chrissa salumi is life for us at the u. n. sucrose and what's been the reaction from the un itself to the atrocities. what we've heard from you and officials from the secretary general antonio. good terrorist to the high commissioner for human rights. michelle basha, lay expressing shock and horror at the images we've seen coming from boucher. there have been many calls for independent investigations, including from those you and officials. you and officials haven't gone as far as the united states and declaring russia guilty of war crimes. but they have said that there is enough grounds to investigate the possibility of war crimes. and that's already happening with the international criminal court. the human rights council as author also authorized a commission of inquiry. so those efforts are moving forward and we heard today that the u. n. is attempting to get their investigators to boucher as soon as possible to look into this. we do have
12:08 am
a meeting on tuesday on ukraine in the security council, and the u. k. ambassador barbara woodward who holds the presidency shut, said that there was nothing to be gained by having the meeting on monday that there would be more time to discuss on tuesday, they'll have experts briefing and so on. but we just heard that the russian ambassador was very upset by that, but he had his chance to a claim that this is all just a fake news in a press conference here at the un earlier today. he said that he will present even more evidence that this is fake news in a he, when, when the council meets on tuesday. and kristen obviously a lot of condemnation, a over russia over what a lot of people believe to be atrocities in boucher and the u. s is also called for russia. the be suspended from the human rights council. is that getting any traction? we heard the united kingdom,
12:09 am
certainly supportive of those efforts. it would take 2 thirds of countries in the general assembly to vote to suspend russia from the human rights council. it's one of 43 members. 47 countries who are on the council right now. a given passed resolutions in the general assembly passed by a 140 votes calling on russia to stop its aggression. the united states and the united kingdom think that they do have enough votes to make that move. the united nations has not gone that far in calling for the secretary general spokesperson has said that they think that's a dangerous precedent to ah, to go. they are that they think that there should be an independent investigation moving forward. so that remains to be seen. the united states has not introduced that resolution to the general assembly yet, but it is promising to do so. russia, again, saying that this is that they do not intentionally target civilians. and
12:10 am
i'm claiming to present evidence the evidence that they've presented so far has been said inconclusive by most experts, but they say that they have more that they want to present. kristen salumi with the latest that from the un. kristen, thank you. and analysis of satellite images by the new york times refutes claims by russia and its vassar to the un. the ones we've just been hearing that bodies were placed on the streets of boucher after their forces withdrew. satellite images provided to the times by max sar technologies show that 11 bodies were ready lying on one particular street on march 11th when russian forces, or by their own admission, occupying the town footage from april, 2nd after ukraine had recaptured, boucher shows the bodies still lying there in the same position, their cause of death is unclear,

but some of the dead had their hands tied behind their backs. will you as president joe biden says there's ample evidence of atrocities by russia. he was president vladimir putin to be tried for war crimes. he is a war, but we have the gallery provisions. we have to provide you with the weapons. they did send you the fight and we have the other all the detail of the actual have a war farm broil. this guy is brutal. what's happening with outrageous and every one european leaders have expressed largely similar sentiments to the u. s. president francis president manuel m a cron says there were very clear signs that war crimes have been committed in butcher and as responded by expelling several russian diplomats. the european union's foreign policy chief said the block is working on drawing up additional sanctions. as a matter of urgency for re challenz has more. how is europe to respond to boots, his horror,

across the continent that seen so many atrocities in the past? the shock that such killing is happening again in western capitals, there's always complete agreements of what to call them, where all uphold by the sayings in picture. at the butchery, the clear evidence of sexual crime, all the talking of innocent civilians that it's very clear the war crimes have taken place. the views of britons, foreign secretary echoed in most european capitals. we need to announce a tough new wave of sanctions. the reality is that money is still flowing from the west into peyton's war machine, and that has to stop. and this is where europe's response gets. julio and recriminations get better. listen to poland. prime minister, fornia president, your micro, mister president, macro. how many times have you negotiated with putin?

what have you achieved or have you stopped any of these actions that took place? and mister, more of it ski attacks germany's long standing business and energy ties with putins, russia, shavers, average growth, g showing we have to speak out here, now condemn it. admit that it was the wrong policy because we are dealing with terrible crimes with the crime of genocide and the 21st century. germany is still not doing what poland and the baltic states wanted to immediately stop buying russian gas. we have to put more pressure on food and we have to, to isolate washing to, to cut all it could not make relationship to russia. but at the moment it's not possible to, to cut the gas supplies. we need some time. and so we have to differentiate

12:20 am
deep and immediate cuts and carbon dioxide emissions to prevent the climate catastrophe. the reports 1st part was released a few weeks ago, found that the world has only a narrow chance of limiting global heating to 1.5 degrees celsius. the 2nd par to war and the consequences of not keeping temperatures below that level would be catastrophic and said half the world's population are highly vulnerable to the climate crisis and a 1000000000 people in coastal areas face inundation. well now the final part of the report says global emissions will need to peak within 3 years to prevent the worst effects of global warming. and the world will need to develop technology to actually suck carbon dioxide from the skies. by 2050. you and chief antoni, good parish has accused governments and businesses of lying about their efforts to stem climate, change the judy as reached, the verdict,
12:21 am
and it is them link. this report of the intergovernmental panel on climate change is a litany of broken climates promises. it is a file of shame, cataloging the empty pledges that could thus firmly on trek to warrenson and livable worlds. we are on a fast trek to climate, the sa stewart, kathy gillum, poor as vice president for international strategies at the center for climate and energy solutions. he recently served as a senior member of the you and secretary generals climate action team. he joins us now from london. sir, thank you so much for being with us. here on al jazeera, i'm in a story that has been overlooked. i would say in the past few weeks, because of the focus on ukraine, certainly the release of the reports. second part, now we have the 3rd part which outlines, i guess, some of the solutions. what are some of those solutions? well, thank you very much. i mean on the program. i think the, the, the record, i mean, the 2nd general was, was absolutely clear and he was right,
12:22 am
but the report also does outline the way forward and it makes it clear that the solutions are there. and it really highlights 3 things. i think one in particular, it highlights the fact that policies on the policies and legislation do work. so countries that have those in place have seen impacts in a positive way and climate change. the problem is that not enough of them have legislate and they haven't done it quick enough salon areas to put policies in place and implement them domestically not just with promises internationally. another area that it's very clear on is that we need a substantial reduction overall fossil fuel use a particularly in areas of energy efficiency, low emission energy sources such as renewables, but also different ways of carrying energy and transporting it such as hydrogen. so that's another area and then the 3rd area, it's this sort of for the 1st time the report really looks at the demand side of
12:23 am
energy usage. so things like shifting diets, transport patterns, and i, me to efficiency aspect. so those are the 3 main areas in a high level terms that the report addresses. and of course, the report doesn't hold back from saying that there has to be rapid, deep and immediate cuts in carbon dioxide emissions to prevent when you turn that or what it terms a climate catastrophe that for a variety of reasons. some politicians are not particularly keen, and we've seen the whole situation, you know, with energy sources. now in ukraine at least temporarily put more pressure on what do you think businesses or civil society can do to put more pressure on politicians? well, civil society, particularly the youth movement in recent years, as has an enormously important impact on holding politicians to account, of course is the youth that stand most to lose. and the pressure from them will just increase. but as you rightly point out, the private sector and businesses are also in the foreign line here because the
12:24 am
risks for them from the uncertainty around investments are going to impact them economically. so receive increasing pressure from business for action in particular in the areas of kind of risk analysis of countries putting in place the policies for level playing field and business really need certainties to they can make the plans, it needs for investment and really to avoid stranded assets, which is a real consequence of this report if implemented, but it's really government to lead and show the way forward both for members of the public and know how they can act, but also for the private sector to step in and do what it can as well, and do you sense that, i mean, whether government or, you know, social civil society, that attitude are changing, not just because of the pressure and a lot of the issues that come on and reports like this one. but also because we are seeing more and more the impact of climate change around the world. yes,
12:25 am
absolutely. i mean there are some examples of i should be in taishan, but it's just too few. i'm not fast enough. but as you say, we're seeing increasing implants, and this is really the existential threat of our lifetime. so it's time for truly to step up and lead am survey off to survey shown the members of the public around the world. one action that government really needs to take the 1st step to put in place the context for members of the public to do what they come. having gillem for a vice president for international strategies at the center for climate and energy solutions. and also recently served as a senior member of the you and secretary generals climate action team. sir, thank you so much for sharing your views and expertise with us. thank you. thank you. let's go to sri lankan. now we're protest there is continue to demand that the president quit over an economic crisis that left the country facing long daily power cuts. the main opposition party has refused president to go to buy in japan
