o l g 0 ah, with hello. this is al jazeera ah hello, i'm adrian finnegan. this is that he was, are live from doha, coming up in the next 60 minutes. the russian army seizes control of europe's largest nuclear power plants and ukraine. a fire, sparked by overnight shilling triggered alarm worldwide. ukrainian president is describing roches actions around that plant. as being nothing short of nuclear tara, for a 3rd day,
6:01 pm
the port city of mario polo remains on the russian siege. tens of thousands of people without water and electricity in the depths of winter. the capital cave and areas around it come under intense russian missile, adopt hillary attack nato. foreign ministers disgust, and dismiss establishing a no fly zone over ukraine. over fears that it could lead to a full fledged war in europe and a painful farewell ukrainian fathers separated from families at the board up as they returned to fight. and in sport, shane warne, one of crickets all time greats has died at the age of 50 to y'all, striving suffered a suspected hoth attack while on holiday ins. highland russian troops have seized europe's largest nuclear power plant in ukraine. ukraine has
6:02 pm
accused russian forces of shelling the zapora year facility. while the russian defense ministry says that ukrainian forces stage the entire incident, ality was char stratford, is on the banks of the the nepa river across from the power plant. this is what he saw. so the nuclear power plant is around 5 kilometers across the geneva river, or we know is it that it came under heavy shelling last night. we also know that russian forces are in control of the plot now, and that ukrainian workers have been allowed to continue operating it under russian supervision. the military here are saying that in the last 24 hours or so, the have been a couple of shells fired from the southern side of the geneva river in this direction. we also know that there is ongoing fighting along that southern side of the river up to the town, at least of about to leave. these are becoming new front lines. the situation here
6:03 pm
on this side of the river, suddenly amongst the communities here is being, is very calm. people are going about the day to day business as normal. but it was a military operations around what is europe's largest nuclear power plant, have potentially terrifying implications. russia has been heavily criticized by the international community for its military operations around there. russia itself says that these explosions around the plant were caused by what it described as ukrainian saboteurs, ukrainian provocateurs. the ukrainian president is describing russia actions around that plant as being nothing short of nuclear terrace in the coming out of the year and security council will hold an emergency session after the attack on the nuclear plant, on to seriously a haunting reports now on what was an anxious night in a dangerous conflict. a fire fight at europe's biggest
6:04 pm
nuclear power plant, in a fire sparking fears of a nuclear explosion. but the world's nuclear body says the immediate danger is over all the safety systems. of the 6 reactors at the plant where not at all, the russians are now in control of the facility after giving firefighters access to put out the fire. earlier ukraine's president issued a dire warning, accusing russia of the attack. you would have, we will say, you may seem if there is an explosion, that's the end for everyone in the end of europe, the evacuation of europe and the urgent action by europe can stop the russian troops and not allow the death of europe from a catastrophe. at a nuclear power station, the russians in turn have accused ukraine of staging the attack. but there is no
6:05 pm
doubt that the goal of the provocation stage by the kiev regime at the nuclear facility, is an attempt to accuse russia creating an area of radioactive contamination. the nuclear facility is 6 reactors, are located near the town of enter, goldar, an area contested by the russian military and its separatist allies. the nuclear plant has been the sight of defiant resistance by ordinary ukrainians using themselves as human shields to keep russian troops away. the reality of a nuclear disaster is all too real to these people. in 1986 this year noble nuclear plant exploded thousands of people dying of the consequences of radiation and leaving a huge area of the country uninhabitable to this day. and while the fire at the nuclear plant is extinguished, the war around it reaches on leo harding al jazeera. well, i have been multiple rational tanks in and around the capital. keith,
6:06 pm
i'll just here is angela is marguerite reports now from child village. i will see you what this is the aftermath of the engagement of fighting between the cranium and the russians militarily on the ground. can say that the capital keep this in the north east and last west where we are now. what are the forefront of fighting? the fighting is taking place and very grow close proximity. in addition to that artillery was out of the shelling continued have on the heart and in the middle of the capital, the defense ministry wall and the residence you had. you don't have to leave immediately simply because the russian army is preparing to enter that capital here on the move. this is i live from sika,
6:07 pm
this is right. so the most of the capital here, we can continuously hear the fighting gunfire and the selling, the selling from far by the russian army and fierce gun fighting between the russians and the cranium would then close reins. and that there is no, that's going to several defense or ambulance here. and this, this, that's why the majority of presidents have already led. this is the picture. as you can see, this is a building entirely destroyed and on fire. as we speak, we can still hear the shell falling huge explosions. i believe you can hear the logins, huge explosions. we were given some warning to be present. and this area, as you can see, the aftermath use destruction. i mean, it seems that the jazz are bought by terry. they're far in the hell
6:08 pm
by the brilliance. the russian army reached here from the area where the 10 nuclear actor is coming straight in the 1st place from bella as we speak. this building is already destroyed and on fire, and you can see the lame bloom, small, serious, all harsh isn't opin. he's just to columbus, us from the front line near the capital case. he says that residential areas are being targeted, jani. my thought, as you can see, this building was shelly 15 minutes ago and no i forgot now, as the residents say, this is a totally residential area. that is no prisoner of any military. if you look on a mac window personnel can alan maddox is, did you get a quote need to get your quote on the 1st household? is that christian?

6:13 pm
off of ukraine's electricity comes from nuclear power plants that were built under the soviet union. so patricia is the largest, it has 6 of the countries 15 reactors. according to the i. e. a russian troops are advancing on another nuclear plants called south ukraine. there are 2 others come and it's key and written up to the northwest. russian forces have control of the novel nuclear plant. it hasn't had any active nuclear reactors for more than 20 years now, but large amounts of spent fuel on radioactive waste remain on the site. and this is where russian forces are in relation to the plants. president lensky says that russian troops the season control of the countries nuclear power infrastructure. alexi also was ukraine's minister of energy environmental protection. he joins us now live from keith. good. have you with us. i want to get your thoughts. first of all, on this incident over night, and the fact that russian forces have captured what is europe's largest nuclear
6:14 pm
plant. well, i'm sorry, in case there's a real bad connection failed because we have the internet here. i'm right now i'm the northwest of here near, let's say, front line. and that's why we have a bad connection. but speaking a back to the danger that russian aggression grand can make. i can say that, well, the raise some scenario, really bad denarius' that can be this attack a during this night that race potential and former soviet union books build, preparing for nuclear. but we have to speak about separation on the left, on skiing rain,
6:15 pm
we have to speak about that high professionals that operate and then the keys were speaking about secondary equipment, not the main nuclear power equipment, but 2nd directly. it's really important that they to, for this government to be safe here and there. barbara stuff such a normal human disaster in aged 86. and this is once migrate, rush and aggression. and there is no meaning of taking these objects on the was a carry reason. i can't explain why russians taking not to writing books in the region on life was the black mailing as a whole, humanity and comment on small rebec situation in ukraine. i can say that we have a great decrease in consumption. it's even more than
6:16 pm
a half. and so when we speak about a nuclear power plant, it's covering more than 50 percent of ukrainian demand. and it's really, really hard to dispatch the situation here in the rain right now is russian rockets and warms. and it's a huge challenge. was a dispatchers to make everything in the order and that's why ukraine needs the centralization then system. okay, so what we have right now, i want to ask you about the situation on the ground where you are at the moment, but i'll come to that in the 2nd 1st. i just want to get the response to these russian claims that this incident last night, the shelling and fire was staged by ukraine and the russia moved in to ensure the safety of the plot. well i don't think said the ra rush profession special is coming on. i was
6:17 pm
a nuclear power plant. there are troops and machine guns to armor right now, we random specialist working on my machine guns and 2 in front of armor russian tubes. and this is the question of abrasion ok. who, that's why when, when somebody think i was just i was was q who is in control of that plan right now . right now the perimeter is controlled by russians. their operating still controlled by ukraine and professional engineers. but it was a pressure from the russia, russian troops. okay. and so before we let you go, perhaps you tell us about about the situation where you are it without disclosing your location but, but without telling us about the situation there in cute well,
6:18 pm
it was her rather odd situation. we're in the northwest and the little towns. yeah. but the key and then on to great on the wrong button. and right now we were trying to find a way to get out from get been women and children because they are in shelters and we are trying to bring them on file. so if to then to somehow to get them to the full and mean, and that's what is right now is going good. subject many thanks for your time. much appreciated alexi was that in keith let's speak with i'll just hear as jonah, how, who bring us up to speed with what's happening across the country. he's in la viv in the west. jonah, what are you hearing from maria, paul,
6:19 pm
that city that's under under siege information is coming quite slowly out of mary paul in terms of detail in terms of pictures. because the city is cut off, it is surrounded, it is under siege and it is under the constant attack hospital pictures showed dreadful scenes of injured and dying and dead bodies. and it is very clear that the situation there is absolutely die. it is the only remaining major city along the black sea coast, between premier and those breakaway regions of the east. still to be holding out, the flag is still flying over municipal buildings there. and kaylee, the russians want that city to fall mario pole so that they can complete their land corridor. a nervous weight as well for odessa, which is on the other side of crimea, also in the black sea coast, with landing cross hovering on the horizon. people have been building defences on
6:20 pm
the bridges there for days, expecting a landing. and it may be that russia is trying to expand its operations across that southern coast to try and cut ukraine off entirely from access to the black sea and moving round up to even the east, a much bigger city, one and a half 1000000 majority ethnic russians there that city has been under terrible attack for days now. the focus of attack from missiles from rocket systems and artillery has been civilians and civilian residential buildings. a period of quiet today has allowed people to emerge from their bunkers and bomb shelters and get into cars and try and flee long, long queues of cars described leaving car keys. many of them bearing handwritten scrolled notes in the windshield, telling people that there are children in the conference, and i hope that that will buy them some sort of safe passage and protection. and then up to where your previous guest, the minister was speaking from the suburbs around key to the northwest,
6:21 pm
particularly of kia butcher, or pin at barbara the young cows to mel dreadful reports coming out of all of those towns of renewed attacks. again, hitting relentlessly at residential targets. those tall apartment buildings with people huddled in basements below, and no doubt fast rising at civilian toll there, as well as attacks just north of that journey. he 47 civilians killed in chinese in attacks during the morning. it's all building pressure continuing to build pressure to maintain pressure on the capital, key of as key of, of course, weights for that enormous convoy to resume its progress, to complete the encirclement of the capital out 0 out a whole reporting from levin ukraine. jonah for the moment. many thanks. cindy's. nato. foreign ministers are holding a special meeting on ukraine. it comes as allies tightened sanctions on a vladimir putin in a circle. they to
6:22 pm
a secretary general says the alliance has ruled out imposing a no fly zone over ukraine. we have responsibility as late laws to prevent this war from escalating beyond ukraine because south will be even more dangerous, more devastating, ah, will cause even more human suffering. so, we are made the clear that we're not going to move into ukraine. neither on the ground or in the ukraine air space. and of course, the only way to implement and no fly zone is to send nate to planes fight to plants into can air space. and then impulse that no fly song by shooting down russian things lives out of brussels on diplomatic it is a james phase, is that so james, what exactly was decided at this nato meeting?
6:23 pm
well you heard what was not decided and what is very clearly being ruled out, and that's the sort of things the ukrainians want. the cranium, the decree in foreign minister actually addressed this meeting by video link and said, please help us. and if you don't help us than you are going to be partly responsible for the death of ukrainians civilians, and the main thing they want is a no fly zone that's not going to come from nato. we know that the ministers have been here. they've actually gone 3 of us out of town. now for an e, you mean change? the e u is being joined by the u. s. the u k. no way and others at that meeting. and so that will look at the non military aspects of it already. there's very tough sanctions in place. one thing though, that i think they all discussing here and have started the discussion on the nato foreign ministers meeting earlier, is in the long term putting more forces in those nato countries that are closest to russia. that discussion apparently has started according to the nato secretary
6:24 pm
general, and that certainly pleases some of the countries, for example, the baltic states. i spoke a little earlier to the stony and foreign minister and she had her own country felt threatened. we are very much worried because so that you see the sierra people scaling in front of our eyes and we have not managed to stop this war. and unfortunately, we see that the russia steps are more and more brutally by every day. and also because of today's morning news about it attacking nuclear facility located, it all means that the have, the international community must come together and have to end this war with political means with economy means and also help to support ukraine in this very difficult situation. the nuclear dimension, very worrying here of the among the countries that attended this meeting. non nato member, sweden and finland. they're now meeting attending all of the meet
6:25 pm
a meetings that are taking place on ukraine. that nato has showing how much closer they are to the nato alliance finance. foreign minister away in the city was very, very scary. what had happened over night with regard to the nuclear power station and worth telling you, adrian, on the other side, the atlantic, the un security council, is going to discuss the situation with regard to the nuclear aspects of that that's coming up a little later on to implement together to james space there live in brussels many thanks, jeff. james will not our talk to you again in the coming hours. are either delda is the former us ambassador to nato and the current president of the chicago council on global affairs. he joins navarre, skype from chicago, good teddy with us. and bassett, what are your thoughts on on nature? was it right? not to employ or not to a, implement a no fly zone above ukraine as ukrainians president has requested it to do?
6:26 pm
well, there really are no half measures in, in this case, it's not like a no fly zone. is something you do and not consider the consequences with regard to a direct military confrontation between nato countries and russia. the only way in which you can actually really establish a no fly zone is to make sure that russian aircraft aren't able to fly over over ukraine in your space. and if they do that, you have to shoot them down. and at the same time, you will have to go after the air defense systems that were threatened nato aircraft over ukrainian territory. and that would mean bombing targets in russia. so in order to establish a no fly zone, that is credible real and has an impact, you're actually declaring war on russia. and it is that, that nato, who, at this point of time is decided not to do are going to play devil's advocate with you here for moment. forgive me. but i think this is an important point to raise the longer. but ukraine holds out against this attack by russia,
6:27 pm
the bloody and more violent this conflict to is, is going to become of vladimir putin. his is, is not going to give up until he's achieved his objectives. and with that going on and it becoming more bloody removal of the most civilians are going to die. to what extent will nato be culpable for those innocent deaths by supplying the weapons that ukraine is using to defend itself? well, of course, the, the only called ability so called the ability for this is, is russia and, and it's president vladimir putin who, after all, started this war unprovoked, unjustified. and for really no reason ukraine was not a threat to russia. it was not mobilizing a $190000.00 troops on, on russia's border, that's what ukraine was doing. so the culpability is clear and that needs to be absolutely of 1st and foremost in people's mind, ukraine has
6:28 pm
a right to defend itself. it has a right to defend itself under the un charter. it has a right to defend itself under all european security declarations that russia has signed on to. and in order to defend itself, it is only appropriate that it be given the means to do so. and that's what nato countries, not nato, as an organization, but nato countries and others, including countries of the european union that are not members of nato are helping ukraine to do the fundamental question. and it is one that we will continue to debate, is the degree to which the threat of russia towards ukraine, and indeed to security around europe. now requires a response that, that risks war between the united states and russia, between nato and russia. in many ways, a world war 3 are we there. so far, nato has decided, and i think at this point, rightly not to risk that wider conflagration, which won't help anyone, including the people in ukraine. we've got much more diplomatic can ringing,
6:29 pm
going on today. diplomacy has a so far failed to prevent this, this conflict will diplomacy solve it to think? unfortunately, i don't think we're going to have a diplomatic solution any time soon. clearly, what is the case is that at some point, this conflict will have to end with some kind of diplomatic settlement, all conflicts, even the ones that lead to unconditional surrender have some diplomatic component. but we're not here yet. clearly, what russia wants is the unconditional surrender of ukraine. that's not going to happen what ukraine and the rest of the world once is, the unconditional withdrawal aggression forces from all of ukrainian territory, including crimea. and russia has made very clear that's not going to happen. unfortunately, until things get worse, we're going to see more bloodshed, more devastation and more war. that is the choice that vladimir putin has made. and it is the responsibility of the international community to stand with the people of
6:30 pm
ukraine. and to make sure that the cost on russia is so high that at some point it does alter course. it's good to have you with a so many thanks did to for your 1st, really appreciate your time. but if adult, that might love us ambassador to nato. where are the midway point in this? do you salad? still to come on. the program will have more on a cave children's hospital that's been forced underground. as russian tanks inch closer to the city. the winter paralympics have begun at bay jane with a message of unity and peace. andy here with the sport a little later. ah hell i once again, we've got more unsettled weather across northern parts of the middle east, but it shouldn't be quite as unsettled as it has been recently a fair amounts of cloud just coming through here. so one or 2 spots of rain,
6:31 pm
maybe some when she flowers to some sleep, the snow easing all the way over to walked afghan, a star, and follow that line of cloud just around the central parts of the gulf. here in katara, not too bad at sea 27 celsius. we performed quite nicely with that temperature. sodomy, winds coming through was may well start to switch as we go through sunday, but we should still get up to around 29 degrees. and we do still have some wintry weather, some wet weather coming in across the levant, so, so disturb, across parts of north africa. quite a brisk wind for a time, which was the eastern side of the mediterranean, but it's over towards the western side where we are gonna see some wet weather, just leaking out so fast. southwestern parts of europe. well, the morocco nor the areas of algeria to nicea seeing some wet weather and the showers now started become increasingly widespread across west africa as we go on through the next few days, i showed up with the showers the heart of africa. now, of course, pushing up towards the equator, those seasonal range showers there too and to botswana,
6:32 pm
eastern parts of south africa said some lively showers over the next couple of days with a possibility. likewise flooding ah, stories of life and ins as series of short documentaries from around the world that celebrate the human spirit. against the odd al jazeera select, gang did take the ships to democracy's activities to corporations. control of the message is crucial. be it for public opinion or profit. the listening post examines the vested interests behind the content you consume on. ouch is, here. russia has launched an attack on ukraine. how will the world react to this
6:33 pm
latest move? and what impact will this hop on the people be crane and russia as events unfold? say, with us for the latest news and analysis for moscow on al jazeera. ah ah, hello, get adrian sitting here in doha with that he's out from al jazeera. the headlines rush has taken control of europe's largest nuclear plant. a fire at the facility and southeastern ukraine has not been put out. international nuclear authorities say the reactors, one not damaged, that has been fierce fighting right across ukraine as moscow continues to push ahead with its invasion, russia,
6:34 pm
its allied separatist forces now hold all the areas shaded in red here. the beliefs of completely surrounded the key city of mario pull at of been subjecting it to intense shelling. russian troops have also entered the black sea port of mcclay, a vis mickely of, sorry, of the 1st time, but a facing staunch resistance. ukraine's 2nd city ha cave was one of russia's 1st targets. despite heavy shelling, it is still under ukrainian control. for the north, russian forces are expanding their offensive on the outskirts of cave, but the capital itself is still in ukrainian hands. so the eastern ukrainian city of hong, he if one of russia's 1st targets and as we said, despite heavy shelling at its proximity to russia's border, it is still under ukrainian control. many of the cities, one and a half 1000000 people, though of fled out as their as charles stratford is in a village, not far from cal. have just a warning that charles is report contains some graphic images.

much wanting actually tweeted about that and here we are still trying to digest this use. it's a numb and sort of feeling andy, and that's because whether you're in india where they are in any part of the world, if you follow cricket shane ones last, just my sense in the last one i was seems to be personal for a lot of us and that just tells you what he was to everybody that he was an extraordinary bowler, just needs to go without saying he will be looked back as the man who became legs been, he will personify the art as long as it exists in cricket. but to just fall of a bowler gideon, it was the finest cricket writer we know. he spoke on the road on shane warne that it would be to justice to call and warn just a ball as much as it would be to call madeline monro. just an actress. this man was, he was box office. he was fame brought out the best in amy, there isn't a scandal that he wasn't bout of his flaws made him. i guess this boss know this, the somebody that people felt they knew it was almost like watching the truman show and believing one's life with on the one. and you had the art that was

extraordinary. and you had the man himself who loved being in the limelight, steve ross, captains eddie love to be loved. and that essentially is what wanting to be remembered as this larger than life bigger. he brought up this razzmatazz to the odd to like, speed, and he, he's often looked at as the man who was the greatest captain to never captain australia, because that's how smart, how insightful, how brilliant he was cricketing brain. and that's what he became as a commentator over the last few years. this is just a colossal figure in cricket. and he will be remembered as such in spite of this, the shocking demise that mister trying to digest and run kate. he was around sir, in the early years of 1st the indian primarily played have played a key role in that as well. what sort of relationship did he have with, with fans in india? it is exactly that, isn't it? india just took the warning leg like he was one of us, or he, he will be remembered as the man who actually won that 2000. it's i b l asked captain in butch something that doesn't happen any more in the sport. i there wouldn't be a street in there that money would be able to walk on without being hounded by fans

and reporters. so there's a special relationship on at, obviously such and that goes on of his grid rivals and that sort of created this, this fine fine rivalry in the 90s in 2000 that you wouldn't find a young spinner in india who hasn't tried to copy shame on action, you know, that's the kind of icon status. he enjoys cult status, almost. so there is no doubt not just in india, but all over the world. this is somewhat little cricketing we'll, we'll never forget for his imprint on the game. and that he was, this is larger than life figure. i guess it's just something that makes us all feel like, you know, this is this loss. his personal run a couple joining his there from, from mom, by at digesting some very sad news for the world of cricket. thank you so much for your time. my running thanks. any. well, the winds paralympics have begun in beijing with a message of unit c and peace. but the presence of the international pilot committee made no specific reference to the war in ukraine. ukraine's athletes took center stage at,
