10:06 pm
. and let me just show you some of these small clustering issues that we've picked up found in the, in the, in the children's day grad, these tiny metal ball bearings. some of them the really tiny, just the size of my finger in a school playground. now this is what's going on, this is a resent residential area and this is what's going on in the 2nd largest city. many people have already left. those that do remain just really fearful because they don't know where the russians will strike. and when they will strike, and as you said, they've constant bombardment this morning. we woke up to the smell of burning. as soon as we stepped out, and as we went through the city, every few minutes, those violent thuds and bangs to and fro from the russians under ukrainians. and sometimes as you get closer, you feel that those vibrations and the so many buildings that have been damaged
10:07 pm
here. and it doesn't seem to be a method to the madness. sometimes it's a shopping center or buildings like this residential building. sometimes it's a hospital. the situation here that people are telling us is that they are very, very fearful. so many people have left those that do remain some of them vulnerable and the elderly of some are resilient and things that they don't want to leave. this is basically the a born and bred half, and they refused to give you up to the russian life to the un headquarters in new york. that's where the security council meeting right now to discuss north korea, latest messiah launch. let's listen in s slash 2022 slash 263. and let them on the take her to other draft resolution submitted by the united states of america and muslim messiah. the council is ready to proceed to the vote on the draft resolution before it. i shall put the draft resolution to the vote.
10:08 pm
now i'm in. will those in favor of the draft resolution contained a document to f slashed, 2022 slash 263? please raise their hand citizen. the result of the voting is as follows. the draft resolution received 15 votes in favor horton. though the draft resolution have been adopted unanimously as resolution $2627.00 of the year 202214 tellerman. i now give the floor the to the the those council members who wish to
10:09 pm
make statements send him after the vote. i give the floor to the representative of the united states of america. thank you madam president. the united states would like to express it's appreciation to council members for this mandate renewal. and for the important discussions that brought us here. the $1718.00 committee panel of experts continues to be indispensable in investigating the dpr case unlawful weapons program and sanctions evasion efforts. despite the limitations of the coven 19 pandemic, the panel has nevertheless continued to effectively monitor the implementation of these sanctions. we remain grateful to the panel for their invaluable contributions to the 1718 regime. colleagues,
10:10 pm
i have often repeated the importance of effectively overseeing implementation of the 1718 sanctions regime in this chamber, which is made possible by the critical work of the panel. this is particularly essential in light of the dpr kays, escalade tory provocations since the beginning of the year. there's more that we could and should do to empower the panel and insure their work can be best leverage by all member states to fully implement the relevant security council resolutions. although we were unable to come to agreement on how to do this in the resolution, we voted on to day. i look forward to collaborating with my fellow council members and all member states toward our shared objective of holding the dpr k accountable for it's unlawful behavior. i want to end by expressing the united states concern over the report leakage a concern. i know many council members share,
10:11 pm
and i hope that all parties protect the report until it is publicly released. moving forward. the united states also asked that the panel and deliver the incident report requested by multiple council members on the dpr kays unlawful ballistic missile launches earlier. this year i look forward to working with the council to continue supporting the panels mandate and fully implementing the international sanctions regime, addressing the dpr case unlawful w m d, and ballistic missile program. thank you madam president. so what you're looking at right now is the light fixture from the united nations security council, where they have just voted on a draft resolution 15 votes in favor and not draft resolution extends sanctions on north korea. regarding the latest launching off the north korea ballistic missile. let's bring in kristen salumi. she's monitoring this for us. she's joining us on
10:12 pm
the un headquarters in new york. so chris, the obviously the launch is a violation of restrictions imposed by the un security council. and obviously, members are not happy about this. clearly they're not i, we're hearing from china right now as a, as we go to air with this i. 4 years ago, the un security council agreed to impose sanctions on north korea as a result of an intercontinental ballistic missile launched. there was so much concern that the council came together and impose these tough sanctions. to put this in perspective, kim jung on of north korea yesterday launched an intercontinental ballistic missile that is believed to be even more powerful. on the very day that the un security council was due to extend the mandate of the panel of experts that overseas these a missile launches and the sanctions and the violations and so on and so forth. so
10:13 pm
thumbing there knows that you would think at the security council. so obviously this was a concern. the vote was delayed for a day so that the council members could react to the situation on the ground in we're hearing and expressions of concern from the united states. certainly about that in other council members as well, who called for this meeting, you back in 2017 that it was seen as a direct threat to international peace and security. of course, now the council even even more polarized than it was back than the same day that dpr k launched that missile. they also sided with russia one of only 4 countries to vote with russia in the general assembly a on a resolution about ukraine. so that the council is even more divided, but definitely very concerned about what's happening. and i think now we're going to listen to what china has to say. use the
10:14 pm
committee and the secretariat. so should strengthen their guidance over and at the discipline within the panel. urge them to act as strictly in accordance with their mandate was maintain confidentiality, both during and after their tenure with a view to preventing future leaks over. china reserve is right on this issue, both in the counsel and in the community. she behind that looked forward to the support of all parties when the time comes regarding the issue of the korean peninsula, i will give a full presentation of china's position at the later public meeting. thank you madam president. bascom b and i thank you representative of china, i give the floor to the representative of the russian federation. go specifically to, madam president,
10:15 pm
russia supported the adoption of fi draft resolution extending the mandate of the panel of experts of the security council committee, 1718 on tpr k. those are, at the same time we regret opted out at the n hold his weren't able to consider our wishes and proposals of our colleagues on preventing leaks of expert reports and investigation of such incidents. we hope that this question will be considered in detail at committee level near with the aim of adopting measures to prevent this flawed practice. thank you very much crush, but i thank the representative of the russian federation. i'm give the floor now to the representative of norway. all right, once again, let's bring and kristen salumi. she's joining us from the united nations in kristen . so we just heard from china. obviously, i'm an ally of north korea that was followed by the representative from russia.
10:16 pm
just talk us through what they had to say, well, what they are saying, and if you don't follow the un very closely, it might be easy to miss their poking at the united states and some of the council members, both china and russia, i had raised concerns about leakage from the panel of experts committee as to their reports on what was happening in north korea. this was something that was discussed during the mandate renewal process. and in fact, as a sign of how polarized the council is, as i was talking about before, they couldn't reach an agreement on changing the language and the mandate. so they opted for a more standard roll over of what they had in the past. and russia was referring to china's request to address those leaks. but what's interesting as the united states and they are opening remarks did mention those leaks. so in may not have made it into the mandate, per se, but we're seeing a bit of
10:17 pm
a nod to china and it's concerns there from the united states over how this committee conducts its work. so perhaps in an olive branch, there are an attempt to find some common ground for all of the members here, because i don't think anyone is excited about the fact that these missiles are being launched. we heard from the u. h. e ambassador. she holds, her country, holds the presidency of the security council this month. then she pointed to the missile launches by who these at saudi arabia that just took place targeting civilians infrastructure. she says that the entire council has reason to be concerned. and in fact, the entire world has reason to be concerned about about inter i c b m's. and so that is something that is shared here. but in terms of further action from the council, it will take a lot more negotiation for them to be able to do something more than talk in these
10:18 pm
terms. ok, thank you so much. kristen salumi reporting from the you and i did nations let sir . just put this all into context for you and florence louis reports. now on the launch of, as you heard chris and talking about some analysts or calling a monster miss. all this is north. korea's biggest intercontinental ballistic missile state media has now released this video of the test, calling it a new type, icbm. he to kim jong and personally oversaw the launch saying the test will deter any potential military moves by the u. s. south korea reacted immediately, conducting a live fi, a test of multiple ballistic and tactical missiles. we went on a military's closely monitoring in north korea's military movement and confirmed that we have the ability in readiness to accurately strike the origin of a missile launch. thursday's launch chose north korea's nuclear capability,
10:19 pm
has advanced the missile flu higher and for a longer time than any previous tests, the size of this means a lot more inside of it. so we're looking at a missile that can carry for more than one, or i could strike multiple targets with a single missile. the timing of the launch is also significant because of the world has on the grain prices that either north british trying to get a friend to refocus attention on his cell. or it thinks that because that we are so preoccupied that they made her less river ashy because of all the bandwidth study crane the test is being seen as a major escalation. the un security council will meet on friday to discuss the launch for years, attempts to dismantle north korea's nuclear and ballistic missile programs have failed and came junglin has made no secret of the fact. he wants his country to be

have targeted around go positions and situations, engender, and saudi arabia and other locations in re yard with a group of miss sales. also will finery of rasa to nora and other refinery. been targeted through our statements by the dpr k. the launch is involved among other things, a test of so called hypersonic weapons, railway worn missiles, and intermediate range, ballistic missile, and tests of systems related to the development of so called military recognizance salad satellites. it should be recalled that the council and resolution $2397.00, reaffirmed its decisions that the dpr k shall not conduct any further launches using ballistic missile technology. the dpr k did not issue airspace or
10:22 pm
maritime safety notifications for any of these launches. the international civil aviation organization has repeatedly informed the dpr k that unannounced missile launches represent a serious risk to international civil aviation. i k o has also called on the dpr k to act in accordance with the convention on international civil aviation. madam president, the dpi, okay, also appears to be actively pursuing its nuclear program. on 7 march, the director general of the international atomic energy agency reported that there were, quote, ongoing indications consistent with the operation of the 5 megawatt reactor at the young beyond sites. and quote, the i e. a added that they continued to observe construction activities at the young be on site,

10:25 pm
let me close by reiterating that the unity of the security council in this matter is essential to ease tensions, overcome the diplomatic impasse and avoid a negative action reaction cycle. thank you, madam president. oscar to say that the car. i thank miss decarlo for her briefing, and i now give the floor to those council members who wish to make statements. i give the floor to the representative of the united states of america. ok, so once again that is the un security council meeting where just a short while ago, they voted on a draft resolution which extends the sanctions regarding the latest sanctions on north korea. regarding the latest launch off the north korean ballistic missile. and we were just hearing from the under secretary general for political peace building affairs that is rosemary,
10:26 pm
the car you who is saying that the north koreans are actively pursuing their nuclear program. and the u. n. is also saying that north korea is defying demands by the security council to stop its nuclear program on your screen right. there is the us ambassador to the united nations. we will listen into what the ambassador has to say and bring you any of the latest lines from that security council meeting being held right now on north korea. we will move on to ukraine and tell you about the us president joe biden, because he's gone closer to the conflict and he's visiting eastern poland. that's where he has been meeting us troops stationed in the east of poland. he addressed them as well, returned gaijin as much more than just whether or not you can alleviate the pain and suffering of the people in a crate. or in a new phase. your generation were inspection point about every 4 or 5 generations that comes along and changes. fundamental change takes place. the world. i'm going to be the same, not because ukraine,
10:27 pm
but i'm not going to be the same. and 15 years now in terms of organizational structures, and the question is going to prevail or democracy is going to prevail on it. and the values we share are autocracies, prevail now before poland, joe biden was in brussels and there the us president announced he struck a deal with the you aiming to reduce europe's reliance on russian gas. under the agreement, the u. s. and other nations will increase natural gas exports to europe by an extra 15000000 cubic meters. this year, our diplomatic headers are james base is in brussels, and he told us how you plans to reduce its dependency on russian energy. if you look at the things that ukraine wants, in terms of sanctions, they won't tough a sanctions. and the thing that they think is missing is the energy that the you buy from russia, the oil and gas, it's 40 percent of europe supplies that comes from russia. now the us said, well,
10:28 pm
we can't countries, many countries are opposed to that because they say it was a home, very much of themselves and their citizens. so what now the u. s. is doing is it's going to supply l n g to europe, when they've said that they're going to supply 15000000000 cubic meters this year. the u then says that this means that this the can cut the dependence on russia by 2 thirds, and by 2027, they can have no rushing gas a tall. they can completely cut it out, but it goes 20. 27 is 5 years from now. so that means they're going to be 5 years in which the e u is still going to be paying russia for its oil and gas money that is going to help the russian economy at the time when you stay today is to try and isolate the government apply them in the final communique, not yet out here at the summit talks going on a little bit longer than usual. one of the other issues i believe they are close to
