forces in several cities and at a military airport near keith rushes, foreign ministers as moscow is not going to occupy ukraine. so you'll have ross says the criminal wants to restore democratic order un refugee. and she says the violence has displaced a $100000.00 ukrainians. tasha green begins our coverage o, a 2nd don to vladimir putin more on ukraine for wash and i little discouraged. bob, my family and bob my contrary. i don't want to go away from my land or my contract will stay here. i will fight here for my freedom from my independent from my nation devastation in the heart of the capital. give me ukrainian air defenses. shut down a rushing jet over night. air raid sirens continue to pierce the sky. russian tanks are reported to be on their way to the seat of power,
4:03 pm
even if our enemy will come here. i will stay. the kremlin has launched a multi pronged attack by air land and sea military is hitting major cities across the country, including carcass maro pole at the bro. if you look at the numbers, if you look at the equipment and the will, i think it's pretty, pretty obvious that the russian forces will prevail at some point. what he wants to do is to, to impose the terms he wants probably to have a regime that he could take to to. he's a twisted vision of these great russia. ukraine has banned all men between the ages of 18 and 60, from leaving the country. they're being told to stay and fight. many are desperate to leave. after weeks of threats, people here simply didn't believe it could happen. we have this whole country
4:04 pm
peaceful people there are absolutely. ah, absolutely moderate, sinking our society and for us. and for me especially this is this, sir, this is innovation. i absolutely. i'm an unbelievable. now on day 2 of the onslaught, there are fears that the arrival of russian soldiers in the capital is imminent. natasha guinea al jazeera. let us go live now a to andrew simmons in a kia that sir andrew. what is the latest on the situation on the ground? latest is that the air strikes, again we've been brought into this underground area, asked to come down here and actually will share this place with other people on the air strikes. have been increasing recently and we're seeing that. so this area code
4:05 pm
of, of become, is getting more, more tensile time, the armored vehicles around the room tanks. and there's a fair just about everywhere. let me just go through here because i did speak earlier on to one of the people sheltering here. or maybe we've to try and talk to her again. so atlanta, i'm outta 0 english. can i ask you a just how? and i'm just going to get my microphone. i'm just how are you coping with this situation? ah, i have to cope for, but the really we're struggling by getting stuck in here. that's the thing that we can kind of cape at the moment. we're just trapped to be honest. and what do you think about the, the whole invasion of the, the way, look, sir, as to how to my putin is behaving as just terrible. it's just not an honor to upgrade any sybil last or whatever. and an order
4:06 pm
body of use towards vladimir putin in the sort of things that he's doing and saying, i said again, what about vladimir putin? what do you think about what he's doing and saying just most aligned to the russians. invading just break hill international laws. are you scared? ah, we're great, you know we, we always took all fear during my done into 012 and yeah, just, it's untrue dictor. well that's the thing. that's why we will this carrier. what is the tank saw? only 1215 kilometers away. now as i began to where you were, where the tanks are getting closer. yeah. in the columns. yeah. renada. yeah. what you're going to do stay here with him. how safe place at the moment, you spending a lot of time in the shelter all year to nights and her all. and what about your
4:07 pm
son? you must be often enough light. how are you feeling towards this? are you hopeful? ah, well, i'm scared in no more so hopeful that we'll have a bright future. ah, it's very tough. um, well clothing and i'm sure that in about a few days it should be fine now. issues a little bit. very optimistic, articulate young man, the a good luck to vote for hope things progress a positive way. so as you can see, the, the sort of true grit that somebody ukrainians have about this situation and that they feel they can get through this, but they're angry towards putin. they're very angry indeed. and andrew, at a time like this sassy so many ukraine's will be looking to, to,
4:08 pm
to their leader for, for some sort of direction for some sort of hope. i have, we heard from a president zalinski in the last he hours at all. and what, what's he been saying? we have indeed, and there's a new call from him. he is cooling on putin to actually get down to negotiations. he's also calling on his troops or to that a telling them that they're all this country has. there is no one else to help them . he's been critical of europe and he's been saying that he feels that europe could have done much more in us in a faster time. and the action is needed now that it's not too late. and when he's referring to is not military backing, he doesn't expect that to happen. doesn't think his realistic he's grateful for some of the assistance he's received in the run up to this war. but he is not
4:09 pm
a tall, happy with the type of sanctions that have been announced by all western leaders, particularly the europe at the u. s. and indeed the u. k. it's too little, too late. he feels that the, that the, the sanctions should be much stronger. for example, swift, international bank transfer system, which would really affect russia if it was just cut off from them. he wants to see the country totally isolated. he wants a direct sanctions against vladimir putin. he also wants that to be a sanctions which actually stop russian citizens from visiting europe. so really that he feels much more could be done and he feels let down. in some ways, not the word betrayal is, is not really relevant, but a lot of people are saying is, and now this, this attempt to get last minute negotiations with vladimir putin. some would regard
4:10 pm
that as a desperate move. others would think it's a last ditch situation. and last ditch measures are needed to save lives. it's only a couple of kilometers from here where volunteer reserves are lying on their, their stomachs, the guns cocked, ready to start the onslaught coming across a bridge. that this situation is extraordinary. they that, that doesn't seem to belong to the year 2020, to the 21st century. an angel. i know you are not a sheltered place right now, but i want to ask you, have you seen or heard any new, anything new there as far as military activity on the ground or in the air. and this fear, this very real fear that the russian forces are in the process of encircling the plane and capital well, sir, all belong, which is the district north west of here that has been fighting intense fighting as
4:11 pm
far as we know, it's still going on that is, are we hearing as strikes in that area might be the reason for this latest alerts, but more airstrikes are, are being girl and taking place in that, in that zone. but we're also hearing that armor columns tanks and armored personnel carriers, multiple red rocket launchers, peeling off at various points. these, these columns are coming from all directions from the north of the west and the south, and many from the east as well. so what is the fear is that, that there will be on operation targeted at the, the state apparatus and also the whole infrastructure of governments. and indeed, individuals, the president himself, president lensky, is, or is hidden away would seem the only posts on facebook now. but he is said defiantly that people think that i might leave the country. no,
4:12 pm
i am in the capitol he's announced is in the capital. and there is, well, it's, it's, it's very eerie on the streets outside. it's in between these, these, there strikes, it's very or indeed, and there are rumors about russian undercover agents and there are warnings as well from the interior ministry about possible saboteurs amongst them. so everyone is looking over their shoulder. don't feel safe, even on, on, on, on quite times or the don't feel safe at all. and the sort of panic you're seeing is, is, is not surprising. indeed, angie, thanks very much. sat for that update angie sim, his life wished air in ye cleaning capital. russia foreign minister says the goal of the operation is to demilitarize, you claim. second love robes accused. the cranium president of being insincere, was more than the stephen cra human. he is simply lying to you when he says he's ready to discuss ukraine's neutral status. we suggested all sorts of options and
4:13 pm
president, putin disgusted with mack rocks and he said it directly. the expansion of nato is unacceptable. we want to seek further security options, which would be guaranteeing demands for ukraine, european nations and russia. but our demands on security guarantees have not been met. so as a bonus, smith is life us in moscow. suppose you kinds president wants talks with russia, any response from moscow? we've got a couple of different lines coming out of moscow. the minutes in the last few minutes, we have heard through the kremlin that vladimir putin is ready to send a high level day delegation to minsk in belarus. 4 talks for negotiations with key f. so that might be a significant offer. this is in response to the landscape, suggestion of tours, but remember, at the same time, the saga love rav and others in the russian administration have talked about the
4:14 pm
how it's the, the main goal is that demilitarization of ukraine and love rover said that the ukrainians must lay down their arms before them and he talked, lay down, their arms means surrender. and sir gay lover was also saying to day that they want ukrainian, the ukrainian people to be independent and have the possibility to freely define their destiny. and he says he sees no possibility of recognizing the current ukrainian government as democratic is worth pointing out that the current ukrainian president present. what may zalinski was elected in a landslide with 73 percent of the vote in 2019. but the problem clearly for the kremlin is zalinski. so how they get over that, if they're going to go and have these talks, we don't yet know. and we did hear from the yeah, russian foreign minister a little bit earlier. but what else is he been saying?
4:15 pm
well, we also know the vladimir putin has been speaking to the chinese presents. she's in ping. he again has also said he's ready to hold those talks with ukraine that was reported by chinese state media. and also the kremlin has been asked to respond again about the risk or the problems that sanctions might cause. an acknowledges that there are going to be problems or with sanctions, but passcode to meet you pascal, the kremlin spokesman, he says that what russia is going to do is pivot further trade towards asia towards the east. now, independent economists say that russia will feel the pain from sanctions, but it's well cushioned. we've mentioned before, it has a $631000000000.00 of cash on hand just for this sort of eventuality. so in the early days, it will be able to withstand sanctions, but they're not,
quote
4:16 pm
it's not long term possible and it will take a while for them to kick in. it will take a while for ordinary russians to notice any effect or to notice any effect from the sanctions. as or at the immediate effect of there's not really an immediate effect that people will feel from them. bernard smith lie 1st air in moscow. thanks, but i'll, let's bring in a joshua tucker. now he is a professor of politics and the director of new york university's jordan center for the advanced study of russia, george now from shang dac in, in new york at thanks so much for being with us. so, let me ask you, 1st of all, from a familiar military point of view when day 2 now of russia's large scale attack on, on ukraine. are we getting a clearer picture at this point about russia's intentions and what it ultimately aims to do and, and what kind of resistance the ukrainians are offering?
4:17 pm
yes, i think so. i mean there were 3 sort of big picture options on the table. one, the troops were being mass just for leverage and negotiations that's obviously long gone. the 2nd idea was that the troops would just go into the breakaway republics in the southeastern part of the country. and i then ask in lieu, hans, that no longer seems to be the case at all. so this looks like a full scale full on invasion. so i think the 3 options we were talking about before everyone's very clear on which of those 3 is in plain out. now there's still a much longer term question about whether this is intended to be an invasion, to take over the entire country or to surgically go in this particular cities. you know, get rid of the leadership, install up the government, and then try to pull back out who are whether this is going to be a sort of, much more drawn out longer term, a longer term occupation in terms of the resistance, but up by the ukranian army, i think it's probably about what most experts would have predicted ahead of time. the russian army is of much superior military force to the ukrainian army, not surprisingly, but the ukrainian army has had, you know,
4:18 pm
many years as well to prepare for this eventuality. and is putting up resistance i it won't be able to long term counter the strength of the, of the invading russian army. ah, but it's not going to be, you know, just a simple matter of walking straight into a key of in declaring victory for the food war. and in terms of, uh, what, what the most likely option would be if, if the russians have always said that, am they, they are not planning to occupy. ah, ukraine. indeed, they rush a far, mr. reiterated that earlier that today. and that would seem to be not, not the most palatable option, certainly for the russians, the longer this goes on and, and the reaction at that would get inside rush. and we've already been seeing that with, with the protests that have been taking place. oh, absolutely. i think that's a huge open question mark about all of this, which is how well guten has been able to predict the reaction of his own people.
4:19 pm
and when we think about the domestic reaction in russia, we have to think about sort of to potential audiences. one, there's the mass public and to there are the elite close to hootin who he is empowered and in turn are the ones who allow him to remain in power. i, you know, putting, going into this, one of the new things about autocrats is that autocrats are surrounded by people whose jobs depend on pleasing the autocrat. and this only accentuates as autocrat stay empower longer. so one question we have to be asking is, what is the quality of advice that wootton is getting in? what is his understanding of the actual level of support for this among the russian people. but also among those, the leads who are, who are closer to him. and, you know, i think this is also been accentuated this question in our minds of hooton's reading of the, on the ground sentiment for this war in russia has been accentuated or potential problems with it. have been accentuated by the nature of the pandemic. by all
4:20 pm
accounts, putin has been incredibly isolated during the pandemic spending time with fewer and fewer people. it's harder for people to get to him. so one has to wonder how much of a policy has on how much support there is in his own country. as an autocrat who's not dependent on free and fair elections to stay in power at the end of the day, he needs some support from the general population. but he does need the support of those of people who are around him. and when you look at things like the protest breaking out yesterday in the country, what that may or may not say about people's opposition to the war there. i mean, that's an incredibly costly and brave act for people who know they're going to face repression to still come out into the streets. if you think about the number of people who, you know, who may also be opposed the war, but not willing to take that drastic a step yet i, it leads to interesting questions about what the support and ultimately, autocrats are concerned about staying in power in their own country, so this will be something worth watching. joshua. tough and good to get your perspective. thank you. thanks very much. now and i to lead is our meeting within
4:21 pm
the next hour to reassure the alliances easton flank that its security will be guaranteed secretary general un stocum burgers maintain nato will defend every one of its members against any attack on his territory. diplomatic james vanes is live 1st now from brussels, said james, what are we expecting out of the meeting that it's taking place in the meeting, taking place in 40 minutes time. here at nato headquarters, i'm inside nato headquarters right now, yet installed berg, the sector, general nato. will be here of the european leaders who here in brussels last night returned to their capitals. they'll be joining by secure video conference. and also joining clearly will be the atlantic members of nato canada and the us president biden for him 9 am. when this meeting starts, it will be secure because i'm sure they're going to talk about the latest
4:22 pm
intelligence that they getting from the situation on the ground in ukraine. yes, there are no military resources. nato in the side, ukraine. but you can be sure that all of the spy satellites, all of the intelligence is focused on what's going on in ukraine. and i'm sure they get an update on how long they think the government in kiev can continue to operate. and whether there will be a fall of key f in the near future. they also, i think, need to look at what they do with regard to strength thing. nato forces going forward. and also the issue, potentially, and we're already seeing it of refugees. could nato help there? and what options, i mean, shorter of boots, boots on the ground, james, which nato has maintained a, they are not. they don't have any plans to deploy. what options does nato have to stop russia? well,
4:23 pm
nato has been pouring forces into many of its countries that are close to russia and the u. s. just in the last few hours. ready the sent 6 f, 30 fives, which are going to be in the, for the policing mission over the baltic states. they've also bringing in more apache helicopters 20 going to the baltic states from germany. 12 from greece are also being sent to poland. but let's make this absolutely clear. they are reinforcing nato's frontline, they are not sending absolutely anything in terms of military hardware or troops to ukraine because they know that if nato country, any nato country was to send troops to ukraine than the, the article 5 of the north atlantic treaty, that the founding treaty of nato would be engaged, the whole of nato them would be involved in the conflict with russia. we would have a war. ready across europe, so that is not an option for nato,
4:24 pm
but i think they will be discussing what they can do in this scenario. that the government of key falls. they'll be providing intelligence to those on the ground in ukraine if it becomes a resistance. so insurgency type situation, what else could they send to keep going forward? what else support can they give to, to, to, to ukraine, because clearly you just listen to the ukraine in leadership with them. i would, and they are desperate for more help and they're getting louder in their calls for more help from nato. and from the west, i was telling you one comment from one they told me to leader ahead of this meeting president, one of turkey. he said so far, nato did not show seriously determined stunts on the situation, and he wants to see in the meeting that stops and just have a half hour time. more decisive steps, coming from the nato side. change things, life us there in brussels. thanks, james. your opinion leaders have agreed to impose sanctions that target 70 percent
4:25 pm
of the russian banking market, as well as major state and companies. and after close coordination with the white house, they are being submitted for approval at a meeting also being held in brussels. but the sanctions stop short of blushing blocking russia from the belgium based swift global payment system bank worldwide use it to make a secure cross board of payments. britain is pushing to block russia, but the u. s. and you are so far of saying not to you as president joe biden says, the decision could be reconsidered. abdominal kane joins us live now. we're from berlin. said dominic, why is the you staying away from blocking russia from swift at this point is a very interesting question has and we know that there are several different countries heads of governmental heads of state who have qualms about going that far. taking
4:26 pm
that step, eliminating as it were russian access to swift, the german government says that the technically, it would be very difficult and also would have potentially very dangerous repercussions for german banks. german institutions who have business interests, links with russia. the germans are not the only ones in that situation. the italians to, to a degree and a german spokesperson has said that the french government had some issues with the idea of swift access being denied to russia. the interesting thing is being reported here by one german news outlets. the tv channel n t a fall is suggesting that the european union has decided to freeze the assets of the russian foreign minister, sir gala, for of, and of the russian president vladimir putin. i must stress that he's not confirmed so far by any other source, but it is being reported by that news channel here. were that to be the case,
4:27 pm
then that would clearly be a particular personalized message to the upper echelons of the russian government. we know that it is likely that the package of sanctions that will emerge over the course of the next few hours. perhaps the next 1224 hours is going to be particularly tough. that's what the language of e. u. institution, presidents on the line and sure, michelle talked about but also that other heads of government heads the states in the you have mentioned. so if that were to be confirmed as a say, a particularly personalized sanction as it were against the upper echelons of the russian government. but the interesting thing here, the swift access that is a particularly hot potato as it were here in germany, because you have the government parties, a new government, realistically speaking. so i only been in office for the past few months saying no, it's technically difficult. we can't really go that far right now. and yet on the
4:28 pm
other side, previous government officials and politicians from anglo macros party. the conservatives in this country have been saying, yes, we should do it. so there is not a unity of purpose right across the board. in germany saying, oh, don't deny access to swift politically speaking, the government of the day says no, i'm not sure about it, but there are increasing voices singing what we really should be doing is dominic cane and berlin for us. thanks dominic. and it's got to ne barker in london for a look at what the, what the government is considering against russia need. what more details on that? well, i think, i think the mood across the board here in the u. k. a, as an air of kind of self questioning whether or not britain could do more of the situation of the ground there in kia pharmacy. very, very tense. a news, the ordinary citizens have been asked to, might molotov cocktails to hell advancing russian troops really sends
4:29 pm
a chill down the spines of many, many people here in the u. k. so also does the repeated coals from prominent ukrainians, including zalinski, who's been on twitter asking for britain another nice how allies to, for instance, introduce a no fly zone of ukraine, but ben wallace, the defense secretary, has repeated what other nato alliance leaders have been saying is that this will be a line that is impossible to cross british pilots would be having to make snap decisions of mach 2 in a confused theatre of wool, where russian fighter jets a rural, so operating and the consequences, as we've heard from james bies earlier, is a domino effect an entire continent tumbling into wool, but the ukrainians have repeatedly said, whew is already happening in europe. it's happening here. and as such, the defense secretary did say that auctions were on the table. the britain would continue to help ukraine, diplomatically and politically. and also, militarily,
4:30 pm
without going into more details about what that means. absolutely. does that mean that does not mean british troops on the ground, but it does mean potentially helping the flow of arms and then to the country. and he already suggested that so the baltic states have been instrumental in doing that before mentioning stinger missiles by name that are being used by ukrainian forces on the ground. but clearly, this is a difficult situation for the british ship to be in the idea that they could be actively shipping arms in the country over blan borders is, is almost impossible for the all sorts. he's to it to admit more likely is the full force of british intelligence and partnership with other nato allies is being used to help the ukrainian, sir on the ground for a loss. the britain is pushing other g 7 members. 22. see russia excluded from the swift payment scheme?
4:31 pm
it said that this, this isn't a decision that it can do unilaterally. it needs other part in the countries to do it as an organization based it and brussels and it needs agreements all round, but it would be britain's prerogative to ensure that more is done to put the squeeze of law bit putin. ne, thank you, need baka live in london, are you a sanctions also targeting rushes of financial system? president joe biden and says he wants to impede russia's ability to do business. i why? house corresponding kimberly how kit has more. after consulting with his national security council in the white house situation room and a virtual meeting with g 7 leaders, you as president joe biden made good on his promise to inflict massive costs on russian president vladimir putin for invading ukraine. who is the aggressor who chose this war?
4:32 pm
and now he and his country will bear the consequences. the new sanction target major russian banks and russian league, and in coordination with allies representing more than half the global economy, are designed to cut off russia from the world's financial system. russia, assets and the u. s. are also now frozen. we will limit russia's ability to do business in dollars. euro's pounds and yen export controls to curtail russian high tech imports are also being opposed to cripple russia, military and high tech capabilities. the moves are backed by top, congressional democrats, like senate leaders, chuck sure, who condemned russia invasion and pledge support for ukraine. ukrainians are tough and resilient. i know they will not give up their country. they will fight fiercely for it. but senate republican leader mitch mcconnell is blaming biden for the crisis. i think the precipitous withdrawal from afghanistan in august was
4:33 pm
a signal to put and maybe to chinese president, she as well. that america was and retreat across america, demonstrators protested to invasion after a generation of fighting in iraq and afghanistan. most americans are war weary. in a recent poll just 26 percent of americans support the us playing a major role in the russia, ukraine conflict. the bided has promised us. 2 troops won't be said to ukraine, but if the conflict spreads to a nato country, us soldiers already states europe would be obliged to fight a thursday side and reaffirm that commitment to collective nato defense. i. kimberly joins us why live now from washington or kimberly, there's been some criticism as to why president biden didn't go further with
4:34 pm
sanctions that he seems to be taking this sort of step by step approach. what's the, what's the thinking there? yeah, there's been a bit of criticism, not a bit a lot actually about the approach that the by the administration has taken. specifically, there seems to be a lot of criticism regarding the issue over the sanctions not being designed to disrupt rushes, energy exports. because initially this is something that the vice president comalla harris earlier in the week had said is exactly what the united states was hoping to do in conjunction with partners and allison. and so as a result, when these sanctions were finally revealed and then discussed through the national security adviser deputy deli saying, in fact, there was a bit of a back track by the, by an administration. and many people are arguing then,
4:35 pm
what was the point? it clearly hasn't changed. vladimir prudence behavior. it didn't deter anything. i doesn't seem to be an effective tool whatsoever. and this white house is not only doing cleanup, but is explaining the calculations behind all of this. number one, there still is the belief that there can be a ratcheting up if further aggression is taken by of vladimir putin. and also there is the ability to ratchet down, should there still be the possibility in room for diplomacy in the midst of all of this conflict. but there's another reason to have a lot to do with what's happening inside the united states, not outside. and that is the inflation that is still plaguing this country. what we've seen now, just in the last 2448 hours in some states like california is for the 1st time we're seeing gasoline prices now above $6.00 a gallon that is very high by us standards. and this is not going to play well for the u. s. president. he knows that if he went further with those sanctions,
4:36 pm
it could hurt americans here at home. so this is something else that played into the calculations of this white house, but you're right, given the fact that the white house, as specifically vice president comma harris did say that this was to have a deterrent effect. and it did not. there is a lot of criticism that the sanctions did not go far enough. kimberly, thanks for that. kimberly. how can life outside the white house in washington? ah, you are watching algae without continuing coverage rushes invasion of the claim. ukraine is urging russia to end the violence of the fighting escalates around the capital. the president deem zaleski has called, but even putin, for talks with fears, that key of could for more areas around you find capital are being hit. on the 2nd day of the invasion, the defense ministry urging citizens to stay home and their weapons being
4:37 pm
distributed ukrainians willing to fight back his global condemnation and several nations sanctioning russia but ukraine's president says that's not enough to stop moscow. military analysts are suggesting the russian forces are trying to create a corridor connecting the separatist held the eastern regions to russian and next crimea. in the south. john strafford has more from bad dance in south east in ukraine. behind me is the port, the naval port bear dance. now we're here because we got a tip off from high naval source yesterday who told us that naval personnel, ukrainian naval personnel had left the positions. here we come, spoke with the security guards on the bass, and they haven't confirmed that they said that naval personnel left in the last 24 hours or so. our source is telling us that the reason why they left is because they
4:38 pm
had been warned by the russian navy, that if they didn't, then the russian navy would show the port and potentially the city. that's what we have been told. course you can see the streets are pretty much deserted here. we were here about a month ago. the naval base was obviously functioning. the streets were busy. it's all change seemingly in the last 48 hours. we also know that according to the man of mary awful, which is around a 100 kilometers appear, there is ongoing for the city, the mayor, mario full saying that tangs were approaching, saying that there was an evacuation for people who wanted to leave the city. and we also hearing reports of fighting, going on around about a 100 kilometers to the west, around a town called many so called what the suggests. although we cannot confirm it is that there seems to be an effort by russian forces to the west of head and to the
4:39 pm
east. a pencil movement that is consistent with what military analysts had predicted. that sir russian forces would want to create a curdle between the separatist controlled region in the east and russian antics to crimea to the west or the u. s. is reinforcing nato forces in europe was 7000 more soldiers, practical hain. as morphin, the pentagon senior defense officials here at the pentagon are increasingly talking about a concern that ukraine isn't the end of it, that they could advance towards nato countries. that's why you repeatedly here efficient here and at the white house say that they will enforce the nato trainings, which basically says an attack on one is treated like an attack on all to that. and they are sending an additional $7000.00 soldiers to germany. they're part of an armored brigade combat team. they're coming out of colorado and they said from germany, they could be moved to other places within europe. this is on top of other soldiers
