9:04 pm
committed to continuing to provide support to ukraine and we must be able, we must be prepared rather to defend every inch off nato's territory. he didn't means his words either. when he said that russia's aim is to change the government in kiev, and he did call on russia to stop this senseless war. we will cross to arb diplomatic editor james bay's, who was in that press conference in fact and did pose a question to install burg. we'll cross back to him, we'll cross over to him. that is in just a few moments, but 1st let's run through the latest headlines. ah, this is al jazeera, i'm danny, you navigate. this is our continuing coverage of russia's invasion of ukraine. ukrainian tanks and soldiers are taking up positions on empty streets across the city center. that's in preparation for a russian assault. take a look at the live shot of ukraine's capital. after another day of aerial

bombardment, russian forces are about 10 kilometers away. that's as fighting rages on in key ebs outskirts. meanwhile, ukraine's president vladimir zalinski, his appeal for talks with the russian president to stop the fighting. vladimir putin proposed to host those talks and bella roost, where his troops are stationed. the kremlin says ukraine wants them to be hosted in nato member, poland instead. well, putin is pressing ahead with his invasion, calling the ukrainian leaders, a gang of drug addicts on neo nazis live it. we can see the neo nazis are pacing heavy weaponry in the center areas of big cities like kia and khaki themselves. they're planning to attract return fire from russian units. they're acting as terrorists using human cios to blame russians for the victims. a key this is happening from the advice of foreign governments, particularly the americans. i appeal to the soldiers of the ukrainian armed forces do not let the nationalists use your wives and parents as human shields. for all
9:06 pm
the latest updates will bring him bernard smith, his genius from moscow, and burner before we get into this offer of talks. and what the kremlin is saying about that. i gotta just ask you about the press conference that are, we just heard nato a chief, really calling on russia to stop this senseless war and saying that russia is openly contesting european security order. or what can we expect the response from moscow to be will moscow will already said that it views a nate where it says that nato is expanding. eastwood is says, nato is expanding eastward. and it says, nate, so is willing to consider ukraine's membership in nature. this is long been brought in a putin's argument on one of his excuses for launching his invasion of ukraine. so their response to water nato has said to day will be the same. you have to promise of letting me putin's response will be. you have to promise not to expand eastward,
9:07 pm
you have to rec, sprout promise not to accept the ukraine as a member and nato will repeat again. it's not up to them to decide it's up to individual countries to decide. but we all know that the prospect of nato ukraine's membership of nato has been kicked well into the long grass. and it's very, very far off the horizon of many people. see what vladimir putin is saying is just an excuse for him to invade ukraine and try him, force it back into russia's all, and the president of ukraine. mila has appealed for talks with a vladimir putin, where things stand on that front. oh is a got a couple of angles on this. first of all, we understand that vladimir zalinski appealed, called, wanting talks with moscow. but a mere putin apparently was interested in the idea because it seemed that ukraine was willing to discuss demilitarization plans. the kremlin says,
9:08 pm
were made up talks in minsk, but ukraine then i said no, we want other talks in warsaw and then moscow says, communications between the 2 sides have been cut or they're not been able to hear back from the ukranian since then. and we're also hearing from these railey broadcasting our corporation that the vladimir of lemay zalinski actually asked israeli prime minister naphtali bennett, to mediate, to talk to the russians about the possibility of talked. although we've had no official confirmation from the israelis about lat. but while on the one hand foot in suggests he might be open to talks, as we've heard him say, he's called on the ukrainian military to essentially overthrow the government of la vladimir zalinski. and so gay lover of russians, foreign minister, he has said that the u. cranes must lay down their arms and he's also said he wants ukrainians to be independent and have the possibility to freely define their destiny. but he says it is no possibility of recognizing the current ukrainian

9:10 pm
but i want to appeal to the president of russia. all of ukraine is involved in fighting. let's sit down and talk to some people from dying. and now i want to appeal to the armed forces of ukraine at the stay strong, you're everything that we've got and everything that protects the end of things. our country life said pub run and reports on more. the days developments. the sound of sporadic guns pulse echo across the ukrainian capital key and russian advance elements are closing in on the city. although western intelligence assessments indicate the bulk of the russian force is still around 50 kilometers away from them. as landscape latest video address was bleak. but defiant, tim, around commerce, sham. unless with rama this morning, we are defending our state alone. as we did yesterday. the world's most powerful forces are watching from afar. did yesterday. sanctions convince russia we here in our sky and see on our earth. this is not enough for in troops are still trying to

a venue for such a piece summit. and in the meantime, the fighting continues. pull brennan, al jazeera. what they tell us 30 member states have agreed to deploy significantly more troops to eastern europe. it comes after the alliances easter members raised concerns about their security, including lithuania, which is declared a state of emergency. the deployment includes nato's response force, which is a highly trained and technologically advanced contingent of soldiers from on this. here is our diplomatic editor, janesville. he's joining us from russell, so talk us through more of what yan stolberg had to say. well, the nato secor general announcing, but yet more troops and resources are going to be sent into the area. they're going to the eastern part, the eastern front of nato, to those countries that are close to the russian board up. none, of course,
9:15 pm
i must say, going to ukraine itself. no. forces, no troops, no assets will actually be sent to ukraine and to fight. but they are there in a defensive posture. we've seen literally thousands of forces deployed in recent weeks about the total number of us forces is much greater than that was a figure i'm looking for my figure. i think it's 900000 to figure now. stone to us and there are more coming the nato response force. ready is about $40000.00 tricks and not sending all of that at this stage, but they're certainly sending elements always, including something that they set up after the invasion of crimea in 2014, which is called a very high readiness joint task force. that's a brigade about $5000.00 soldiers that's currently run by the french, and it's a joint brigade with the germans that is being deployed. we're also taught by the nato secretary general, that they have about
9:16 pm
a 100 jets currently on high alert in 30 different locations at a 120 ships. so you got to see ground forces ready. and the idea, or the message they're sending to my to be put in is do not try and come anywhere near nato. nato is fully defended and fully protected. and i think they're trying to send a message. this. one of the things you didn't want was an expansion of nato will look what's happened in response to your actions. nato is pushing its forces. i'm coming closer to russia during the news conference which ended about 15 minutes ago . we also lost the nato secretary general about the situation on the ground. how long can keep last, how long before the government falls? and what is nato going to do? if it does fall, is it then going to supply forces to some sort of resistance or insurgency by the ukrainians? and this was his answer to my question. so what we see now is a full fledged invasion of ukraine from multiple directions with air c and
9:17 pm
long capabilities. and this is actually in line with walter, our intelligence services predicted over long periods of time because you saw the buildup around ukraine with air and sea and land and forces. the main message coming from nato though is the same message that we heard all along, which is to putin. you must stop your. ready assaults, you must stop. what he said is the new normal now of relations between the u. s. and nato and russia on the other side, which is a contested relationship. he said it's time for diplomacy. again, it's very clear from the actions on the ground. it's very clear from the actions that president putin has taken in the last 48 hours that he's not listening. all right, james. thank you so much, james. this is our diplomatic editor reporting from brussels. let's continue this conversation with ambassador douglas loot is the chair of the b g r a group. that's
9:18 pm
a bipartisan consulting firm, and he's also a former us ambassador to nato. he's joining us from arlington in virginia. welcome to al jazeera and so i suppose you are pleased with what you've just heard from vienna thornburg the, the, in a to achieve saying that the alliance is deploying parts of its combat ready response for us. and it would also continue to send weapons to ukraine, including air defenses. what do you make of what he had to say? i think there's several important messages coming out of today's meeting among the 30 leaders national leaders of nato. one is that they held the meeting, it all looks nato summit are normally very a choreograph, find the scripted prepared months in advance. and clearly in the face of the crisis in ukraine, allies have come together in a very agile format to consult and i think that's good news. first of all, they operated at 32nd of all, they invited treaty partners to join the 30 allies leaders. so the leaders of
9:19 pm
sweden and finland and the leadership of the european union. that's important because it demonstrates that nato on the military front is acting and i think in synchronization with the european union far on the political and economic truck. so that's very important. and then of course, they took these military steps, both the activation of a plan which otherwise would just sit on the shelf as a contingency plan. the defensive plan was actually activated for elements of the alliance. and in order to fulfill that plan, that actually activated natal forces to, to come to a higher readiness standard and to begin movement. so this is quite an eventful day . alright headquarters, right, so clearly there are sending native members and their partners are sending a collective message to the russian president letter of who's and how do you think this is all going to go down with the kremlin?
9:20 pm
well, i think the message to the kremlin should be crystal clear, and that is that the words of nato are now aligned very well with the deeds of nato . and that article 5 of the washington treaty, as the secretary general was fitted in this press conference, actually mean what they say on attack on any part of nato will be considered by all 30 members as an attack on all right, so is this going to deter president putin at all. how do you think he is looking into this situation? well, this, i think will have almost no deterrent effect with regard to president putin's objectives in ukraine. because of course, these nato actions do not involve ukraine itself. i think however, by contrast, they're very clear message with regard to nato territory. and i think president putin is aware of that. but the steps taken today by nato, alongside the you is a strong reminder. the president of that nato is prepared to defend itself with
9:21 pm
russia preparing itself for confrontation with us and perhaps nato. i don't think president wishes or confrontation with nato. i think he understands that that would be 1st of all catastrophic in terms of risk and casualties. but also replace rush at a disadvantage. he doesn't want to pick a fight with nato. however, more broadly, if he can find ways to divide middle politically, he would take advantage of that. and that's why again this, this demonstration is very obvious. demonstration of solidarity of the coherence of the alliance is so critical because it defies. it denies president any openings that he might take advantage of. alliances together not divide it. and when you look at what's happening on the ground in ukraine, what do you think is going to unfold in the next few hours, or perhaps even to the next few days?
9:22 pm
i mean, the, the foreign secretary of russia circuit lover of earlier said that russia does not want to occupy ukraine. so what is russia and k? well, i think the russian objectives is now increasingly clear, and that is region change. they want to overthrow the zalinski regime, the duly elected or democratically elected regime and keith and replace it with the russian puppet regime. now i take for mr. law graphs position or understand his position that they don't wish in the process of that regime change to occupy the country. but here there is a disconnect because as the ukrainian military fights and is your korean people fight, they will defy russian control of ukraine. so much as america have learned over the last 20 years, that it is one thing to topple of regime. but yet another thing to control the country,
9:23 pm
i'm concerned that president putin and his leadership are about to learn the same lesson. ok, thank you so much. former us ambassador to nathan douglas. we thank you for speaking to us on al jazeera. now let's just get you up to date with what else has been happening on the ground so far in russian forces paraded prisoners before ukraine's eastern lou hands region shares fighting has raged on for a 2nd day across ukraine. also, a video has emerge if a tank northern kiev, swerving into and running over a car, people passing by later ran to rescue the passenger inside. once the tank had left the scene, russian forces are about 10 kilometers in the capital and they've been circled. kiev weapons have been distributed to residents ready to take up arms. rockets have hit residential buildings for a 2nd day. families have been hiding and makes a basement shelter a subway stations and parking lots. the un refugee agency says the violence has displaced a 100000 ukrainians with more families streaming to the polish border. like

9:26 pm
a couple of security guards who sang yes, everybody has gone from bare dance. we continued west now this is heading to was basically northern crimea, towards the city of marius or paul, where we'd heard that there was ongoing heavy fighting. indeed, video appeared of that fighting as we were on our way. but the road got increasingly quiet. the closer we got the closer west we got, we saw burnt out. ukrainian military vehicles that seem to have been hit with very precise hits. precision targeted one would sink possibly by the use of drones. but we cannot confirm that as we continued. and the road got quieter, we stopped off at a village and met a family in the village that had been in contact with people further up the road. they were very nervous. they were getting ready to leave. and they told us that it was literally just a few kilometers further west in the direction that we were traveling. where in

fact, there was a yeah, convoy of russian tanks, heading in our direction. so we headed north, heading towards where we are now. disney pro, coming across the country, effectually down very small exposed country roads, again, more ukrainian vehicles that we saw that had been hit again with very precise m strikes. and eventually we began to see a ukrainian military m withdrawing. once we had another main road, a row coming out of medical men is opal. the ukrainian military there withdrawing from eligible ukrainian soldiers very nervous indeed, a lot of heavy weaponry with them. the further north we travelled, they were setting up positions along that road using m. morters. we saw surface to where missiles that were being were being transported as well. a lot of tanks. they refused to really speak to her. so at any length, but they did confirm that mary topple was then already in russian hands. and it was

round about that time that we saw video of tanks passing through some of the towns that we had been through on their worship, on their way to bare dance. the military saying that they expected bernacki that naval port city that i mentioned to be in russian hands, possibly as soon as tomorrow writes. meanwhile, if in the east, we've also been speaking to people in some of the villages north of mario top, mary apple, they're saying that heavy shelling has been ongoing there as throughout the day, one woman that we met earlier in the week is saying that she was pleading leading sicilian ski to negotiate with vladimir putin, an indication of just how desperate some of the thousands of civilians at the getting the bronze of this attack are. as i say. com here at the moment, but many, many thousands. hundreds of thousands of people. very afraid across ukraine tonight . thank you so much. great reporting from char stratford, any products and ukraine. thank you. still ahead on al jazeera oh

eastern europe. it comes off to the alliances eastern members raised concerns about their security, including lithuania, which has declared a state of emergency. let's turn to the u. s. where a white house correspondent, kimberly how kit is joining us from. so what is the u. s. is position this our what more can you tell us? oh, well, what i can tell you is that we've just learned that the u. s. president, in the last hour or so, just wrapped up a telephone call with the ukranian leaders, the lensky. we know that this phone call lasted about 40 minutes, and that this call comes on the heels, of course, of his appeal to the west for it to do more, to help defend ukraine and for his call to the citizens of ukraine to resist. so we're watching very carefully to see what more we might learn in terms of a read out. because again, all we know right now is that the call took place,
9:34 pm
but we do not have any idea of what was discussed now to that. and we should point out that earlier in the day, you as president did take part in that nato virtual summit that was called on the heels of the implementation of those sanctions that were put to place as a result of vladimir putin invading ukraine. we've had that read out released and there is once again, a condemnation of that invasion, a call for russia to see since assault. and once again, an agreement by those nato leaders that russia should pay a severe price. but well, to that end, many have argued that the sanctions that the united states put in place were simply not going far enough because what they did is not disrupt the energy exports of russia, which the united states had initially promised. and so the united states has been getting some criticism. this white house has been doing a bit of cleanup on that issue. arguing that they want to have the maneuverability with those sanctions. that if there is still room for diplomacy to try and bring
9:35 pm
this and escal atory nature of this conflict down that there needs to be that leverage as well. they want to be able to wrap things up, should things get worse? and also there's this concern about the cost of energy inside the united states right now, given the fact that we're already dealing with high inflation in the u. s. and high energy prices. and that could not bode well for the u. s. president who's already pulling low in terms of his u. s. involvement and support for ukraine, and whether or not the united states should have any rule at all in this conflict. so the u. s. president getting some pushback, standing firm in the support of ukraine. and again, we're watching carefully to see what more we can learn from this phone call that we've just learned. took place between the u. s. president and the ukranian leader . thank you so much. that is the view from washington, and that's kimberly how cut well over in florida. u. s. republicans are meeting there at the sears conservative political action conference on top of that agenda
9:36 pm
is as you've been hearing president biden's handling of the russia ukraine conflict, let's find out more from the conference john henderson joining us from orlando. so what's being said about ukraine and the president's handling of the situation during the one thing that we hear from the podium here and from the people i'm talking to here in the hallways, is that if donald trump for president, they all say this would not have happened, they say that trump had a good relationship with vladimir putin, and that, that would have allowed him to have persuaded hooton's not to have invaded ukraine as the one thing that we can get in common from people. but what's interesting is it, this is a conference of a die hard conservatives in the past since they were founded in 1974, it was general. he go with an interventionist u. s. foreign policy perspective. that changed the course with president trump, who had this close relationship with fulton and a non interventional is international policy. so we haven't heard
