9:00 pm
the tiny scene away community has won a huge battle, letting me know necessarily had the last word. since the court ruling does leave room for exceptions in the name of overriding national interests. ah, this is al jazeera ah oh, i made her in for the government with all the news. i live from doha. coming up to the next 60 minutes, maria pull in southeast and ukraine comes under. heavy russian bombardment. bridges are destroyed. thousands of people are caught off. russian forces unleash an intense ground assault on ukraine's 2nd largest city car keys. the rationale says it's captured carson,
9:01 pm
strategic port city along the black sea of troop. that would be ukraine's biggest city, yet to be captured by the russians. in kiff ukrainians have gathered in their hundreds of train stations to try to escape the capital and rushes foreign minister. so gay love often tells al 0 that those contemplating a 3rd world war must know that it would be nuclear and destructive and is full athletes. a former, a son by the rules that have been given the all clear to take box at the paralympics went against organizes say, i see that from the 2 countries that will have to compete as new tools under the paralympic flag on day 7 of russia's invasion of ukraine, its military has intensified its attack on major cities across the country. and for the 1st time, moscow's acknowledged that its last 498 soldiers in the conflict. and so the new

crime, russia says that it's safe control of castle, a strategically important port city on the black sea. in the northeast, ukraine's 2nd largest city hawk chief has come under intense bombardment. russian paratroopers blended the overnight. in the old, the capital cave has been hit by a series of missile, and artillery strikes, a 65 kilometer long convoy of russian tanks and troops is heading towards the city . maria pulls map says the port city is seeing mass casualties of as little water for half a city of for city of half a 1000000. people. let's go live now to the pro. in easton, ukraine al jazeera is charles stratford. is that charles? what's the latest you're hearing from mario, paul? some very wiring reports coming out of the strategically important port. city of mary awful. in the south. we've been speaking to our drivers there who have been
9:03 pm
trying to get civilians out of the city. they're saying that there has been heavy fighting in the last couple of hours and they describe meeting russian forces west of the city as they tried to escape mary. awful. i said that russian soldiers were basically checking calls for weapons and stopping civilians from moving out of the city. they talk about a least one bridge close to mariel pool. having been destroyed their con, confirm as to which side blew up the bridge. and they describe the city of sorry, the town of men whose, which is west of mary opal as being completely destroyed. i said that they saw i'm houses and buildings on fire. we knew or predicted that the battle for mary awful would be a heavy one. and as you say the mer earlier today, reporting mass casualties in the city. the reason it was going to be a heavy, valid from the start was because it is so strategically important to both sides. we
9:04 pm
understand that the russians once create a land corridor between northern crimea to the west of mary opal with the areas that are controlled by the separatists to the east of mariel. we know in the last week since the war started, that there's been heavy shelling of east and districts of marable and also to the north of the port city, the town of wool, a vaca, another town that we visited, only last week, that is being described as having suffered heavy fighting to day as well, reports of civilians struggling to get out of all of aka lynn today earlier today we were in the town of zap original and, and from there had went south to sound of, of a celia, which is we understand has been a lot of shelling there in recent days as well. that's about 40 kilometers south of upper asia, i suppose about an hour and a half from here. denise pro,
9:05 pm
in the last hour. also we have heard reports that we cannot verify from members of the civilian defense force ins, apparitions, they saying that that town of silica could well have been taken by russian forces, in which case that would not put too much of a resistance out will certainly there's only a few villages between bazooka and zap parisha. and so it does seem as if there is a big push north also by russian forces. certainly the atmosphere ins parisha to day was one of em. well controlled but increasing sense of panic in the city walls of sandbags being put up in strategic places, a vast civilian effort, literally thousands of people preparing to defend the city. again, those pictures that we've seen this week or earlier this week, seeing people filling bottles of making petrol bombs,
9:06 pm
increasing numbers of tank traps, and she canes being put around the city. the tank traps are these steel at large steel barriers that approach across roads. there is a great sense this evening that certainly this is wars intensifying, rushes effort to push. certainly from the south toward cities like this, like denise pro am seems to be very much herb. if you'd like more intensive, it has been in recent days, and one can only imagine there are hundreds of thousands of people in the city of mary opal tonight. very afraid indeed. i'm 0 child stratford reporting live from that he pro in easton, ukraine, on the other side of the country, is out there as jonah, how he's and live near the polish border. jonah, and what's the latest you're hearing from ukraine's major cities as russia, intensifiers, it's attacks upon them. what?
9:07 pm
well, picking up for what charles was describing there, it's clear that russia is trying to expand its territory. i think broadly speaking, trying to get some real gains on the board here, 7 days into this invasion, and so on is the 1st city that russia can claim to be in control of and even have san the ukraine authorities are denying and that city that he has fallen entirely, they're saying they're still in charge of the local administration, and all the utilities are still running fine and there's some form of negotiation going on. but really, after 7 days, all the evidence suggests that they would have hoped to have done more achieve more and to be holding more key and strategic objectives have shown is important. it is just to the northwest of crimea on the black sea coast. it is at the beginning, if you like, of a land corridor. the russians would have been very keen to establish between crimea, that they annexed in 2014 and those eastern breakaway region. and of course,
9:08 pm
along that route lies mario paul, a much bigger city of much harder city to take half a 1000000 people that i think that is the context in which the in circle meant and the bombardment of mary paul is taking place. trying to establish that strategic cora door, move round to the east, and you've got her keys and even bigger cities still. but the one that has come on the absolutely sustained attack and bombardment over the last 2 or 3 days. it really does look and feel as if the russians feel and want to have har, keith, on its knees. now this is a city one and a half 1000000 people ethnic russians close to the russian border. being bombarded by russians for no reason that they are aware of, the russians have begun to expand their tactics. they're moving from military targets into residential areas, indiscriminate rocket fire of the last couple of nights that have taken a dreadful civilian toll. and at precisely, 8 am yesterday morning,
9:09 pm
a major cruise missile strike at 8 10 am this morning more attacks, paratroopers added to the north of the city, a lot of concentration of effort around hockey. and looking at that sort of pattern of attacks attacks overnight attacks early in the morning, i think a very uncomfortable night ahead for the civilian population who can't get in or out and will be living in a situation of stress. and with that 30 kilometer long convoy of russian military vehicles bearing down on it. what's the latest you're hearing from the capital keith? broadly speaking, keith had a relatively quiet day. it began with a couple of heavy explosions at around 8 a. m, the air raid sirens went, but not much. during the course of the day. again, the tendency has been to move to attack to strike targets over night. of course, you'll recall last night to cruise missiles,
9:10 pm
allegedly cruise missiles hit the tv tower, the 2nd of which whizzed past the tv tower and landed in the holocaust memorial sight of bob. and you are quite an extraordinary event that when you consider that this is a war being prosecuted by vladimir putin, amongst other things, to quote denot sci fi, this country and the citizens of key the capital, of course, with an anxious wait ahead of them as that convoy, as you said, approaches very, very slowly, but the aim of that convoy is to circle the city. now if you look at the encircling into these major cities, key of hockey, mary paul, you begin to see perhaps the next evolution of russian tactics from hitting military targets to hitting civilian targets to encircling cities. they would have hope that these places would have capitulated by now more quickly, more easily. they are not in the face of ukrainian resistance, perhaps now they switch to siege tactics. russia has form. remember, they've done this in syria. they've done this in chechnya in circle the city
9:11 pm
terrify, the civilian population, cut off supply lines, negotiate to surrender, and if they don't, you go in and bombard them. this may be what lies ahead for the urban centers of ukraine, officers during a whole report live there from live in western ukraine. will russia's foreign minister. so gay lover offer spoken exclusively with al jazeera on the wall with ukraine. he was asked if the world has reached the edge of an abyss with another spot a suit, but isn't the bowden the own scoville still use? the been we, you should direct that question to president biden. he's the one who said, if we do not go the way of sanctions, the alternative can only be the 3rd world war. but it is a veteran politician regardless of our position on what the united states does on the international stage. biden. and president putin in june of last summer and geneva consistently confirmed the declaration of the leaders of the united states and the soviet union and the 1980s that there could be no victor in nuclear war.
9:12 pm
therefore, it should never flare up. in january of this year, the leaders of the 5 permanent members of the security council signed a similar joint declaration, both with a study in the most likely the old instinct is still alive in the minds of our western partners that they do not rule out such a possibility, despite the public affirmation of the position of the 5 permanent members of the security council during lou, it took me ski technology skip at them. so you ukraine has the capabilities and technology to manufacturer and nuclear weapons. and mister putin talked about this . that's why within this military operation, we put into consideration the experience we've learned over the last decades since the collapse of the soviet union. the mission is clear to disarm ukraine and not deploy or manufacture of any weapons that threatened russia. security group was live out of moscow on to say was dorsey jabari is the tell us more about to about how this interview came about. a dawson, what else? the foreign minister had to say. ah, well, this was an exclusive interview that was given to our colleagues here in the bureau,
9:13 pm
and it happened very quickly and a, the, a russian for mr. covered many topics during this interview. he reiterated that his country's position, that moscow cannot allow ukraine to have offensive weapons under soil, which is a very much a threat for russia. the foreign minister also talks about how they were very much amazed as he said, use the word. and when berlin decided to make those comments about that ukraine and that their desire to send that weapons to ukraine, he said that was something that really surprised them here. and he also said that the decision about that gas pipeline nor stream to which is not yet operational and will not be operational, as well as a result of russia's invasion, a really showed the i russian leaders here that the germany, a german leadership is not very strong and it's easily swayed by the popular power
9:14 pm
in europe. the foreign minister also said that they were expecting the sanctions to come down on them very hard, but they were not expecting the sanctions to target the country's athletes and journalists and people from the arts sector. and i think that it really does. it resonates here. most people were not expecting all of the aspects of the cultural sector in russia and around the world to be affected by sanctions imposed at the foreign minister also said that the topic of crimea, which russia annexed in 2014, is not up for discussion. they will not talk about it with anyone. and the foreign minister also said that there are the talk of possibly kicking russia out of the united nations security council is just simply not true. there is no mechanism within the u. n. to be able to really kick out russia from that body. allan, well, i think he was reiterating his country's position and he seemed very comfortable
9:15 pm
with the events that had been unfolding over the past 7 days. dosa russia's defense minister gave a briefing earlier today, admitting for the 1st time that it has suffered casualties in it's an invasion of ukraine. ah, yes, we've had a daily briefings from this defense ministry spokesperson just highlighting the gains that they have made. and the number of infrastructure is that they've destroyed in ukraine, but we've never actually had any numbers of casualties on sunday. they briefly mentioned that they had suffered losses, but they didn't specify today for the 1st time on bay 7 of this invasion. we heard that nearly 500 at russian soldiers have been killed and a 1597 have been wounded and they also the ministry also had numbers for at the ukrainian side, the losses they've suffered according to the russian defense ministry. at 2870 you
9:16 pm
ukrainian soldiers have died. and 33700 have been injured. the spokesperson also said that there is $572.00 prisoners a war. and i have to mention that, of course, the ukrainian officials on the other side of this have very different numbers. they say according to their records, nearly 4000 russ, russian soldiers have been killed in the 7th day of the conflict. but the defense ministry now saying their numbers are around 500. the defense ministry also said that they have provided roots of m for from the city of mary opal and key of he named rhodes. specifically, that can be taken by the ukrainian soldiers if they want to leave or if they want to surrender. so this is the 1st we've heard of them providing actual tangible reality of them really wanting. the ukranian side to lay down are ours and is something that we've heard the ukranian soldiers in the army. they're saying that's
9:17 pm
never going to happen. they will fight to the end of the zeros torso, jibari reporting live from, from moscow, from the russian capital. that's go live to the u. s. capital l m tricia is outside the white house and washington d. c. allen. what's president barden been saying about the current crisis, but well, he made a few comments as he left for wisconsin, part of the job of selling his state of the union address, which concentrated for about a 3rd of it on tuesday night on the situation. ukraine. he was asked if there is the possibility that there could be oil and gas sanctions against russia. at the moment you are still importing oil from russia. he said that nothing is off the table. that's certainly in line with what we've heard from the white house throat this crisis. they believed that any sanctions should be imposed at when everyone in their block, their allies agree that this is what needs to happen. there's a couple of reasons for that. they want to make sure they have maximum impact and they also want to make sure that everyone can impose sanctions that are sustainable
9:18 pm
so that no one pulls out after a couple of weeks said that things are difficult. the president was also asked, is russia committing more crimes? he said that is something they are looking at. and certainly we know that in the last few hours, at the seat of the union, it was a nice but no, it's up and running. the justice department has set up this new task force, which will look at russian oligarchs, how they got their money, where their wealth is, and whether or not any of those assets can be seized onto the blanket. who's the secretary of state? will he spoken to his ukranian counterpart in the last few hours promised that the u. s. will continue with security humanitarian and where possible financial support . and he said that the ukranian people are showing remarkable courage under a bump, and bombardment, which is targeting not only residences, but also schools, hospitals, and of course, a holocaust memorial site. now the secretary of state then went off it to a ukranian church where he met at the euclidean ambassador to the u. s. and
9:19 pm
community leaders and again expressed his support for what they are doing in the fight that the ukrainian people are putting up. and we're now just 8 hours away from the u. s. introducing that flight by no means that no russian point flights will be allowed into u. s. air space, as if till it, if eastern administration has said in the last few hours that any flights that come into the sbc after 9 p. m. eastern time tonight. that is the possibility that they will be intercepted. they are determined to make sure that they can keep the space clear of any russian place to discourage them from leaving moscow. and of course, they will also be targeting the oligarchs that are going to be the subject to uh, the task force investigation as well. so joe biden constantly in a wisconsin selling his state of the union, but of course doing this against the backdrop which of the state of the union last night where joe biden managed to do something that he hasn't really managed to do very much all in his 1st year in office and that was unique, congress,
9:20 pm
republicans and democrats. but that was support of the ukrainian people out there as alan fish alive at the white house in washington. alan, many thanks. that was get back to work rushes foreigners. a saga lover also want to bring in al jazeera senior political analyst, my own bushera, who joined us now live for from london. well, what, what did you make of what so gay lover of had to say, particularly this comment, but in those contemplating a 3rd world war must know that it would be nuclear and destructive you know, as a, as a human being. not just as a journalist, you know, you get the feeling that there's something you're responsible, disingenuous. in the way, 3rd world use open nukes, is invoked by the russian foreign minister, especially when russia certainly not threatened and, and clearly, no one is intervening in ukraine, but russians. but on the other hand, adrian,
9:21 pm
you get the sense that the russians have been almost intentionally trawling, the americans, everything they say it has a sense of what about america when it did this and that, and they keep invoking different things in the, in the case of nukes, of course, and in terms of, you know, the, you involved and, and, and, and working outside the framework of the unsecure the council. they were to walk something like iraq and the us invasion of iraq without you, unsecure the counselor solution to invoke bow grade and, and, and the, and the, and the former yugoslavia, they invoke the responsible to protect an american at a bombardment in libya and so on so forth, so the russians keep trolling directly or indirectly implicitly or explicitly the americans than they are all forts. of course, the questions for the rest of us that are either, you know,
9:22 pm
american establishment or russian establishment is that if america did something wrong or so bad and that the russians have criticized it. why repeat the same thing in ukraine? russia's claims or any of them legitimate. i mean, and some of them, a pretty outrageous, a times of liberal for saying that the ukraine, once you clear weapons, which we call it up and it has, as ukraine ever said, that it wants it. who's talking about ukraine wanting nuclear weapons here? yes, he actually justify that by saying that they had a nuclear technology. and in fact, the rest of us who followed of the in the undoing of the soviet union. remember how in 1994, it was the russians and the americans and the europeans will give the green ians. that guarantees guarantees that if they gave up the nukes, which were part of the soviet union at the time that their security on so on, so forth would be a no guarantee. at the same time,
9:23 pm
he's claiming that they have that technology and they could. but believe it or not it's, it's absurd. it's not more absurd than the united states, claiming that he was developing nuclear weapons and there's bound to be a mushroom crowd over the united states. asked the lisa rice, put it back in 2003. so yes, absurd, but once again, the russians tolling the americans about you've done this and that, and other thing, we're basically doing something similar to what you've done. so why you're being so great about our actions in ukraine, which is not far away at the end of the world, is our next door neighbor. in fact, it was part of our own. in fact, you praying is part of great russia. in fact, there are so many russians in ukraine, there weren't that many americans in iraq and so on, so forth. russians trying to make the case, i would say for empire, but put that aside. they're making the case that they are not worse than be americans. earlier today,
9:24 pm
the general assembly voted are resolution demonte that russia withdraw its troops from ukraine. 141 nations voting in favor. only 5 were against some of that. 35, abstained among those against, of course, were russia an unfair law roof? where does this go from here, with, with such overwhelming support for ukraine and against russia's actions in the country? it, there was no doubt in my mind that the world in general is united over the question of ukraine. ukraine should not be that should have not been invaded militarily by the russians, right. with the exception of the few, the syrians, the north koreans and sign in the world is actually united the question, what is not what it is not united on and take, for example, their potentials, the lights of pakistan and india, right? iran, china and so on. so forth, those countries were also probably,
9:25 pm
i would say with are good in years are not exactly for the vision green, but at the same time they don't want to be drawn into the, you know, another call another. but, you know, show down between washington and oscar those countries since the end of that old war, they have diversify their economic, their security, that trade deals with the russian, just as with the americas and so, so forth. on, i'd say that pakistan is, than the indians and others are quite dependent, in fact, on wheat, on, on military. this is that, i think from russia as well as, of course, from china, which has been supporting russia. so the world is united on the question, bringing that just not to like the question of being drawn into another cold war. but did the end of the day in the, as our viewers probably know around the world is that you and general assembly acts like the world's parliament. but it's the un security council,
9:26 pm
the world's government, that can actually apply international law that they can actually, you're not calling for international action against the stuck on the other thing. and in that world government, the u. s. secret council, the russians have, if he to fall, so no matter what the un general assembly does, it will only have symbolic, ah, wait at the end of the day, but nothing really will materialize, nothing actionable without the un security council. out there as senior political analyst, my one bashar of their live at london. not more than many thanks. and it ah, breaking news now from the world of football. the righteous news agency says that chelsea's russian owner romana abramoff, which is to sell the premier league club, brockovich says that the sale won't be fast tracked. and that he's asked his team to set up a charitable foundation where the proceeds of the sale will be donated the foundation he says,
9:27 pm
will be for the benefit of all victims of the war in ukraine war on that. and our sports bulletin a little later in this to yourself. now, ah, moving on to the u. n. as we reported just a few moments ago, that the un general assembly voted on that resolution demanding that russia withdraw its troops from ukraine. as you heard, 141 voted in favor of 5 against russia and bail roost among those 5 ahead of that vote, russia faced urgent calls to end its assault on ukraine. but moscow still denies that its targeting civilians. they have come to the ukrainian soil, not only to kill some of us, not only to see our cause and priorities they have come to deprive ukraine of the very right to exist. they have come to resolve the ukrainian issue. as they are propagandist claimed. just stop and think whether these
9:28 pm
wars remind you of something to day we call on russia to stop it's unprovoked, unjustified unconscionable war. we call on russia to respect the sovereignty and territorial integrity of ukraine. we call on another neighbor of ukraine barouche, who you've just heard from, to stop supporting the war and stop allowing its territory to be used to facilitate this aggression. but he, at the maintenance motion would are, we are not cutting out strikes on civil in facilities. all civilians encouraged don't believe on the large number of fake news being spread around the internet on this freaky piece will scenario. the roof rain could happen so that if the radicals are concerned about preserving civilian lives in their country,
9:29 pm
rather than hiding behind them. so there is no reference to this call on that illusion for us to warden and wound watches advance on the capital. key of appears to have stalled for the moment. that's according to u. s. officials. it's believed that 80 percent of russia's combat power. the term was assembled along the border is now in the country. president putin mobilized 190000 troops. according to estimates, ukraine has 209000 active duty soldiers. and last week president zalinski activated thousands bought reservists to support them. joining us now from washington dc, lauren speranza, who's director of the transatlantic defense and security program at the center for european policy analysis. good terry with us. lauren, do you agree with that assessment that russia's advance on the capital a store, or is, are we seeing as a change in tactics by russian military going on here right now?
9:30 pm
well, thanks for having me. so i think we saw originally, russian military that was not well organized that did not have sufficient logistic and support. they suffered some early failures running out of fuel and food. and we're still seeing some of some of those failures on the ground. and so i think that is why we're hearing these reports. so maybe the convoy being stalled and those those failures are real. but what we're starting to see is russia also shifting its military tactics because of those failures. and it's resorting to more of its traditional way of war, which basically involves applying massive firepower to major civilian population centers. and we are seeing at the use of artillery and rockets and missiles on, on major cities like heart heave and, and we saw the tv tower being struck down in keys yesterday. and i think, you know, despite the russian claims that they're not striking civilian targets and we have evidence and reporting that directly contradicts that. mean,
9:31 pm
we have seen everything from university to a maternity clinic to our apartment buildings being bombed and add the reality is that this, this conflict is this war is getting bloodier and brutal at more brutal by the 2nd . and i think unfortunately that's a sign of what's more to come, and this is really turning into a humanitarian disaster. so what is russia's end game? the, what is it that trying to do militarily here? sure, so a lot of what we're seeing is that they are trying to advance toward q. i think this is a big center of the, of the war that they are trying to surround in circle the city and seeds, the city to, to top of the government. and hopefully, and they hope to install a puppet government, a pro russian government. and i think that their strategy, what, what i would expect to see next, you know, they are approaching team,
9:32 pm
i think would be we'll start to see some more cyber attacks. they'll try to cut off the minds of communication. they'll try to cut off road to the city to not have access to be resupplied. they'll try to undermine the military capacity to talk to each other top come in and control. and then you know, when they circle the city, they'll try to squeeze. and what we can see is a very destructive urban warfare scenario, where you kind of see this house to house fight, but i think part of the why we're seeing this extreme bombardment. now the russian strategy is essentially rough up the city as much as they can before they kind of actually advanced into the city and then trips in into you. you would also get sort of more. i was just going to say the ukrainian forces of mounted spirited defense has, has russia bitten off more than it can chew? well, i think this is one of russia's massive miscalculations about this has been the
9:33 pm
resilience in the spirit and the fighting power of the ukrainian people of the crating forces that are canyon society. and they certainly have the will to pay the ultimate price to defend freedom and democracy in their way of life, the values that we in the western taken for granted. and so i think that that has a lot, a huge role to play and all the way to fight it. we've seen that the, the morale on the russian side is very low. we see a lot of abandoned equipment and kit on the streets of ukraine, which indicates that russians are not dedicated. they're not really in this fight and not really had the, a military impact in all of this. so the other thing i would say is that even if you know they end up taking, give the political and game here is, is a mystery to me because i don't see how rash i would ever be able to install a puppet government. that would stay the same power of anyone that they would
9:34 pm
install is very short term because clearly the ukrainian people are never going to allow that to to stay and they will fight that tooth and now, and they're clearly not giving up on their freedom. and so i think the russians have still a significant fight ahead of them. good. so to laura mary, thanks. did. lauren lauren spencer there lived with us from washington. d. c. think what is it? 34 minutes past the hour. let's catch up now with the laces. from the ukraine, i'll just here as andrew simmons wraps everything together for us. one of so many towns and cities under relentless attack. and in hawk, he, it's even worse here. the cities military airfield is destroyed. it's the start of another round of terror for ukraine's 2nd city. it's forces, again trying to defend themselves and their civilians. russian power troopers are
