think it certainly have legitimate view, is that this should be a privilege of those to that deserve to be part of the national financial system. and russia has seated that role by its activities in ukraine. and so i think is upset that russia has not received that additional punishment as
12:34 am
a policy matter. i'm not entirely sure or convinced that it would make much of a difference with respect to both the ability to engage with russia, nor, of course president burton's engagements in ukraine. but i certainly understand his emotional response as to why we're moving a marker of so being part of the general financial community away from russia would seem to be just in this, in these concepts as a consequence of their actions at where is the economical, financial vulnerability for russia, how much further could punitive measures go? yeah, i mean, they could keep going. i mean, so none of these measures are going to impact necessarily russia tomorrow. but certainly the export control ones which will limit the ability to get high tech goods from the united states and its allies good throughout europe and asia will over time. really. i think great degrade the russian economy. and the russians have high tech sector. certain entities were not listed so spare back. that big bank i mentioned earlier that was late. that's really been restricted on certain ways,
12:35 am
but has not been blacklisted. that could be added to the blacklist the u. s. blacklist, which would be significantly more impactful than the measures that are imposed thus far. president putin, of course, was not listed either. in fact, even though certain oligarchs were listed, interestingly, not truly senior government members that have been listed yet. and that's certainly a possibility as well. and then of course, the final extreme step, which i think is highly unlikely is to basically create of russia as the new iran, or from the u. s. perspective, the new cuba. basically it's a full embargo on the state. think that's highly, highly unlikely, but that certainly would sort of be the end state of beyond which nothing else can be done, but until we get there is a whole host of other sort of esc latoria measures that i'm sure the u. s. is thinking through when they're gonna post them. thank you very much. adam and smith said johnny as that international sanctions x, but in washington, in terms of the reaction we seen on global financial market stocks have plunged russia carnes. he had a rack or low,
12:36 am
and oil prices are soaring as the repercussions of the attack on ukraine. ripple across the global economy. oil brought past $100.00 a barrel for the 1st time in 8 years. worship which supplies 10 percent to the wild oil and a 3rd of europe's gas markets have been swinging sharply all day. european stalks tumble more than 3 percent. but on wall street, yes. and p $500.00 finally ended up one and a half percent higher. after opening more than 2 percent, loa and rushes ruble fell to $89.00 against the dollar vis an old time low before recovering a bit. and moscow stock exchange had to briefly suspend trading after falling by reco, 45 percent at one point. meanwhile, ukraine was forced to suspend trading in its currency when its bones crashed. vest is wanting, it could default again as it did after russia annex crimea. in 2014 food supplies are also under threat. russia and ukraine supply more than a quarter of the world. wheat and prices for wheat and corn of already serge 5 percent is could have vulnerable countries like yemen, lebanon,
12:37 am
and bangladesh. they depend heavily on wheat from ukraine. oh, gabriel is on those monitoring the economic impact of all of this joins us live out from the stock exchange. and i suppose it thing that really stands out here gapers the, the shop rise in european gas prices and crude oil prices because of this because of the uncertainty over supply. now. yeah, there definitely is a supply issue and it is a lot with the oil. and gas, as you mentioned, and analysts here in on wall street think that these energy prices will remain high for the foreseeable future. you know, just prices for european natural gas, for example, most of which is supplied by russia sword, more than 50 percent. we're also seeing it with the commodities as well. aluminum, much of it's supplied by russia high ret broke, went to a record high. wheat corn price is also jumped to its highest level in
12:38 am
a decade. so we're seeing where there potentially could be. shortages are scarcity, and of course of the wheat and corn, a lot of that is produced in russia and ukraine. we're seeing where these scarcity could hit because of this conflict. now the price is jumping, that's to be expected, but we're seeing a jump very sharply now on wall street. the markets did a pretty remarkable turnaround on thursday. the nasdaq, which was down at one point negative 3.5 percent finished positive 3.7 percent. the s and p 500. the benchmark of course was down to point 5 percent finished up 1.5 percent in the 30 stock. dow was down at a session low at $859.00 points and finished pretty much flat. but in the green, 92 point. so as a remarkable turnaround, the big picture here on the global economic stage though, is this, is that this is all transpiring as the global economy was on shaky footing as it's
12:39 am
still trying to recover from the economic effects. from the pandemic, we're talking about supply chain issues. continuing, we're talking about our rising inflation and slower economic growth. now, a war, so in many sense, we're still facing a perfect storm. geo political uncertainty will continue, and that means that as long as that continues, there will be you can amik uncertainty in the global markets as well. as you say, one of the effects of the pandemic was inflation, which is already high, not just in the last, but in many countries around the world. now that russia is invaded ukraine, that creates even more uncertainty over food in energy prices. what does that mean for consumers in the last well, not only in the u. s, but in many parts around the world, places around the world. the simple hanser is. prices are going to be going up and

not down. i mean, just to fill up your car with petrol prices are probably going to be going up and not down just the food supply issues with wheat, with corn, ah, you know, with things like aluminum and what have you. this is going to get more expensive because of this because of scarcity, and that is going to be felt way outside of the region where this conflict is happening right now is going to be felt all over the world. it's just a matter of how much the prices will go up and for how long they will remain elevated. the longer this conflict continues and the longer that there could be supply issues. all right, thank you very much. gabriel is under reporting to us on the, the global financial impacts of that recent developments. well, now that you kinds keep for city of my, i'll pull in the southeast, which has faced heavy fire with hundreds of explosions are posted that al jazeera
12:41 am
is child stratford santas this at iran from the edge of my alpa, where he witnessed a convoy tanks some flying ukrainian flags. i'm close to a check point on the outskirts all my real, the military vehicles behind me. heading down a road, heading west. nobody can see. quite yet on the other side of the road. there was a convoy of tanks appearing. we've heard the distinct, she thought, of what sound to bay grad miss. isles being used. these are these missiles that all do that so you can see the target coming out heading to my re awful across the field here. they're all you parted with that we on the side where earlier billowing smoke
12:42 am
coming from all the go with yeah. also increasingly we're seeing more more people leaving crow. this check for this check for the road going down towards the west towards cities like very dense. only as old c, as well as the ne, prague in the north, north west. but interested me, we have been speaking to a source in the navy around paradox and says that earlier today, labor force is off the coast of the coach. the burdens came on the fire from russia, labor, russian naval vessels and forcing them back to base and were all so getting report. so again that we cannot verify that sir, russian forces may be planning an attack from the north of crimea into awards.
12:43 am
cities like care song and melia topple, which as i say, are west of russia's military operation. ukraine is force people to quickly stuck up on basic supplies on their annual honey reports. now from a supermarket, no town of crime, a tourist in east in ukraine. it is quite surprising to sort of see that collects how collected they are quite orderly. no one is pushing and shoving, but that's i think is because this call that has been going on for 8 years. nothing has been resolved, both chem and the as separate as leaders have not been able to find any kind of solution to relations with give, and moscow have been deteriorating very over these past 8 years. and then certainly ever since this crisis has started a few months ago,
12:44 am
it's gotten worse and worse. so people knew that something will happen. people knew that eventually they would be an escalator. i don't think they expected it now just a few weeks ago, there were brushing off the idea of an invasion and then things changed very, very quickly for them. maybe today they're following the news that at the moment mainly, or what we're hearing is that the military installations are being targeted. there's certainly no any kind of visible army of fighting on the streets. here is all quite calm, but they know war there have seen war. this city had been going between the hands of the russian back, separate is and the ukrainian army. does the scene fierce battle the next door cities of yards, which is only a 10 minute drive? was the epi center really of the base, a do the for the russian back separate this has spread all the way there as set up a base there. and it was
12:45 am
a fierce fighting to get it back. so people know what it means. people know what could unravel on their street, and they're taking their precaution, but it's quite is quite would they say surprising, admirable to see how calm and collected they are. and there is no sense of, even when you look at their faces, they just there, they know it is a very serious situation. but you don't have a feeling. they're not expressing it at the moment is what is the best way i could describe it. but a near at your malenko is at chief editor of the ukraine world and enjoys is now by skype from that ukrainian capital key. as there were predictions of russian invasion for many weeks. were you expecting a multi pronged attack of this nature though? we expecting something to happen on this scale. yes,
12:46 am
this was part of these scenarios which were described by international press, which would describe the things to information from the intelligence american diligence. but frankly, until the last moment i personally into to didn't, i didn't really believe that such madness can happen. but unfortunately it happens . and what have people been telling you, they must be scared right now. and there must be fears that we have not seen the worst of this well, we, we, of course, are expecting the today just marked a absolute, the new reality. so we are, you know, absolutely different worlds because ukraine is a normal country people, despite all this war, which is for 8 years, of course, which, which is a big wound in our, in our, in our aborting political body. but generally ukraine is a very normal country,
12:47 am
leave people willing to live normal lives, to raise the kids to go to school universities, etc. and from today, the, the, the, this all just changed. so we are expecting to leave in a world in which we don't know what will happen next day. and of course, we understand that russia put in russia just hates ukraine hades, because ukraine is a open and liberal democratic alternative in eastern slavic glance to this, to russia. so we can expect everything bugs ukrainian army strong. it's showing that russian russian dreams of a blitzkrieg, they're not really not really implemented and the resistance is quite from western intelligence officials have warned that there isn't much time until rush air overwhelms that, the capital key as how our residents at responding at we have in getting
12:48 am
information about people rushing in bomb shelters and the subway system for to take shelter. of course, if you, if you hear the syrian and if you hear the, the information that there is air possible air strike, people go to the shelters, but people don't just go to the shelters just because of the panic. so people go for there for reason. then how many people are living the c 2 key, which is understandable because again, they're not more people living to live than normal, normal life, full of happiness and good moments, but it doesn't mean that there is no resistance because ukrainian army strong to tutorial defense is there and for example, the today's news when russians captured the airport in horse stall, which is the military airport,
12:49 am
30 kilometers from key of but then you korean army captured it back. it's very important because such airport is, can be a very important base for russians to make a sole landing and attack you. as you say, there is a sense of defiance in the country. people want to defend themselves, a real determination on the part of people that bought and must also be many people . i don't know if you've managed to have conversations of friends and colleagues today who are perhaps looking elsewhere that to and now they might feel as their their future lies outside of ukraine. oh, difficult to say. i think that there is a big level of patriotism. what surprised me in these days is that you train of football players who are never political. you know, they were never pronouncing political statements. and they were mostly russian speakers by the way. and because their ordinary trainings and many ukrainian or russian speakers and some of them are even in russia championship and this,
12:50 am
they started just sharing, you know, the, the, the, the statements, how the support ukraine. so we'll see how it's changing the patriot to the, the consolidation of the nation is very strong. but another question is, of course, people don't want to suffer and a normal reaction if you got kids children and you get religious in the western crane. normal reaction for many of people is just to leave because for, for form, for now, it doesn't mean that will leave forever. but if you have mrs over your head, which is basically happened today in many places, including in my town, suburb dunwoody, near q. well you, you don't have much of the alternative. how do you personally hail about their response from western palace from the international community? i expected much more. we are we,
12:51 am
we see that there was no consensus and switched. for example, steve sanctions it's, it's not very good to see this part of new countries including germany to lee hungary, cyprus, i think who are not supporting this that's, that's very bad. that's very sad because europe should be consolidated and understand and it should not repeat the mistakes of 1988, 938 in 1939. you know, i mean about being primarily the 2nd world war. oh, thank you very much. i appreciate you taking the time from the ukrainian capital, kia, thank you very much for joining us there. low to mid yet mondanca. of course, we're telling you about protests that have been taking place in dozens of russian cities, but also in other towns and cities around the world against this invasion of ukraine, including here in london. so gaga has more
